“Our intention is to join hands to become oneunited Bonteheuwel to tackle the issues thatface us - together.“We’ve already seen that in action whenwe

held our first march through the area in Fe-bruary and it showed that there are so manypeople who want to be part of that change.“That change is already happening because

we are organising participation at grassrootslevel, getting everyone involved area by area, street by street, and from this we will justgrow stronger.”Police representatives Brigadier Christop-

her Jones, Major General Jeremy Veary andthe Bishop Lavis cluster commander AndreLincolnwere on hand to present the latest sta-tistics and answer questions from the public. Most of the complaints were about the shor-

tage and visibility of policing and said gangshootings and other crimes could be preven-ted if policing was more effective. At the meeting, Lincoln responded to a me-

morandum of complaints from the Bonteheu-wel Joint Peace Forum. The memorandum was given to the police

during themarch earlier this year, when resi-dents demanded to see more police patrolsand for gangsters to be arrested. He said hewas very pleasedwith this initia-

tive and other areas were now asking the peo-ple of Bonteheuwel come and show them theway by setting up similar structures. In response to some of the demands that we-

re presented to police, he explained what acti-ons were already being undertaken.“Wehave established a specialised unit that

is doing special crime prevention duties overand above the regular patrols in the area.“There is also Operation Combat which is

target driven investigations that investigatesspecific suspects for their activities relatingto gangs.“Since our last discussion the relationship

with the public has also improved, and peopleare now playing a major part in the fightagainst crime.“This must now continue with more people

becoming involved in neighbourhood wat-ches to make a bigger difference,” he said.

Nicolas Miso may be the head boy at Eri-ca Primary in Belhar, but there is harmo-ny in his heart that wants to shine in theDrakensberg Boys School Choir. The talent of this 13-year-old is obvious

when he takes control of a microphone, and it will only be enhanced if financescan be found to help him take up the offerto attend the famedschool fromnext year. His mother, Mbuto, is very excited

about his acceptance but points out thatshe always knew that he wanted to sing.“He was two when he started singing,”

she smiles.“Wewouldwatch him standing in front

of amirror, brush inhand for amicropho-ne, and you just knew there was talent.“Somehow in my heart there was al-

ways that dream of him going to thechoir, now it is a reality.”While he was born in Cape Town, the

family moved to East London in 2008 butreturned in 2012.Anothermajor fanwhowants to see his

talent nurtured is teacher Allicia Secon-na, who was overwhelmed when he joi-ned the school choir in 2012.“I entered Nicolas for the Eisteddfod so-

lo song and he received 90% and 93% forthe two categories he entered,” she says.“The adjudicator of the Eisteddfod, a

previous voice trainer at DrakensbergBoys School Choir recommended that heshould audition at this prestigious schoolbut Nicolas did not have to audition, hewas actually accepted for 2013 already.”While music is a major part of his life,

Allicia is quick to point out that he is alsoa hardworking boy in class and achievesgood results.“I really believe that his talent can take

him to the top,” continues Allicia.“He played the lead role in the school’s

pantomime,CinderellaRockerfella, whichwas a huge success because he is very con-fident in front of an audience and enjoysentertaining.“He also performed at the annual Min-

strels Carnival Juveniles Sentimental so-lo competition in January 2013, where hewon first prize in two of the three competi-tions.“Some of this prize money helped with

the registration fees for Drakensberg,”she continued.“I have applied for finances at Drakens-

berg and they offered him R50 000 for theyear, but this is a single parent family andhis mother is not able to pay the full fee.

“I have taken him to a number of eventsto sing, andwhereverheperforms thepeo-ple have been impressed. He has excellentvocal techniques and one can even compa-re him to our famous national and inter-national vocal artists.“Hewas blessed to sing as part of a choir

but is also an excellent solo artist and thatis why I am looking for companies or indi-viduals who will help get him to the Dra-kensberg where his talent will only be en-hanced.”V For further information about sponsorships callAllicia on 072 405 2600, or Mbuto on 078 2993793. Die Eerste River Home for the Elderly

FOTO: RICHARD ROBERTS

Cunning thievesmay be posing as paris-hioners at local churches to seek outtheir targets after a daring theft at a

Bishop Lavis church.Saint Martin de Porres Catholic Church

has lost its data projector after thieves brokein through the roof but their methods revea-led that they must have attended a servicethere to know exactly where it was situated.Malcolm Swartz, a parishioner at the

church, explained they had improved theirsecurity over the past two years since theirsolid brass bell was stolen.Nothing couldhaveprepared them for this

incident though.“We think the thievesmust have been kee-

ping a watch on the church.“Our priest went on vacation last week so

there was no normal Friday morning massand the theftwas only discovered later in theafternoon.“Sowe think it was done during Thursday

night, but its how they did it that gives usan indication that they had attended thechurch,” he said.

