In line with Malaysia’s commitment to reduce greenhouse gas emissions by up to 40% by 2020,Universiti Teknologi Malaysia (UTM)’s involvement in championing this international LowCarbon research project to promote Iskandar Malaysia as a model Low Carbon Society is highlyapplauded. The project gathers experts and researchers from multidisciplinary backgrounds toput forward innovative and creative solutions for creating a sustainable low carbon society inIskandar Malaysia. This is one of the flagship projects reflecting UTM’s vision and missionthrough its tagline: innovativeentrepreneurial global.

In the quest for UTM to become a top-notch university by 2020, UTM is committed towardsstrengthening its research and development (R&D) capacity through international capacitybuilding and strategic partnerships. One of the key approaches is to create more high-performance Centres of Excellence (known as Hi-CoE in Malaysia) to accelerate world-classresearch in UTM in time to come. This current project involves capacity building of experts fromJapan’s renowned institutions including Kyoto University (KU), National Institute forEnvironmental Studies of Japan (NIES) and Okayama University (OU), together with researchersfrom UTM. Such cooperation provides opportunities to form a Regional Hi-CoE capable ofharnessing expertise and consultation for the creation of Low Carbon Societies within the AsianRegion. As a research university strategically located within the Iskandar Malaysia region, UTMcontinuously plays its leading role in providing science and technology based research, studies,planning and innovative activities that support the development of Iskandar Malaysia as asustainable metropolis of international standing.

I am very pleased to see this international project entitled “Project for Development of LowCarbon Society Scenarios for Asian Regions” positioned in UTM and supported by JapanInternational Cooperation Agency (JICA) in collaboration with Japan Science and TechnologyAgency (JST) under the “Science and Technology Research Partnership for SustainableDevelopment (SATREPS)”. Importantly, this project also involves the active participation ofIskandar Region Development Authority (IRDA) to formulate cooperation mechanisms amongstakeholders for practical research activities and policy measures around Asian regions. Finally,congratulations on the successful progression of the first fiscal year of the project and lookingforward to seeing more fruitful outcomes in the near future!

On behalf of the research members from the project for "Development of Low Carbon Society Scenariosfor Asian Regions“, it is my pleasure to present our annual report for the first fiscal year (June 2011 -March 2012). This progress report describes how we are meeting our research objectives outlined in inour Record of discussion (ROD).

The research teams are divided into five (5) main research groups i.e. Scenario Integration and Land usePlanning, Consensus Building and Education, Energy system, Solid Waste management, Air Quality andTransportation. Although, the research team members are from various faculties, different universitiesand cross country, the close rapport and collaborative effort of the team have minimized many of these‘distance” barriers and obstacles in carrying out the research work. We have also managed to organizetwo major international symposiums on Low carbon Asian research project cum greenhouse gasemissions modeling training workshops in Malaysia. In addition, the team has also carried out exhibitionand presentation at Side event at the 17th Conference of the Parties to the UNFCC (COP17). Thesesymposiums and workshops allowed knowledge exchange, dialogues, and networking among the LowCarbon Asia researchers and policy makers in the global arena. Apart from the above, many researchersare also involved in technical tours of best practice projects and field works in Iskandar Malaysia andabroad. Being researchers and academicians, we have been actively involved in the publication of journalpapers, reports and brochures. Overall we have made good progress in meeting our targets to outline themethodology to formulate LCS scenarios which is appropriate for Malaysian context and also setting upthe research framework, research team, preparation of Low carbon actions, preliminary data collectionand modeling work. We acknowledge there are still areas where we must improve the way in which wemanage the budget and disseminate our research output, seeking to maximize results to the researchcommunity and implementation agencies.

I would like to record my gratitude to Corporate Service and International Division of Economic PlanningUnit Prime Minister’s Department, Ministry of Higher Education, Department of Town and CountryPlanning Peninsular Malaysia, Iskandar Regional Development Authority, Universiti Teknologi Malaysiaand all researchers of Low Carbon Society scenarios of SATREPS project and Japan InternationalCooperation Agency (JICA) for the strong and solid support that has been extended throughout the fiscalyear. Model building and capacity building are important milestones in this project; however the keysuccess factor of development of Low carbon society lies in the effective consensus building of the majorstakeholders such as policy makers, public at large and business community. Consensus buildingempowers the public involvement in ensuring the social inclusiveness and pragmatic proposals.

The project for "Development of Low Carbon Society Scenarios for Asian Regions" was started from the2nd June 2011, when the signing of the Record of Discussion was done between Japan InternationalCooperation Agency (JICA), Japan and Ministry of Higher Education (MOHE), Malaysia. This project is ajoint activity between Japanese and Malaysia groups, comprised of Kyoto University (KU), NationalInstitute for Environmental Studies (NIES), Okayama University (OU), Japan and Universiti TeknologiMalaysia (UTM), Iskandar Regional Development Authority(IRDA), Federal Town & Country PlanningDepartment(JPBD) , Malaysia Green Technology Corporation(MGTC) , Malaysia, sponsored by JapanInternational Cooperation Agency (JICA)and (Japan Science and Technology Agency (JST) under a researchprogram called Science and Technology Research Partnership for Sustainable Development (SATREPS).This is a Japanese government program that promotes international joint research targeting global issues,and we are expected to lead to outcomes with potential for practical utilization, and to enhance researchcapacity in the target country.

In this project, a methodology to create Low Carbon Society (LCS) scenarios which is appropriate forMalaysia will be developed through a case study of LCS scenario development in Iskandar Malaysia. Theoverall aim of the project will result in and benefit not only on Iskandar Malaysia but also the wholeMalaysia as well as the other Asian regions by providing the LCS scenario development methodology forAsian regions.

Starting from the last July, we have had intensive research meetings, field surveys, and held twointernational symposium and two training workshops to demonstrate the activity and also stimulate themovement to Low carbon societies in Asian region. Now the project is on the later stage of data collectionfor improvement of LCS scenario development model, while carrying out capacity development ofMalaysian researchers and policy makers as well as activities for networking and information sharing withresearchers and policy makers in other Asian countries at the same time. Also, as an output in the firstphase, the project is now preparing a proposal named “A dozen actions towards low carbon society inIskandar Malaysia” by March 2012, which will be incorporated into “Low Carbon Society Blueprint” to benewly issued by IRDA.

