The United Nations Development Programme/Programme of Assistance to the Palestinian People(UNDP/PAPP) has been privileged to serve the Palestinian people in the West Bank and Gaza Stripfor over twenty years. During this period, UNDP/PAPP has mobilized over $300 million in grants tosupport the rehabilitation of infrastructure and to build the capacities of Palestinian institutions.One of the most sectorally diversified and sophisticated of these activities has been TOKTEN, whichstands for the "Transfer of Knowledge Through Expatriate Nationals". With over 4.5 million Palestiniansin the Diaspora, virtually all of them highly talented and interested in serving their fellow Palestiniansin the peace-building and development process, TOKTEN has a rich pool of talent on which to draw.Since 1995 UNDP/PAPP has benefited from the talents of over 200 Palestinian women and men,from outside the West Bank and Gaza and from many walks of life, who have volunteered their servicesin a variety of disciplines to strengthen Palestinian institutions. They have ranged from civil aviationexperts to strategic planners and education and public health experts to leaders in informationtechnology. Individually, they work with a Palestinian Authority or non-governmental/private sectorcounterpart for at least three months, but frequently for longer periods of time. A few have even

decided to change their "expatriate" status and return to the land of theirforefathers on a permanent basis on behalf of the Palestinian people.UNDP/PAPP has been very fortunate to have good partners who have

provided the financial resources to support the TOKTEN Programme, whichwas initially funded by the Governments of France and Norway, and more recently

through very generous contributions from the Government of Japan.Another good partner is the Minister and staff of the Ministry of Planning

and International Cooperation, which is the UNDP/PAPP counterpart inthe Palestinian Authority for TOKTEN, as well as the many goodpartners in Palestinian Authority ministries, research centers and non-governmental organizations. To all, UNDP/PAPP is sincerely grateful.In less than five years, the impact of TOKTEN has and is being felt

throughout the fabric of Palestinian society. This publication is designedto give its readers a flavor of this, uniquely Palestinian, activity which,since its inception, has been faithfully and diligently guided by anextraordinary colleague, Mr. Mounir Kleibo. I commend it to you as an

extraordinary success story along the path to peace and development.

I am pleased to note that Japan is privileged to have UNDP as an excellent

partner since Japan set out to engage in international efforts to improve the

social economic situation in the West Bank and the Gaza Strip.

There are a number of success stories about Japan-UNDP joint projects to

which I would like to draw your attention. One of the highlighted projects is

TOKTEN (Transfer of Knowledge Through Expatriate Nationals) programme,

an extremely unique and creative capacity- and institution building program

initiated by UNDP. It is amazing to know that more than two hundred Palestinian

expatriates have contributed, since 1995, in a variety of fields to building a solid

basis for economic development in the West Bank and the Gaza Strip through

this program. It is a great advantage of the Palestinian people to be bestowed

the dedication and enthusiasm demonstrated by fellow Palestinians for human

resources development and efficient institution building, a key to a better future.

The TOKTEN program has contributed greatly by diversifying ways of

developing technical cooperation.

Through the TOKTEN programme, Japan will continue

to extend a hand to the Palestinian people, so that an

environment more conducive to peace, stability and

prosperity in the region could be prepared.

I have been very privileged to be associated with

the Palestinian TOKTEN Programme (Transfer

of Knowledge Though Expatriate Nationals)

since its inception in 1994. The TOKTEN

Programme was established with the support of

the governments of Norway, Japan and France

and introduced in the Palestinian Territories in

1995 by UNDP.

From the outset, the Palestinian TOKTEN

Programme has proven to be an ideal

instrument for forging links between the

expatriate Palestinian community and the

institutions in Palestinian Territories. It provides

low-cost and highly effective technical assistance

support to mobilize the skills of expatriate

Palestinians from all professional backgrounds.

They provide advisory missions, on-the-job

training, studies and research for Palestinian

counterpart organizations. To date, some 200

TOKTEN missions have been fielded in

Palestinian Territories, benefiting more than 40

organizations.

The Palestinian TOKTEN Programme has

been a great success and this is particularly due

to the excellent management of UNDP,

especially the UNDP TOKTEN manager, Mr.

