In line with our commitment to provide relevant and more disaggregated statistics at the local level, the Philippine Statistics Authority (PSA), through its Regional Statistical Service Office I, has come up with the "The Countryside in Figures: Ilocos Norte, 5th Edition 2019".
This publication has been patterned after the national and regional versions of the publication "The Countryside in Figures". The publication, which contains relevant statistics and indicators about the performance of the province serves as a useful tool for planners, investors, and researchers interested in the province of Ilocos Norte.
Now on its fifth edition, this issue provides provincial data on the following: General Information, Governance, Agriculture, Education, Energy, Finance, Health, Infrastructure, Public Order, Tourism, and Transportation and Communication. Whenever available, municipal level data are also presented.
We hope that this publication will serve the need for more comprehensive statistics useful in planning, decision making and policy setting towards effective governance and inclusive growth. Further, we hope that "The Countryside in Figures: Ilocos Norte, 5th Edition 2019" will continue to raise the consciousness of the local government units and the public in general, on the importance of statistics.

HIGHLIGHTS Ilocos Norte was the least densely populated province in Region I in 2007, 2010 and 2015. The population density of
Ilocos Norte as of 2015 is 173 persons/sq. km, an increase of 6.8 percent compared to 162 persons/sq.km in 2010.
Laoag City, with a population density of 957 persons per square kilometer, was the most densely populated among the
city/municipalities of Ilocos Norte while Adams, with a population density of 11 persons per square kilometer, was the
least dense.
The percentage turnout of voters in the province was 2.5 percentage points higher, from 82.8 percent in 2013 to 85.3 in
2016. Paoay had the highest percentage turnout of voters in 2016 at 89.8 percent, while Laoag City had the lowest at
78.5 percent.

HIGHLIGHTS
Rice production in Ilocos Norte reached 281,562 metric tons in 2018, a decrease of 48,182 metric tons compared with
2017 production.
Corn production in Ilocos Norte totaled to 64,592 metric tons in 2018, an increase of 1,920 metric tons compared with
2017 production.
Livestock inventory in Ilocos Norte reached 350, 989 as of January 1, 2019. Hog was recorded to have the highest
inventory with 166,106 heads.
Chicken inventory in Ilocos Norte was posted at 1,620,498 as of January 1, 2019. The inventory registered a decrease
of 33,319 heads compared with the inventory in January 1, 2018.
In 2018, 64.3 percent of the province’s total potential irrigable area of 68,001.41 hectares were served.

HIGHLIGHTS Laoag City had the highest number of enrollees both in elementary and secondary schools with 14,982 and 12,092
enrollees, respectively, in SY 2016-2017.
Laoag City also had the highest number of elementary and secondary schools with 58 and 21 schools, respectively, in
SY 2016-2017.
Dumalneg had the lowest teacher-pupil ratio in public elementary schools at 1:17 in SY 2016-2017 while San Nicolas
had the highest at 1:28 in the same school year.
In SY 2016-2017, Dumalneg had the lowest teacher-student ratio in public secondary schools at 1:17, while Bacarra,
Bacarra, Piddig and Vintar had the highest at 1:30.

HIGHLIGHTS The province of Ilocos Norte had 9,446 live births in 2018, a decrease of 226 compared with 2017. Laoag City recorded
2,893 live births, the highest contribution to the provincial total. On the other hand, Batac City recorded the highest
Infant Mortality Rate at 26.6 in 2015.
Currimao had the highest percentage of recorded malnourished children under 6 years old in 2017 at 12.6 percent.
All households surveyed in Badoc, Carasi, Currimao, Dumalneg, Nueva Era, San Nicolas, and Sarrat, had access to
sanitary toilet in 2018. Meanwhile, 95.1 percent of the total households surveyed in the province had access to sanitary
toilet in the same year.
In 2018, 100 percent of households surveyed in Laoag City and 11 municipalities in Ilocos Norte had access to safe
water supply.
In 2018, there was a total of 3,794 health workers in the province. Laoag City and City of Batac shared the largest
number of health workers with a total of 370 and 341 workers, respectively. On the other hand, 112 Barangay Health
Stations were established.

