Some analysts would say that our country is suffering because we lack good governance. A government, though not solely responsible for its people, is instrumental in the development of its community. The Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Pamantasang Ateneo de Manila as the student government is a major key player in how the Loyola Schools develops. Through their representation, the students’ pulse is known. By the interventions they implement, students get service that helps them in their needs. But the Sanggunian should not just equate to providing service and doing representation. The Sanggunian is about community – who should be involved and who should count. The Sanggunian is about formation – where students should be grounded and why they should do certain things. The Sanggunian is about leadership – where the students should be brought and how they should be brought there. Through this Evaluation System for the Sanggunian, we hope to continue to ask these questions and arrive at answers. In the general movement of student activities where groups may remain focused on their specific niches and contexts, the student government must remain to be a common factor for all. And as such, their potential for impact, influence and scale can mean the necessary major step towards a more progressive and better-formed student body. This system is an exercise of students’ keenness for magis. For without the Sanggunian officers’ critiques and thoughts, if not for the Student Judicial Court’s eagerness for the existence of such a system, and without the Ateneo COMELEC’s willingness to be the main implementers to conduct this democratic process to allow the general student body to reflect about and move their student government to better actions by their feedback,

there would be no Evaluation System for the Sanggunian. To a large extent, this is a shared commitment that in the Loyola Schools, there will never be a lack of good governance. We have much gratitude to the Sanggunian 2005-2006 and Sanggunian 2006-2007, the SJC and the COMELEC. Also, deep appreciation goes to the personnel of the Office of Student Activities for pouring much thought and heart to ensuring that this will be a system that reflects our Atenean values and Filipino context. We put much hope that this system will further enable our Sanggunian officers to become the government we need. We desire to see their good governance leading the way for our students to become the total Ateneans that we aim for. And at the end of it all, we pray that our students become the catalysts for positive change in our country.

Report Format

The YES Report of the Sanggunian is prepared by its officers at the end of each school year. It provides an evaluation of various interventions conducted in light of the student government’s vision and mission. This report also serves as Sanggunian’s documentation for the school year.

What is the Evaluation System for the Sanggunian?

The Evaluation System for the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola is a system that aims to further the formation and development of the student council. This is in order for them to be effective formators of their peers. This system gives feedback on the Sanggunian’s performance through an objective process by looking at how the Sanggunian develops itself as a community, the impact it has on the student body and how it participates in the Ateneo community.

Aside from these, the system also presents a clear

idea about what the Sanggu should be by laying down the desired impact of the Student Council without dictating any particular way of proceeding.

The Three Levels of Evaluation

The following levels of evaluation provide an assessment of the Sanggunian. These feature different aspects, offering insights into how the student government can further improve and develop.

I. First Level: The Sanggunian as a Developed Community

This level looks at how the Sanggunian is as an organized group in terms of: Efficiency (its productivity in terms of quality and timely output as well as the communication of its systems and strategies to the whole organization), how its way of proceeding promotes Ignatian values, the depth of impact it has on its members in terms of character formation and competence training, and its consistency and inclusiveness.

The second level looks at how the Sanggunian impacts the student body. This impact is measured progressively in terms of no impact, awareness, critical thinking, individual participation and participation within the community. III. Third Level: The Sanggunian as a Member of the Ateneo Community

As a member of the Ateneo community, the Sanggunian is assessed by a committee which looks at its coherence with Ateneo thrusts, participation in school activities, respect for school policies and facilities, service rendered to the Ateneo community, positive representation of the school, and the Sanggunian’s over-all impact and excellence.

Test Audience: Committee composed of the Vice President of the Loyola Schools, the Associate Dean for Student Affairs, one member of the Student Affairs Team, one Faculty Representative and the OSA Director Tool for Measurement: Meeting with the Committee

The OSA Director convenes two meetings with the

committee, together with representatives from the Student Judicial Court and the Ateneo COMELEC as observers. One is held towards the end of the first semester and another towards the end of the school year.

The meetings serve as venues for feedbacking

between the Sanggunian and the committee. The student government is given time to present a report of its status and various undertakings. After the presentation, the OSA Director informs the committee and the Sanggunian of the results of the various surveys then opens the table for questions and recommendations from the Committee members.

The Year-end Self-Survery (YES) Report and other

documents will be given to the committee for perusal, review and as resources for their assessment.

Assessment Tools of the Evaluation System for the Sanggunian

A. Survey for Members

A sample population of Sanggunian members

evaluates the student government’s development as an organization through the Survey for Members.

The survey is conducted by the Sanggunian to

elected and appointed officers during the first semester the results of which are used for midyear planning. The same survey is administered during the second semester to the sample population of officers who took their positions after the first survey was given.

To determine the number of members needed to

answer the survey that will be representative of the student government’s population, the Sample Size Calculator is used. This statistical tool is accessible through the internet by visiting http://www.surveysystem.com/sscalc.htm.

The confidence level, expressed as a percentage,

gives an idea about the level of certainty of the survey result. On the other hand, the confidence interval, a plus-or-minus figure, represents the acceptable deviation from the mean. In our case, a 95% confidence level and confidence interval of 10 will be used.

B. The Sanggunian Evaluation Survey for the General Student Body

The Sanggunian Evaluation Survey for the General

Student Body measures the impact of the Sanggunian on its constituents. The survey uses a four-point system in which the items progress from no impact (0) to awareness (1) to critical thinking (2) to individual participation (3) and to participation within the community (4). The following areas are assessed:

• On being an empowered Sanggunian constituent • On relevant issues within the school • On a culture of collaboration and synergy within

the LS community • On being an involved school community • On relevant issues outside the school • On being a responsible Filipino citizen

The survey is conducted twice by the Student

Judicial Court and the Ateneo COMELEC towards the end of the first semester and during the Sanggunian general elections of the second semester. C. The Year-end Self-Survey Report

A Year-end Self-survey (YES) Report is prepared by the Sanggunian at the end of the year. The YES Report provides basic information about the organization and evaluation of their various interventions conducted in light of the student government’s vision and mission. The YES Report also serves as the documentation of the organization for the school year.
