    The Timi County Council conductsits activity according to the principles oflocal autonomy and decentralization of

    public services. This institution endeav-ours to create optimum conditions for anadequate management of its materialand human resources, for the develop-ment of production capacities and diver-sification of the local economy, so as toimprove the material and spiritual wealthof the population and conduct the coun-ty public affairs in the most satisfactorymanner possible.

    Therefore, the projects of the TimiCounty Council are aimed at the devel-opment of the infrastructure, by modern-izing the existing one and extending it soas to comply with European standards.Our goal is to have an efficient, modernindustry, a highly-specialised agriculturewhich lives up to its honourable tradition.We want to create architectural ensem-bles which blend in the natural scenery,to rehabilitate important historical objec-tives, to create an ecological waste col-lection and disposal system at the level

    of the entire county, to connect Timicounty to its neighbours through an effi-cient road system, to develop culturaltourism and agrotourism, to promote allcounty tourist objectives which areappreciated, respected and worth see-ing.

    We have the human resourcesneeded to promote all these common,down to earth desires. The universitylife of Timi county is an important partof the civilization in the western andsouth-western part of Romania. In addi-tion, it polarizes the interest of Roma-nian speaking young people from theDKMT Euroregion, such as those fromthe Serbian Vojvodina or from the neigh-bouring Hungarian counties.

    Timioara is an important universi-ty centre, through the renowned andhighly appreciated Polytechnics Insti-tute, the West University which iscurrently undergoing a successful struc-tural development, with an AgriculturalUniversity famous in the country andabroad, a University of Medicine and

    The authors of theRomanian Encyclopaedia,

    published in Cluj in 1930,justly noted that the

    Timi-Torontal county is oneof the richest counties in thecountrywhereas the localcontemporary monographers

    claimed, on numerous occa-sions, that Timi county, as weknow it today, is

    a county blessed by thediligence of its people and

    the richness of its land.

    Pharmacy which trained entire genera-tions of doctors, now employed in healthinstitutions all over Europe, Asia, Africaor America. We must also mention thatLugoj recently joined the national univer-sity system, through an important privateuniversity which has been operating forover 20 years. Timioara is also thehome of renowned approved privateeducational institutions.

    The prominent multiculturalism ofTimi county derives from its multiethnic

    character. Romanians, Germans,Hungarians, Serbians, Bulgarians,Ukrainians, Jews and many othernationalities are currently living andworking in harmony in Timi county. Thismay be the reason why the county seatis the only city in the country whoseCultural Palace hosts, besides theRomanian Opera and National Theatre,a State Hungarian Theatre and a StateGerman Theatre, which shall be comple-mented in the near future by a similar

    Serbian institution. In fact, another char-acteristic of the Timi community is reli-gious tolerance and ecumenism. Foralmost twenty years, the various reli-gious communities in the county, in col-laboration with the Timioara LocalCouncil, have been celebrating Eastertogether, through the ResurrectionMarch, an event which strengthens theidea of intercommunity and spiritualunion of the county inhabitants.

    A modern Romanian county with a

    steady growing economy, supported bycapital investments made by numerousItalian, German, Austrian, Dutch,

    Hungarian and even North-Americancompanies, Timi benefits from the exis-tence of an international airport, whoseinfrastructure is undergoing a constantdevelopment process. That is why wecan say that our county is a gate fromRomania to Europe, but also theentrance of Europe in Romania.

    The Brief Guide of Timi County, awork developed under the auspices ofthe Timi County Council, aims atunveiling the complex and diverse

    nature of our county. The result is asophisticated kaleidoscope, which putstogether in its over 400 pages littlebrightly-coloured pieces of a puzzle:local stories and events, many of themunknown until today, natural wonders,historical and architecture monuments,

    portraits of famous people from Timi,artists, writers, athletes, significant biog-raphical landmarks, all coming togetherto form an accurate image of each local-ity in Timi county. The updated statisti-

    cal data on the demographics andhouseholds of the county settlements isalso very useful. The rich contents of theguide also include various aspects relat-ed to the status of the educational, med-ical, sports, tourist, religious and culturalinstitutions from the cities, towns andcommunes from Timi county.

    The 2nd Romanian edition havingbeen already published, it is our opinionthat the translation of the Brief Guide ofTimi county in English will be wel-

    comed by those visiting us from othercountries, eager to know more about ourbeloved county.

