3. Casualties (TAB C)

• As of 5:00PM, 11 August 2012, a total of seventy-seven (77) persons were reported dead: twelve (12) were victims of a landslide, fifty-eight (58) died due to drowning, three (3) due to electrocution, two (2) due to heart attack / cardiac arrest, one (1) due to fallen trees and one (1) undetermined.

• A total of nine (9) persons were injured of whom were victims of landslide, vehicular accident and snake bite.

• A total of seven (7) persons are still missing while ten (10) were rescued.

4. Status of Lifelines

1. Condition of Roads and Bridges (TAB D)

• As of 05:00 PM, 10 August 2012, a total of ten (10) roads and three (3) bridges are not passable to all types of vehicles in Regions I, III, IV-A, CAR and NCR due to flooding.

• To date, all roads in Muntinlupa City, Tarlac City, Province of Laguna, Region VI and some roads in the City of Manila that were previously reported obstructed by flood are already passable to all types of vehicles.

• Water releases from the critical dams is expected to affect the following areas: San Manuel, San Nicolas, Tayug, Sta Maria, Asingan, Villasis, Alcala, Bautista, Rosales and Bayambang in Pangasinan; and the low lying areas along Angat river from Norzagaray and Hagonoy; are expected to be affected while Ipo, Ambuklao, Binga and San Roque dams are releasing water.

• All residents living in the areas near the Ipo, Ambuklao, Binga and San Roque are advised to be alert for possible increase in the water level downstream.

3. Status of Water and Power Supply

• To date, power outage on Sitio Cuarenta, Namaluan Sur, Brgy Diaz, Bautista, Pangasinan is still ongoing while in Region III, no update has been received for the water/power outage in the region.

• As of 8:00 PM, 10 August 2012, power outage was experienced in the following areas: Gruar Subdivision in Cainta; Brgy Burgos and San Jose in Rodriguez; Dulong Bayan, Sta Ana and Banaba in San Mateo; and Brgy Dalig in Cardona.

F. Damaged Houses (TAB E)

• A total of 8,352 houses were damaged in Regions I, III, IV-A, IV-B and VI, of which 2,948 totally and 5,404 partially damaged.

• A significant increase in the total number of damaged houses is noted in the province of Batangas.

G. Cost of Damages (TAB F)

• As of 11 August 2012, The total cost of damages to infrastructure and agriculture in Regions I, IV-A and IV-B is ₱ 157,581,611.50.

• The total cost of damages to infrastructure is ₱ 138,020,230.00 and the total cost of damages to agriculture is ₱ 19,561,381.50.

• Most of the damages are from roads, bridges, other structures and flood control in Region IV-A.

H. Flooded Areas (TAB G)

• A total of forty-three (43) Cities/Municipalities from NCR, Regions I, III, and IV-A have severe flooding.

• It has significantly subsided as the flooding in the cities of Mandaluyong, Parañaque, Quezon, Caloocan, Pasay, Las Piñas and San Juan have already subsided. The flooding in San Jose Del Monte, Bulacan and Sta Maria, Laguna have subsided as well.

• There are new flooding reports in areas in Rizal: Antipolo City, Binangonan, Jalajala, Baras, San Mateo, Tanay and Taytay. There are also new flooding reports in Kalayaan and Sta Rosa in Laguna.

III. EMERGENCY MANAGEMENT

A. Conduct of Emergency Cabinet Meeting

� The NDRRMC conducted an Emergency Meeting with His Excellency President Benigno Aquino III at 10:00 AM, 7 August 2012 at the NDRRMC Conference Room, attended by DSWD, DILG, DOST (PAGASA), MMDA, DPWH, DOH, and DepEd, AFP, PNP, BFP, PCG, other agencies and print / broadcast media. The meeting focused on the action plan on damage assessment, asset mobilization, Search and Rescue (SAR), relief allocation and distribution to augment the LGUs and affected communities

� The DOST (PAGASA), DSWD, DPWH, MMDA and DOH presented their reports based on their respective mandates

� The President raised some specific issues that need to be addressed by the concerned agencies. Likewise provided general guidance to the response and relief agencies to require the LGUs concerned to go around their respective areas through the Brgy Captains and provide necessary assistance whenever necessary

� President’s instructions to the agencies were the following: DSWD to find a place where they can put tents as additional evacuation centers; DOH to initiate the provision of water for those who depend on deep wells and how to address flooding in hospitals; DILG to identify all inundated /flooded Barangays in Marikina City affected by SW Monsoon, require all LGUs to go around their areas through the barangay captains; and check floodings in Tarlac and Northern Luzon ( La Union. Pangasinan and Ilocos; DOST to fast track the preparation of hazard map of Luzon. DPWH to study the long term solution for Laguna Lake.