ClimbersSwartz explained the thieves had climbed

onto the roof and removed two asbestossheets to gain entry into the church.“They knew exactly where to remove the

sheets to get to the projector,” he said.“Then they broke through the ceiling and

must have lowered somebody into thechurch to remove the projector. There is noway you can reach those bolts by just lea-ning through the opening.”He also pointed out that the thieves knew

what they wanted, because they simply leftthe sheets there.“It looks like they had some kind of power

tool to remove the screws on the sheets.”The church is offering a reward for the re-

covery of the InFocus Data Projector.“We also want other churches in the area

to be aware of how thieves may be targeting

Electrical geysers seem set to continueto guzzle up some 60% of households’electricity supply as Eskom incentives

to getmore people to install solarwater hea-ters have been cut.The energy supply giant said it has placed

its Load Reduction Rebate Programme un-der review, meaning rebates worth thou-sands of rands available to solar-savvy hou-seholds may be severely curbed.A leading solar products company has

since drawn up a petition objecting to therebate cut.“In a surprise move, Eskom has termina-

ted the current solar rebate programme, ef-fective from 1 May, with minimal notice tothe public, industry and other stakehol-ders,” said KlintMunton, owner ofSunScanSolarEner-gy Technologies.“Electricity de-

mand still exceedssupply during peakperiods, and nowEs-kom are pulling theplug on their endea-vor to save power bysubsidising energy-aware consumerswho install power-saving water hea-ters and geysers,”said Munton.

Grid under strain“The question remains that with an elec-

tricity grid under severe strain, how is itpossible that a programme such as the LoadReduction Rebate Programme can be dis-continued?”The City of Cape Town, a major Eskom

customer, said the rebate cuts only appliedto high-pressure solar geysers, and then on-ly if the components used in the making ofthese geysers were mostly imported.“There are new requirements around re-

bates and high-pressure systems, being thatrebates will only apply where productionincludes 70% locally produced compo-nents,” said Sarah Ward, head of the city’senergy department. This is in linewithEskom’s response. The

energy giant said the rebateswere beingnotcut completely, but were looking at diffe-rent requirements.“Theprogramme isunder review inorder

to enhance certain aspects such as creatingmore opportunities to stimulate local ma-nufacture, and the level of rebate,” said La-tetia Venter, Eskom’s marketing and com-munications manager.“The programme will continue, but with

changeswhichare currentlyunder conside-ration,” said Venter. She said selected areas with low-cost hou-

sing consumers would continue to receivelow pressure (LP) solar water heating sy-stems free of charge.

Local manufactureThere are two popular kinds of solar-po-

wered geysers: one thatworkswith solar tu-bes, the other with solar flat-plates.A typical 200L solar tube system for a fa-

mily of four costs R29 697. With an Eskomrebate on this system of R5 865, the total ca-pital cost would be R23 832.Munton said with financing this could be

payable over five years in monthly instal-ments of R998.But with no local manufacturers making

the solar tubes, SouthAfricans seeking a re-batewould be stuckwith flat plate technolo-gy, said Munton.“This becomes problematic when the ho-

me owner has a rooforientation which ismore than 45° offnorth. Flat-plates donot perform well onsuch a roof,” he said.Another problem

with the change inrebate policy is a per-ceived threat to localrenewable energybusinesses. One such business

is that of David Lip-schitz. His companyadvocates net-mete-

ring – an alternative energy solution wher-by households generate their own electrici-ty and sell any excess back into the grid.Lipschitz said the change to the rebate po-

licy was just one way in which Eskom andthe government’s approach to alternativeenergy put smallmanufacturers out of busi-ness.“Apparently Eskom has given their solar

water heater manufacturers/installers sixweeks’ notice that this Load Reduction Re-bate Programme is being terminated,” hesaid. This was “typical”, he said.Incentives and the rebate programme al-

lowed small businesses and manufacturingconcerns to flourish but “willy-nilly” policychanges “pulled the rug out from underthem”.Eskom’s response to Munton’s petition

was short: “Eskom is not intending to closethe programme, as explained above.”Ward said the Citywould continue to sup-

port local solar products manufacturersand city accredited service providers couldbe found on www.savingelectricity.org.za.