During the accomplishment of this project, we received the support from many people other than justthe team members. I am very grateful to these supports and also expecting the continuation, hoping theactivities of this project will support the realizing of sustainable and comfortable Asian Low CarbonSocieties.

Iskandar Malaysia (IM) is a visionary economic regionin Johor that was established in 2005 as one of thecatalyst development corridors to spur growth of theMalaysian economy. Covering an area of 221,634hectares (2,216.3 km2), IM is the largest singledevelopment project ever to be undertaken withinthe Southeast Asia region. Strategically located at thesouthernmost tip of Mainland Asia to tap on a vastmarket of about 1 billion people within a 6-hour flightradius, IM is set to become an integrated global nodethat synergies with growth of the global City-state ofSingapore and Indonesia. To that end, it has beenprojected that population in IM will double from 1.5million in 2005 to over 3 million by 2025, supportedby a stable 7-8% annual GDP growth that is primarilydriven by services and manufacturing. It is vital thatthe targeted strong growth is achieved while keepingIM’s carbon emission level at bay, inline with IM’svision to be “A strong sustainable metropolis ofinternational standing”.

Project Background

Being a region that encompasses half the humanity and ispoised to double its world GDP share to 52% by 2050, Asia iswitnessing transformative economic growth and socio-politicalchange, and putting on forever greater global economic andstrategic weight. In a world of increasing climatic uncertaintyand resource constraint, a growing global footprint demandsgreater global responsibilities among Asian economies,particularly in promoting regional cooperation and takingownership of the global economic and environmental agenda.

It is in this light that the project of Development of LowCarbon Society Scenarios for Asian Regions is initiated underthe auspices of SATREPS. A joint effort between Japan andMalaysia, the 5-year research program that commenced in July2011 brings together a team of multidisciplinary researchersfrom Kyoto University, the National Institute forEnvironmental Studies (NIES), Okayama University andUniversiti Teknologi Malaysia (UTM) with a view to definingLow Carbon Society (LCS) visions and crafting a road maptowards LCS at the national and city-regional levels, in linewith Malaysia’s voluntary commitment to reduce the country’scarbon intensity by 40% by year 2020 (based on 2005 levels).

The research project begins with a pilot study of IskandarMalaysia (IM), a “special economic region” located at thesouthernmost tip of Mainland Asia, that is poised to become aregional economic powerhouse by 2025. The project willshowcase best practice in LCS for the Asian Regions and willtherefore benefit not only IM and Malaysia, but also the AsianRegions. It will be a hands-on project where researchers andgovernment officials of Asian countries work together inimplementing research outputs within the cities or regionsinvolved, leading to the eventual establishment of an AsianLow Carbon Society network.

The Development of Low Carbon Society Scenarios for AsianRegions Project necessarily involves a multiplicity of closelyintertwined socio-economic, environmental, energy system,waste management, land use, transportation, and consensusbuilding aspects. The pilot project in Iskandar Malaysiatherefore comprises four major research groups that jointlyand severally cover the above aspects, plus one scenariointegration group that serves to synthesise the other groups’research outcomes into a coherent LCS vision and holisticroadmap for IM, which will be fed into the IM’s LCS Blueprint.

Consensus Building and Education

Consensus Building Group examines the implementationduring/after the scenario studies. Public participation orconsensus building is required when the policy-makers,researchers and stakeholders discuss and make the policiesand actions. This group will develop the consensus buildingapproach for LCS in Asian region.

Solid Waste Management

Solid Waste Management Group conducts an empirical studyon waste generation in Iskandar Malaysia, developing a modelwhich simulates best solution for waste management in termsof 3R and GHG emission reduction.

Energy System

Energy System Group investigates the energy system modelsbased on the idea of dispersed power generation system,which assesses the potential of renewable energy and supplyand demand management system such as smart grid.

Air Quality and Transport

Air Quality & Transportation Group examines assessment ofco-benefit of low-carbon measures, improvement of airquality. The research output will develop a detailed transportmodel as road transport is one of major sources of airpollutants and is expected to grow rapidly.

The Exhibition

Background

In this conference, UTM was the only university from Malaysiato register as a member of observers and civil societies ofUNFCCC. UTM participation in this event provides opportunityfor UTM as premier university in research on sustainability andenvironmental engineering showcasing the research work onLow carbon society scenarios and climate change initiatives.The research team, Project for Development of Low CarbonSociety Scenarios for Asian Regions, had carry up exhibition onthe research work, organization movement and activitiesrelated to climate change. In the exhibition, UTM showcasedresearches on Low carbon society scenarios studies in IskandarMalaysia, Putrajaya and Cyberjaya.

These three research activities illustrated how researches andscientific quantification of carbon emission by modeling canassist the policy makers to make more rationale and pragmaticdecisions. These studies involved strong collaborationbetween UTM and implementing agencies such as IskandarRegional Development Authority, Putrajaya Corporation,Federal Town and Country Planning Department andMalaysian Green Technology Corporation. The research teamwith multidisciplinary researchers aims to prepare a roadmaptoward low carbon scenarios at city-regional levels, in line withMalaysia’s voluntary commitment to reduce the country’scarbon emission intensity by 40% by the year 2020 based onthe 2005 level.

The Side Event

Background

In addition to the exhibition, UTM together with NIES,Japan jointly organized a side event entitled “Low CarbonSociety in Asia -From Planning to Implementation” on 2nd

December 2011 at River Rex Hall, COP17 Event hall.Approximately 100 participants from more than 10 countriesattended this event.