    The present day Timi county could be

    considered the descendant of the Timi-Torontal county, the latter being formedafter 1918, mostly made up of the Timicounty and a smaller part from Torontalcounty, these being administration unitsdating back to the XIVth century. Yet, ofcourse, the territory of the Timi county, ofthe entire historical Banat, was inhabitedfrom the oldest times, and the uniqueNeolithic sanctuary discovered by thearchaeologists from Timioara in the areaof the Para commune, on the bank of

    Timi river, is a very obvious proof in thissense.

    After the defeat suffered by theHungarian kingdom in front of theOttomans at Mohcs, the (feudal) Timicounty falls under Ottoman rule, beingorganized from an administrative perspec-tive in three sanjaks: Timioara, Ciacovaand Lipova, and for 164 years Banatremained under Ottoman rule. In 1716,Banat was freed from the Ottomans, beingconquered by the Habsburg troops led by

    the General Prince Eugene of Savoy. TheVienna Court declared the entire territorythey conquered, located between Mure,Tisa and Danube military region, underthe name of Timioara Banat or TimiBanat, having its capital in Timioara andhaving as its first military and civil governorthe General Count Claude FlorimundMercy. In 1778, the empress MariaTheresa, under the pressure of theHungarian privileged classes, decided todisestablish the Timioara Banat (Timi

    Banat) and to attach it to the Hungariankingdom. The diploma for setting up threenew counties, Timi, Torontal and Cara,was issued by the empress, as queen ofHungary, on April 23rd 1779, and thesupreme county head of Timi was thecount Cristofor Niczky. After the surrenderin iria (1849) of the generals of theHungarian revolutionary forces, theHungarian kingdom lost for a certain peri-od of time control over the Timi county,which would become part of an administra-

    tive structure called Serbian Vojvodina

    and Timi Banat. This was valid until1860, when the Timi county was dises-tablished as an administrative and territori-al unit and included again in the Hungariankingdom.

    After the setting up of the Romaniannational unitary state (1918), through theLaw for administrative union of 1925, theTimi-Torontal county was founded, withtwo urban communes: Timioara andLipova. The Timi-Torontal county lasteduntil 1950, when, on the basis of the Soviet

    pattern and under the occupation of theRed Army, Romanias territory was dividedinto 28 regions with 177 rayons and themunicipality of Bucharest with 8 rayons.The Banat region (having a surface of21,000 km and a total population of1,234,340 inhabitants in 1961) covered thepresent day territories of the followingcounties: Timi, Cara-Severin and a partof the Arad county, including the municipal-ity of Arad, up to North of the settlementsof Macea and Pncota.

    Timi county was organized with itspresent day administrative structure on thebasis of the provisions of Law no. 2/1968,Romanias territory being divided into 41counties plus the municipality ofBucharest. Located in western Romania,Timi county occupies a surface of 8,678km2 (3.6% of the countrys surface). To theWest, it borders on Serbia and Hungary, tothe East on Hunedoara county, to theSouth-East on Cara-Severin county andto the North on Arad county. The extreme

    points of Timi county are located betweenthese coordinates: 20020 (Beba-Veche)and 22025 East longitude (Poieni) and45013 (Luna) and 46010 North latitude(Cenad). From the point of view of its sur-face, Timi is the first county in the coun-try.

    The landscape of the county varies andis characterised through the large andsmooth surfaces of the Banat Plain, whichcover the western part of the country andrepresent great cereal regions. The plains

    correspond to the hills which are low or

    steep, they penetrate into the areas of thehills under the form of bays, on the valleysof Timi (towards Lugoj) and Bega(towards Fget). In the eastern part of thecounty, the piedmont hills of Buzia and ofthe southern sector of the Lipova Plateau,whose peaks rise to altitudes between 200and 400 metres. The hills of Lpugiu,Fget, Lugoj, Lipova, Silagiu and Sacoare rich in pastures, orchards with fruittrees, vineyards and cereal cultures. Therelief on the eastern part of the county is

    dominated by Poiana Rusc Mountains,with deep valleys and steep slopes, withheights that seldom exceed 1,300 m(Pade Peak 1,374 m; Rusca Peak 1,355 m). Between the mountain area andthe hill area, at various altitudes, between400 and 800 m, one can find large valleysand isolated hills with clear waters, pictur-esque and hospitable places, tourist pointsof interest.

    The climate is temperate continentalwith Mediterranean and oceanic influ-

    ences due to the fact that it is locatedunder the shelter of the Carpathian rangewhich blocks the cold air masses comingfrom the North, North-East and allows theaccess of the marine air mass comingfrom South-West and West. The averageannual temperature of the air exceeds110C, in the plain area, and 10 0C, in theregion of Lipova hills. The absolute maxi-mum temperature of 42 0C was recordedin 1952, in Teremia Mare, and in 2000 inTimioara, and the absolute minimum tem-

    perature was - 39,9 0C, recorded in Lugoj,in 1942. The interval of days higher than 00C exceeds 195 days in the West and 180days to the East. The atmospheric precip-itations are sufficient for the agriculturalrequirements. The precipitations increasegradually, from the West to the East, start-ing from 500 up to 600-700 ml. In the plainarea, the wind blows mainly from theNorth, and the southern part of the countyis frequently subject to the Coava wind.

