    Subject: Nuclear Quality Assurance Plan, TVA-NQA-PLN89-A, Revision 34 This letter transmits the Tennessee Valley Authority (TVA) Nuclear Quality Assurance Plan (NQAP), Revision 34. The enclosures to this letter fulfill the requirements of Title 10, Code of Federal Regulations (10 CFR) 50.54(a)(3) regarding changes to the NQAP, 10 CFR 50.71(e) regarding the licensee annual submittal requirement, and 10 CFR 50.55(f)(3) regarding providing changes to the NQAP within 90 days for revisions involving construction permit holders. The due date for this letter to satisfy the above 90-day criteria is March 1, 2018, based on an effective date of December 1, 2017, for the changes to the NQAP.

    Enclosure 1 provides a description of the changes, the reason for the changes, and the basis for the conclusion that the changes are not a reduction in commitment. Enclosure 2 to this letter provides Revision 34 of the TVA NQAP.

    This change is limited to use of an exception previously approved in “Joseph M. Farley Nuclear Plant, Units 1 and 2, Edwin I. Hatch Nuclear Plant, Units 1 and 2, and Vogtle Electric Generating Plant, Units 1 and 2 - Safety Evaluation Re: Proposed Change to the Quality Assurance Program (TAC Nos. MC5666, MC5667, MC5668, MC5669, MC5670, And MC5671)” (ML051570349). Therefore these changes do not constitute a reduction in commitments as described in 10 CFR 50.54 (a)(3)(ii).

    Added a reference to NEI 14-05, “Guidelines for the Use of Accreditation in lieu of Commercial Grade Surveys for Procurement of Laboratory Calibration and Test Services,” Revision 1

    Change provides additional flexibility in selection and approval of calibration / testing suppliers and provide for potential cost savings by reducing the number of vendor audits / surveys required.

    This change is based on an exception previously approved in “Final Safety Evaluation For Technical Report NEI 14-05, ‘Guidelines for the Use of Accreditation In Lieu of Commercial Grade Surveys for Procurement of Laboratory Calibration and Test Services,’ Revision 1” (ML14322A535) Therefore these changes do not constitute a reduction in commitments as described in 10 CFR 50.54 (a)(3)(ii).

    Added the QA function for the Small Modular Reactor (SMR) Project to the Corporate QA Manager responsibilities

    This change aligns the NQAP to the Standard Review Plan 17-5.

    There is no change in authority, independence, or management reporting levels for organizations performing QA functions. These changes do not reduce commitments or the effectiveness of the TVA QA functions described in the NQAP.

    Updated various position titles and reporting relationships due to TVA executive organization changes

    Organizational restructuring and editorial clarifications made to multiple pages to reflect changes to the TVA executive organization.

    These changes in job titles and responsibilities have no effect on authority or independence. Management reporting levels were reviewed and management of QA activities still report to equivalent level of management. Verified continued coverage of all Quality functions (no gaps in coverage created). These changes do not reduce commitments or the effectiveness of the TVA QA functions described in the NQAP.
