ChemChina Provides Social Responsibility TrainingBy Cheng Peng

ChemChina held a social responsibility training session on February 15 for directors and personnel from the production, operations, and planning departments of subsidiary companies. In 2008, the State-Owned Assets Supervision and

Administration Commission (SASAC) required key enterprises to "attend to social responsibility for the overall, coordinated, and sustained development of society and the environment", in

its Guidelines on Social Responsibility for Key Enterprises. In response, ChemChina prepared a Report on Sustainable Development 2010. This is intended to strengthen its social responsibility, communicate better with shareholders, improve its image, move itself into the first echelon of key enterprises involved in social responsibility, try to become a leader in CSR in China, and increase its social responsibility in the global chemical industry.

Gaining Project Approval andFunding for Nation's Key Research

The Ministry of Science and Technology (MOST), on February 14, announced that the Basic Research in Recycling of

Mineral Waste Resources project had been chosen as a Key National Basic Research Program (973 Program) and would receive special funding in the amount of five million yuan. The project was designed and proposed by the State Key Laboratory for Comprehensive Utilization of Industrial Emissions affiliated to the Chemical Industry's Southwest Research & Design Institute. This is by far the largest basic research program in China and puts the institute at a new level of scientific research. According to project leader Gu Gongwei, the project focuses on the country's serious need to utilize mineral waste resources and engages in environmental management. It is designed for the following: application-oriented research in coalmine gas catalytic deoxidation; in-depth examination of key scientific problems like the gas deoxidation reaction mechanism, and the structure-activity relationship of gas deoxidation catalysts. The research process is expected to result in more than three patents; form a dynamic, innovative research team; build a leading national research base for coalmine gas utilization technologies; and provide a solid theoretical foundation and technological support for large-scale utilization of coalmine gas emissions. This should help remedy the natural gas shortage problem, substantially reduce greenhouse gas (CH4) emissions, work toward energy replenishment and a low-carbon economy, improve coalmining safety, and help develop the coal chemical and energy chemical industries.

Liming Institute Becomes National Torch Plan Key High-Tech Enterprise

MOST's Torch Center has revealed the results of its 2010 National Torch Plan Key High-tech Enterprises appraisal

and the Chemical Industry's Liming Research Institute is one of those listed. The National Torch Plan Key High-tech Enterprise appraisal was organized by MOST, and is meant to act as a guide for China's high-tech industry in the commercialization, industrialization and internationalization of its high-tech achievements. The appraisal of high-tech enterprises is done

every three years. To be eligible, besides strong research, development and technological innovation abilities, companies must command pole positions for leading products at home, and achieve high-tech product sales that account for no less than 60 percent of total sales revenues. In recent years, the Liming Institute has put a great deal of efforts in developing four divisions, using its own technologies in peroxide, fluorinated gaseous material, new polyurethane materials and chemical propellant in order to become one of the sector's largest industrial bases. It continued to increase science and technology spending, increase its ability to innovate, pursue R&D that addresses market demand and industrialization, and improve its ability to turn high-tech research into products covered by intellectual property rights. Since 2006, it has had 22 provincial or ministerial level science and technology achievements, applied for 75 patents (with 33 granted) and industrialized a number of its scientific findings.

Bluestar Procurement and Logistics Transformation Wins Award

The China National Bluestar Co Ltd took first prize in the 17th national Innovation Achievement in Enterprise Management Modernizat ion award for a procurement and logist ics

transformation project. The decision on the awards was made by the State Council's State-owned Assets Supervision and Administration Commission (SASAC), the Ministry of Industry and Information Technology (MIIT), and the China Enterprise Confederation (CEC), with 32 first prizes and 152 second prizes awarded. According to the panel of experts, the reports Bluestar submitted were a summary of its success in its procurement and logistics transformation; in developing clear goals; and in its strong, efficient measures, operability, and effects. BlueStar made use of advanced management tools and methods to improve its procurement, management, and logistics in keeping with accepted procurement theories and advanced international enterprise management practices. And it has become innovative and practical and can serve as an important reference point for domestic manufacturers who want to improve their procurement and logistics management and for ChemChina to improve its internal controls. Bluestar began its procurement and logistics transformation in 2008 and 2009. After three years of work, it has established a centralized procurement and logistics management framework and a means for information sharing, one that strengthens market analysis and forecasting. In this, it perfected its internal industrial chain, improved operational efficiency, and met the business requirements for stable production. It achieved this through product allocation and coordinated procurement within the system, and by establishing a long-term, stable, cooperative relationship with suppliers. By developing better supplier assessment methods it standardized the rules for various types of suppliers, clarified assessment and classification criteria, removed a number of small suppliers with unsatisfactory services, and introduced other strategic suppliers from home and abroad. This led to substantial increases in services and more effective supplier make-up. The company has signed long-term contracts with 265 suppliers. Through the use of more effective business solutions, the cost-benefit has gone up, year-on-year, to 230 million yuan, or 1.7 percent of funds spent on procurement for 2010.