HIGHLIGHTS The province’s annual per capita poverty threshold stood at P20,615.00 in 2015. The province also had the lowest
poverty incidence among families and population in the region at 3.3 % in 2015.
The province’s annual per capita food threshold was P14,698.00 in 2015.
The highest poverty incidence in the province of Ilocos Norte in 2012 was recorded at the Municipality of Dumalneg with
a percentage of 25.7.
In 2018, the Consumer Price Index in Ilocos Norte was 117.8. Inflation Rate and Purchasing Power of Peso in the
province was 7.3 and .85, respectively.

HIGHLIGHTS
Ilocos Norte recorded 329 index crimes in 2018. Two hundred twenty two (222) of indexed crimes were against person
and the remaining 107 were against property. On the other hand, there was a total of 1,718 non indexed crimes in 2018.
A total of 1,641 non-indexed crimes cleared and 1,516 non-indexed crimes solved.
Laoag City had the most number of crimes in 2018 totaled to 706. Six hundred sixty nine (669) of the City’s crime were
cleared and five hundred seventy eight (578) were solved.
As of December 31,2017, Ilocos Norte has 32 firetrucks with 227 fire personnel.

HIGHLIGHTS In Ilocos Norte, a total of 58,784 vehicles was registered in 2018.
The province of Ilocos Norte had total mail volume of 1,192,659 in 2014, a decrease of 17 percent compared with the
1,452,348 mail volume in 2013.
For the year 2015, Ilocos Norte recorded a total of 10,158 subscription of telephone lines and 18,468 installed line
connections. The total line subscription is 2 percent higher than in 2014 with a total of 9,904.

Accredited Tourism Establishment - establishment certified by the Department of Tourism (DOT) as having complied with its minimum standards in
the operation of the establishment concerned which shall ensure the safety, comfort and convenience of the tourists.
Balikbayan - refers to Philippine nationals who are permanently residing abroad including their spouses and children, regardless of nationality or country
of birth. It also refers to those Filipino descent who acquired foreign citizenship and permanent status abroad.
Banking Institutions - corporations, companies or associations which are engaged in the lending of funds obtained from the public through the receipt
of deposits and sale of bonds, securities or obligations of any kind.
Barangay Health Stations (BHS) - the primary health care facility at the barangay level wherein health services are delivered.
Barangay Health Worker (BHW) - an indigenous member of the community that act as a link of the health system in the community.
Bridge - a structure across a waterway or other opening serving as a pathway and/or with a minimum clear span of six meters.
Birth, Live - refers to the complete expulsion or extraction of a product of conception from its mother, irrespective of the duration of pregnancy,which
after such separation, breathes or shows any other evidence of life, such as beating of the heart, pulsation of the umbilical cord, or definite
movement of voluntary muscles, whether or not the umbilical cord has been cut off or the placenta is still attached; each product of such
birth is considered alive.
Consumer Price Index - a measure of change in the average retail prices of goods and services commonly purchased by a particular group of people in a particular area.
Crimes, Index - crimes which are sufficiently significant and which occur with sufficient regularity to be meaningful. Included in this category are the
following : robbery, homecide, murder, physical injury, rape and theft. In 2009, carnapping and cattle rustling were considered as index crimes.
Crimes, Non-index - all types of crimes not considered as index crimes.
Deposit - consist of demand and now deposits, savings deposits, time deposits, and foreign currency deposits of which the bank is responsible by law.
Financial Resources - includes local resources, internal revenue allotment, grants and borrowings.
Fully Immunized Children - Infants who received one dose of BCG, three doses each of OPV, DPT, and Hepatitis B vaccines, and one dose of measles
vaccine before reaching one year of age..
Governance - is the manner in which power is exercised in the management of the country’s economic and social resources for development.
Good Governance Index (GGI) - a measure of good governance based on outcome indicators covering the following areas: economic, administrative and
political governance. The municipal GGI considered the following indicators: 1) total per capita income, (2) total per capita income from
local sources, (3) per capita expenditure on education, culture, sports/manpower development, (4) per capita expenditure on health,
nutrition and population control, and (5) per capita expenditure on economic services.
Inflation Rate - the annual rate of change or year-on-year change in the consumer price index.
Internal Revenue Allotment (IRA) - the account created under PD 144, as amended, representing the portion of total national government revenues which
accrue to the local governments. Includes the local government's share in the specific tax on oil products authorized by PD 436, as amended.
This share has been revised under the Local Government Code of 1991 and it is now termed as internal revenue allotment.