In this event, Prof. Ir. Dr. Mohd Azraai Kassim, Deputy ViceChancellor UTM and Dr. Hideaki Nakane, Director of NIES gavethe opening remarks and followed by two keynotespresentation on how the research can contribute to LowCarbon Asia. Dr. Kanuma Mikiko of NIES overviewed thePathway towards Low Carbon Asia in Japan, China, India andASEAN countries. Prof. Dr. Ho Chin Siong of UTM discussed onthe UTM collaborative research work with Japan counterpartsand Iskandar Malaysia Development Authority (IRDA) cancontribute to Low Carbon regional development in Malaysia.This 90-minute session of side event ended with paneldiscussion on the roles of implementing agencies and policymakers and also challenges of Low Carbon Societydevelopment in Asia.

The 1st International Symposium

Background

The one day symposium on “Low-carbon Asia ResearchProject” was held on 4th July 2011 in Iskandar Malaysia, JohorBahru. It was jointly organized by Universiti Teknologi Malaysia(UTM), Iskandar Regional Development Authority (IRDA) andJapanese counterparts namely Kyoto University (KU), OkayamaUniversity (OU), National Institute for Environmental Studies(NIES), Japan International Cooperation Agency (JICA), JapanScience and Technology Agency (JST) and Mininistry of theEnvironment (MoE), Japan in conjunction with the launching ofIskandar Malaysia Low Carbon Society Project to be officiatedby Chief Minister of Johor State. This event was sponsored byLow Carbon Society Regional-net (LCS-R net) and JICA-JSTunder the Science and Technology Research Partnership forSustainable Development (SATREPS). The aims of thesymposium and workshop on LCS were to initiate thedevelopment of a research network in Asia on LCS; to conductoutreach and promote Asia LCS-RNet activities; buildingcapacity with Asian governmental agencies; and establishingdialogues between policy-makers and researchers.

The Second International Symposium on Low Carbon AsiaResearch Project was a follow-up to the previous firstsymposium held in July 2011. The event was held on 31st

International Training Workshop on Greenhouse Gas Emission Modeling

The 1st and 2nd Modeling Training Workshop

Background

In conjunction with the 5 years research on Low CarbonSociety (LCS) for Iskandar Malaysia, which aims to quantify thegreenhouse gas emission in Iskandar Malaysia and rationalisethe policies recommendation that can be taken to reduce theemission, a series of workshops of Extended Snapshot Tool(ExSS) had been held together with international symposiumon Low Carbon Asia research project. Basically, ExSS is asystem of simultaneous equations to compute the greenhousegas emission from the energy consumption of a target area.This ExSS tool and back casting model will be used for lowcarbon society scenarios development. In order to contributeon the decision making towards low carbon future, it set lowcarbon society as a future goal. It is a static, accounting typemodel which describes consistent future state of demography,economy, transport, energy use, low carbon measures andcarbon emissions.

Objectives

1. To demonstrate the low carbon society scenario approachof ExSS model to participants.

2. To increase the awareness of participants on theimportant of quantitative model forecasting in enhancingthe policies making.

Background

The Science and Technology Research Partnership forSustainable Development Program (SATREPS) progressmeeting is the joint discussion between Malaysia and Japancounterparts on a common platform for the project forDevelopment of Low Carbon Society Scenarios for AsianRegions. These SATREPS meetings aim to create greatersynergies between both parties for a fruitful result. The firstSATREPS progress meeting took place on 14th August 2011.The purpose of this meeting was to kick start the researchproject. The items that have been discussed were theresearch areas, research groups, research frameworks,research plans, research task forces, scenario integrations incross cutting the various research themes, the creation LowCarbon Society Blueprint for Iskandar Malaysia and the comingevents of symposium, workshop, COP17 program and the nextSATREPS progress meeting.

Objective

1. To review the research themes and methodology infurther consolidation on the development of low carbonsociety scenarios in Iskandar Malaysia.

The 2nd SATREPS Progress Meeting

Background

The second SATREPS progress meeting was held in 1st

November 2011, in conjunction with the second InternationalSymposium cum Workshop on Low Carbon Asia ResearchProject. The main purpose of this meeting was to report theindividual research activities on the development of lowcarbon society scenarios in Iskandar Malaysia. A total of fiveresearch groups, namely scenario integration and land useplanning group, consensus building and education group, solidwaste management group, energy system group and airquality and transport group were involved in the meeting. Itconsisted of 10 members from Japan and 20 members fromMalaysia. The first session of meeting was the researchpresentation by each research group on their researchoutcomes for the preliminary study on Iskandar Malaysia aswell as the structure and agenda of their research design. Thesecond session was an open discussion on calibration, researchintegration and future planning.

1. To examine the research milestone and progress ofresearch groups

2. To define the research scopes of Malaysia and JapanCounterparts.

Scenario Integration and Land Use Planning M2

Agenda

The purpose of this meeting was to discuss the detailedcontent for the land use planning group progress report. Theprogress report will be used as discussion material for thecoming second SATREPS progress meeting on 1st November2011. Several aspects were discussed, they were introduction,research methodology, literature review / preliminary findingsand conclusion / the way forward.The detailed discussion hadfocused more on the literature review/ preliminary findings,which covers the goal, environmental themes, actions andmeasures for Iskandar Malaysia.

Outcome

Detailed measures were formed to achieve the vision ofIskandar Malaysia to become a strong sustainable metropolisof international standing. Besides, five environmental themeswere established under this vision, namely Low CarbonIskandar Malaysia, Green Growth Cluster, Sustainable SolidWaste Management, Green Energy, and Green Transport.These five environmental themes contain eight actions ofLivable and Walkable / Cycleable, Green and Blue Network /Infrastructure, Low Carbon Lifestyle, Green Economy,Integrated Transportation, Energy-efficient Building, Land UsePlanning, and Efficient Energy System and Renewable Energy.

Agenda

The main objective of this one day intensive research meetingin Kyoto University working visit is to discuss in detail on howthe project team (Malaysia and Japan counterparts) toproceed towards producing recommendations for the LowCarbon Society Blueprint for Iskandar Malaysia. Through anintensive review, a refined list of actions and measures wasproduced. The list may potentially provide a framework for theestablishment of a Low Carbon Society Blueprint draft forIskandar Malaysia. Last but not least, the detailed researchplan of December 2011 - March 2012 was highlighted in thismeeting.