ChemChina Rubber's OA Program Fully Online

The Rubber Industry's Beijing Research & Design Institute (BRDIRI) completed

its data gathering for an office automation (OA) program on January 26, so ChemChina Rubber Corporation's 12 subsidiaries will all have OA systems in place. This was a milestone that signaled the company's management shift to "operation control".

The ChemCh ina Rubber Co rp i s ChemChina's first company to promote the OA system method among its third-tier enterprises. The whole project, from the start of Aeolus Tyre Co Ltd's OA system on November 10 of last year to the online operation of BRDIRI's OA system on January 26 of this year, took two and half months. It involved 12 enterprises and developed 1,329 applications, with an average of 111 per enterprise and an implementation period of less than two months. At the same time, the ChemChina Rubber was engaged in site standardizations, DDL installations, and file system development. By now, 10 enterprises have completed their site standardization and have pa s sed the da ta cen te r ' s inspection, while 12 third-tier enterprises have DDL operating, and the OA system and file system are integrated. The OA system will help ChemChina Rubber's operational controls, structural reforms, and business administration.

Bluestar (Jiaozuo) Water Takes Shape

A ceremony involving Bluestar Environmental Engineering Co Ltd, a subsidiary of Bluestar (Beijing) Co Ltd was held in Beijing on January 13 to sign a joint venture agreement and write the

articles of association. The first meeting of the board of directors of the newly established joint venture – Bluestar (Jiaozuo) Water – was held the very same day. Bluestar (Jiaozuo) Water Co Ltd is a joint venture between Toray International Inc Japan Waterway Machinist Co Ltd and Bluestar Environmental Engineering Co. Bluestar (Jiaozuo) Water was set up to run the Zhongzhan Wastewater Plant's BOT project in an industrial cluster in the city of Jiaozuo, Henan Province. This is an important project, conducted in accordance with China's environmental protection policies that govern energy conservation and emissions reduction.

100-Day Sales Competition

ChemChina enterprises, responding to the company's call to "work hard for 100 days to make a good start," quickly began a 100-day sales competition, based on the belief that sales personnel are motivated by

detailed activities. The Shenyang Paraffin Chemical Co Ltd, by strengthening control of the production process, has produced polyethylene using the first CPP facility in the world, based on leading global technology. In doing so, the company has come up with a world-class product, sold its goods to all parts of the country, and has won the praise of its users. Thanks to the concerted efforts of the entire sales team, sales revenues for January exceeded 760 million yuan, marking a new record and a good start for the year. In another remarkable move, the Jinan Yuxing Chemical Co Ltd took sales transformation

program as an opportunity to adopt a new tactic: "For each product, sales personnel will engage 80 percent of customer resources and successfully develop 60 percent of those resources." Meanwhile, Guangxi Dahua Sales Department members went to different areas to visit customers during the New Year, took a close look at the current and future anatase markets, and made a thorough plan for a new sales approach for the coming year. Not to be outdone, the Hunan Yiyang Rubber & Plastics Machinery Group Co Ltd produced 56 mechanical tire vulcanizers and hydraulic tire vulcanizers in January, more than 20 of which were exported, setting a new record in monthly tire vulcanizer output. Chlor-Alkali Enterprises Enjoy Off-Season Growth in January

