The body was discovered on the morning of Saturday 6 December, prompting an in- vestigation by detectives at the Kleinvlei po- lice. Police spokesperson Warrant Officer An- nacletta Mothoalo said a local boy was busy collecting wood in the bush on Saturday when he made the gruesome discovery. “A boy noticed something that looked like a hand,” she said. A dog that was with a group of children, starting digging at the shallow grave. It was then discovered that a body had been buried in the ground. The bush is located near a church. “He then called the pastor who contacted the police,” Mothoalo said. “The head was not attached to the body, it was just the man’s body.” It is unclear what the deceased was wearing and if the person had been shot or stabbed. The head of detectives at the Kleinvlei po- lice station said the person had not yet been identified, but that blood tests and finger- prints would be done in order to determine the individual’s identity. He said the process could take up to 12 days, depending on the backlog at the foren- sic laboratory. Colonel Tembinkosi Kinana, spokesper- son for the provincial police, said a murder case was opened. “According to the reports, the body was found buried in a grave. However, the mo- tive for the incident is currently unknown,” Kinana said. No arrests have been made. A one-year-old baby was discovered

amongst bushes in Eerste River, evenwhi-

    le firefighterswere busy extinguishing fla-

    mes in the area.

    Wilfred Solomons-Johannes, acting

head at the City of Cape Towns Disaster

Operations Centre, said the baby was dis-

    covered on Friday 5Decemberwhile emer-

    gency personnel was busy working.

He said a fire in Puffer Street, Devon

    Parkwas reportedat 16:34.Thearea is loca-

ted opposite the Old Apostolic Church.

He said a fire crew was dispatched from

    the Mfuleni fire station.

At 17:09 the fire engine and crew arri-

ved on scene and reported a large area of

    scattered fires. The emergency personnel

    immediately commenced with fire sup-

pression using bush beaters and spades,

    he said.

At 17:23 the firefighters found anuniden-

tified baby approximately 12months old in

    the bush unharmed.

The baby was handed over to the South

    African police, he said.

The police opened an inquest docket re-

garding the occurrence of the fire as well

as the abandonment of the infant, Solo-

    mons-Johannes said.

The fire was extinguished at 17:59.

    Baby found in

A new crime trend which involve licensed

gun owners buying ammunition from fire-

arm dealerships and then re-selling it to

suspected gangs, has become a serious con-

    cern, the police said.

Julian Unthank, chairman of the local

community policing forum (CPF), issued a

statement last week warning firearm dea-

lers who supply licensed gun owners with

ammunition, and those living in gang inve-

    sted areas, about this issue.

    Newly appointed Kleinvlei station com-

mander, Colonel Vernon Bester, said the

police are equally worried and want to is-

sue a sternwarning to the licensed gun ow-

    ners to stop their actions.

Unthank said: It came to the attention

of the Community Policing Forum that li-

censed firearm owners are abused by

    wrong-doers who purchase ammunition

    from gun dealers.

He said the selling of ammunition to

gangs contributes to the gang conflict wit-

    hin the Kleinvlei police precinct.

The police are currently busy with an

investigation into this criminal conduct of

    firearmownerswhowill definitely face the

    consequences of their illegal actions.

This is a stern warning for firearm li-

cense holders to act responsibility within

the ambit of the law, Unthank said.

Drugs, gang violence and illegally built

    structures.

These are the priority crimes newly appo-

    inted Kleinvlei station commander, Colonel

Vernon Bester, currently have his sights set

    on.

    In an interview with Tyger-

    Burger last week the 47-year-

old Bester, who was at the head

of the station in 2006, said he

    plans to change the criminal

    environment currently plag-

    uing the Eerste River.

It is clear the criminal envi-

    ronment has changed in com-

    parison with the previous ye-

    ars, Bester said.

Bester, who had been in offi-

ce for three weeks now, said

    drugs, gangs and gang violence

is something he wishes to root

    out.

We have a gang strategy that

    will be implemented.

Our primary focus will be to

mobilise the community and to establish a

multi sector task teamofwhich all organisa-

tions such as the department of health, justi-

ce, social development, education and trade

and industry as well as community safety

and the City of Cape Town will form part of.

This process will be driven by the CPF,

andwill be focused on initiatives and activi-

    ties for the youth.

