The Meadowbank Education and Employment Precinct will reimagine the way we learn and connect. The growing community in the Meadowbank area is set to receive brand new, purpose-built education facilities by 2022. With education at its heart, the Precinct will connect students to training and employment opportunities with local industry and the surrounding community.

TAFE NSW Meadowbank will be transformed into a technology-focussed campus and will sit alongside a new public school and high school to form the Meadowbank Education and Employment Precinct.
The planning process is continuing for a new Multi-Trades and Digital Technology Hub.

The Campus Vision
MEADOWBANK EDUCATION PRECINCT
In June 2018, the Premier and Member for Ryde unveiled plans for the Meadowbank Education Precinct, comprising new education facilities including a new primary school, high school and revitalised Meadowbank TAFE.
The NSW Government’s commitment to the Meadowbank Education Precinct provides a unique opportunity to:
— Create a flagship model for students to experience seamless pathways between school, VET, University and jobs
— Enable community engagement and access to world class facilities
— Support the local economy through business partnerships and investment
Upon completion, the precinct will cater for students from as early as Kindergarten, through to year 12 and into vocational or tertiary education pathways.
Meadowbank Public School will relocate to the precinct increasing its enrollment capacity to 1000 places, with Marsden High School increasing to an enrollment of 1500 students. The Schools complex will also cater for 120 students studying intensive English classes.
One of TAFE NSW largest existing sites, Meadowbank TAFE will undergo various modernisation programs as part of the plan.
The site is home to one of only tow Cisco Academy Training Centres in the Australasia Pacific regions.
This SSDA application for the development of a new Multi Trades and Digital Technology Hub will realise the changing face of trade training delivery in New South Wales, reinforced with the state of the art facilities, inextricably linked with emerging Digital technologies and industry.
TAFE NSW and the NSW Department of Education are working together to create the Meadowbank Education Precinct. The outcomes would include educational pathways from kindergarten through to completing a bachelor degree or diploma at TAFE NSW.

A Multi-Trades and Digital Technology Hub that points to the future of skills training and collaboration.
The new Multi-Trades and Digital Technology Hub will provide diverse opportunities in multi-trades and digital training, and is a valuable contribution to the social and cultural development of Meadowbank and trades training for the future.
More than just a building, this Hub will provide opportunities and access to employment, education, social interaction and cultural experiences.
THE DESIGN OBJECTIVES WERE TO CREATE NEW LEARNING SPACES THAT ARE:
a better fit – contextual, an inherent part of its surroundings that the entire community will value for generations to come
better performance– efficient and adaptable, fit for purpose, future-proofed, environmentally sustainable and durable, a teaching exemplar to the trades industry
better for communality – inclusive, people centric, connecting and creating great social spaces both inside and across the adjacent landscaped areas

NEW TRAINING AND LEARNING SPACES
MULTI-TRADES
An active learning environment co-locating disciplines under building, construction and engineering and uniting them through the use of various technologies.
The focus is on the three main trade delivery streams:
general construction and carpentry
plumbing
electrotechnology.
DIGITAL TECHNOLOGY
The building will include digital technology facilities as part of the new technologically driven campus.
New facilities will provide:
digitally enabled learning
cybersecurity training
capacity for industry involvement
flexible space that can be reconfigured to showcase and experiment with new technology.
INNOVATION AND TECHNOLOGY
Virtual access to teaching and learning, including regular opportunities to experience virtual reality (VR) technologies and simulated learning experiences.
Technologies that facilitate ‘virtual belonging’ – video connections, remote lesson delivery, online courses, blended courses.
Virtual work spaces that ‘work’ in parallel to physical work spaces.
Capacity to showcase VR learning.
Spaces that enable integration with industry.
CAR PARKING
New underground carpark – located under the new Hub, vehicles enter /exit from See Street, lifts and ramps within providing equitable access
New multi-storey carpark – on existing carpark located on See Street in front of Building J
Upgrade of existing carpark – increased capacity and improvements to the carpark near the railway line behind on the western side of the site
A COLLABORATIVE DESIGN PROCESSThis design has been developed through evidence-based research, local and international case studies and collaborative engagement with TAFE NSW staff and students, industry and the wider community.
FEEDBACK WE HEARDDuring earlier engagement, we were told the design should consider the following:
welcoming and encouraging environment
wellbeing, comfort and sustainability
a variety of amenities
safety and accessibility
multi-functional and adaptable spaces
quality, effective learning spaces
industry focussed and industry exposure
innovation and technology
industry engagement
staff work areas that are centrally located, encourage collaboration and also provide opportunity for privacy.
The Hub will have multidisciplinary, state of the art, functional and reconfigurable training and learning facilities for multi-trades and digital technology.
DESIGN RESPONSE
� Staff located together to encourage collaboration, comradery and a positive campus atmosphere
� Modern, open plan workspace fit out, will include areas for small and large meetings, quiet spaces for private conversations, communal kitchen and lunch room and an outdoor deck for staff gatherings
� Spaces to enable industry collaboration onsite in trades and digital areas, e.g. information technology, and cyber and network security
� Opportunities for industry co-location, engagement and exhibition
� Direct industry relationships, enhancing employment pathways for students
� Spaces to suit different teaching and learning environments:
» Individual study
» Collaboration and small group work
» General learning spaces for classes of 15 – 20 students
» Lab spaces for practical activities
» Simulation rooms and dedicated technology workshops
» Large group delivery for cohorts of up to 100 people
� All spaces are digital enabled, with digitally enhanced spaces for specific purposes
� Moveable/operable walls and transportable furniture to ensure spaces are flexible and adaptable
� Reconfigurable spaces and equipment for the adoption of new technologies and course offerings and allowing different courses to use the same space
� The Applied Research Space is a highly configurable room
� Allows students to experience conditions and scenarios which reflect real issues in areas such as robotics, virtual reality and artificial intelligence