� On 8 August, 2012, His Excellency President Benigno Aquino III, DND Secretary and NDRRMC Chairperson Voltaire Gazmin, MMDA Chairperson Francis Tolentino and Muntinlupa City Mayor Aldrin San Pedro personally inspected the Tunasan Elementary School in Brgy Tunasan, Muntinlupa City to assess the situation of the evacuees.

� The President then proceeded to the NDRRMOC for a short briefing with the NDRRMC TWG and discussed the current weather situation and forecast, roads accessibility and response measures being implemented.

B. Aerial Survey

• At 8:15 AM, 9 August 2012, an aerial survey was conducted by a joint team composed of NDRRMC OPCEN Dir. Edgardo J. Ollet and Deputy Administrator Vic Malano, Mr. Mario Raymundo, and Mr. Bernie de Leon all from PAGASA. They intended to reach Wawa Dam by following the upstream path of the Marikina River. However, they were forced to turn around when they reached La Mesa Dam due to zero visibility. They again attempted to conduct the survey at around 11:00 AM of the same day and this time was able to penetrate through La Mesa Dam all the way to Montalban when they were again unable to enter the Wawa Dam area due to poor visibility and strong winds.

• Later on the same day, a third aerial damage assessment was conducted this time by OCD Operations Division Dir. Armando Duque together with the above-mentioned PAGASA representatives. Per their assessment, the municipalities of Balagtas, Malolos, Guiguinto, Paombong, Calumpit, and Obando in Bulacan are still flooded. they briefed Bulacan Governor Wilhelmino Alvarado re the assessment

C. Relief and Recovery Operations

DSWD:

• Prepositioned P3.31 million standby funds and P38.32 million worth of relief supplies in all DSWD-FOs along the typhoon path, amounting to P41.64 million.

• DROMIC is closely coordinating with DSWD-FOs concerned for any significant updates related to SW monsoon.

• Affected families need food, water, clothing, mats, blankets, and diapers for infants

DOH-HEMS:

• DOH-HEMS conducted rapid assessment and reported that Amang Rodriguez Memorial Medical Center, Dr. Jose Fabella Hospital, Dr. Jose R. Rodriguez Memorial Hospital, Dr. Jose Reyes Memorial Medical Center, East Avenue Medical Center, Research Institute for Tropical Medicines, San Lazaro Hospital, and Tondo Medical Center were flooded but are operational. The emergency room of the San Lorenzo Ruiz Women’s Hospital is flooded (knee-deep). Their patients were transferred to the second floor and their generators are not operational due to the flood.

• Closely monitors the status of health services, offices and personnel at all levels; strengthen advisory and health promotion campaign on the preventive measures of Leptospirosis case and other food and water borne related diseases; and released assorted drugs and medicines and rubber boots to CHDs.

• CHDs I, III, IV-A,, IV-B, CAR and NCR provided assorted drugs and medicines to the LGUs concerned.

• Raised Code Blue Alert and activated operation center and medical response team on 24 hours duty.

DepEd:

• Reported that 51 schools so far are being utilized as evacuation centers; mobilized teachers to conduct classes in QC; and prepare contingency plan (1-2 hrs additional for regular classes) to complete 180 days mandatory or make up classes.

DPWH:

• Rechanneling /diverting of water ways of the two bridges and filling of embankment over cut-off approach is ongoing, utilizing one (1) unit bulldozer and one (1) unit backhoe, three (3) dump trucks of the local government units and one (1) unit pay loader from private firm.