    The territory of the Timi county is

    crossed from the East to the West by calm

    waters, during summer time, and impetu-ous waters, when the snow melts and afterheavy rains. From the Poiana RuscMountains, from the altitude of 1,150 m,Bega river goes towards the valley. In its180 km long route on the countrys territo-ry, the river collects the water of the vari-ous tributary streams (Sopot, Vdana,Mini, Gladna). On its inferior course,Bega was over time embanked in a ration-al manner, its bed has been settledthrough arrangements and corrections.

    The navigable channel of Bega was builtfrom Timioara towards the confluencewith Tisa as well as the connecting chan-nels with the Timi river, one supply chan-nel (between Cotei and Chiztu) andone drainage channel (between Topolovand Hitia). Another important river whichcrosses the county is Timi river, with atotal length of 339.7 km (of which 231 kmon Romanias territory, and 141.6 km inTimi county.) Timi river springs fromSemenic Mountains, it passes through the

    Caransebe and Lugoj cities and drainsthe Banat Plain. Its important tributarystreams are the following: Bistra, Ndrag,Spaia, Pogni, Lanca-Birda and Brzava.On the northern part of the county, theimportant Mure river can be found,embanked along its entire length of 42 km,its entire route across the county (fromPeriam-port to Cenad), and in the South,the county is crossed by the Brzava riverand the smaller river Moravia.

    The largest part of the county is covered

    by the zonal soils and namely, in theNorth-West part, levigated chernozemsand meadow chernozems, then in the hillyarea, from West to East, there is a succes-sion of different types of sylvan soilsamong which the brown soils prevail. Thedark brown soils and the reddish-brownsoils cover smaller surfaces in the westernhalf. The podsolic sylvan soils are placedunder the form of an almost continuousband in the South-Eastern corner of thecounty. Mountain specific soils: sylvan-

    brown, podsolic yellow-brown and acid-

    brown, developed under forests and sec-ondary pastures, they are located on amountain area, in the eastern part of thecounty. The azonal soils cover reduced,island-type surfaces; of such soils, a larg-er area is covered by marshes, semi-marshes and very humid soils, followed byargillaceous soils, in the southern part,then the brown, reddish-brown rendsinesand terra rossa, in the eastern part. Thesodium rich soils can be found in the west-ern part and, finally, the eroded soils and

    the rogo soils can be found in the basin ofBega river. The soil of Timi county offersproper conditions for cultivating agricultur-al plants, especially for the culture of cere-als, but also of technical plants and fodderplants, fruit trees and vine.

    Being conditioned by the relief, the cli-mate, the soil and the hydrographical net-work, the vegetation is characterisedthrough a large variety and heterogeneityof species. Although the forests do notcover large areas, and do not have an

    important role in the economy of the coun-ty, we can find beech tree and pine forestsin the mountain area, durmast and horn-beam forests in the area of the hillsbetween Lugoj and Fget, while in the syl-van steppe we can find the maple tree, thepoplar, the elm tree and a small percent-age of oak trees, and in the meadows, wil-lows and poplars. The fauna is also veryrich. In the beech and pine forests, thewolf, the wild board, the wild cat and themarten can be found. We can also find the

    buck and the doe. In the steppe and syl-van-steppe areas we can find the pheas-ant, the partridge, the bustard, the fieldskylark and the rabbit.

    The natural resources of the soil and thesubsoil ensure the proper conditions forthe carrying out of various activities. Thesoil and the subsoil of the county housethe following deposits: oil, natural gases

    (andra, Biled, Satchinez), earth coal

    (Sinersig), clay (Crpini, Biled, Deta,Jimbolia, Lugoj), sand (ag), glass sand(Groi, Fget), whinstone (Lucare). Thegeological structure determines the regimeof underground waters, which in the BanatPlain can be found under the form ofphreatic water, of low, medium and highdepth. In Buzia, Calacea, Biled, Timi-oara, Lovrin, Teremia Mare, Ivanda,Snmartinul German, Snnicolau Mare,the very deep waters are thermo-mineral.