� Circulation areas to encourage team and individual study, waiting, socialising
� Informal study and lounge spaces
� Outdoor gathering spaces – formal and informal ‘tables in the sun’

� Practical and active learning environments for the main trades: carpentry and building construction, plumbing and electrotechnology

� Shared workshops where students from different disciplines can come together
� Opportunities to collaborate on cross disciplinary projects
� Visible learning (glazed windows) to exhibit different trades and encourage curiosity across all trade training programs

LANDSCAPE DESIGN WILL PROVIDE: a safe, inviting community interface

generous street setbacks to minimise impacts on neighbours
provides protection from cold and wet weather conditions.
SUSTAINABILITY
Ecologically sustainable design features are based on best practice design principles and the National Construction Code for Energy Efficiency.
Harnessing power from the sun:
Concentrator PV will direct light onto a small area of high efficiency solar cells.
Large Scale Solar PV system will make use of the Northern facing roof to generate power.
Thin Film Solar Panels are flexible PV panels that are thinner and lighter than conventional panels.
Reduced energy consumption:
Sufficient internal exposure to daylight.
Air-conditioning systems with control strategies.
The use of LED luminaires throughout.
Predictive energy optimization software to devise optimum building operation strategy based on weather, energy rates, etc.
Spill air within atrium will provide additional cooling to the main atrium space.
Real time building performance data will be shown on displays to occupants.
Reduced water consumption:
Rainwater storage tanks that collect rainwater runoff from the roof and reuse it in the building in grey water systems.
Water efficient fixtures within the building.
Benefits for health:
Green wall atrium to improve air quality within the space.
Waste Management Plan to efficiently control waste.

The Review of Environmental Factors for the following two phases of enabling works were determined in the first half of 2020 following neighbourhood and agency notification for comment.
ENABLING WORKS RELATING TO ELECTRICITY SUPPLYThe works include:
relocation of the existing campus substation and mains switchboard room
demolition of an existing brick storage shed next to Building G
trenching works to relocate some existing underground cables and remove/install ICT and electricity cables.
ENABLING WORKS TO CLEAR THE SITEThe works include:
demolition of the north eastern carpark
demolition of Building N, the Children’s Centre, which has been relocated in Building J
demolition of the elevated walkway between the carpark and Building P
decommissioning, relocation and demolition of any other existing structures within the SSDA scope area.

ENABLING WORKS TO PREPARE THE SITE
Enabling works are required to prepare the site for the construction of the new Multi-trades and Digital Technology Hub. The site enabling works are subject to determination of Review of Environmental Factors. A Review of Environmental Factors examines the significance of likely environmental impacts of a proposal and the measures required to mitigate any adverse impacts to the environment.

CHILDREN’S CENTRE The Meadowbank Education Precinct is exploring its ongoing requirements for childcare services on-site with a whole of precinct focus.
In the interim, minor works have been carried out to relocate the Children’s Centre to a temporary facility on the ground floor of Building J. There will be no impact on the delivery of childcare services, the Children’s Centre will continue operations in the current location until services are transferred to the interim facility.
CAMPUS ACCESS OPTIONS DURING CONSTRUCTION
TRAFFIC MANAGEMENT PLAN – VEHICLE ACCESS A Traffic Management plan has been developed for the duration of the works.
NOISE AND VIBRATION IMPACTS – MEASURES IN PLACE TO MITIGATE A Noise and Vibration Management Plan has been developed and will be implemented for the duration of the works to minimise impacts on staff, students and neighbours.
HAZARDOUS MATERIALSSite preparation will involve investigations and remediation if required to remove any contaminated materials and soil in accordance with Environmental Protection Authority guidelines.

NEW MULTI-STOREY CARPARKA new multi-storey carpark would be built on the existing open carpark on See Street in front of Building J.
The number of parking spaces proposed in the underground carpark in the new Multi-Trades and Digital Technology Hub has been reduced with consideration to potential environmental impacts during construction. To maintain a similar number of car spaces within the site a new multi-storey carpark has been proposed.
ABOUT THE PROPOSED NEW CARPARK: the new multi-storey carpark would be built on the existing open
carpark on See Street in front of Building J

carpark entry and exit would remain on See Street taking in consideration master planning for the precinct and surrounds

the carpark has been designed to be of similar scale and architecture as the new Multi-Trades and Digital Technology Hub providing consistency on See Street.