DILG:

• Provided assistance by search and rescue (SAR) and evacuation in the municipalities of Batangas namely: Calaca, Calatagan, Lemery, Lian, Taal, Tuy, Bauan, San Luis, Agoncillo, Alitagtag, Cuenca, Laurel, Malvar, San Nicolas, Sta Teresita, Talisay, Tanauan City

• Provincial Engineering Office mobilized heavy equipment (loader, backhoe and dumptrucks) to augment in the clearing operations in the affected barangays of Lemery.

• Issued a memorandum addressed to all DILG Provincial/City Directors for the reactivation of the Local Price Coordinating Councils to ensure that all LCE’s adopt measures to address hoarding and exorbitant price increases of essential/prime commodities.

• As of 11 August 2012, forced evacuation was conducted to Barangay Covered Court of fifty (50) families whose houses will be immediately affected if landslide occurs.

• Antipolo City and its Barangay Governments coordinated with the caretaker of Agora Complex for possible evacuation facility but to no avail because it has to be approved by the GSIS Management.

• As for an alternative course of action, Bagong Nayon Elementary School will be utilized as evacuation area for the affected families.

D. Cost of Assistance (TAB H)

• A total amount of ₱ 52,264,128.84 worth of relief assistance was provided to the affected families. The Local Government Units (LGUs) provided ₱ 27,166,722.84, Non-Government Organizations (NGOs) provisioned ₱ 2,671,280, Deparment of Health granted ₱ 6,281,513.12, while the Department of Social Welfare and Development (DSWD) allocated ₱ 16,144,612.88.

• Region III received the biggest allocation based on the extent of damages in the aforementioned region.

E. Search and Rescue (SAR) Operations (TAB I)

• SAR operations were effected through the concerted efforts of the SAR units of AFP, PCG and PNP and around 18,655 personnel, 661 vehicles and 497 sea crafts were mobilized to various areas in Metro Manila.

City; however, they were declared dead on arrival.

A man, named Ricardo Rueles, was reportedly drowned while fishing when he was

swept by the strong water current of Puray River.

The body was retrieved on 9 August 2012, as per DOH

report.

A drowning incident occurred at Monteverde Royale in Brgy. San Juan in Rizal. The three (3) victims - Nicole Costa, Noel Garde Espin

and Christian Garde Espin - were playing when they accidentally fell in the creek.

The victims were rushed to Taytay Emergency Hospital but

pronounced dead on arrival.

Christina Curlano, 3 y/o, was found dead by her parents. The victim accidentally fell and

drowned in the floodwaters.

A drowning incident occurred involving Christiam Fontanilla, twenty-one (21) yrs old, a

resident of Emilio Aguinaldo St., Lucban, Quezon

Two (2) residents of San Jose, Naujan, Oriental Mindoro went fishing onboard a

motorized banca but failed to return home. A wrecked motorized banca was later found at

the coastal area of Brgy. Melgar B of the same municipality

As of 10 August 2012, the two victims - Allan jayag Montanio and Val Valenzuela - are still

considered missing.

Brgy. Gui-ob, Alcantara, Romblon 5 August 2012

The body of Deo Socajil was recovered along the coastal area of Brgy. Gui-ob. On or about

12:00 PM 5 August 2012, the victim was reported missing after their banca capsized

due to the big waves while fishing.

SAR Operations was conducted by the Brgy. Officials and CPR was applied. The victim was

immediately rushed to RHU but was pronounced dead on

arrival.

A vehicular accident involving one (1) Public Utility Jeepney (PUJ) with plate number TWN 325 occurred. The vehicle fell below the road surface at a distance of about 20 ft due to the collapse of the certain portion of the highway. There are eight (8) victims sustaining minor

injuries.

There were four (4) persons namely, Benjamin Montes, 68 y/o, Sherwin Francisco, 18 y/o, Paul Jorge Altarejo, 21y/o, and

Cleo Añeso, 16 y/o who are reportedly admitted to the

hospital.

merge.

A passing motorized banca rescued all the six (6)

passengers while the half sub-merged banca was towed by

the SAR Team onboard a motorized banca Four Delta-1

to Luwalhati Wharf, Coron, Palawan.

