Continued on page 2 Sumba Eye Program (SEP) Dr Mark Ellis AM August 2019 Trip After 12 years of successful camps, the Sumba Eye Program hit a snag with red tape on this recent trip in the first week of August. Unfortunately, recently a medical team was caught conducting surveys without a permit on the island of Bali. The Intel police, the Indonesian National Police, decided to have a crackdown on all foreign aid missions in Indonesia. Our program was targeted after the local Provincial Health Department failed to answer all their enquiries. As a result, all our team was disallowed to touch an Indonesian including the optometrists, since the police could not differentiate between the specialties. We were not even allowed to supervise or teach. This meant that the local Eye Care Nurses, whom the SEP has sponsored though the Sumba Foundation, could not have their usual intensive training, while involved with screening the patients for glasses, surgery and other eye care. The hospital in Waikabubak had police around it to check up on what we were doing. They even entered into theatre to observe what I was up to. This year as per usual, we were working with the Ophthalmologists from the University of Hasanuddin, Makassar and a small team from the University Department of Udayana, Bali. These Indonesian all had to show their registrations papers as well. We were involved with many meetings of the local Health Department and intel police over the week. On the Tuesday, it was agreed that we could set up for the Indonesian Doctors to operate and the Australian nurses were to assist but with no input from the Australian surgeons apart from the setting up of the SEP microscopes, sterilisers and scanners. Over the years that the SEP has been coming to Sumba, there has been a gradual tightening of the Indonesian Laws concerning foreign aid workers, culminating in 2013 laws forbidding operating on Indonesian people. As a result, the SEP adapted itself to be part of an International team working and teaching under and with the local provisional doctors from Makassar. This has been a win win situation for cooperation amongst the medical fraternity and for lower resourced people of Sumba. The Glenferrie Rotarian October 6 th 2019 Vol.48 No. 5

Sumba Eye Program (SEP)

After 12 years of successful camps, the Sumba Eye Program hit a snag with red tape on this recent trip in the first week of August. Since there is no permanent eye care on the Island, and the aim of the SEP is to set up a situation where there can be a eye care service on the island.

Well, there are always plusses to look at in this situation. We were proud of how our ECNs could conduct the screening clinic with no assistance seeing 1,352 people, and dispensed 1,200 spectacles and the Indonesian surgeons were able to use the facilities to operate on 55 patients. Our Rotarian Thelma, actually was able to see a lot of how the program ran, having myself as a guide, since I was only an observer for the week.

Many people were turned away for surgery including a 5 year old boy with bilateral cataracts. Even though the Makassar doctors asked to operate, the hospital authorities put up red tape to prevent the surgery.

Through the Royal Australasian College of Surgeons (RACS), we have always sought to get the correct permits and had invitations from all the authorities on the Island. Even the local Health Minister was unaware of all that was required by the Police. We were fortunate to have Mrs Aisah Ishak, the Administration Officer from RACS, who is in charge of the SEP and a fluent speaker of Indonesian to be involved with the discussions on the spot. From what we understand, we now have clearer guidelines to what paperwork we need in the future.

The founders of the SEP are having a major rethink on how to proceed. RACS is proceeding to obtain all the MOUs that are required. The plan will be to be back in Sumba next year, but only if we are guaranteed our safety. I will be presenting in Makassar in September this year about the SEP to the Indonesians’ PERDAMI major conference. I hope to be able to discuss our future with the enlightened doctors there.

ROTARY CLUB OF GLENFERRIE RECEIVES

PRESIDENTIAL CITATION FOR 2018-2019

Rotary International has announced that the Rotary Club of Glenferrie has been

awarded a Rotary International Presidential Citation with Gold

Distinction for 2018-2019 in recognition

of outstanding achievement over the year.

Past President Charles Tran, Club President for 2018-2019, will accept the award on behalf of the club at a future club meeting.

At the beginning of each Rotary year, the incoming Rotary International President issues a Presidential Theme and Citation Brochure that sets the key priorities for Rotary globally for the year ahead. Goals are centered around three specific areas:

• Support and strengthen clubs • Focus and strengthen humanitarian service • Enhance public image and awareness

Clubs input their specific programs and goals into My Rotary and report during the course of the year on the progress towards attaining those goals.

On receiving news of the Citation, Past President Charles Tran, President in 2018-2019, said: "That’s wonderful news for the club. I can guarantee everyone in the club will be excited when they hear the news." President 2019-2020 Thelma Hutchison congratulated PP Charles on the superb recognition for his tireless work and that of the club in 2018-2019.

Congratulations to Past President Charles Tran, the Board of the Rotary Club of Glenferrie in 2018-2019, to every Glenferrie Rotarian and their partner or friend, and to friends of the club who contributed so much to earn this fabulous recognition. What a wonderful way to say: "Thank you, for a job well done"!

BOROONDARA FARMERS’ MARKET REPORT

21st September, 2019.

A warm Friday evening carried over to a pleasant start to the Saturday morning that threatened showers later in the morning. Progressively getting cloudy and darker the rain did not arrive until 12:45pm which it then hit in force. With daylight arriving earlier Stallholders were ushered more easily into place with Robert Winspear and Wayne Worladge on hand to assist. Again Robert Winspear thoughtfully suggested that we marginally move the Stallholders in from the side boundaries. As I mentioned in my August 31st Market Report this compact look not only helped to preserve the ground surface but makes for a more bustling, busy appearance. We thank the Early Shift set-up Team ably led by Peter Harries. Their job was less fraught because when the Late Bump-out Shift led by Cheryl Pisterman went to load the Electric Cart with the marquees, weights, tables and chairs it would not start. Water from the heavy late rain had apparently got into the transformer. The Late crew had to carry by hand all the paraphernalia to the storage container. We especially thank Cheryl, Norm Fary, Alex Marshall, Liz Andrews, our two students Adam and Geoffrey and Robert Winspear for doing this without complaint. Robert Winspear then stayed back until the Auto Electrician arrived to diagnose the problem plus clean the battery terminals. In addition to Robert - who waited for about an hour for the Auto Electrician to arrive - we thank John Hudson and Newton Langford who went back to Patterson Reserve to help Robert load the Electric Cart when it was finally driven back to the storage container. Howard Boden the husband of a former RC Glenferrie Member who was passing on the bike track also kindly helped. Also thank you to Peter Moore for persevering with banking of the coins that were apparently wet and caused difficulty with the ‘automatic’ coin machine. Our next Market will be on Saturday October 19th, 2019.