Elsies River is set to become home to a newDigital Access Centre to bring internet ac-cess to all.The Western Cape Government, in part-

nership with the City of Cape Town, recent-ly announced that a R2.8 million digital ac-cess centre is set to be launched in ElsiesRiver. The Interactive Community Access Net-

work (ICAN) Centre forms part of the rollout of the Western Cape Government’s R1.3billion broadband plan to connect commu-nities across the provinceover the next three years.Residentswill have access

to Wi-Fi hotspots, meetingrooms, video-conference fa-cilities, trainingworkshops, study rooms and sound-proof recording booths. The initiative builds on

the success of the City of Ca-pe Town’s broadband initia-tive in which R222 millionhas been set aside over threeyears towards the roll out ofbroadband infrastructurethroughout the metro. This project has allowed the City and the

Western Cape Government to contain andreduce spending on their internal telecom-munications costs. The network has saved R47.6m in tele-

communications costs and avoided R70m ofbandwidth costs for 2013/2014 financial ye-ar. In turn, these savings become availablefor economic development initiatives suchas the proposed ICAN Centre. This centre, which is a pilot project, will

be located at the Elsies RiverMulti-PurposeCentre which will undergo substantial re-furbishments in themonths ahead. The cen-tre is funded by the Western Cape Govern-ment in partnership with the City of CapeTown, which has provided the site and willmanage the installation of the infrastructu-re and equipment.

Today, Alan Winde, Minister of Finance,Economic Development and Tourism, an-nounced the concept, explaining that theDepartment of Economic Development andTourism would open the call for NPO’s toapply to operate the centre in the next twoweeks. Minister Winde said the successfulNPO operator would be required to ensurethat Elsies River residents are brought onboard to assist with the management of thefacility.“The centrewill consist of open spaces for

learning, innovation andknowledge production,” saidWinde.“It will be a space for the

entire community. Local en-trepreneurs can come andgrow their business ideas, le-arners will have a study re-source space and residentswill be able to further theirICT training. Key to the suc-cess of the centre will be thesocial entrepreneurship mo-del. In this model, govern-ment partners with local en-trepreneurs to establish and

maintain public facilities. This model ensu-res that business opportunities are createdfor local emerging SMMEs.”The Centre has different zones catering

for the entire community: The heart of thecentre is the ICANCommunityCommercialServices Zone, whichprovides all of the sup-port and shared services to the other zonesVarious training programmes will be

housed and offered at this centrewith stake-holders supporting suchprogrammes inclu-ding FETColleges, Adult Learning Centres, and Tertiary Institutions such as the Uni-versity of the Western Cape.V The Department of Economic Development andTourism will open the call for NPO’s to submit proposals to run the centre in the next two weeks. Interested NPO’s can email nashreen.moosa@westerncape.gov.za for the terms of reference.

Anonymous, if you are a proudbusiness owner, why did younot add your company name(“Small business feels thepinch”, TygerBurger, 23 April)? As someone who supports

small businesses and a formerowner, I know it does not comewithout hard work, ethics andvalues. It is, however, sad that there

are so many small businessowners who over-promise andunder-deliver. Always veryeager to accept the work, expectpayment and never to be seenagain. The only thing customers

expect is to pay for the prom-ised service – nothing more, nothing less – before partingwith hard-earned money.

It is unfortunate that thereare business owners like you orthe one you referred to condon-ing poor work and bad practise. You say you “jump to the

LEWENSKIEKIE

Kla by regteplekke virveranderingVandag is elke leser hopelik in een ofander stadium by die stembus.

