house in anthem Parkside but heard the Hoa has changed some of its rules for landscaping, pools, construction of a casita, etc. I am a custom contractor and thought I could put my own touch on something I find, but now am afraid the Hoa will turn me down. I also heard they won’t approve plans before closing on the home. How can I get all the details before I buy?

The 14th Annual Independence Day Celebration Wednesday, July 3, is the biggest party of the year in Anthem’s community park. Look for the usual water slides, bounce houses and kiddie rides. Buy a $12, all-you-can-ride bracelet at the community center until 5 p.m., July 2 to avoid lines at the event. The Rotary Club will be pulling beer taps and mixing margaritas. And, the food court will serve up fry bread, kettle corn, hot dogs, hamburgers and ice cream.

When two planes collided in midair on May 31, three miles west of Anthem, it has raised

some concerns about flight patterns in the area. Why do so many small planes fly over Anthem, and are they flying too low?

An In&Out contributor said he counted 16 planes over his Serenade neighborhood within an hour on one weekend day. Sometimes the engines sound as if they are periodically shutting down during flight.

“Engine failure training and testing is a requirement for pilots,” said FAA spokesperson Ian Gregor. “They do not actually fail the engines, but rather reduce power to idle. Pilots performing

these procedures must obey all altitude regulations,” Gregor said.

According to Gregor, pilots must remain at least 1,000 feet above any obstacle in populated areas such as Anthem.

Steve O’Connor, a pilot for a major airline who lives in Anthem, said 1,000 feet is more than enough altitude for

training pilots to safely practice maneuvers like stalling the aircraft and practicing turns. “These pilots are honing their airmanship… It’s like learning how to drive,” he said.

Another pilot who frequently flies out of Deer Valley Airport said most training pilots have tried to practice over open space west of the I-17 and east of Lake Pleasant.

“There’s only a few places [a pilot] can go to practice flight maneuvers that

keep them clear of arrival traffic into Sky Harbor and where they’re not in conversation with air traffic controllers,” O’Connor said.

Flying outside controlled airspace is common practice for student pilots. “Air traffic controllers at Deer Valley Airport direct pilots when they are departing from the airport but terminate services after the pilots take off. Flight school pilots flying near Anthem are typically operating visually and are not communicating with air traffic controllers. This is common throughout the U.S.,” Gregor said.

O’Connor called it “see and avoid” or VFR (visual flight rules), and said it is a part of training.

“Pilots can fly VFR when the weather is clear and they are not in airspace where they have to talk to air traffic controllers. When flying VFR, pilots are responsible for keeping their aircraft safely separated from other aircraft,” said Gregor.

After studying the National Transportation Safety Board’s preliminary report of the mid-air collision, O’Connor said it appeared the two planes turned into each other. While it was a tragedy for the pilots and their families, he said, “Everything they were doing was safe. They’re [certified flight instructors, student pilots] not kids up there goofing off,” O’Connor said.

As for the proximity of the accident to homes in the area, “The accident happened where it should have happened, if it [had to] happen... out in the open desert,” O’Connor said. “Airplanes flying over our neighborhood is not unsafe. Cars driving in and out of the neighborhoods too fast is unsafe.” io

Wild Vines Changes Hands Again

Kristin Rooney and her partner Adam Galor were chatting with Nancy

Ayars about their idea of opening a wine bar in Scottsdale. That’s when Ayars suggested they just buy hers right here in Anthem.

Now, Rooney, head of the Rooney Law Firm in Anthem, and Galor, a veteran in the flooring business, are in the restaurant biz.

And they’ve got big plans. “We’re going to expand into the old Data

Doctors [space next door],” Galor said. This would allow a small expansion of the tiny kitchen, originally built for a sushi restaurant. And, possibly, the addition of a dance floor. Expect new flooring, of course, and other changes to make the patio more comfortable. Galor is hoping to have those changes completed by fall.

Business is good. “The truth is we have roots here. You spend enough time here, you get to know people. You have 11 or 12 of your friends in having dinner, and pretty soon you’re busy.”

Doughnut making is a new venture for this family, but Burris said, “we’re ready to rock!”

The Burris family anticipates opening by July 4, pending the last round of inspections.
