    Thispaperfocusesontheneedofastructuredmethodologyforevaluationandselectionofsmallbusinessaccountingsoftwaretools.Thereareseveralcompetingaccountingsoftwaretoolsavailableforsmallbusinesses.Thisresearchconsideredthreesuchtools,namelyQuickBooksbyIntuit,PeachtreebySageSoftwareandMicrosoftOfficeSmallBusinessAccountingbyMicrosoftCorporation.Everyaccountingsoftwaretoolisnotsuitedforeverypossibleneedofagivensmallbusiness.Furthermore,thesetoolschangewiththetimethereforetheirqualityandapplicabilitychangeswithtimeaswell.Thiscreatesaneedforaneasyandsystematicmethodforevaluationofthesesoftwaretoolsbasedonthebusinessneedsofasmallbusiness.Thepaperpresentsananalyticalhierarchyprocess(AHP)(Saaty,1980)basedonscheme,whichallowsquantifyingthequalitativedecisioncriteriainvolvedintheselectionoftheaccountingsoftwaretoolsforsmallbusiness.Goback

    CNNMoney.comannuallyreportsthetenfastestgrowingU.S.counties.Notsurprisingly,amenitiesareconsistentlyamong the factorsused toexplain suchgrowth. Ina similarreport,AmericanCityBusiness Journal uses twenty statistical indicators to rank3141counties and independent cities across theUnited States.MobileAmericanhouseholdsseekingabetterqualityoflifeareincreasinglyreferringtosuchreportswhenassessingpotential origin and destination counties. Large population shifts and their associatedproblems are a cause of concern for many U.S. metropolitan areas. The NationalAssociation of Counties defines aMetropolitan Statistical Area (MSA) as a county orgroupofcontiguouscountiesthatcontainsatleastonecitywithapopulationof50,000or more or a Census Bureaudefined urbanized area of at least 50,000 with ametropolitan population of at least 100,000. In addition to the countyor counties thatcontain all or part of the main city or urbanized area, an MSA may contain othercountiesthataremetropolitanincharacterandareeconomicallyandsociallyintegratedwiththemaincity.

    IthasoftenbeensuggestedthatthefundsavailableinBlackownedcommercialbankscouldserveasasourceofdevelopmentcapitalintheBlackcommunity.ThispresumeshoweverthatBlackownedbanksarestronglymotivatedtomaketheirfundsavailabletomeetsuchfundingneeds.ItalsoassumesthatsuchbanksplacegreateremphasisonsatisfyingthedevelopmentneedsoftheBlackcommunitythanonmaximizinginstitutionalprofits.

    ThisstudyderivesandtestsaloansupplydemandmodeloflendingbehavioratBlackownedcommercialbanksinordertoascertainthemajorforceinfluencing lending.Dataconsistingofthedollaramountofloansmadeoveratwoyearperiodandeconomicitemshypothesizedtoberelatedtosuchlendingisusedtobuildthemodel.Theresultsshowthatsuchbankstendtofollowamorecautiouspolicyintheirlendingactivityanddonotfunctioneffectivelyasdevelopmentfacilitators.

    SharadMaheshwari,HamptonUniversity,HamptonVirginia23668Manybusinessschoolshaveparticipatedincaseanalysisasateachingmethodology.Somuchso,thatthecademethodologyhasevolvedtobebothaneducationalenhancementtool,andaveryeffectivepublicrelationsandrecruitmenttoolbymanyofthenationscorporations.Thesecorporationsutilizethecompetitionsasanapproachtoroundupthebestandthebrighteststudentsofmosttargetedschools.Caseanalysiswithrigorouscompetitionscanenhanceaschoolsrecognitionandprovidefinancialandnonfinancialawardstostudents.AtHamptonUniversitySchoolofBusiness,thedevelopmentofcaseanalysisisarequiredcomponentoftheSchoolsLeadershipApplicationProgram.Studentsarerequiredtoreviewvariousmethodstosolvecasesusingonlineresourcesandsubsequentlydemonstratecompetencybypassingacaseanalysistestwithatleastaneightypercentageaverage.

    Inthispaper,wegofurtherbyadvancingamethodologywhichcanbeusedbymostbusinessschoolstoassurestudentprofessionaldevelopment,accountability,andschoolwidecontinuousimprovementinfulfillmentofmissionandaccreditationstandards.Suchstandardsincludeassuranceoflearninggoalsinlinewiththemissionofmostofthenationsbusinessschools.Therigorofexternalcasecompetitionperformancesservesasageneratorofthebusinessrelatedcompetenciesandskillsacrossbusinessdisciplines.Theseskillsincludecriticalthinking,reflectivelearning,ethicalreasoning,andwrittenandoralcommunication.Additionally,incompetition,studentsmustdemonstratetheappropriateuseoftechnologytoconveybusinesssolutions.Moreover,casecompetitiondevelopsproblemsolvingabilities,analyticalandquantitativetechniques,statisticalanalysis,andreasoningskills.

    Thismethodologyincludesanexaminationofthestudentsperformanceinthecasecompetitionstocreateanassessmentandmonitoringtool.Monetarybenefitsandexpensescanbequantified.Theenhancementofreputationassociatedwithwinningthecontestisnordirectlyquantifiable,butcanbegaugedbythenumberandstrengthofthecompetition(basedonnationalrankings)andintherelativesense,byaccomplishingmorethisyearthaninpreviousyears.Thus,caseperformancecanbetrackedovertime.Thecompetitionassessmentmethod(orHamptonmodel)includesfactorssuchasthenumberofschoolsparticipating,theplacementoftheteam(1st,2nd,or3rd),thedollaramountoftherewardaswellasthecostofparticipation,theranking(orquality)orcompetitors,etc.Thecasestructureissomewhatrelatedtoaportfolioofstocksthatwhenaggregated,produceareturn.Hence,fromthismodelaweightedaverageperformanceindexbasedonthesefactorshasbeendevelopedtodetermineiftheschoolisdoingrelativelybetterthisyearthanlastyear,thusprovidingakeyperformanceindicatorfortheschool.Theapproachcanbeusedbymostschoolsthatparticipateinsuchcontests.Goback