Te veel mense kla byvoorbeeld by

So, doen vandag jou plig, én hou hulle

HOOFARTIKEL

SMSV Ek wonder of mense wat gekant is teensirkusdier-vermaak, al op TV gesien hethoe wreedaardig dieselfde dier ’n koedoeof ander wilde dier verskeur. Kla eerderoor hoe wreedaardig mens teenoor mens, mens teenoor weerlose babas of bejaar-des optree of ’n regering wat mense ver-bied om iets daaraan te doen. Wynand

V Regarding rat deaths: Can someoneplease give me advice on humane rodentcontrol methods. I have a problem withmouse droppings in my kitchen. It is veryunhygienic. AW

V Ek stem saam met André: TygerBurgeris ’n Afrikaanse koerant, maar dit lyk virmy hier bly net Engelssprekendes, wantdie hele koerant is omtrent net Engels.Baie mense het al daaroor gekla. CVA

V Na aanleiding van Johan Swart se klagteoor die spoedgrens in Frans Conradie (TB-briewe, 23 April). Die 70 km/h-borde is on-langs aangebring. Die spoedgrens was virbaie jare 60 km/h. Mariana, De Tijger

V Ek stem saam met André. Hoekom ismeeste van die artikels in Engels? Ek glohier is baie Afrikaanssprekende mense.Wat is die rede? Anders moet jul die Ty-gerBurger ’n Engelse naam gee. Esther

V I thought this was a bilingual newspa-per. Afrikaans-speakers have many news-papers. Anon

Media24’s Rachel’s Angels program hasbeenmaking a difference in the lives of lear-ners and students since 2007, and continuesto inspire a new generation to seek furthereducation.Top achievers in the programwere recent-

ly honoured at a fun celebration at the AlléeBleue Restaurant near Franschhoek, withGabrielaCarolus fromKuilsRiver, amentorat Ravensmead High School, winning theaward for best mentor.A total of 138 students

from 20 Western Capeschools, and 140 stu-dents from theUniversi-ty of Stellenbosch wereinvolved in the2012/2013 cycle. We caught upwith the

inspirational winnerwho told us about the ex-periences that garneredher the award. While she is now stu-

dying at the Universityof Stellenbosch, she pointed out that shewasnot very involved atMalibuHigh, where shematriculated.“The Trust appointed me as mentor at Ra-

vensmead High,” she pointed out.“I was appointed to a mentee and elected

as Super Mentor by my fellow Matie peersafter joining the programme when I spotteda poster in the library.

“The rest, as they say, is history.”Shebelieves that theproject aids in theho-

listic development of the individual.“It has a ripple effect on the community

as well,” she explains.“The programme creates spaces for

growth, aswell as critical engagement to en-hance human capabilities. These work-shops entail study methods, leadership de-velopment, mentoring and communicationskills with the learner that you mentor.”During her time as a mentor there have

been a number of highlights.“To my amazement there has been a shif-

ting of the mentee andmentor relationship rol-es,” she points out exci-tedly.“One day I found that

my mentee, Ronelle VanDer Westerhuizen, wasable to impart values inmy life too. We were ableto talk and engage witheach other beyond thesuperficial and munda-ne tasks of academia.“Secondly, I was ho-

noured to return to my former high school,Malibu High, to be a speaker at the annuallecture alongside Joanne Strauss.“It wasmy ‘pinchmyself moment’. In that

moment, I was grateful for what I haveachieved thanks to all the teachers who ser-ved as mentors in my life from grade 1 tograde 12.”

Major differenceShe feels that she has been able to make

a major difference in the lives of childrenshe has mentored.“I think that by being ‘real’ I have chan-

ged the lives of mymentees and fellowmen-tors. I have chosen to be conscious and open-minded with my mentees and mentors.“Iwanted to inform themthat I knowwhat

it is like to have family fromUitsig andMal-mesbury. My aim was to make them awarethat you can excel beyond your present daycircumstances.“My father, Gary Carolus, is formerly

from Uitsig and never let his circumstancesget him down. In addition, myMom, Penelo-pé Carolus, taught for many years at UitsigPrimary and neighbouring schools.“Therefore I truly understood where they

came from and the various challenges theyfaced.”Her eyes light up when she recalls the

achievements of one of her mentees.“Iwas extremely proudofEvanneyKettle-

das when she matriculated with four A’sand was accepted for BCom Accounting atUWC.“I know what it is like to face hardships

and to take each day as it comes. I am awarethat it is tough when the only thing peoplesay to you is “you can make it”. Yet, theyfail to mention that it takes so much willpo-wer to rise up when you live in ‘rock-bot-tom’.”“Therefore, when I engage with my men-

tees and mentors I am conscious of my acti-ons and words.“I want to walk away from a conversation

and say that I have shared in the growth ofthe individual academically, socially, spiri-tually, and simply had fun.”

