Welcome Message from the PresidentThe New Year is rapidly approaching. On behalf of the Federation, may I first of all extend the warmest welcome to all our distinguished guests, colleagues, families and friends, and thank you whole-heartedly for celebrating with us together an elegant and chic New Year's Eve. Our Annual Dinner is renowned to be an evening with excellent fun and fraternity, and I hope you will once again have a most enjoyable time on this joyous and memorable occasion.

We have seen another fruitful and productive year for our Federation in 2012. To date, our membership has steadily increased to 132 professional societies, reaffirming the significance of the Federation. For the educational role, we have taken our activities to new heights, by collaborating with more partners for a wider perspective. In June, we organised a joint scientific meeting with professional colleagues in Macau, which was well-attended by over 800 delegates. More certificate courses, public health talks and tailored-made seminars have also been held this year.

For the advocacy role, the Federation has actively expressed our members viewpoints on recent professional issues and public concerns, through responding to consultative documents, nominating representative to government committee and LegCo meeting, as well as addressing the public media. For the charitable role, the Foundation is also active in supporting new partners and extending the contribution to those in need. Our project for bereaved children is going strong. The photogbuddy programme was successfully conducted with help from our dedicated collaborators. For the fraternity role, various events continue and a Federation United soccer team is formed!

Continuing growth and success of Federation will much rely on your advice and participation. The success of our Annual Dinner tonight is already good evidence of your support. The dinner theme is Federation Got Talents and we are delighted to have talented performers amongst our professions, ranging from doctor, dietitian, occupational therapist, to medical student to be with us tonight. We are also privileged to have Ms. Mimi Lo, Ms. Suzan Guterres, as well as lovely kids from Harp Chamber and Ms. Takako Nishizaki Violin Studio to provide us with exquisite entertainment.

May I take the opportunity to wish you a splendid New Year's Eve, and a healthy and prosperous year of 2013. We look forward to seeing you at future events of the Federation.

Annual Statement of the Council 2012

MAJOR ACTIVITIES OF THE FEDERATION 2011-2012

15th Nov 2012 at Federation PremisesDr. Raymond LO, President, FMSHK

It is my great honour and privilege as your President, to present to you the Annual Statement of the Council. The year 2012 has seen a full range of activities for our Federation and Foundation, and it is most rewarding to see our beloved establishment is flourishing from strength to strength. Through the collective efforts of our Council and Member Societies, the role of the Federation as the umbrella organisation of all medical, dental, nursing, and allied health professions is further manifested. The Federation is especially grateful for the support from the new Chief Executive of HKSAR, Mr CY Leung, to be our Patron, and we shall continue the very best in serving our professions and public for a better health.

    New Membership

There is a record number of new membership, with five member societies joining our Federation this year. We have accepted two new ordinary member societies, namely Hong Kong Society of Biological Psychiatry, Hong Kong Society of Paediatric Respirology; and also three associate member societies, namely Association for Integrative Aesthetic Medicine Hong Kong Limited, Hong Kong Association for Child and Adolescent Psychology and Psychiatry, and Hong Kong Society for Histocompatibility and Immunogenetics Limited. We shall introduce their profile and activities to all our members and fellow professionals through our various channels, and engage further with them in joint activities. To date, we have 131 member societies under the Federation, illustrating a sense of belonging to the clear identity of the Federation family. A new membership application from the Hong Kong Council of Social Services is also being processed, and this represents another new phase of cross-disciplinary collaboration. Once again, may I extend a very warm welcome again from the Federation to all our new members.

    Professional Education

Annual Scientific Meeting 2012This year we have taken our annual scientific meeting to new heights, by collaborating with partners outside Hong Kong for a wider regional perspective. On 16 and 17 June 2012, the Federation and the Macau Physician Association of Public Hospital co-organised an Annual Scientific Meeting on the theme of Brain Health. The joint scientific meeting was held in the Mandarin Oriental Macau Hotel, with the aim to connect medical professionals in Hong Kong, Macau and the China Mainland through the sharing of the latest advances on this important topic.

The Scientific Meeting commenced with an opening ceremony officiated by Presidents of Federation and Macau Physician Association; Dr Mario Chak and Dr Warren Tai of the organising committee; , , and .

  • 7

Through the two half-day sessions on Saturday afternoon and Sunday morning, 16 chairmen and 27 speakers joined hands to deliver talks with rich contents and impressive insights. The talks covered a wide range of brain health, including Epilepsy, Rehabilitation and Spasticity Management, Medical and Surgical treatment of Stroke, Neurodegenerative Disease, Sleep Problems, Mental Health, Attention Deficit Hyperactivity Disorder and Autism, Pain Management and Parkinsons Disease, with a special keynote lecture on Controversies of Brain Death. Parallel symposiums also covered hospital management from Macau perspective. The social highlight was the Evening Gala Dinner, where Hong Kong and Macau delegates gathered together under a pleasant and enjoyable atmosphere, with live band performance, lucky draw, and lots of fun and laughter. The Meeting was a success with over 800 multi-disciplinary participants from Macau and Hong Kong.

