ON THE “50.000 TOURISTS” PILOT EXPERIENCETO STRENGTHEN TOURISM FLOWS

BETWEEN SOUTH AMERICA AND EUROPE

INTRODUCTION

Having regard to the Communication of the European Commission (COM 2010/352), entitled “Europe, the world’s n° 1 tourist destination – a new political framework for tourism in Europe”, which calls on the European Commission to combat seasonality, to strengthen the image of Europe and to cooperate with third countries;

Bearing in mind the Council conclusions adopted on the 12 October 2010, which endorsed the Communication (COM 2010/352);

Underlining the wish of the European Commission to strengthen cooperation between Europe and third countries on the basis of common roots, cultural, linguistic and educational links;

Underlining also that high numbers of persons, with strong cultural and linguistic links with Europe, live in other continents, and in particular in South America;

Recognising that maximising benefits for tourism entails better coordination and cooperation among Member States, as well as the participation of all relevant tourism stakeholders;

Stressing that tourism is an important instrument for reinforcing Europe’s image and the European citizenship;

Considering that tourism is an economic activity capable of generating economic growth, development and employment, besides social integration;

Recognising the benefits for promoting tourism between Europe and South America during in the low seasonTaking note that more Parties could join this pilot scheme at a later stage;

THE PARTIES, EXPRESSING THE WILLINGNESS TO:

Take actions to facilitate tourism flows between European and South American countries by promoting travel in particular in the respective low seasons of Europe and South America, utilising the available spare airline and accommodation capacity thus benefitting the local economy of the host destinations;

Take into consideration any existing bilateral or multilateral cooperation agreements between participating countries, for example the initiative “European Passion”, with the aim of adding value, whilst avoiding the duplication of efforts;

Decide, individually as participating countries, how to implement the scheme;

Work with airlines that are ready to offer fare concessions, and with travel agencies and tour operators that would organise relevant travel packages;

Work with the European Commission, that will facilitate and co-finance communication activities and the involvement of South American countries, commencing with Brazil, Argentina and Chile.

THE PARTIES AGREE TO:

• Set an initial goal of encouraging 50,000 tourists to travel within the pilot scheme;

• Promote a better seasonal spread by facilitating journeys mainly during the low season: from South America to Europe between October 2012 and March 2013, and from Europe to South America from May 2013 to October 2013. This seasonal spread will not prevent individual countries from setting up own programmes in other times of year;

• Develop – according to the requirements of each participating country – eligibility criteria for accessibility of the scheme to be included in the respective websites;

• Promote project activities to eligible target groups, in particular with dedicated websites;

• Monitor progress during the implementation of the project;

• Consider extending the project, if successful, to other countries, in Europe and other parts of the world.

The provisions of the present declaration express political intent and are not designed to create legal rights or obligations under international law.