Bester said there are guidelines for ensu-

ring a safer environment for the Eerste Ri-

    ver community.

These, he said, include encouraging a he-

    althy family relationship within communi-

ties, as well as to have a good relationship

    with ones neighbours.

The majority of crimes that are reported

to the station presently are crimes that are

related to acquaintance crime, he said.

This he explains, refers to people in adomes-

tic relationship or neighbours and friends

that are responsible for the crime commit-

    ted.

Bester said in most cases cri-

    mes are committed by people

    who know each other.

    Apart from ridding the com-

    munity of crime, Bester also

plans on clean up the police ser-

    vice internally.

One of the challenges he cur-

rently faces at the station and

hopes to address speedily is ab-

    senteeism.

Whether you are on an admi-

    nistrative or operational wor-

ker, we still have a duty to ac-

    count for the communitywe ser-

    ve, Bester said.

Bester said he wants to chan-

    ge the current perspective that

    the community has towards the

police the perception that police are cor-

    rupt and ineffective.

Another challenge he faces is the lack of

    resources and manpower.

It is anundeniable fact that the police are

low on numbers and that is whywe need the

community police forum to strengthen the

partnership; to build a bridge between the

police and the community at large.

Bester said the police will also try and in-

vite community organisation to help build

    neighbourhood watch structures or street

committees in order for the community to

assist the police in crime prevention.

About 300 senior citizens were treated to lunch at the Eerste River Multi Purpose Centre

recently as part of the Ward 16 annual endofyear function. PHOTO: RICHARD ROBERTS

    Seniors treated to lunch

For 300 seniors it was a fun day to remem-

ber when they were treated to a special

    Christmas lunch.

The meal was organised by local ward

councillor Gordon Thomas, at the Eerste

    River Multi-purpose Centre.

    Annalene Hollaway, an attendee, said

the event included a three-course meal

and a gift for each of the seniors.

    Mr Gordon welcomed everyone. The

seniors were then entertained with a

Christmas Nativity play, which was per-

    formed by the Community Caregivers,

    said Annalene.

It was amazing to see how well they

portrayed their different roles they are

all over 60 years of age, with the eldest

    being 87-years-old!

She set the setting of the stagewas done

by the staff at the centre.

Pastor A. Franks accompanied the sen-

iors on the keyboard during the play.

    Susan Darries (69), another invitee,

said the day was very nice for her and

it was not about the food, but about mak-

    ing new friends.

Maureen Samuels (73), said it was the

first time she was attending the annual

function and that she really enjoyed the

    special attention lavished on them.

Some of the citizens come from disad-

    vantaged backgrounds; they are really

grateful for this meal prior to Christ-

    mas, Maureen said.

Andries Wenn (59), also a first timer,

said the event was well organised and

    fun.

The eldest person at the eventwasMar-

ia Siebritz (87), who enjoys the annual

luncheon every year since its inception.

    Community leader Levona Coericius

    ensures Maria gets her invite.

The luncheon is one of the highlights

of the seniors calendar, said Annalene.

espite a decrease in housebreaking in

    Highbury, it continues to remainabig

concern, the Kuils River police say.

Speaking at a community meeting last

    week, police spokesperson Captain Isaac

van Niekerk said apart from housebreak-

ing, robberies in the area is also a worrying

factor, especially at the local railway sta-

    tion.

Van Niekerk was addressing a group of

residents at a meeting organised by the

    Highbury Foundation. The meeting cov-

ered a range of issues currently plaguing

    the suburb.

We have established that there are

    groups involved in housebreaking, Van

    Niekerk said.

He said in one of the incidents thewindow

from a home was carefully removed and

thieves stole what they could get their

hands on. Meanwhile, in other incidents

thieves use crowbars to gain access to

    homes.

We have identified five different groups.

Our detectives work in cooperationwith se-

curity services and we have managed to ar-

rest all five of these groups, he explained.

One of these groups was a crow bar gang

of whom one of the members is currently

serving a 12 year jail sentence and another

    six years.

When they were arrested we discovered

they were linked to 43 other cases reported

    across the province.

They are behind bars now, Van

    Niekerk said.

He said housebreaking cases are regard-

    ed as a priority.