Certificate CoursesFor this year, there is also a marked increase of interest and support for our Certificate Courses. A total of 18 certificate courses have been held so far this year, compared with 15 courses in 2011. The good range of different courses were held in collaboration with member societies, and all were well organised with good attendances and feedback. The topics this year ranged diversely and spanned across different disciplines, eg from speech and language of children to geriatric nutrition; from palliative medicine to pain management; occupational health to quality of life; as well as for major specialties like dental surgery, hepatology, neurosurgery, obstetrics, ophthalmology, ultrasonography and sports medicine. New topics proposed from our member societies are most welcome.

Six Sigma SeminarOn 30th October the Federation co-organised a free seminar with the Six Sigma Institute, for our member societies of the Federation. The Six Sigma speaker shared the successful experiences of deploying Lean Six Sigma in Healthcare and introduced the appropriate management tools for medical organisations. The seminar was successfully conducted with good feedback from the audience, representing participation from 29 member societies. The Federation hopes the seminar could help disseminate the notion of customer focus in the workplace of medical industry, with the ultimate objective to enhance effectiveness and efficiency within limited resources. The positive feedback encourages us to organise further training courses on health management in future.

Enhancing Professionalism and Advocacy for our Member Societies

One of the key roles of the Federation is to represent our member societies and act as advocate on matters regarding professionalism, and to feedback to government and other regulatory bodies on issues in relation to health and well being of our public. The Federation has received invitation from Department of Health, to provide feedback on the consultation document Hong Kong Code of Marketing and Quality of Formula Milk and Related Products; and also from the Law Reform Commission on consulation document in relation to medical issues on rape and other non-consensual offences. The Federation will solicit comments and suggestions from Council and Member Societies accordingly. While maintaining an apolitical stance, the Federation will endeavour to play a more active role in safeguarding the professional and public interests and respond to major issues of societal concern.

Press statement and conference on serious medical incidentIn relation to the recent serious medical incident and the related public discussion, the Federation has made

  • 8

a swift response after consulting our EXCO and all our member societies. A press conference was held on October 18th with the release of a press statement, addressing both the public and professional concerns. The press conference was well attended and the statement received good support from 45 member societies to date. The press conference and statement addressed on three issues: 1. the monitoring of cosmetic business in relation to medical related procedures; 2. the monitoring of use of experimental procedures and blood and pharmaceutical products; 3. the doctors professional conduct. The Federation has also accepted the Department of Health invitation and nominated the Hon Secretary to join the working group on delineation of cosmetic and medical procedures.

    Publications

Medical DiaryOur Medical Diary has remained as a key component of the Federation activities, and serves as a useful communication channel of Federation news to all medical colleagues. This monthly journal is well received by students, trainees, generalists and specialists alike, as a concise and handy reference to the updated knowledge as well as the local state of the art. The yearly bound copy is especially worthy and almost reaches a collectible status.

Medical and Dental DirectoryIt is now time for the 9th edition of the Medical and Dental Directory to be published by the Federation of Medical Societies of Hong Kong. This 5-yearly publication would facilitate cross-referrals in the search of specialists and doctors with interests in any particular fields. The expediency of the Directory is already well assured with our previous successful editions.

To help make the endeavour for the 9th edition successful, we count on the return of data from every doctor and dentist, especially from the newer generations. With participation from our fellow colleagues, professional cohesiveness will be achieved, and cross referral and communication can be enhanced. The target date of publication is in first quarter of the following year.

The Federation New Year Eve Annual Dinner is renowned for its fun and fraternity, and this year is no exception. The Federation Officers and EXCO look forward to welcoming all our friends and guests on this memorable occasion.

    Community and Charity Projects

There are new collaboration and initiatives on elderly care, occupational therapy and well being, and public talks on various topics. The Foundation Bereaved Children Charity Project is going strong, with a successful Photog Buddy Course and art exhibition at Shau Kee School of Creativity. Details will be covered in the Annual Statement of Directors from Foundation.

    My Gratitude

The spirit of the Federation is well exemplified throughout the activities and events that had taken place. All of the above and other activities of Federation and Foundation, are of course the achievement from the good team work and comradeship of every single member of our Officers, Directors, EXCO and Council, Editors and Authors, Committee Chairmen, Members and Friends of the Federation, and of course our Secretariat. We are proud to continue to serve under the strong heritage built by our predecessors, and hope to engage newcomers to join our extended family. May I end the annual statement with a motto: Ask not just what the Federation can do for you, but also ask what you can do for our Federation. The efforts you kindly contribute towards the Federation, are also sure efforts that contribute towards our health professions and society at large.

Thank you for your kind attention.