Effects of Southwest Monsoon ACTIONS TAKEN

A. NATIONAL

� NDRRMC Operations Center was upgraded from BLUE ALERT to RED ALERT STATUS as of 4:45 AM, 07 August 2012 and is continuously monitoring and disseminating 24 hour Public Weather Forecast, Severe Weather Bulletin, Gale Warning, and General Flood Advisories to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial to the municipal levels.

� Conducted Emergency meeting with the President Benigno Simeon Cojuangco Aquino III and was presided by Sec. Voltaire Gazmin, Chairperson of NDRRMC. It was attended by the Secretaries from different agencies namely: PAGASA, DOST, DOTC, MMDA, DSWD, DILG, DOH, DPWH, DepEd, AFP, PNP and PCG. The meeting focused on the action plan on damage assessment, asset mobilization, Search and Rescue (SAR), relief allocation and distribution to augment the LGUs and affected communities.

� Based on the recommendation of PAGASA and NDRRMC, the Office of the President issued MEMORANDUM CIRCULAR NO. 33 suspending work in government offices and classes in college level in National Capital Region and the provinces of Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Bulacan, Laguna, Cavite and Rizal today, 07 August 2012, with the exception of those agencies whose functions involved the delivery of basic and health services, preparedness and response to disasters and calamities, and/or the performance of other vital public services.

� The Executive Director of NDRRMC, USEC Benito Ramos together with RDRRMC III Chairperson and OCD OpCen Dir. Armando Duque conducted ocular inspection at Angat Dam.

� DOH-CHD:

� CHD I, III, IV-A and NCR prepositioned stand-by Doxycycline at PHTO and available for prophylaxis.

� CHD III conducted assessment on evacuation centers in Bulacan, Pampanga and Zambales providing drugs and medicines to Provincial Health Team Office.

� CHD IV-A provided different medicines and doxycycline capsules and prophylaxis to evacuation centers by field office to anticipate the influx of diseases especially Leptospirosis.

� Continuously coordinating with concerned Agencies and LGUs, hospitals to assist LGU on medical needs in evacuation centers and affected areas in Bulacan, Pampanga, Tarlac, and Zambales. Deployed medical teams to flooded areas in Paniqui and Lapaz, Tarlac.

� Conducted medical consultation at the evacuation areas provided by PHTOs. � Continuous coordination with concerned Agencies and LGUs, hospitals to

assist LGU on medical needs in evacuation centers. � Deployed 2 medical teams on PJGMMRC hospital to flooded areas in Paniqui

and Lapaz, Tarlac.

� AFP:

• 161 Battalion deployed 1 squad from Headquarters Company to Tanay, Rizal

• 12 Disaster Response Unit (DRU) Charlie Company conducted relief operations and facilitated evacuation of civilians trapped in deeply flooded areas in San Mateo, Rizal

• SOLCOM Commander advised all operating units to coordinate to the LDRRMCs in their respective AORs and be prepared to assist in their operations as need arises.

• AFP RESCOM NHQ assisted in the evacuation on Gen. Trias and Bacoor, Cavite. • RESCOM deployed fifty (50) raincoats and twenty six (26) boots. • 703rd Brigade with one (1) platoon, two (2) KM450 and NHR truck was stationed at

OCDR III for possible deployment and easy coordination of possible augmentation to flood affected areas.

• 7ID consist of 71st DRC, 7DRU, 7FMC with 36 personnel, 2 rubber boats, 1 M35 truck, 1 KM 250 truck and 1 ambulance were prepositioned at Sindalan, Pampanga

• 56ID deployed 9 personnel and 1 truck to Obando, Bulacan • 18SF Company deployed 7 personnel, 1 truck and 1 boat to Marilao, Bulacan • 24IB deployed 9 personnel and mobile patrol at Palauig and Botolan; 9 personnel

in Iba, 9 in Masinloc, 27 in Candelaria, all in Zambales; 5 personnel in Hermosa, 9 in Dinalupihan, 4 in Orion, 9 in Balanga, all in Bataan.