Outcome

The key considerations underlying these actions and measuresare the need to link and integrate subprojects into a coherentIM LCS scenario and the empirical and quantified data andfindings to support Iskandar Malaysia Low Carbon SocietyBlueprint Actions and lastly feeding back into ExSS. The taskfor the Malaysia counterpart is to focus on formulatingdetailed LCS actions and measures while the Japancounterpart is to focus on quantification of the actions andmeasures. UTM’s Land Use Planning Group and KyotoUniversity’s team will be the main authors of the draft LCSBlueprint for IM up to March 2012, after which the otherresearch groups will be brought in according to theirrespective area of expertise.

Scenario Integration and Land Use Planning M4

Agenda

This was the discussion after the one day intensive researchmeeting on the 5th December 2011. The purpose of thismeeting was to revise and refine the actions, quantificationparameters, sub-actions, measures and programs for LowCarbon Society Blueprint in Iskandar Malaysia.

Outcome

Two additional actions of ‘Sustainable Solid WasteManagement’ and ‘Community Engagement and ConsensusBuilding’ were introduced into the current eight actions. Thefeedbacks suggested that each action and measure should beremarked in terms of priority for implementation,“quantifiability” (e.g. reduction of carbon), and relationshipwith Blueprint Actions. Columns to be added to the existingtable of actions and measures for ‘priority’, ‘quantification’and ‘LCS BPAs’. There is a need to identify direct quantificationof actions/measures (carbon reduction) or indirectquantification (e.g. volume or modal shift of car, cycling andpedestrians) as opposed to supportive actions/measures thatdo not contribute to direct carbon reduction. The feasibility ofproposed actions and measures should be taken intoconsideration. The result of the meeting will be finalized into aframework for draft Low Carbon Society Blueprint for IskandarMalaysia .

Agenda

The continuous two weeks research meetings were held forthe purpose of cleaning, updating and adding values toexisting geography information system (GIS) databaseprovided by Iskandar Regional Development Authority (IRDA).The preparation was part of initial work in quantifying andcharacterizing various features of existing urban developmentwithin Iskandar Malaysia such as housing density, roadconnectivity, mixed-use diversity, etc. This database will beused in further analysis of the urban area in connection withlow carbon physical planning.

Outcome

Information collected from all local authorities were updatedinto IRDA GIS database with a new complete dataset onhousing areas generated for use by other groups (e.g.Transportation). Information on neighborhoods characteristicswhich include road systems, development year, unit of houses,facilities provided, density, etc. were also ready for use in thenext stage of the study.

Thediscussion of the meeting include the information on LowCarbon Society Blueprint, the content and format ofblueprint, the task force and work distribution betweenMalaysia and Japan counterparts and the timeline for thiswrite up.

Outcome

In the process of preparing Low Carbon Society Blueprint forIskandar Malaysia, the role of Malaysia counterparts (UTM) isto provide technical inputs/comments with respect to actions/sub actions/ measures/ programs. This includes theidentification and provision of concrete justification/explanation for actions, sub-actions, measures and programssuited to Iskandar Malaysia context. The task has beenassigned to all research assistants according to sub-actions .The sub-actions that were under Keep In View (KIV) status willbe brought forward to the next meeting on 29th February 2012for the further action.

Agenda

This meeting was about the collection of feedbacks onblueprint dozen actions and the progress monitoring on theLow Carbon Society Blueprint write up. The topic of discussionincluded the issues, problems and challenges faced byresearch assistants in Low Carbon Society Blueprint write up.

Outcome

The current progress of research assistants on their LowCarbon Society Blueprint write up are in the stage of literaturereview, framework structuring and drafting the content.Several issues that have been raised up including informationoverlapping, inexperience in the new research area, thestandard approach of write up and the depth of writing. Themeeting concluded that each research assistant should referto the existing local or foreign countries’ blueprint as a generalguide. Anyhow, no matter in what situation the work needs tobe done and it can be improved in the later stage. For thoseblueprint actions which has no one looking into will be broughtto the researcher meeting. The first draft of Low CarbonSociety Blueprint write up will be submitted by 14th March2012.

This meeting was about the background and updates on theproject for the Development of Low Carbon Society Scenariosfor Asian Regions on the research members of consensusbuilding and education group. Items discussed in the meetingincluded the education policies in Iskandar Malaysia blueprintand primary data for education group research in IskandarMalaysia. The conclusion of this meeting has drawn a clearfuture direction of consensus building and education researchgroup.

Outcome

All research members of consensus building and educationgroup will need to study on the various blueprints of IskandarMalaysia particularly on ‘Integrated Solid Waste ManagementBlueprint’ and ‘Human Capital Blueprint’. Apart fromreviewing the blueprint, the research members were requiredto get preliminary data of education development in IskandarMalaysia (examples: how many schools in the area of IskandarMalaysia, what are the current environmental/ 3Rprogrammes organised for schools) for drawing up futureaction plans, to set target and to suggest/ recommendactivities. Finally, it was concluded that a workshop for schooladministrators (management) and teachers to be held to helpgather information about the current activities andprogrammes in school.

The purpose of this meeting was to introduce the concepts oflow carbon society and 3R (Reduce, Reuse and Recycling)waste management to the officer from Iskandar RegionalDevelopment Authority, research members, researchassistants and research students. Besides, the officer fromIskandar Regional Development Authority had given thepaarticipants some input on the background of IskandarMalaysia, various blueprints of Iskandar Malaysia, low carbonsociety and 3R initiatives carried out by Iskandar RegionalDevelopment Authority.

Outcome

The meeting resulted in a formation of draft action stepstowards low carbon society development in Iskandar Malaysiafrom the perspective of education. The action steps includeLCS and 3R campaigns and competition at the residential areasand schools in Iskandar Malaysia. These campaigns andcompetitions will be planned and sponsors and schools for 3Rand LCS campaigns and competitions will be identified.