Thanks to early planning based on market change, and prompt implementation, China Haohua Chemical (Group) Corp's Chlor-alkali producers managed to

diminish some unfavorable seasonal factors and saw both their production and marketing take off in the off-season. In January, four of its subsidiaries had profits of approximately nine million yuan, including 6.3 million yuan at Haohua Yuhang Chemical and 1.3 million yuan at Hebei Shenghua Chemical. In January, Haohua Yuhang Chemical had sales revenues of 270 million yuan and profits of 6.3 million yuan, for a year-on-year growth of 6.2 percent and 56 percent. The sales-output ratio and capital recovery were both 100 percent. This was an excellent preparation for a test run of the "240,000t/a ion film caustic soda & 200,000t/a PVC" project. In January, Hebei Shenghua Chemical had sales revenues of 89.58 million yuan, a year-on-year increase of 31.99 percent,

and profits of 1.3 million yuan. Siping Haohua Chemical has developed a response plan for severe cold weather adopted specifically for temperatures below -20 degrees, to ensure safe wintertime production. The company has noticed the increasing inventory pressures during the off season, and decided to make good use of its trading networks in East China, selling 3,000 tons of PVC resin to South China. At the same time it looked for solutions to the increased consumption of calcium carbide, and cut it from 1.436kg/t to 1.418kg/t, saving 1.1 million yuan. By making good use of its centralized management, Haohua East China Chemical got involved in incremental PVC trading. At just the right point in the styrene market, it bought 6,000 tons of styrene abroad via contract and made a profit of more than million yuan, creating a new growth point. In January, it had profits of 1.05 million yuan, creating the brightest new year start of the past 19 years.

Jiangxi Xinghuo's Antioxidant Project Completed

The Jiangxi Xinghuo Organic Silicone Plant's Antioxidant 300 project, with an annual output of 1,000 tons, was completed and went into operation on December 14, 2010,

with its product quality meeting all design requirements. Work on the 1,000-ton Antioxidant 300 project began on March 22, 2010. This expansion project is based on a 260-ton pilot plant developed by the BlueStar Guangzhou Research Institute of Synthetic Materials. The Guangzhou Institute provided the technology, the China BlueStar Changsha Design and Research Institute did the design and construction work, and Jiangxi Xinghuo developed the industrial-scale production. Total spending on the project was 47 million yuan. When it reaches its full output, sales revenues are expected to grow by more than 68 million yuan. Antioxidant 300 is synthesized from m-cresol and isobutylene, through several production stages. The finished product is a white or light yellow powder with a high melting point and insoluble in water. It is a pollution-free, highly efficient phenolic antioxidant, applicable to many kinds of plastic, rubber and polyolefin products. It has good oxidation resistance, heat resistance, and ability to withstand harsh weather. It is an especially outstanding antioxidant for polyethylene wire and cable materials, because it can better protect the physical properties of raw materials such as tensile strength, elongation and melt index, and its anti-aging effect is four times that of ordinary anti-aging agents. Because of its low volatility, it has a synergistic effect when used in combination with carbon black, so other antioxidants cannot easily replace it. It is widely used in the cable and wire industry in China and abroad, and has promising market prospects.

Jiangsu Anpon's 200-Thousand-Ton Ion Film

Caustic Soda Project

The Jiangsu Anpon Electrochemical Co Ltd's ion film caustic soda plant, which has an annual output of 200,000

tons, underwent a test run recently. During a 72-hour continuous run, all production quantities met the designed requirements, resulting in a successful run.

Jiangsu Anpon decided to build the plant in 2007 to optimize its product mix and increase market competitiveness. It was selected by the city of Huaian, Jiangsu province as one of the key technology reform projects under the 11th Five-Year Plan. By using the most advanced equipment and technologies for chlor-alkali production – e.g. the HCL synthetic furnace with DCS control system, new polar distance electrolyzer autoignition, and steam byproducts – the plant has become fully automated and has low energy consumption. This plant will increase the company's profitability and risk handling ability, and lay a solid foundation for long-term growth.

A research project of the Chemical Industry's Design Institute -Key technology development for preparation of bulk chemicals via non-oil route - has passed an

review conducted by a panel of experts set up by MOST. It was a key project of the 11th Five-Year Plan's pillar science and technology program, conducted by the Chemical Industry's Southeast Research & Design Institute (SRDICI) and carried out by the Chinese Academy of Sciences, and East China University of Science and Technology, along with other institutes and universities. The project covered the following five areas related to non-oil process technology for bulk chemicals: Developing complete technology for pilot-scale production of acetylene and acrylic acid, using natural gas or CBM, key technology for oil-free preparation of oxygenated compounds, technology for comprehensive utilization of bulk oxygenated compounds via oil, technology for production of ethylene

using low-concentration ethanol, production of aromatic hydrocarbon, using natural gas. Th is project was des igned to accelerate the diversification of chemical raw materials, save or replace oil resources, reduce chemical industry dependences on oil, and exploit rich natural resources and waste gas for sustainable development. The Institute has developed 10 different types of technology, submitted 28 patent applications for inventions, and transferred 58 types of new technology f o r DME p roduc t i on u s i ng methano l du r i ng t he implementation of the project. It set up a formic acid plant using yellow phosphorus tail gas purification and CO refinement technology that resulted in an annual output of 20,000 tons at the Guizhou Lindu Chemical Co. The facility is the world's first set of equipment for the deep purification of yellow phosphorous tail gas.