Mounir Kleibo, who created a database of

consultants and succeeded in identifying the

best candidates to meet the most urgent needs

of the Palestinian institutions. TOKTEN has

received praise from all its partners. It is a model

of a United Nations technical assistance

programme, benefiting Palestinian institution

building.

UNDP'S TOKTENProgramme

The United Nations Development Programme (UNDP) introduced the

Transfer of Knowledge Through Expatriate Nationals (TOKTEN)

Programme in 1977. The Programme seeks to bring the knowledge, expertise

and experience of expatriates back to their country of origin. The brain

drain experienced by so many countries in the developing world thus benefits

from a repatriation of knowledge and know-how. And, since unique social,

economic and cultural considerations are of paramount concern in

development projects, the utilization of expatriate professionals also provides

a modality to better negotiate these complexities.

TOKTEN consultants are professionals with track records of academic

achievement and lengthy experience in their fields of specialization. They

tend to be highly motivated and bring with them a special interest to help

develop their countries of origin. They are selected according to merit and

based on the needs of different sectors in society. Governments, in

cooperation with UNDP country offices, identify needs and design TOKTEN

projects to suit their specific requirements. UNDP then makes available a

list of suitable professionals available from its data bank.

TOKTEN has proven to be a practical and effective way to transfer expertise

and skills in a cost-effective manner. The TOKTEN Programme in the

Palestinian Territories is one of 25 programmes across the globe.

Background

The development effort in the Palestinian Territories suffered greatly during the harsh years of occupation. Thousands

of Palestinians left for North America, Europe, the Gulf and other areas throughout the world, creating a severe

"brain drain" and depleting much of Palestinian society's human capital.

It was within this context that the UnitedNations Development Programme/Programme of Assistance to thePalestinian People (UNDP/PAPP)TOKTEN Programme was created,immediately following the establishmentof the Palestinian Authority under theOslo Agreements. Nearly three decadesof occupation left the West Bank and GazaStrip in dire need of rehabilitation andrenewal. Many Palestinian expatriateprofessionals built their personal identitieson their exiled status and the opportunityto put their hard earned knowledge to usein their original home proved a timelyopportunity which many eagerlywelcomed.

While TOKTEN consultants are paid fortheir services, they earn one-third to one-half as much as they would earn asinternational development consultants.Being able to contribute to thedevelopment of their homeland, aprivilege many had been long denied, isthe motivating force behind their choiceto serve with TOKTEN.

Palestinian expatriateprofessionals have served inadvisory and planningpositions in variousPalestinian Authorityministries and otherPalestinian institutions (seegraph, page 17). TOKTENconsultants customarilyserve for terms of 3-6months. Since theprogramme began, 22% ofthe over 200 TOKTENconsultants have decided tomake the PalestinianTerritories their home again,another sign of TOKTEN'ssuccess in returningexpertise to the area.

The TOKTEN programmehas been integratedwithin the PalestinianDevelopment Plan for theyears 2000-2003.

The Palestine Economic Policy Research

Institute (MAS) was the first

counterpart Palestinian institution for

the TOKTEN Programme. As the

Palestinian Authority developed, the

newly established Ministry of Planning

and International Cooperation

(MOPIC) was delegated the

responsibility of identifying the needs of

Palestinian society and development

institutions. In 1996, MOPIC became

the partner of UNDP/PAPP in searching

for and screening curriculum vitae of

potential TOKTEN consultants. As the

development programmes in the

Palestinian Territories grew, so did the

need for expatriate professionals. Dozens

of Palestinian ministries and institutions

now look toward the TOKTEN

Programme to address their human

resource needs in a wide range of areas.

As part of an outreach programme, in 1998 MOPIC launched an Internet-

based network, Palestinian Scientists and Technologists Abroad

(PALESTA), to help meet technical needs in the sciences, information

technology and other areas. UNDP funds have helped support the initiative,

which includes a database of Palestinian expatriate scientists, engineers

and other professionals, as well as internet-discussions addressing questions

important to the development of the Palestinian Territories.