• As of 9:10AM, 08 August 2012, one M35 of C COY delivered relief goods at Brgy. Hall of Malanday while one (1) squad proceeded to Cainta to augment rescue operation utilizing one(1) flatnose truck with (1) rubber boat onboard.

• Airlifted 1,400 food packs to two (2) isolated barangays in Lubao, Pampanga • 56IB and 7ID successfully delivered 1,000 packs of relief goods at Malolos City,

Bulacan • On or about 1:00PM, 12 August 2012, HJTF-NCR left station onboard two (2)

KM450 trucks and three (3) M35 truck proceeded to the vicinity of Camanava area to conduct distribution of relief goods.

• MGEN Ricardo Banayat, AFP Commander of the 1st Air Division conducted Aerial Survey over Region III together with Chairperson, RDRRMC III, Dir Dijan of DILG, Dir Baldago of PIA, Dir Apostol of DSWD, and ARD Mariano of NEDA onboard PAF SOKOL Helicopter.

� PNP:

• Activated the NHQ Disaster Preparedness Response Task Group effective 8:00 PM, 06 August 2012.

• Deployed a total of 250 SAF Personnel (125 in CAMANAVA Area and 125 in Marikina) for SAR Operations since 8:00 AM, 07 August 2012.

• Deployed four (4) 6x6 Trucks for “Libreng Sakay” Operations and other assistance to stranded motorists/passengers.

• Sent 70 PNP Personnel to DSWD National Resource Operations Center, Pasay City to assist in the repacking of relief items.

• Deployed 1,114 PNP Personnel from NCRPO to different location in Metro Manila. • PNP III deployed 53 personnel, 2 M35 trucks, 1 HILUX, 1 rubber boat with OBM, 1

rubber boat with paddle, 2 fiber banca, 4 OBM, 20 Life vest and 2 life ring in Dinalupihan, Bataan.

• PNP/PRO IV-A dispatched one (1) team in San Pedro, Laguna to stand-by and assist in the evacuation of affected residents of the municipality.

• Deployed 45 PNP Personnel to DSWD warehouse at ATO Pasay.

• Deployed eight (8) PNP mobile cars to monitor the roads and bridges within Metro Manila.

• Deployed one (1) tow truck with 11 PNP HPG Personnel to help stranded motorists.

• Dispatched one (1) 6x6 truck and two (2) PNP Personnel to help transfer two (2) patients from Delos Santos Hospital to Philippine Heart Center.

• PNP MG dispatched eight (8) inflatable rubber boats and 1 flat boat to MMDA for rescue operations.

• PNP Academy (PNPA) placed its cadet in stand-by alert status for deployment in the affected areas to assist ongoing efforts on the SAR of the LDRRMCs and RDRRMCs.

• PNP-PRO1 assisted various MDRRMCs in rescue and relief operations as well as the pre-emptive evacuations in flooded areas.

• Dispatched 80 personnel at DSWD warehouse Pasay City for repacking of relief goods.

• PNP Sta Maria, Bulacan conducted relief operations and distributed relief goods to Brgy Caycio and Brgy Lalakhan, Sta Maria, Bulacan.

• PNP Paniqui, Tarlac provided security during the visit of His Excellency President Benigno Simeon Aquino III. Checked the condition and situation of the evacuees and provided relief goods.

• PNP Bulacan continuously conducting SAR and relief operations to affected municipalities such as Obando, Malolos, Calumpit, Hagonoy and Meycauayan.

• PNP SAF 40 personnel proceeded to CAMANAVA to conduct relief operations with 3 rubber boats, 1 OBM and 2 6x6 vehicles. Deployed 48 Police women to conduct repacking of relief goods at DSWD warehouse Pasay City.

• PNP PDG Nicanor Bartolome with the Command Group, PCRG personnel, Rotary Club of Camp Crame and PNP accredited NGO’s conducted relief operations at Tuman, Marikina.

• PPO Pangasinan deployed SAR personnel composed of 8 PCO’s and 154 PNCO to different affected areas within their AOR.

� MMDA:

• Deployed rubber boats in Bgry Sto Domingo, Talayan, Roxas District, and Parkway Village, Muñoz, Quezon City.