    The industry in Timi county has pro-duced over the years crude steel, castpieces, machines and equipment, finemechanics products, footwear, fabrics,and agricultural and food products, andfrom the 1990s, a strong development hasoccurred in the electronics and IT field.More and more important foreign compa-nies have made strategic decisionsregarding this county: Alcatel-Lucent,

    Procter & Gamble, Continental, Solectron,Drexelmeir, Contitech, Linde Gas, etc. Thecounty residence, Timioara, and also, themunicipality of Lugoj, the cities of Deta andSnnicolau Mare have become extremelyinteresting places for numerous Romanianspecialists from the entire country, and theunemployment rate at the end of 2009 waslower than the average rate of the country.

    Timi county has the densest railwaynetwork, 795 km of which 113 km of elec-tricity-supplied railway lines, the density

    being of 91.4 km per 1000 km2 of territory.The length of the roads amounts to 2,911km, of which 742 km have been modern-ized, while 867 km have been coveredwith light road lining. National roads havea length of 544km, while the country andcommunal roads amount to 2,367 km. Atthe end of 2009, 82 localities in Timi haddrinking water supply networks, of whichten municipalities and cities, the total sim-ple length of the drinking water supply net-work being 2,533 km. 32 localities had

    natural gas supply systems at the end of

    2009, the total simple length of the naturalgas supply system being 1,579 km.

    The total area of Timi county is 869,665hectares, of which agricultural land 699,470 hectares: tillable land 530,781hectares, pastures 125,504 hectares,meadows 29,482 hectares, vineyards 4,457 hectares, orchards - 9,246 hectares.The agricultural land represents 80.43% of

    the entire county area while the tillableland represents 75.88% of the agriculturalland. The area of the non-agricultural landis 170,195 hectares (forests 109,059hectares, water 15,774 hectares, roadsand railway lines 18,715 hectares, courtsand buildings 23,312 hectares, nonpro-ductive land 3,335 hectares. The non-agricultural land represents 19.57% of thecounty area.

    In the agricultural year 2009-2010, thefollowing crops were sown in Timi county

    (total sown area of 428,482 hectares):Bean cereals 310.552 hectares; beanleguminous plants 397 hectares, oilplants - 59,369 hectares; plants for otherindustries 1,976 hectares; medicinalplants and aromatic plants 15 hectares;potatoes 7,064 hectares ; field vegeta-bles 9,552 hectares; watermelons andcantaloupes 796 hectares; fodder plants

    34,379 hectares; plants for the produc-tion of seeds and seed trees 4,352hectares; experimental fields 30

    hectares. The following crops are not culti-vated in Timi county: chick pea, lentil,flax, hemp, poppy, castor-oil plant, tobac-co, etc.

    The number of animals during the sameperiod of time was as follows: bovines-49,461, swine- 729,284, sheep 645,803,goats 22,552, horses 9,732. The num-ber of fowls was 3,133,818, while the num-ber of bee families was 30,727.

    In the academic year 2008-2009, Timicounty had a school population of154,590 persons, included in the pre-school and primary education, the ele-mentary and high school education, post-secondary schools, foremens vocationalschools, vocational schools and universityeducation. In the academic year 2009-2010, the county had 241 pre-universityauthorized educational establishmentswith legal personality and in the academicyear 2010-2011 there are 230 such estab-

    lishments.In 2008, the medical network of the

    county included the following: 16 hospitals,18 ambulatories integrated within the hos-pitals, a polyclinic, 6 medical clinics, twohealth centres, 61 general medicine prac-tices, 39 school and university medicalpractices, 502 family medical practices,12 civil medical societies, 602 dentist prac-tices, 18 school and University medicalpractices, 14 civil medical dentist associa-tions, 563 specialised medical practices,

    23 specialised civil medical associations,88 medical laboratories, 106 dental tech-nique laboratories, one transfusion centre(Timioara) and 19 other types of medicalpractices.

    Regarding the pharmaceutical networkof Timi county, the data provided by theNational Statistics Institute show that thepharmaceutical environment is continu-ously changing. Consequently, in Timicounty, there were 256 pharmacies and 33pharmaceutical warehouses in 2009.

    The county has 8 operating theatres andmusic institutions, 14 museums, 6 culturalcentres, 249 community centres. The 378libraries own over 6,295,000 books(according to the Statistical Yearbook ofRomania 2009), of which the publiclibraries house 1,528,000 volumes. Thecounty has three cinemas with 1,876seats, which hosted in 2008 330,000 view-ers, according to the same source.

    Until 1990, Timi county administrationwas especially involved in the building ofnew dwellings, this being an indicator onthe basis of which the wages were paid,both of the construction units and of thepeople who were managing the county.