This meeting was about the construction of questionnaireitems for 3R (Reduce, Reuse, Recycle) practices and schoolrecycling facilities and programs. The discussion also includedpreparation for focus group discussion with secondary schoolprincipals and teachers in Iskandar Malaysia.

Outcome

It was concluded that the questionnaires should be in bi-languages of English and Malay. Some demographic items willbe added to gather more information about current 3Rprograms of secondary schools in Iskandar Malaysia. Thedetails and arrangement of the coming focus group discussionwere finalized.

The main objective of this meeting was to discuss on theoutcomes of questionnaires and analysis of data on the resultof the focus group discussion in the past 1st December 2011.Besides, a discussion on Singapore’s green program at schoolswere held. The success of green program in Singapore schoolswas recommended by Japan counterparts to be the case studyfor consensus building and education group.

Outcome

The reliability of 3R questionnaire and preliminary outcomesof LCS questionnaire on the focus group discussion ( on last 1st

December 2011) was analysed. The questionnaire will beimproved and combine both aspects of LCS and 3R for thesurvey of school administrators and publics. A list of greenprogram in Singapore schools and an institutional frameworkwill be created. Attention should be paid on the developmentof such approach (into the current scale) and the measuring ofprogram effectiveness. The implementation of such approachin Malaysian context can be explored. A summary of schoolelectricity usage needs to be tabulated in terms of monetary(Ringgit Malaysia) and power (kiloWatt-hour).

The purpose of this meeting was to review the Integrated SolidWaste Management Blueprint for Iskandar Malaysia. Apresentation was made by research assistants about thecontent analysis of the blueprints to have furtherunderstanding on the current solid waste managementproposals for Iskandar Malaysia and identifying the gapsparticularly in the aspect of developing solid wastemanagement for low carbon society development in IskandarMalaysia.

Outcome

All research members found that there were many questionsand issues in the existing integrated solid waste managementblueprint. These items includes the budget for the newinfrastructure and facilities, the enforcement of legislation,agricultural waste management, relationship betweenIskandar Regional Development Authority (IRDA), SouthenWaste Management (SWM), National Solid WasteManagement Department (JPSPN), and Solid WasteManagement and Public Cleasing Corporation (PPSPPA). To getthese answer, a meeting with IRDA regarding on thesequestions had been set on 2nd August 2011.

The main objective of this meeting was to clarify the issues,problems and questions raised on the integrated solid wastemanagement blueprint and facilitation on waste data fromIskandar Regional Development Authority. Besides, thismeeting was also a dialogue between the two parties (UTMand IRDA) to achieve the their expected outcome. The solidwaste management research group will ensure that their ideascan be accepted and implemented by the Iskandar RegionalDevelopment Authority.

Outcome

After the discussion, the research members gain a clearunderstanding on the solid waste management system inIskandar Malaysia. Many issues need to addressed particularlythe role of solid waste management in climate mitigation,which was not highlighted. Although Iskandar RegionalDevelopment Authority was not the main agency in thecontext of enforcing solid waste management, they hadagreed to support the research group in realizing sustainablesolid waste management for low carbon society developmentin Iskandar Malaysia.

This meeting was a kind of interview session with Solid WasteManagement and Public Cleansing Corporation (PPSPPA) ofJohor state. PPSPPA and National Solid Waste ManagementDepartment (JPSPN) are the main governmental agenciesresponsible on the planning, development, monitoring andeducational program of the solid waste management inMalaysia. The meeting enabled the research members to havecollaboration and facilitation from PPSPPA in the future.

Outcome

Research members obtained up-to-date knowledge on thesolid waste management institutional frameworks, legislationand policy direction of solid waste management in Malaysia. Inaddition to that, research members also received informationon various successful 3R campaigns run by the PPSPPA inschools of Iskandar Malaysia. Unfortunately, detailed datasuch as the recent waste generation rates, waste compositionand waste facilities were not available.

Severalsubject matters were discussed, they were solid wastemanagement research work, research scope and research planof municipal waste, industrial waste, agriculture waste, 3Reducation and material flow.

Outcome

A clear common direction of solid waste managementresearch works was formed and was agreed between UTMresearchers and OU researchers. The methodology and datacollection of research works were standardized to fit into thecomprehensive structure of waste generation system later.The survey of industrial waste and waste composition studywere proposed to be in the mid year of 2012. In order tomonitor the solid waste management progress, ateleconference between UTM researchers and OU researcherswas decided on 27th September 2011.

This research meeting was a teleconference between UTMresearchers and OU researchers. The meeting was about theupdates on the preliminary findings of municipal waste,agriculture waste and industrial waste research in IskandarMalaysia. During the meeting, various issues, problems andchallenges was highlighted. Besides, the preparation of solidwaste management group for the coming second SATREPSprogress meeting in the 1st and 2nd November 2011 wasdiscussed in this meeting as well.

Outcome

A collaboration between scenario integration and land useplanning group and energy system group will be needed forthe data of demography, land use and waste to energy. Aprogress report by solid waste management research groupwill be prepared for the coming second SATREPS progressmeeting in 1st and 2nd November 2011. The content of theprogress report covers the research framework, preliminaryfindings, and future plan. Issues, problems and challengesfrom solid waste management research group will be broughtto the second SATREPS progress meeting.

This was an intensive meeting regarding the blueprint report.The discussion between UTM researchers and OU researchersconsist of updates and degree of completeness of theblueprint to be presented in next 3rd SATREPS meeting inJapan. During the meeting, various issues, problems andchallenges were highlighted. In addition, the preparation ofmodel sheet that content data collected for solid wastemanagement group was explained well so that all memberswill be able to develop ones that cover household waste,agriculture and also industrial waste.

Outcome

The model data sheet was expected to be developed andcompiled in the next meeting. A progress report by solid wastemanagement research group will be prepared for the coming3rd SATREPS progress meeting in April 2012. The content ofthe progress report should cover the research framework,concept, method, preliminary findings, and futuredevelopment. The issues, problems and challenges from solidwaste management research group should be able to bediscussed from time to time.