� DENR-MGB and EMB:

• Conducted geohazard assessment to ensure the safety of the community. • Continuously monitoring the situation in mine tailings spill at Philex.

� PRC:

� PRC San Juan City deployed two teams with 4x4 trucks to conduct rescue operations in Brgy Salapan, San Juan City. Foods were distributed in Brgy Rivera, Maytuna and Balong Bato.

� PRC Rizal conducted relief operations and provided food packs to the evacuated population in San Mateo, Tanay and Rodriguez, Rizal.

� PRC Pangasinan and Rizal provided hot meals to families temporarily sheltered at the Dagupan City Astrodome

� Rescued 17 persons in Purok 4, San Pedro, Cutud, San Fernando City and 36 persons in Moras, Dela Paz, Sto Tomas, Pampanga.

� PRC Mandaluyong City provided a first aid station, hot meals and relief goods. � PRC Makati distributed food products to 1,201 individuals affected by flooding in

Brgy Rizal.

� PRC Pampanga conducted inspection to flood affected areas within AOR and coordinated requests by flood affected areas.

� Quiapo Church Disaster Ministry provided assistance to four (4) evacuation centers in Quiapo, Manila.

� BFP:

• BFP IV-A deployed Search and Rescue Unit to flooded areas assisting LDRRMCs in their evacuation and SAR operations.

• BFP III conducted SAR operations in Bataan, Bulacan, Pampanga, Tarlac, and Zambales; conducted water rationing and flashing in Dinalupihan, Pilar, and Hermosa in Bataan, government offices, schools, and major roads in Zambales; and conducted OPLAN LIKAS in Calumpit, Bulacan and OPLAN TAWID BAHA in Malolos City, Bulacan

• BFP NCR sent 4 fire trucks to pump out and drain floodwater along the Recto underpass.

• SRU of BFPR3 were deployed in the flood affected areas of City of San Fernando, Pampanga and conducted rescue and evacuation.

• Continuously conducting water rationing and flashing in Dinalupihan, Pilar, and Hermosa, all in Bataan and Government offices, school and major roads in Zambales.

� DPWH:

• Continuously monitoring the flooded; clearing of debris; repair/restoration of roads affected; deployment of heavy equipment and maintenance crew to areas affected by landslide, fallen trees and road sections with scoured pavements. Provisioned barricades and warning signs on road sections with road cut, eroded slope, and affected bridges.

• DPWH III dispatched dump trucks to PDRRMC Pampanga to augment the on-going evacuation operation.

• DPWH IV-A deployed its personnel to the flood prone areas in the region to assist the motorist traversing along the national roads in the region.

� DSWD and TESDA distributed food packs for evacuees in San Fernando City.

B. REGIONAL

RDRRMC I

• OCDRC I coordinated with CGDNL for possible deployment of personnel with rubber boats to conduct evacuation of affected families in Brgy Guelew, Pangasinan

• MDRRMC Bugallon advised residents living along river banks to take precautionary measures and to be ready for possible evacuation. Temporary shelters were built to serve as emergency evacuation area as flood waters coming from Agno River continue to rise. They also received relief items from the following sources: o 920 family packs from Pangasinan Provincial Government o 592 family packs from Tina Dungca of the GMA Foundation o 300 family packs from Vice President Jejomar Binay o 200 family packs from Bugallon LGU

• PDRRMC Pangasinan alerted its member agencies for possible response operations and deployed two (2) dump trucks for San Fabian and Aguilar; and Gov. Amado Espino announced the suspension of classes for all levels on August 10, 2012.

Dispatched 2 WASAR Teams with PHERT personnel, 2 dump trucks and rubber boats to Brgy Lasip and Balococ, Lingayen, Pangasinan.

• MDRRMC Bautista: � Deployed thirty six (36) personnel and five (5) PNP vehicles to assist in evacuation

and distribution of relief goods. � Conducted pre-emptive evacuation of affected families in Brgy Poponto.

RDRRMC III

• RDRRMC III conducted briefing to the Cuayan, Isabela Rescue Team to discuss the situation in Pampanga and coordinated with LTO re availability of 2 dump trucks to augment the assets mobilized in Pampanga.