Honesty“My hope is always that my fellow men-

tees andmentors canattest tomyhonest andtransparent relationship. In return, I hopethat it makes them realise that unemploy-ment, retrenchment, poverty, strokes, can-cer, major depression nor financial con-straints can withhold them from attainingsuccess. It only takes one toe before theother each day, since a step can feel toomuch at a time.”Strong words from this positive young la-

dy who is still striving to further her educa-tion.“I am currently busywithmyMasters (so-

ciology) and would like to pursue a careerin academia with a focus on education anddevelopmental studies,” she says.“At present, I would like to engage with

communities to ascertain what they find as“at risk” and how would they propose a me-ans forward.“With this in mind I am always open to

the idea of working alongside communitiesto determine and find possible solutions.”

A draft policy is in the making to grow CapeTown’s creative and performing arts. The City of Cape Town’s newArts, Culture

and Creative Industries draft policy is cur-rently under review. It includes the full spectrum of the arts and

creative expression ¬ from graphic design tobusking, acrobatics to graffiti, and culturalheritage. In short, all formsof arts and creativework

is captured in the policy.Capetonians haveuntil 15May to comment

on the City of Cape Town’s newArts, Cultureand Creative Industries draft policy. The draft recognises the importance of the

arts and creative industries and aims to pro-mote these industries and create an economi-cally enabling environment.Ian Neilson, the actingmayoral committee

member for tourism, events and marketing, explains that thenewpolicywill be anupdateon the Arts and Culture Policy, which wasin place in 1996, under the then Cape TownMunicipality.“There is a need for an updated policy that

allows the City to take decisions on the sup-port for and delivery of arts and culturalevents,” Neilson says.He adds that the creative economy is beco-

ming increasingly important for cities andaround the world and that Cape Town needsan updated policy to keep up with the trend. One of the desired outcomes of the policy

is to see more citizen engagement with thepublic life within the city, and its cultural di-versity, public spaces and history. The policy speaks of creating facilities for

the arts that make citizens feel “at home”.“This is part of the City’s commitment to

building an inclusive city, where all resi-dents have a stake in the future and enjoy a

sense of belonging,” Nielson says.“The draft policy is better aligned to ensu-

re the City’s greater recognition of culturaldiversity and heritage.”While the City’s department of Arts and

Culture is currently responsible for themaintenance of heritage and memorial sitesand facilities, Neilson says there are talks tomove this responsibility to a more speciali-sed maintenance unit.Thepolicy lists “persistent fragmentation”

and “poor coordination” as one of the biggestchallenges to the creative tradeandoneof theobjectives of the policy is to assist with coor-dinating networking and partnerships in or-der to create more opportunities. The policy speaks of creating a database of

Cape Town based performers to participatein city events.TheCity alreadyhas an extensive database

they have been building since 1996 and in2010, artists were invited to audition to be ad-

ded to the list.Neilson explains that the City conducts re-

search in neighbourhoods. They focus on arts and culture related bo-

dies and musicians, performers and artists.“The artists are added to the database and

may be drawn on by other departments toparticipate in events,” he says. The policy promises to market Cape Town

as a “Creative Industries Hub” and recogni-ses that the arts have an important part toplay in stimulatingCapeTown’s tourismandevents industries. The draft policy is available for viewing at

subcouncil offices and libraries or online atwww.capetown.gov.za.

New policy aims to promote the arts in Cape Town

Tygerbergklub maak stem dik in WP se Superliga-rugbySAREL BURGER

ATHLETICS: LOCAL LAD HAS POTENTIAL TO BRING THE MEDALS HOME

Rocco set for world stage

Rocco van Rooyen is set for the international stage. PHOTO: STEHAN SCHOEMAN

STEHAN SCHOEMAN

Rocco vanRooyen (21) is on the right pathto become one of the greatest javelinthrowers this country has ever produ-

ced. This lad fromKuils River, who is amember

at the Tygerberg Athletics Club, has his eyesfirmly set on the world stage.