This meeting was about the write up on research progress thatneed to be submitted in 28th October 2011 prior to themeeting on 2nd November 2011. In this meeting, issues,problems and challenges faced by the energy system groupwas raised and discussed. The importance of energy efficiency(EE) and renewable energy (RE) was highlighted in addition toDecentralized Electricity Generation (DEG)

Outcome

The energy system group agreed to expand the research scopeto include energy efficiency and renewable energy. The mainreason behind is to be in line with the existing comprehensiveIskandar Malaysia blueprint which caters for not only thesupply side but also the demand side. As the Malaysiangovernment is going aggressively towards energy efficiencythrough energy managers program and performancecontracting, our research group can spearhead this initiative inIskandar Malaysia. Universiti Teknologi Malaysia (UTM) hasjust been acknowledged as the showcase energy managementorganisation and this research will allowed UTM to display IMas the best practice. The component of energy efficienteducation will be moved into consensus building andeducation group.

The purpose of this meeting was to discuss the detailedcontent for the air quality group progress report. The progressreport will be presented in the coming 2nd SATREPS progressmeeting on 1st November 2011 as the proposal. Differentaspects of the proposal was discussed including introduction,research methodology, literature review/ preliminary findingsand expected results / the way forward. The detaileddiscussion had focused more on the literature review and theproposed methodology.

Outcome

The detail of different steps in achieving air qualitymanagement in Iskandar Malaysia was discussed. Based on theliterature review and proposed methods, a comprehensiveproposal was prepared as a way forward in doing research.Based on the reliable methods presented by United StatesEnvironmental Protection Agency (EPA), AmericanMeteorological Society/Environmental Protection AgencyRegulatory Model (AERMOD) dispersion model was selected tobe applied in predicting the ground level concentration of thecriteria pollutants emitted from main industrial sources alongwith Community Multiscale Air Quality Model (CMAQ) photochemical model. The detailed input requirements of the modelwere investigated and considered in the report.

This was a the discussion about data collection process afterthe one week intensive activities of cooperating with Mr.Phubalan regarding his internship from Kyoto University. Thedata collection activities were followed by meeting withDepartment of Environment (DOE) officers in Putrajaya andmeeting with Malaysian Meteorological Department (MMD)officers in Petaling jaya, Kuala Lumpur.

Outcome

Based on the requirements of American MeteorologicalSociety/Environmental Regulatory Model (AERMOD) andCommunity Multiscale Air Quality Model (CMAQ) air qualitymodel decided to be used in our research group, the need forthe required collected data is discussed. The Physicalcharacteristics of the emission sources as well as thepollutants emissions are among the emission data needed bythe models. The collected data so far was released to Dr.Kurata and Mr. Phubalan. Based on the appointment set byProf. Rashid, Afsaneh and Phubalan are going to have ameeting with DOE officers in Putrajaya. Further more thediscussion is done regarding the required meteorological dataas input for air quality modelling. The appointment with MMDofficers was set by Prof. Rashid.

This was a discussion regarding the blueprint in response tothe meeting (among research assistants) on the 20th February2012. The purpose of this meeting was on the detailed revisionand refined on Action 11, quantification parameters, sub-action 11.1, measures and programs for low carbon societyblueprint in Iskandar Malaysia.

Outcome

The task of preparing low carbon society blueprint for IskandarMalaysia was discussed. Our group will focus on action 11.1and the measure “Quantification of co-benefit s of LCS CM”.With respect to this measure, the programs of “Quantitativelyevaluate the reduction of pollutant emission for each LCS CM”and “Evaluate /predict the improvement of local air quality bymodel simulation” were clarified and were presented in somesteps.

Air Pollution and Transport M4

Agenda

The purpose of this meeting was to share information amongresearchers and research assistants about pollutantsparticularly particulate matter (PM) and their health impact.Following this discussion, a brief training was given by themonitoring equipment supplier. Last but not least, themeeting ended with the review on the air pollution action inlow carbon society blueprint for Iskandar Malaysia.

Outcome

The discussion was about the availability of required dataregarding the relationship between pollutants and theirimpacts on human health. Based on the expertise ofresearcher from Malaysia side, the exchange of data andinformation can be done to fulfill the requirements of theresearch. Further more the discussion was continued aboutthe required data to be collected for the simulation of airquality. After that, a brief introduction and training of themonitoring equipment instruction was given by the supplier.Lastly, in the review process with respect to the air pollutionaction, sub-action, measure and programs, the prepared blueprint can be presented with little revision in some parts.

Low Carbon Society Scenarios Development FGD 1

Background

In ensuring the successful implementation of low carbonsociety scenarios in Iskandar Malaysia, engagement on localcommunities in policies making is vital. The focus groupdiscussion (FGD) on low cabon society scenarios developmenthas been conducted and will be continuously carry out for thepurpose above. For the first focus group discussion,stakeholders from various public and private agencies wereinvited. One of the main objective of this discussion is tocreate the awareness among the stakeholders through theintroduction of issues on sustainability and climate changetoday and the need of low carbon society developmentconcept in addressing the challenges above. Besides, adialogue between policy makers and stakeholders wasestablished in a sharing session on the ideas of the currentdraft eight actions for low carbon society developments inIskandar Malaysia.

Outcome

Comments and suggestions from the stakeholders on theexisting proposed draft (of eight actions) for the developmentof low carbon society in Iskandar Malaysia were sharedthrough their presentations. Their ideas were recorded andthey will be considered into the revision of these draft eightpolicy actions.

Low Carbon Society Scenarios Development FGD 2

Background

The second focus group discussion on low carbon societydevelopment was held four months after the first focus groupdiscussion back in June 2011. The purpose of this seconddiscussion was to review the improved eight proposed actionsand measures for low carbon society development in IskandarMalaysia. Similar to the first discussion, the local communitiesof Iskandar Malaysia were invited for the discussion on theproposed eight actions for low carbon society development forIskandar Malaysia. Yet, the invited stakeholders in the seconddiscussion were different from the first discussion. This is toengage a wider range of community in the policy makingprocess to ensure a fair and inclusive society development inIskdandar Malaysia. A diverse point of views can be considerand this will ensure that the low carbon society blueprint isintegrated and comprehensive enough to address thechallenges and in the development of Iskandar Malaysia.