• RDRRMC III Chairperson joined the President and party in their visit to the flood affected areas of Central Luzon and personally distributed the relief goods to the flood affected victims.

• PDRRMC Bulacan prepositioned rescue capabilities of 56th IB, PA – Scout Ranger Camp Tecson, MDRRMC, BFP, PNP, San Jose Del Monte City, Sta Maria, marilao, Meycauayan and Bocaue. They continue to monitor Angat, Ipo and Bustos Dam and announce alerts if necessary.

• Provincial Government deployed 4 RFT truck and 56 IB truck to Obando, Bulacan likewise at Bocaue, Marilao, 18SF and Sta Maria.

• PDRRMC Tarlac: � Delivered truckloads of sand and sacks in Camiling, Malayep, Salapungan and

• CDRRMC Olongapo conducted rescue and evacuation operations in the 16 Brgys of Olongapo City. Olongapo Rapid Damaged and Needs Analysis (RDANA) Team made assessment ion various areas within the city.

• CDRRMC Palayan Rescue Team conducted rescue operations in Sto. Tomas, San Matias and Minalin Pampanga.

• MDRRC San Antonio, San Felipe, Sta Cruz, Botolan and Iba Zambales provided assistance to the affected families.

• MDRRMC Subic, Castillejos, San Narciso and Cabangan assisted in evacuation of affected families in low lying Barangays and distributed relief goods and sandbagging.

• RDRRMC III together with DILG, DSWD, DOH, NEDA, PIA and AFP conducted Aerial Inspection at Pampanga area on 7 August 2012.

• RDRRMC III issued 50,000 pcs of empty sacks to Candaba, Pampanga on 7 August 2012 to augment the sand bagging operations being conducted by the LGU.

RDRRMC IV-A

• RDRRMC IV-A Chairperson alerted PNP PRO IV-A to assist DSWD IV-A in the relief operations and assessed the on-going evacuation and SAR operation in the provinces of Rizal, Laguna and Cavite

• PDRRMC Laguna was instructed to conduct pre-emptive evacuation in the municipalities along Laguna de Bay.

• CDRRMC Sta Rosa conducted pre-emptive evacuation to 137 families and provided family food packs.

• PDRRMC Quezon dispatched an eight-man (8) response team with Water Search and Rescue (WASAR) to Rodriguez and San Mateo, Rizal.

• Tanauan CDRRMC provided food packs to evacuees under their AOR. • DRRMC Bacoor City conducted force evaluation in the flooded areas. • PDRRMC Rizal dispatched additional 4 boats to Rodriguez and San Mateo, Rizal and

dispatched Dump truck to Marcos Highway in Antipolo City.

RDRRMC IV-B

• MDRRMO Abra de Ilog Occidental Mindoro placed their Operation Center on alert status and advised pre-emptive evacuation especially to those living near the river. MSWDO prepositioned relief goods.

• LGU Roxas placed their Operation Center on alert status and continuously monitoring the status of San Rafael dike.

• Calapan City, Mindoro Public Safety Department conducted ocular inspection; monitored the affected areas; and deployed personnel and prepositioned rescue equipment for possible SAR operations.

RDRRMC V

• Conducted RDRRMC Response Committee Meeting attended by representative from different agencies. Discussed preparations for the deployment of 1 water purifier, WATSAN and SAR teams to NCR for community assistance.

• RDRRMC Bicol sent a contingent of Team OCD5-Albay composed of WASAR teams from the naval Forces southern Luzon (NAVFORSOL), Tactical Operations Group 5 (TOG)-PAF and the BFP5 together with the Water Sanitation (WATSAN) team equipped with Water Filtration System. The team which is headed by the Deputy

Commander of NAVFORSOL as the Task Force Head, proceeded to the Flood Control Information Center (FCIC), MMDRRMC for the coordinating instructions.

• Team Albay established a Command Post at the MMDA Station at Edsa corner Timog Avenue, Quezon City.