    After 1990, the state administration andlocal public administration bodies of Timicounty no longer had as a main indicatorthe construction of dwellings. As such, incomparison to the period between 1966and 1990, when over 100,000 dwellings

    were built in Timi county, during the peri-od 1996-2006, a little over 10,000dwellings were built, the major part beingrepresented by private dwellings built bythe population. In 2008, the county had266,194 dwellings with a number of676,356 dwelling rooms and with adwelling area of 11,750,791 squaremetres. Of the total number of dwellings,most dwellings were private property(253,960 dwellings), while 12,234 dwel-lings were mainly state owned. While

    between 2007 and 2008, when Timicounty underwent a real boom regardingdwelling construction, the number of newdwellings decreased considerablybetween 2009 and 2010, as a conse-quence of the global economic crisis whichalso affected Romania, and, implicitly,Timi county.

    Timi countys most important resource,

    however, is its people, hard working as allthe inhabitants of Banat, pragmatic, mod-ern, hospitable people. On 1 January2006, Timi county had 659,299 inhabi-tants, fewer than in 1989, when there were725,588 inhabitants. On 1 January 2010,the county population had risen again to678,795 inhabitants, of which 422,364 inthe cities and 256,431 in the countryside,the two municipalities, Timioara andLugoj, having 331,440 inhabitants and44,590 inhabitants, respectively. Regar-

    ding the ethnical structure, the main part of

    the population of Timi county is repre-sented by Romanians (565,639), followedby Hungarians (50,556), Rroma people(16,086), Germans (14,174), Serbs(13,373), Bulgarians, Croatians, Ukra-inians, Slovaks, Jews etc.

    After arriving in Timi county, the touristcould notice that the county residence,Timioara, the small Vienna, as the city

    has been called for a long time, has touristattractions that should be visited: Museumof Banat in Hunyadi Square, Arts Museum(Baroque Palace), Banat Village Museum,Metropolitan Cathedral, Roman CatholicCathedral (Union Square), House ofPrince Eugene of Savoy, Theresa Bastion,recently restored, 1989 Revolution Me-morial, the Botanical park, the Park of theRoses (Rosarium), the Peoples Park ,Youth Park, Alpinet park, the Old City hall,Victoriei (Revolution) Square, with its

    Corso and Surrogate, the Romanian Ope-ra house and its famous balcony, fromwhich, on 20th December 1989, in front of100,000 Banat inhabitants, Timioara wasdeclared The first city in Romania free ofcommunism.

    In fact, under these circumstances, weshould state that Timioara was and is stilla city familiar with premieres on aRomanian, Central European or evenEuropean level. Hence, during the Middle

    Ages, the first water tower on the present

    day territory of Romania was built inTimioara; this tower ensured the supplyof filtered water to the fortress. 1776 wit-nessed the certification of the first beerfactory on Romanias territory, and just tenyears later, the first and only inner naviga-ble channel in South-East Europe wasbuilt: Bega channel. In mid-XVIIIth century,the first municipal hospital in CentralEurope was built, an institution which isstill operating today; the hospital was setup prior to the similar hospitals in Bu-

In 1854, the first tele-graph was launched in Timioara, whilethe Timioara-Szeged railway line wasbuilt in 1857, ensuring a fast transportationof goods and passengers, and in thatsame year, the gas street lighting wasimplemented. The first telephone wasused in 1881. Timioara was at that timethe best lit city in south-eastern Europe,announcing yet another European pre-miere: on 12 November 1884, Timioarahad its first public street lighting network in

    Europe, with hundreds of electrical incan-descent lamps and arc lamps; 1892 wit-nessed the set up of the Electrical plantsof the city of Timioara, which startingfrom that year supplied electricity to privateindividuals as well. At the end of the XIXthcentury, Timioara had the first asphaltpaved street on the present day territory ofRomania, and the first electric tramwayline, being almost 7 km long.

    only to the fact that in the beginning of the1960s, the first computer developed in aRomanian University was commissioned,the computer being built within thePolytechnic Institute, its designing stagebeing started in 1956 by a University groupled by Iosif Kaufmann, Wilhelm Loewen-feld and Vasile Baltac.

    Mare, Banloc, the public swimming placesin Timioara, Lugoj, Deta, Giarmata,Teremia Mare, Snmihaiul German, andthe natural swimming places in Albina,Coteiu, ag (on Timi bank), Periam Port(on Mure bank), as well as the two bal-neoclimateric resorts, Buzia and Cala-cea, with their miraculous thermal andmineral waters, thus, important touristlandmarks for any foreigner coming toTimioara and Timi county.