It is the main crime in the area. When

    wemake arrestswemust scrutinise the sus-

pects and question them and this is an in-

    struction from the station commander.

We need to know what they had for

breakfast; we also need to oppose bail as far

    as possible, Van Niekerk said.

    Police see success on the

    trail of housebreaking gangs

Kuils River police were called out to the Ze-

venwacht Mall last week when a client at

    a bank apparently started performing,

    screaming and shouting.

The man, who is allegedly a mental pa-

tient, entered Absa Bank in the morning of

Wednesday 3 December, said centre mana-

    gement.

    The individual alarmed bank personnel

    when he started shouting.

Centre manager Karla Linder said the in-

cident was not an attempted armed robbery

but rather a customer who was unstable

    at the time.

    Itwas later established the customerhad

medication in his possession aswell as noti-

ces indicating that he had been to doctors,

    she said.

    Our security team, centre management

and local Kuils River police assisted in the

process of helping him back to safety.

Linder said the customer was not armed

    or a danger to anyone.

All was resolved and businesswent back

    to normal, she said.

Linder said while inside the bank, the

    man was shouting and performing.

He came into the branch and started per-

forming a bit whichmade everyone uneasy,

we realised it was someone who needed

    help, and assisted.

    Thepolice transported theman to ahospi-

    tal.No criminal casewasopenedagainst the

    individual.

It was just someone who needed help to

get to safety, which we did. There were no

issues other than that, Linder said.

Mfuleni police have warned people to be

alert to thieves on the prowl to rob them

of their hard-earned cash during the festi-

    ve season.

In a statement last week the police said

people especially those who collect their

stokvel money should refrain from car-

rying large amounts of cash when travel-

    ling.

    Stokvel contributions refers to money

saved over a period of time by a group of

    people in some communities.

We appeal to the community to please

allow the banks to transfer themoney into

the accounts of the stokvel members.

Each person knows how much he or

she should get. There are stokvels that ha-

ve gone that route and now they are free

    from being targets of opportunity-seeking

    criminals, Mfuleni police spokesperson

    Captain Nomathemba Muavha said.

The warning came days after a woman

who was disembarking a taxi near the po-

lice station was nearly robbed of thou-

    sands of rand.

    OnMonday 1December the police heard

the cries of awomanoutside the police sta-

tion as she disembarked from the taxi. She

reported there were people who wanted to

    rob her of her money.

The woman had about R350 000 in her

possession, money saved as part of their

    stokvel, Muavha said.

The police responded to the cries.

They saw the taxi being driven away

at a high speed. The police gave chase.

The taxi was later abandoned by the sus-

    pects, Muavha explained.

The owner of the taxi, according to Mu-

avha, reported that the vehicle was hijac-

    ked.

A 31-year-old suspect was later arrested

in connection with the crime. He had a fi-

    rearm in his possession.

In a crime awareness pamphlet distri-

buted by the provincial police earlier this

    month, peoplewerewarned to always con-

ceal cash and theirwallets. Theywere also

    warned to not count money in the public;

to do withdrawals at the back discreetly

and make use of the private bulk tellers

when it is a large amount. They are war-

ned to arrange security when transpor-

ting cash for the purpose of stokvel and

when distributing the cash to participa-

    ting members.

he congestion is not going to get

better, in fact it is going to get

    worse.

These were the remarks made by a traffic

official at a community meeting held last

    week in Highbury, Kuils River.

Guest speakers at the meeting included

    traffic officials, PR-councillor Raelene

Arendse, the Kuils River police, a security

    company official and property agent.

    ThemeetingonThursdaynightwasorgan-

ised by the Highbury Foundation and held

at the Kuils River Technical High School.

Several issueswere discussed, but the one on

top of the agenda was traffic congestion.

The meeting saw most disgruntled High-

bury residents complain about the current

state of madness plaguing the areas roads

    during peak hour traffic.

    PeterMeissenheimer, one of the residents,

who have been staying in Highbury for 26

years, said: Traffic is heavily congested de-

spite the fact that the majority of the people

in the area make use of trains and most of

the times the trains are not on time.

    Senior inspector, Cedric Cornelius, the

head of traffic inKuils River, tried to explain

the current situation and the way going for-

    ward.