Outcome

The outcome of this workshop was the refined actions andmeasures based on the comments by the participants. Thesefinalized output will be used to develop low carbon blueprintfor Iskandar Malaysia.

Low Carbon Eco Village FGD 1

Background

To ensure the equitable low carbon society developmentacross the region, the implementation of low carbon societydevelopment in Iskandar Malaysia needed to be sociallyinclusive in taking account into the consideration on not onlyurban communities but rural communities as well. Felda TaibAndak, a village in Iskandar Malaysia will be a case for the lowcarbon eco village development. During the earlier stage ofthis study, our experts had conducted the first consensusbuilding with the villagers. In this first focus group discussion, alecture input on low carbon society development wasintroduced to the residents and the importance of ruralcommunities to take part into such development ashighlighted. The discussion was followed by a dialogue toobtain consensus on the future goals and measures for theimplementation of the idea of low carbon eco village in FeldaTaib Andak.

Outcome

The communities from the Felda Taib Andak were feelingexcited, proud and had actively participated in the discussionin creating their village a model village for the ruralcommunities that are environmentally friendly and lowcarbon. The outcome of this workshop was the formation ofvision, objectives and dozen actions from the context ofparticipants.

Low Carbon Eco Village FGD 2

Background

After the formulation of low carbon eco village frameworkduring the first focus group discussion on October 2011, thissecond focus group discussion emphasis on the improvementand further strengthen the proposed dozen actions throughdetail measure and program. During the second focus groupdiscussion, the participants (communities from Felda TaibAndak) were divided into four sub groups to discuss aboutevery single action in the proposed “A Dozen Action” for lowcarbon eco village. Each sub groups came out with detailedsteps and measures to achieve each action. In addition, projectbudget, methodology in getting financial support, monitoringcommittee, number of participating residents, project paperand progress were discussed by every small groups as well.Every sub-group presented their outcomes. Comments andsuggestions will be taken into consideration and a proposedtimeframe (accordingly to month/ annual) for each action wascreated.

Outcome

The dozen actions formulation for realizing low carbon ecovillage case in Felda Taib Andak was completed. Besides, acommittee was established in managing and coordinating theimplementation of dozen actions in Felda Taib Andak.

Green Education System FGD 1

Background

Education system plays an important in the development oflow carbon society scenarios in Iskandar Malaysia. Shiftingcurrent Iskandar Malaysia society towards low carbon societyin the future required a green education system to spread lowcarbon/ climate change knowledge and to raise awarenessamong students and communities. Teachers were thereforevital to posses such knowledge and awareness prior tospreading it to students. The first focus group discussion onlow carbon education system had called for teachers inIskandar Malaysia to learn and share their experience in lowcarbon/ climate change/ environmental friendly educationalprogram in schools of Iskandar Malaysia.

Outcome

The teachers gave good response towards the discussion onthe low carbon society action steps in schools. Several feasibleprograms (campaigns and competitions) were listed tointroduce low carbon lifestyle among students and to increasethe awareness of general public on low carbon societyIskandar Malaysia.

Low Carbon Society Development in Japan

Background

This six days intensive technical tour with fifteen participantswas aimed to discover and experience the success case ofimplementation strategies in realizing low carbon society inJapan. The tour included visits to ten agencies of non-governmental organization (NGO), nonprofit organization(NPO), research institutes, local government and federalgovernment. They are Kiko Network, KES EnvironmentOrganization, Kyoto City Government, Lake BiwaEnvironmental Research Institute, Yasu City Hall, Higashi OhmiCity, Ministry of the Environment Japan, Tokyo MetropolitanGovernment, Institute for Global Environment Strategies andInstitute for Building Environment and Energy Conservation.Presentations and dialogues were taken place in every visit.This knowledge sharing session enabled us to understand thekey success in developing low carbon society which will beapplicable to Iskandar Malaysia.

Outcome

In diffusing policy actions of low carbon society, a strongframework is needed to ensure every organization has goodcoordination with each other and play their effective role indelivering their program. It is important to engage public andprivate stakeholders in implementing and delivering variouspolicy measures. Community participation during thedevelopment process is vital for the effective promotion ofenvironmental friendly lifestyle in the society; hence, ensuringthe realization of a low carbon society.

A Typical Rural Village in Malaysia

Background

The technical tour to Felda Taib Andak was the continuousprogram after the second international symposium cumworkshop on low carbon Asian research project and secondSATREPS meeting. Felda Taib Andak is a typical village inIskandar Malaysia which has been chosen as the model of lowcarbon society development in rural community. During thevisit, our twenty seven research members got a warmwelcome from these polite villagers. A dialogue session withthe villagers was the first agenda. Presentations on thebackground and the idea of low carbon eco village in FeldaTaib Andak were introduced by the head of village. After thedialogue session, research members were brought to the palmoil mill and palm oil farm of Felda Taib Andak. The main sourceof income of these villagers from Felda Taib Andak isgenerated from palm oil related activities.

Outcome

The research members and villagers got to know to each othervia this technical tour. It allowed research members to havebetter understanding on the socioeconomic and culture ofrural communities in Iskandar Malaysia. For the villagers, theywere motivated and clear about the development of lowcarbon society in Iskandar Malaysia. With the above, thedevelopment of low carbon eco village in Felda Taib Andak hasbeen moved a step forward.

Putrajaya Green City

Background

Sustainable solid waste management is one of the importantcomponents in low carbon society development of IskandarMalaysia. In view on getting more information on the casestudy on Malaysian local best practice in sustainable solidwaste management, a one day trip was organized to visitPutrajaya. During the visit, the research group first received aninformative brief from city cleanliness control division ofPutrajaya Corporation. They gave a talk about the approach ofsolid waste management, cleansing services and recycling andcomposting program in Putrajaya. After the brief fromPutrajaya Corporation, the tour continued with a visit to anorganic waste composting plant and a recycling center in theresidential area of Putrajaya. From these facilities, specificdata were obtained.