Irrigable Area - gross area for irrigation less unsuitable portion for irrigation purposes.
Irrigable Service Area - area of an irrigation system that is presently provided with irrigation and drainage facilities and where irrigation and drainage
services can be rendered.
Livestock - domesticated animals with four legs and with hoofs. The different livestocks are carabaos, cattles, hogs/swines, goats, etc.
Mail - dispatches of correspondence and other objects tendered by and intended for delivery by means of postal services.
Mail Carrier - refers to a person deployed to deliver mail.
Mortality Rate, Infant - refers to number of deaths among infants (below one year) per 1,000 livebirths.
Net Loan Portfolio - refer to the sum of all loan accounts outstanding, gross of valuation reserves, as reflected in the bank's consolidated statement
of condition, excluding outstanding loans financed by special/specific funds from the government financial institutions.
Non-Tax Revenue - revenue collected from sources other than compulsory tax levies. Includes those collected in exchange for direct services rendered by
government agencies to the public, or those arising from the government's regulatory and investment activities.
Population - total number of individuals in a territory or a locality living at a specified moment of time with an agreed definition of residence; all the persons
falling within the scope of a census or other inquiry
- it is also the total number of individuals in a territory at a specified time. It covers both nationals and aliens, native and foreign born persons, internees,
refugees and other group physically present within the borders of a country at a specified time. In assembling national demographic statistics for
publication, the basic aim has been to obtain data for the physically present (or de facto) population rather than for the legally established resident
(or de jure) inhabitants.
Population Density - number of persons per unit of land area (square kilometer or square mile).
Potential Irrigable Service Area - the maximum area which an irrigation project can serve considering the extent of arable lands and the available
water supply. In case of an existing irrigation system, the potential irrigable area is limited to the areas that can be commanded by the present
operating level at the dimension point.
Poverty Incidence- proportion of families/individuals whose annual per capita income falls below the annual per capita poverty threshold. Magnitude of
families/population refers to the number of families/population whose annual per capita income fall below the annual per capita poverty threshold.
Poverty Threshold- minimum income required or the minimum amount to be spent by a reference family to satisfy the nutritional requirements
(2,000 calories) and other basic needs.
Purchasing Power of the Peso - shows how much the peso in the base period is worth in another period. It gives and indication of the real value of the peso
in a given period relative to the peso value in the base period.
Revenue - a cash inflow which does not increase the liability of the government.

Sanitary Toilet Facility - is an installation, whether public or private, used for the disposal of human waste. The following are considered sanitary toilet
facilities: (a) water-sealed, sewer/septic tank, used exclusively by the household -water-sealed is the type of toilet where after water is
flushed or poured into the bowl, a small amount of water is left in the bowl and seals the bottom of the bowl from the pipe leading to the depository.
A sewer/septic tank is a tank in which the solid matter or sewage is accumulated to be disintegrated by bacteria. This is commonly called "poso
negro"; (b) water-sealed, sewer/septic tank, shared with other households; (c) water-sealed, other depository, used exclusively
by the household - this depository refers to those other than a sewer/septic tank; (d) water-sealed, other depository shared with other
households; (e) closed pit - a type of toilet without a water-sealed bowl and the depository is constructed usually of large circular tubes made of
concrete or clay covered on top and has a small opening. It may or may not have a box for sitting or squatting over the opening; (f) open pit -
the same as closed pit but without covering; (g) others (pail system, etc.) - classified as a toilet wherein fecal matter is accumulated in a pail to
be picked up for disposal from time to time, or any kind of toilet facility not belonging to the preceding types; and (h) none - refers to the households
without toilet facility.
Tax Revenue - compulsory charges or levies imposed by government on goods, services, transactions, individuals, entities and others, arising from the
sovereign power of the state.
Telephone Lines - this could either be installed or subscribed. Installed telephone lines refer to equipped telephone lines ready for use while subscribed
telephone lines refer to working lines where telephone numbers were already assigned.
Tourist - any person whose permanent place of residence is in another country, who stays in the Philippines for at least 24 hours for any reason other
than following an occupation remunerated from within the Philippines.