    Infrastructure outstripped

The reality is that development in the ar-

ea has grown tremendously but that the in-

frastructure has not kept up with the devel-

    opment.

The congestions is not going to get better,

in fact it is going to get worse, Cedric said.

He said the biggest problem for traffic offi-

cials at this moment is the project currently

    underway near the Zevenwacht Mall.

This is not a City run project, but a pro-

vincial government project. Once this is

done there will be improvement, Cedric

    said.

He said the traffic department is currently

looking at a number of ways to address the

    congestion.

    Chris Davids, another resident, suggested

that traffic officials refrain from conducting

roadblocks in themorning as this adds to the

    problem.

Traffic officers at the robots directing

    traffic in themorning canhowever helpwith

the problem. This can be a short term solu-

tion to the problem, Chris suggested.

Cedric explained: What we envision at

this stage is to introduce video cameras to

record the traffic offenders and then send

them the fine and summons through the

    post.

He said this way they might not have to

    conduct roadblocks during peak hour.

Most residents in attendance said the big-

gest traffic hold-up in the morning is on the

    Stellenbosch Arterial between the Nooiens-

fontein Road Exit and the R300 bridge.

Residents on the opposite end using the

Van Riebeeck Road route suffer the same or-

    deal.

    Clement Cornelius, a transport operator

who transport scholars from Kuils River to

the Settlers High School in Bellville via this

route said he often arrive late.

Sometimes I have to contact the schools

to let them know we running late.

I leave the house at 06:00, but at 07:30 we

only get to the R300 bridge, he said.

    Pointsmen required

Traffic between the set of lights near the

Kuils River Netcare 911 Hospital and the

R300 bridge, according to the businessman,

    is the worst.

If we have a traffic officer at the bridge

this might reduce the congestion by 50%,

    Clement said.

    Another resident concurred. He said

pointsman are required at the big intersec-

    tions.

Mpho Kewana, a frustrated resident from

Stellendale along the M12, said here they too

have to struggle to exit the complex.

There is an integrated transport system

in the city, but when will the MyCiti bus

    service come to Kuils River?

It is difficult to exit Stellendale in the

morning. Several accidents have also oc-

    curred at the intersection.

I understand people are impatient, often

they are rude. We need an alternative,

    Mpho pleaded.

    In conclusionCedric suggested that people

consider making use of lift clubs or public

    transport.

Hes suggestion was met with some disap-

    proval.

The trains are late every morning! one

    Highbury resident shouted.

Metrorail has failed us, another said.

At the end of the discussion John van de

Rheede, chairperson of the Highbury Foun-

dation, suggested that an engineer from the

Citys department of roads and transport vis-

it the area to further address the residents

    complaints.

    Residents rage over rush hour

ment in Kuils River, addressed residents from

Highbury during a meeting last week. The

meeting was arranged by the local Community

    Development Forum.

total of 66 children younger than 13

    years oldwere raped and subsequent-

ly treated at Karl Bremer Hospital in

November alone. And the numbers are ris-

    ing as the holidays approach.

This has been confirmed by provincial

    health department spokesperson Sithem-

biso Magubane, after a media enquiry

about cases treated at the hospitals

Thuthuzela Care Centre (TCC) over the

    past six months.

The total of childrenunder 13 sexually as-

saulted since June stands at a nauseating

278, and the number of children older than

13 (but younger than 16) who were treated

by the caringTCC staff, stands at 422 for the

    same period.

    This amounts to 700 cases.

Of all these children, 468 knew their at-

    tacker, Magubane said.

The annual trend has been observed in

previous years, which shows an increase in

    incidents occurring during the first

    lengthy school break (in July/August),

Magubane said. This increase peaks inDe-

cember until the school year commences.

Incidents then decrease and the cycle be-

    gins again.

    Childline marketing manager Joan van

Niekerk said they experienced the same cy-

cle. We generally see a pick-up in all kinds

of calls in December and January. The kids

    are partying, the grownups are partying;

there is less supervision of children.

Magubane said compared to 2013, the

numbers for 2014 had actually decreased.

This aside, the facts remained shocking.

The eldest child was aged 15 and the

    youngestwas 11months old. Thehighest in-

cidence areas covered by Helderberg Hos-

    pital include Mfuleni, Kraaifontein and

    Delft, he said.