Outcome

To be successful in the development of sustainable solid wastemanagement, both facilities and participation from the localcommunities are important. They should come together inparallel without neglecting each other. In the case ofPutrajaya, the facilities provide composting and recyclingtechnological solution in solid waste reduction while localresidents were the players in adopting the new environmentalfriendly lifestyle of composting and recycling their waste whichenable the effective use of facilities. These composting andrecycling practice of communities can be promoted throughan incentive of reward system.

Malaysian Nuclear Agency

Background

The visit to Malaysia Nuclear Agency (MINT) for data collectionwas the suggestion from Solid Waste Management and PublicCleansing Corporation (PPSPPA) of Johor state in the meetingon last August 2011. This national research institute does notlimit their research to the field of energy, radiation andmedical and industry technology but also includes solid wasteparticularly in the aspect of waste as the source for renewableenergy. They were kind and cooperative in sharing theirinformation with us.

Outcome

During the data collection process, in certain cases some ofthe information were not available and mostly were onrecycling rate. However, data will be available after the August2012 and our research group is allowed to access it. This isbecause the MINT has been collaborating with National SolidWaste Management Department (JPSPN) in developing acomprehensive database on waste management in Malaysia.In return of gathering data from them, the agency requestedour research group to credit or acknowledge them in everypaper or publication that we produce.

Pilot Survey on Industrial Waste

Background

Generally, solid waste management can be categorized intothree typologies namely municipal solid waste management,agriculture solid waste management and industrial solid wastemanagement. To establish a sustainable industrial wastemanagement for low carbon society development in IskandarMalaysia, the existing solid waste management information inthe industrial sectors like generation volume, generation rate,composition, facilities, technology, transportation, policy andregulation are important. These information will enable theresearch group to understand the current practices andforesee the future scenarios, and more concrete and feasiblemeasures can be proposed in cutting down the industrial solidwaste into landfill. Yet, at the moment, there is not muchinformation available on industrial waste management. In viewon that, an industrial waste pilot survey was conducted on thePasir Gudang Industrial Park of Iskandar Malaysia as apreliminary study. The survey targets seventy samples fromthe total fourteen types of industries.

Outcome

The pilot survey was incomplete. Getting permission andmaking appointment has been time consuming and difficult.Therefore, the survey is still on going. At present, only seveninterviews were done and most of these information wereinsufficient. Many enterprises keep such informationconfidentially and not accessible to the public.

Department of Environment

Background

Air quality is one of the co-benefit of measures for low carbonsociety development in Iskandar Malaysia. In examining the airquality in Iskandar Malaysia, several days field work have beencarried out at the Department of Environment (DOE) in JohorBahru and Putrajaya to collect air pollution and industriesrelated secondary information in Iskandar Malaysia. Besides,the other objective of the visit included the searching forphysical characteristics of sources and the pollutants emissionin an arranged file containing all the emission sources in JohorState.

Outcome

DOE is still in the preliminary process of completing theinventory for different states of Malaysia. In addition, therelease of the available data under the industry names andalso the pollutants emissions based on the sectors is notallowed. Yet, the officers were trying to assist and they willtried to get the permission from their superior. Other variousair pollution related data were obtained. These were the list ofindustry, production capacity, fuel consumption, volume,composition and the control system.

Tanjung Langsat Sanitary Landfill

Background

After the Seelong sanitary landfill, Tanjung Langsat sanitarylandfill is the second and the only sanitary landfill in IskandarMalaysia. This waste disposal facility serves for Pasir GudangMunicipality. The purpose of the visit to Tanjung Langsatsanitary landfill was to have an insight on management,operating system and technology of the facility as well as thesolid waste management in Pasir Gudang and IskandarMalaysia. The officers from Pasir Gudang municipal sharedinformative data with the research group and they werewilling to assist the our research group in realizing sustainablesolid waste management in Iskandar Malaysia.

Outcome

Much background information of Tanjung Langsat and solidwaste management in Pasir Gudang were obtained. Theseinclude the size, layout plan, lifespan, operating cost, profit,volume of the waste received annually, waste composition,waste water treatment and future expansion of the TanjungLangsat sanitary landfill. Nevertheless, some of the detailedinformation for instance of methane, were not informed. Theresearch group were told that these data are under revision.

A Senate Member and Deputy Director of the Office of International Affairs,Universiti Teknologi Malaysia. His area of expertise includes Town Planningand Low Carbon City. He is currently the project leader of the SATREPS projecton Development of Low Carbon Society for Asian Region.

The Deputy Vice Chancellor of Research and Innovation and Chairman forSenate Committee, Universiti Teknologi Malaysia. His area of expertise is wastewater management. He is also a member of the International WaterAssociation, Environmental Management and Research Association ofMalaysia, Environmental Professionals Register of Malaysia, and Institute ofEngineers Malaysia.

He was formerly our project director for the period of June 2011 - February2012. He has been a Professor in Intelligent Control at the Faculty of ElectricalEngineering, Universiti Teknologi Malaysia. He is also the Director for theCentre of Artificial Intelligence and Robotics (CAIRO) in the same Faculty. Hiscurrent research interest is in the field of artificial intelligence, control systemsand image processing.

Project LeaderProf. Dr. Yuzuru Matsuoka

A Professor at The Graduate School of Engineering, Kyoto University. Hespecializes in Environmental Engineering. He started researching on globalenvironmental issues since the late 1980’s. He has developed various kinds ofintegrated models including bottom-up and top-down type models. Ofrecently, he leads research projects on developing Asian low carbon societies.

He has been involved in the development of the Asia-Pacific Integrated Model(AIM) to estimate climate change impact and to assess policy options forstabilizing global climate since 2000. Recently he is actively involved in “Low-Carbon Asia Scenario Projects”.

A fellow at the Centre for Social and Environmental Systems Research of theNational Institute for Environmental Studies (NIES). Her areas of expertise areEnvironmental System Engineering and Scenario Analysis.