• 3 WASAR Teams from BFP-SRU 5, NAVFORSOL and TOG5 PAG, after receiving a briefing from OCD NCR at the MMDA OpCen, were deployed around 4:00PM, 08 August 2012. Its operation resulted to rescuing 278 persons and transporting them to different evacuation centers. As of 10 August 2012, the team was able to distribute 68,000 liters of potable water to residents of Brgys Tunsuya, Catmon, and Kunyugan of Malabon City utilizing the Water Filtration Machine and distribution made using Mobile Lorie (12,000 liters capacity).

• On 10 August 2012, Team Albay-OCD 5 assisted in the repacking efforts of ABS-CBN Sagip Kapamilya Foundation for possible relief distributions to several affected communities.

RDRRMC VI

• PDRRMC Aklan, PDRRMC Antique and PDRRMC Iloilo was placed on alert status to monitor the situation in their AOR particularly the landslide prone area.

RDRRMC NCR

• OCD-NCR facilitated request of City of manila for fire trucks; request of Marikina for heavy equipment, additional trucks and manpower; request of Muntinlupa for 3,000 family packs; and the requirements of the cities of Malabon and Valenzuela for WATSAN or Water Filtration System.

• CDRRMCC Muntinlupa built temporary footbridges at the affected areas near Laguna Lake

• MMDRRMC conducted a meeting presided by Chairman Francis Tolentino and was attended by representatives from member agencies. Advance Command Posts (ACP) were initiated in strategic locations to provide assistance to the identified areas. The locations of the ACP are as follows: Marikina, Malabon, South (Alabang), Manila, Orense and in Quezon City.

• OCD-NCR monitored landslide in Brgy Commonwealth, Quezon City. • QC DPOS deployed Rescue Team with rubber boat to the following areas: Brgy

Damayan Lagi, Brgy Sto Domingo, Brgy Damayan District I, Roxas District and Brgy Apolonio Samson.

• Parañaque Rescue dispatched two (2) dump trucks for the stranded passengers in Evacom and and SM in San Dionisio, Parañaque. Deployed one (1) rubber boat, one (1) dump truck and rescue personnel in Brgy San Isidro to evacuate families from the creek side to the Brgy Hall.

• LGU Pasay City deployed two (2) rubber boats with rescue personnel to assist rescue operations.

• LGU Malabon City formed an augmentation team consisting of MDRRMO, PNP Malabon, Special Action Force, Fire Malabon, City Hall Employees, Navy, Coast Guard, MMDA, Health, CSWDD and volunteer personnel.

• LGU San Juan City dispatched the rescue vehicles for flood monitoring and assisting evacuation of constituents in AOR.

• LGU Makati City distributed food packs and relief goods to individuals affected by flooding in Brgy Palanan, Brgy Pembo and Brgy Comembo.

• Coordinated the request of DSWD-NCR of four (4) units of 6x6 vehicles to conduct relief assistance with President Benigno Aquino III in the National Capital Region affected by Southwest Monsoon.

• RDRRMC OpCen maintains its RED ALERT status and is continuously manned by OCD CAR staff / personnel

• Continuously disseminating warning advisories to the public, to all LDRRMCs and CRDRRMC member agencies and media practitioners utilizing the SMART info board (2623 or COCD), email, social media network, facsimile and SMS and continuously monitoring AOR.

• Continuously advising LDRRMCs to take appropriate action and follow the alert level and discuss local preparedness for possible emergency response.

• PDRRMC Benguet ordered pre-emptive evacuation to high risk areas. Mining Operation of small scale miners is still suspended. Assisting DPWH in road clearing operation (with heavy equipment and manual work). Philex mines augmented the SAR teams

• Benguet Corp has been assisting in the SAR operation in Bokod since August 5, 2012. • CDRRMC Baguio City is on alert status and their response teams still on standby and

is monitoring water level at City Camp Lagoon • PNP CAR assisting in the monitoring of road conditions and status of communities at

high risk areas. Response teams with tools, equipment on standby for deployment • PIA CAR continuously assisting OCD in the dissemination of warning advisories to the

general public to stay at home or in safer areas during this weather. • DENR-MGB & EMB monitoring the mine tailings spill situation at Philex Mines and

other geo-hazard areas in AOR • DPWH and private contractors, continouosly clearing the roads in AOR. � DSWD-QUART is still activated, continuously monitoring AOR. Family packs and