    All children remain psychologically af-

fected by this trauma for life. Therapy only

allows the individual to cope with the trau-

ma. Physical recovery is always achieved

at our centre in all cases since we do not

see severely injured children these are

    seen at trauma units.

However, a small percentage of cases be-

come HIV positive because of the sexual of-

fence, which then affects the individual for

    life.

Community safety MEC Dan Plato said

    the numbers were shocking.

    Weare shockedby thenumbers, but also

glad they were made available so we can

show the extent of the problem and that it

ismuch bigger thanwe thought, Plato told

    TygerBurger.

We really facemassive challenges in our

communities. Our hope is that the 16 Day

campaign is not just for the now, but that

it will continue on a daily basis so its mes-

sage can hit home, he said.

Children are raped when their parents

    are at work.

Plato said in most cases, children were

raped by the very people who are tasked to

take care of them while their parents were

at work, as parents did not have the means

    to pay a professional childminder.

    Hundreds of

    children are

    being raped

The 30yearold mother of a nineyearold

child who was raped, set alight and left to die

on a field near the R300 in Delft South in

January this year. The charges against the

attacker have since been withdrawn due to a

lack of evidence. PHOTO: LERATO MADUNA

A host of entertainers are lined up for the Festival of Lights.

    City plans grand light up

This years Festival of Lights celebration is

themed 20 years of democracy andwill fe-

    aturemany specialmoments as the country

celebrates a rich history and how far we ha-

    ve come as a nation.

It will start at 16:00 with the build-up to

the traditional switch-on and will feature a

star-studded line-up on the Grand Parade.

Mayor Patricia de Lille will flick the

switch at 20:30 to light up the city, amid a

    spectacular laser and pyrotechnics display.

To emphasise the theme and honour Nel-

    son Mandelas remarkable contribution to

the country and democracy, the event will

be staged in front of the iconic City Hall,

where Madiba made his first public speech

after his release from prison in 1991.

The free concert will feature a line-up of

    performers including brand ambassador

    for theNelsonMandelaChildrensHospital,

Zahara, and local favourites such as Ali-

stair Izobell, Alvon Collison, Emo Adams,

and Dr Victor and the Rasta Rebels. The

fresh new face in South African pop music,

Beatenberg, as well as two of the SA Idols

finalists, London and Lize, will join musici-

ans such as Donveno Prins, Jonathan Ru-

bain and DJ Calvin to entertain until 23:00.

    Cape Town style.

We call on communities from across Ca-

pe Town to come out and enjoy the evening

in a spirit of togetherness. This annual

event helps to unite communities and this

year let us pay tribute to Madiba and our

20 years of democracy. I am also appealing

to communities to please enjoy the evening

safely and responsibly, and most of all to

please ensure that our children are kept sa-

fe and free from harm, said citys mayco

member for tourism, events and economic

    development, Garreth Bloor.

This year, 2km of rope lighting was used

to create the various light creations in Ad-

derley Street, including the 6m high Christ-

mas tree at the top end of Wale Street at the

entrance to the Companys Garden. The 11

    light installations feature iconic buildings

such as City Hall, the Castle and the Good

Hope Centre. There are also images of fis-

hing boats, animals, and Santa Claus.

The Adderley Street and Somerset West

lights will be switched on at 20:00 every

night and will be switched off at 01:00.

  • Woensdag, 10 Desember 2014 NEWS TYGERBURGER Eersterivier & BlueDowns 13

As people across the country are left in the

dark due to scheduled load shedding, the

City of CapeTown is determined to success-

fully and speedily implement energy sav-

    ing measures.

It aims to start with its internal energy

    efficiency programme, which has already

fitted 1 378 traffic signals with LED lights,

a council statement reads. This saves about

    9 317 megawatt hours and 9 224 tonnes in

    carbon emissions annually.

It aims to eventually save 16 445 mega-

watt hours per year and 16 281 tonnes in to-

    tal carbon emissions. The retrofitting

project also saw 41 500 incandescent and

halogen lamps in robots being replaced by

LEDs at cost of R23m; a total of R11m is be-

    ing saved.

About 26% of council buildings have al-

so been part of the retrofitting project at

R26m, while smart electricity meters are

being installed at 90 city administrative

    buildings, says