ACHIEVEMENTS TOKTENPROGRAMME IN THE

Based on development priorities identified by the Palestinian Authority,

UNDP/PAPP, through the TOKTEN Programme, has helped to pinpoint

the essential counterparts who have assisted in rebuilding the capacity

and infrastructure of the Palestinian Territories. While the job of rebuilding

grows as more areas are put under the jurisdiction of the Palestinian

Authority, additional expertise will be needed to help in the process of

rebuilding Palestinian society.

As a result of the unique cooperation between UNDP/PAPP and the

Palestinian Authority, the TOKTEN programme has prioritized

its updated databanks, the TOKTEN programme has functioned as an

essential part of the development process in the West Bank and the Gaza

What do others think about us?

As parts of Palestine came under the jurisdiction of the

Palestinian Authority, the process of state and institution

building began. In order to build a society which can

deal with the enormous developmental issues that face

Palestinian society, much expertise is needed.

MOPIC, supported and helped by UNDP and the

Government of Japan, has managed the TOKTEN

Programme since its inception in the West Bank and

Gaza Strip.

The TOKTEN Project in the Palestinian Self-Rule

Areas has been an immense success. With the help of

UNDP, more than 200 expatriate professionals have

lent their expertise and services to the varying sectors of

Palestinian society.

Working hand in hand with counterparts in the West

Bank and Gaza, they have been able to help develop

potential in the areas of health, social sciences,

education, human resource development, infrastructure,

planning, finance, agriculture, the fine arts, public

relations, and technology and many other fields of

expertise.

We appreciate the great support that UNDP and the

Government of Japan have rendered to the Palestinian

people through the TOKTEN Programme. We look

forward to further developing the extent to which the

TOKTEN Programme can help build the infrastructure

necessary to take Palestinian Society to independence

and fully-fledged development in the third millennium.

TOKTEN is one of the many creative programs brought about by UNDP to help Palestinian Diaspora participate in

the rebuilding process for the Palestinian Territories. As one of those Palestinians, TOKTEN has provided me with

the steping stone to pursue a career in the PA Ministry of Planning and International Cooperation as the Chief

Technology Advisor and Supervisor-general to the Government Computer Center, where I lead the Palestinian

campaign to resolve the Y2K problem and prepare the whole country to move into the 3rd millenium. In addition,

it enabled me to lead a Palestinian team to design and implement the 1st Government-wide Computer Network,

lead a successful campaign to register and operate the Palestinian Internet Top-Level domain ('PS'), develop a clear

strategy to create Palestinian IT industries, and play the liaison role with local, regional and international partners

to promote IT in the Palestinian Territories.

The TOKTEN program has made it possible for personslike myself to return home, and act upon our desire tocontribute and experience the gratification of ourcontribution.Having said that, I reserve the emphasis to my personalexperience: in the context of institutions and theirgeneral limitations, the little big surprise for me was tocooperate with behind-the-scenes staff; non-conventional individuals, who are consistently expandingthe intentions and possibilities of the programme to newhorizons.

I now make radio programmes, givelectures, and discuss strategy and ways to improvemanagement, all at the same time, and for several stationssimultaneously.In our daily chats we dream of better and wider newscoverage.The problem is not lack of freedom, but lack of skills. Palestinians have witnessed several waves of

emigration since 1948. A veritable "brain drain"

to the countries of the Middle East, Europe,

Canada, the United States of America, Latin

America and Australia has been the result.

Thanks to the TOKTEN Palestinian

Programme, many professional expatriates

Palestinians can now help to re-invigorate their

homeland through the contribution of their

expertise and know-how. The five-year "brain

gain" has gone a long way to reversing the losses

of these many years.

Without the help of the TOKTEN consultants,

the TOKTEN Programme would not be able

to provide quality support to those in need.

Happily, there has been a significant increase in

the number of expatriate Palestinians

profesionals who have shown a sincere

willingness to volunteer their services.

I would also like to acknowledge the generous

and continuing support of the Government of

Japan, without which TOKTEN would not

have achieved its current level of success.

As we enter the new millenium, the efforts of