At the end of last month while competingin the Western Province Top 10 club competi-tion at the Bellville Velodrome, he recordedhis personal best of 80.10m.

Keeping in mind that most javelin thro-wers reach their peak at 28. Rocco, at the ageof 21, has so much scope and time to achievegreatness that the sky is the limit for this ta-lented youngster.

For now, competing in the 19th Africa Seni-or Championships in Morocco from 10 to 14August is first priority. There is also a chan-ce he may compete in the Commonwealth Ga-mes which is to be held in Glasgow, Scotlandfrom 23 July to 3 August.

Morocco calling Rocco“I am really looking forward to competing

in Morocco. If I can do well there, I have achance of being selected to compete in the In-tercontinental Cup a month later, which is al-so in Morocco.

“If I can accomplish that, it will be a hugehonour to represent Africa against the othercontinents,” said Rocco confidently.

If all goes according to plan, Rocco will firstcompete inGermanyor Japan in July againststrong opposition which will serve as a per-fect platform for the Morocco showdown.

“I ambasically awaiting confirmation foreitherGermanyor Japan.Eitherway itwillbe great to compete just before Morocco.”

When it comes to coaching, Rocco is wor-king with one of the most respected coachesin the world, Kari Ihalainen, who is the he-adcoach of javelin in Finland a few yearsago. “I met Kari a few years ago. He realisedmy talent and invited me over for twomonths last year for intensive training. So-metimes I can be all over the show with mythrows, but Kari and I are working on mytechnique and back here I am working onmy own with a lot of drills. Things are co-ming together nicely now,” he said.

Niggling injuries“As with any sport I struggle with one or

two niggling injuries but it’s nothing seri-ous. I do a lot of gym work, especially in theoff-season, and when I prepare for competi-tion my preparation involves a lot of run-ning, work on the medicine ball and lightgym work.”

His goals for the future is set - travel toas many countries as possible and compete.

“Competing in the Olympic Games willbe the ultimate, and I believe I can reachthe 90m plus mark. It will be great to sayit is my job to be a professional athlete.

“God gave me this talent, and it’s my res-ponsibility to develop myself to be the bestof my abilities. With God on my side, thefuture looks bright and I am looking for-ward to all the amazing possibilites thatawait me.”V To assist Rocco financially to achieve his goalscontact him on 072 536 1342.

Spur boosts school MTBIf the early season warm-up events aroundthe countryare any indication, the 2014SpurSchool Mountain Bike League is set for ano-ther record breaking season.

Now in its sixth year, the Spur league hassurpassed all expectations. According to lea-gue co-ordinator Meurant Botha of Amari-der, 10 000 entries are possible this year.

“With an average participation growth ofaround 40% and a jam-packed 2014 calendarwith more than 50 races scheduled beforethe finals in Magaliesburg in October, weare set for a bumper season,” says Botha.

For the first time, keen mountain bikersin the Northern Cape and Limpopo will beable to compete, with events taking place inKathuandKimberley to identify riders to re-present the Northern Cape at the 2014 final.Limpopo is another new region where first-time races have seen a great turnout. Bothawill also be visiting the southern Cape in aneffort to uncover young talent.

“Depending on the development of this re-gion this season, we’ll try select riders to at-tend the national final as well,” says Botha,

who has always emphasised the develop-ment of both riders and tracks to get moreyoungsters on bikes.

Amarider is also playing a key role interms of cycling development. Apart fromrider development programmes, mountainbike tracks are being built around the count-ry in association with regional municipali-ties, schools and land owners to support thesport on a regional basis.

According to Spur Market DevelopmentManager Andrew Cronje, the group is de-lighted to be a part of grassroots mountainbiking development at school level. “We arereally proud to be associated with the leagueas it not only provides a platform for schoolsto compete in a structured way, but is alsoplaying a key role in growing mountain-bi-king as a sport discipline,” said Cronje.

“We would love to see mountain biking ac-knowledged as an official school sport.”

For entry details and event calendar lea-ding up to the finals at Bekker School on 4to 5 October, visit http://www.spur.co.za/about-us/event/spur-mtb-league.
