• The Dulwich Hill substation was built in 1966.

• Ausgrid plans to replace the ageing substation equipment and associated 33,000 Volt cables to ensure the ongoing reliability of electricity to the area. The project is driven by replacement rather than providing extra capacity.

• Ausgrid is seeking community input early in the design process to get the best outcome for the proposed new substation.

• The planned replacement of the associated cables is a separate project and Ausgrid plans to start engaging with the community on these plans soon.

Early considerations included the feasibility of:

• using or upgrading the existing site – noting there is a need to keep the existing substation in service until the new one is commissioned.

• looking at other locations in the inner west – there was a lack of suitable locations in the area.

• building a new substation on land adjacent to the existing substation.

Another key consideration on where to locate a new substation was the need to avoid the significant amount of underground cabling and other services on the existing site that could not be relocated or only be relocated after the new substation is commissioned.

Ausgrid’s preferred option is to construct a new substation adjacent to the existing substation site because it:• enables us to maintain a safe and reliable supply for the community with the

lowest risk• reduces broader community impact in building adjacent to the existing site –

minimising disruption works and interface issues• is a better electrical solution as it reduces cable relocations we would require

to move to another site• will create less disturbance to the local community and commuters by not

requiring extensive works in Old Canterbury Road• provides greater efficiency in construction and commissioning of the new

substation

Ausgrid has:• purchased properties 14A and 14B James Street and 238 and 240 Old

Canterbury Road• prepared three concept site layouts.

Ausgrid has prepared three layout options for the site, considering the existing conditions on the site, electrical requirements, project costs, civil requirements, environmental factors and community interests.

Option A

• Electrical layout is compact – lends itself to compact building design.

• The transformer location is closer to the switch room and away from the site boundaries.

• Existing substation could stay in service during construction.

• Minimises interfacing with the existing site until commissioning which is an important safety consideration.

• Low cost building construction.

• Reduces the need for works in Old Canterbury Road.

Option B

• Is a more traditional substation layout, similar to the existing site.

• Transformer bays would be separate from the control building making for a larger overall building envelope.

• Limited scope for future expansion as the stormwater location restricts options.

• Would require working around existing 11,000 and 33,000 Volt cables as well as the existing equipment such as the customer load control room.

• Not the most efficient electrical layout and would require an increase in cable and equipment sizes.

• Not the most efficient civil layout and would require substantial additional civil works.

Option C

• Would have a taller two storey control room as there is a need to avoid the existing stormwater drain crossing the site.

• Transformer bays would be separate from the control building. Again a larger building envelope compared to Option A.

• Would require working around existing 11,000 and 33,000 Volt cables as well as the existing equipment such as the customer load control room.

• Places the driveway access closer to the corner of James Street.

• Limited scope for future expansion as the stormwater location restricts options.

• Not the most efficient electrical layout and would require an increase in cable and equipment sizes.

• Not the most efficient civil layout and would require substantial additional civil works.

Following review and consideration, Ausgrid has identified Option A as the preferred site layout as it best balances the following factors:

• technical requirements

• constructability

• cost

• environmental and community considerations.

• Ausgrid would like to proceed with Option A as the basis for the substation design process. We are happy to hear any feedback around the potential options tonight before we proceed with this layout.

• Community input is being sought at this stage to assist the architects to prepare building design concepts for further consultation in early December.

• Ausgrid is seeking input via the prepared feedback form to allow time for the architects to incorporate this into their planning.

• In progressing the proposal further, Ausgrid will undertake some preliminary site geotechnical investigations to check ground conditions to further confirm feasibility of the preferred layout option.