The National Evaluation Committee for Innovation Achievements in Enterprise Management Modernization recently announced its 17th innovation achievement

awards. The Chemical Industry's Zhonghao Chenguang Research Institute won first prize for its "industrialization development management of research-based enterprise scientific achievement". This means that the Institute has entered a new level of management. The Institute's achievement essentially involved: assessing its situation; bringing research advantages

into play; establishing the industrialization of scientific findings as a primary strategic objective; constructing an industrialization base, restructuring the organization and reengineering business process; and improving controls over science and technology, human resources, and marketing. By doing so, it was able to industrialize new chemical materials production, become a major player in the domestic market, edge into the international market, and evolve into a leading enterprise in China's fluoropolymer industry rapidly.

Haohua Yuhang Provincial Level Engineering Technology Center Approved

The Haohua Yuhang Chemical Co Ltd recently got the go-ahead for its Henan Provincial Chlor-alkali Chemical Engineering and Technological Research

Center, the first of its kind in Henan. The company has spent more than 20 million yuan in recent years on advanced analytical and detection inst ruments to better support i t s technolog ica l innovation and R&D. It has applied for eight patents on its inventions and was able to patent a salt refining

process for ion film caustic soda, thereby filling a gap in the company's services. It also passed two province-level science and technology appraisals, and won six provincial and municipality-level science and technology awards. The application of its science and technology findings has brought 15 million yuan in benefits and helped transform itself from extensive to intensive economy and from low-grade to high-grade precision.

Yiyang Rubber & Plastics Machinery Has First Tandem Mixer

As it entered the New Year, the Hunan Yiyang Rubber & Plastics Machinery Co Ltd announced that it had developed China's first tandem mixer on its own. This

is a breakthrough in the production of one-step rubber mixing equipment, coming in the opening year of the 12th Five-Year Plan period. The company spotted a new mixing trend in the rubber industry and has worked hard in recent years to orient its machinery development towards energy saving, reduced consumption, and environmental protection. That was how it succeeded in developing China's first tandem mixer and in obtaining the intellectual property rights. And by manufacturing some of the most advanced rubber mixing equipment in China and abroad, it filled a major commercial gap. The machine consists of two Banbury mixers – the GE320E and GE590T – connected in tandem, which can raise production efficiency by 50 percent, cut electricity consumption by 60 percent, and substantially improve rubber dispersibility and uniformity compared to other rubber-mixing modes. This in turn prolongs the service life of tires. This mode involves a smaller number of type mixers compared to previous rubber-mixing production lines, thereby cutting plant and equipment cost by nearly 30 percent.

Chonche Group Nanjing 7425 Factory Supply for Guangqi Honda

The Chonche Group's Nanjing 7425 Factory has begun mass production of ancillary brake hoses for the Guangqi Honda Automobile Co Ltd, after years of development.

since it opened in 1998, the factory has long had its eyes on developing new plants and new products and has been sending its employees to Guangqi Honda to exchange information and strengthen communication. For more than 10 years, factory managers have visited Guangqi Honda for a number of times to get acquainted and make presentations. And the hard work, persistence, and sincere commitment paid off, with Guangqi Honda accepting the factory's proposals in 2009. In the second half of 2009, the 7425 Factory began research and development work on ancillary products for Guangqi Honda's GB1 brand. A special team was set up consisting of department heads with the factory manager as its leader. Through its R&D efforts and by constantly sending and modifying samples, Guangqi Honda finally reached an agreement with the factory on the products that went into production on Feb 14 of this year. They will be on the market by March 26, with an annual supply of around 50,000 pieces.

