INTRODUCTIONThis Alert should be read in conjunction with Tower Cranes - Jumping precautions. Itsupplements that Alert by setting out additional interim measures that should be adoptedimmediately in all jumping operations for luffing boom tower cranes with slidingcounterweights. These are typically Favco and Favelle tower cranes.

THE JUMPING SEQUENCEThe jumping sequence should be in strict accordance with the manufacturer's recommendedprocedure and should be generally consistent with the advice provided in WorkSafe's AGuide to Rigging (Chapter 20, pages 178 to 181).

In addition, the following rules should be adopted immediately and until further notice:

Operations must not be attempted at wind speeds above the manufacturer'srecommended maximum for the jumping of that model and type of crane. If either therecommended maximum wind speed or the actual wind speed is not known, do notcommence operations. A calibrated wind gauge is one way of determining wind speed.

In accordance with the manufacturer's instructions, the counterweight hoist ropes mustnot be disconnected at any time during the jumping of the crane.

Before the top tower section bolts are removed and the climbing frame is hydraulicallyraised to accommodate the additional tower section, the counterweight securing flapsmust be positively secured to the hook point on the support beam. The method of fixingmust not prevent the necessary horizontal movement of the flaps but must prevent thepossibility of the flaps dropping off their hooks in the event of sudden movement of thecounterweights.

As a further precautionary measure during this critical phase of the jumping operation,the counterweight must also be secured by an additional chain, flexible steel wire rope orother positive restraining device. This also must be done before the top tower sectionbolts are removed and the climbing frame is raised. The design of the additionalcounterweight restraining system must be approved for this purpose in writing by acompetent person such as a crane engineer. It must be free of slack to avoid anypotential impact loading and must not foul any necessary slewing motion of the crane.

The counterweight hoisting ropes must be closely observed during the jumping sequence.In the event of the ropes coming free of the sheaves, appropriate action needs to bepromptly taken to ensure that the ropes re-engage correctly and safely.

TRAINING & INSTRUCTION OF THE CRANE RIGGING CREWBefore any further jumping operation takes place, the principal contractor for the site, andthe direct employer of the riggers and crane operator, must ensure that all those involved inthe jumping operation have received thorough training and instruction in the jumpingprocedure for the particular make and model of crane.

This training must include the measures set out in this Alert and in the Alert Tower cranes -Jumping precautions. It must also specifically deal with the risks associated with windloads 'holding up' a near-vertical boom and the possible impact loading effects that this canhave on the boom and the counterweights during jumping operations.

Records of training must be provided to the site safety committee and must be promptlyproduced to a health and safety representative or WorkSafe field officer upon request.

The training and instruction referred to above is in addition to the minimum generalcertification requirements for the rigging work and the operation of the tower crane.

LEGISLATIVE COMPLIANCEImmediate implementation of the measures outlined above will assist employers in meetingtheir obligations under the Occupational Health and Safety (Plant) Regulations 1995.Any employer who fails to ensure that employees and sub-contractors engaged in thejumping operation have been suitably trained and instructed on the above measures may bebreaching their obligations under these Regulations.

Any employee who wilfully disregards the measures outlined above may be breaching theirduties under the Occupational Health and Safety Act 2004.

In addition, any certificated crane rigger or certificated tower crane operator who wilfullydisregards these measures may have their certificates of competency cancelled by WorkSafeunder the Occupational Health and Safety (Certification of Plant Users andOperators) Regulations 1994.