The Chemical Industry's Guangming Research & Design Institute was accreditated as a national high-

tech enterprise and enterprise technology center for the city of Dalian in November 2010. In recent years, the Institute has made full use of its technological advantages and has built facilities for

technological development and increased investment in that area, while focusing on training a high-level R&D team and increasing its innovative abilities and core competitiveness. In doing so, it has become a leading domestic electronic gas research base, with 21 R&D projects either funded by itself or commissioned by the state or enterprises completed in the last three years.

Hebei Shenghua Chemical's Post-Doctoral

The Hebei Shenghua Chemical post-doctoral research center held its opening ceremony on Dec 29. This

is ChemChina's first post-doctoral research center for its chlor-alkali divisions, one that specializes in enterprise-related R&D projects and applying research findings

to production, with a view to increasing innovative abilities and technological competitiveness, and providing a means to cultivate talented personnel through pract ice. The center grew out of cooperation between Hebei Shenghua, Peking University, and Hebei University of Technology. It has already recruited two post-doc candidates and selected four research projects that involve new product R&D, clean production, energy saving, and emissions reduction.

French BSI experts were cited as Jiangxi Xinghuo's 30 Star Performers in 2010. Gilles, an organosilicon expert, led the Sino-French team in making concerted

efforts applying his many years of experience to a 200,000 ton organosilicon project, which lays a sound foundation for future progress. Marie Christine applied her close scrutiny and accurate calibration to all data and parameters in the project design process to ensure quality, and quickly made herself a part of the BlueStar family. Jiangxi Xinghuo has 20 foreign experts and professional managers engaged in management, technology, and project development. 2011 New Year Mobilization

At the beginning of 2011, ChemChina subsidiaries held get-togethers to ring out the old and ring in the new,

and to recharge themselves for the new year. ChemChina's four Nanjing enterprises held a large New Year's gala titled "Harmony in Nanjing". It brought together 400 managerial personnel and workers who sang merrily to bring a promising tomorrow. (Picture 1) The Chenguang Institute organized a staff tug of war, dividing them into 16 teams. All the contestants gave it their very best and the audience were inspired (Picture 2). Jiangxi Xinghuo held a New Year's bonfire party at Xinghuo Cultural Square, where company management, staff, and their

family members, along with French BSI experts, sang festively and danced to bring in the New Year (Picture 3). Zhenghe Petrochemical's staff gave a choreographed performance to celebrate the achievements of the past year and greet the New Year (Picture 4).

A Committed Young Team Leader

“You might never have an outstanding achievement, but you should never end up without a commitment." This is the motto of Yu Shuitao, the leader of team D at BlueStar Harbin Petrochemical Co

Ltd's maleic anhydride workshop. And it was just such a belief that allowed him to grow from a new university grad into a team leader in control of more than 10 workers in just three short years. Yu joined the Bluestar factory after graduation in December 2007. He was hired to improve the technical side of the company's maleic anhydride business as the maleic anhydride plant was expanding. To get on the right track immediately, Yu studied the theories, operating instructions and production process whenever he was off work. He volunteered to take part in any emergency

repairs and, in solving problems, he accumulated a wealth of knowledge and experience that he could not get elsewhere. At the same time, he impressed the senior workers with his few words and good results. He would never let any technical difficulty go unsolved and always found a way to figure things out on site. This persevering approach allowed his professional skills to improve through practice. In spite of the fact that he's a member of the 80s, Yu has a real down-to-earth spirit rarely seen among his age group. For example, one day last winter, a rectifying tower at his workshop was blocked by steam so Yu volunteered to enter the tower to handle the cleaning operation himself to resume normal production. That cleaning operation took more than four hours to complete. With his wide-ranging knowledge and pragmatic work style, Yu was soon promoted to head of Team D, making him the youngest team leader at Factory No.2. On every inspection patrol, Yu would join the operators in examining every part of the production site to see that it was correct and the production running smoothly. After becoming a team leader, he paid more attention to team building and encouraged team members to read more, gain new insights and provide more suggestions. Most of the new ideas developed by team members were adopted by the leader. Under Yu's leadership, Team D was named best team of the workshop several times, and always had the highest performance. Although he's younger than most of his colleagues, Yu is still the backbone, someone who cares about everything related to his colleagues, no matter how trivial it may seem. "I'm concerned about everything that concerns my team," is his pet phrase. And his colleagues respond, "Our team is the best," with the greatest of pride. Yu could not feel more excited, comments in his usual laconic way, "I will work harder to serve my team and my workshop as well."
