    TECHNICAL DESCRIPTION AND PRESCRIPTIONS

    1.1. Scope of works Serbian Railways JSC plans to perform the reconstruction and modernization of Belgrade-Nis railway line, which is integral part of railway corridor X, to enable, in the future, double-track traffic over the entire length of the line.

    a. In this phase, the plan is to reconstruct and modernize GiljeCuprija-Paracin section, as a part of functional-spatial whole of Belgrade-Nis railway line.

    b. The reconstruction and modernization of the section GiljeCuprija-Paracin envisages the works on civil engineering and electrical engineering infrastructure which would enable trains to run at speed of 160 km/h, as well as the construction of new double-track railway bridge over Velika Morava river, on new location, which would require the re-alignment of the line from Gilje stop (appprox. km 140+500) to Paracin station (appprox. km 152+790), with reconstruction of station platform and tracks of Cuprija station for purposes of fitting into the new alignment.

    1.2. Description of the current condition On the line section from Gilje to Paracin (km 140+735 to km 155+160) where the reconstruction is envisaged, trains run at speed of 80 km/h. On this section Gilje and Jovac stops are located, as well as railway stations Cuprija (13 tracks) and Paracin (8 tracks).

    a. Electrification of the line Belgrade-Nis was completed in 1974 within the framework of programme for modernization of JZ main lines. The electrification system of the line is single- phase 25 kV, 50 Hz.

    b. Contact line of the existing line is compensated, envisaged for running speeds of up to 120 km/h.

    c. Line sections to be relocated are in the supply branch of of the Electric substation (EVP) Jagodina.

    d. Station tracks in Cuprija station are electrified and sectioned via PS Cuprija and in Paracin station via PS Parain.

    e. On the part of single-track line, from junction to PS Cuprija, a bridging feeder which entends the electric connection of the left track is placed.

    f. SPEV is operated from the CTC center in Nis.

    g. Equipment of SPEVs is of domestic manufacture. The condition of these facilities in respect of reliability, availability, maintainability and safety (RAMS) does not meet the requirements set out in international standards, therefore they need to be rehabilitated.

    h. Belgrade-Nis railway line, JagodinaGilje-Cuprija-Paracin section is equipped with relay signaling-interlocking facilities in technique type SpDrS64-J made by EI-Siemens, and they are made in technology which is the same or very similar to the one applied on Deutsche Bahn (SpDrS60), for traffic operation in the system of double-track automatic blok. The line is equiped with auto stop devices Induzi 60 and is included in the system of remote control of traffic which is operated in CTC center in Nis. Along the line , signalling and telecommunications cables are laid out; the cables enter every technical cabinet. All telecommunication systems are of outdated technology, partly out of the envisaged depreciation life-cycle, but are functional and meet the communication needs having in mind the current speeds and traffic frequency. The systems can not meet the needs of modern communications Internet, multi-media contents transmission etc, or to requirements for increase of number of participants. Level of quality of connections, reliability and availability is low.

    1.3. Technical description of the designed solution The following works should be performed within the reconstruction and modernization of Gilje- Cuprija-Paracin line:

    1.3.1. Interlocking in Jagodina railway station The scope of the works to be carried out at Jadogina Station includes the following:

    a) Modification (and extension) of existing interlocking facilities to support duplex traffic on the interstation Jagodina uprija.

    b) Local Control Pannel (control desk) renovation (new electronic control panel)

    c) Renovation of cable network as well as cable cabinets

    d) Complete renovation of Power Supply Equipment

    e) Modifications at the remote control traffic (CTC) both locally and at Nis centre.

    f) Jagodina station currently is equipped with relay signaling-interlocking device system SpDrS-64JZ for operation in double-track AB system. Since the reconstruction envisages the running at speed of Vmax=160km/h, the disposition of AB signals on track section towards Cuprija (defined in Book 8.2) is selected in such a way that all outdoor components of interlocking in Jagodina station remain on current locations, except for the entry signal Cu91 and appertaining outdoor components (termination boxes, track magnet and transponders), which is to be moved to a new location in order to provide stopping distance of 1500m. The design envisages the delivery and mounting of signal Cu93 for wrong track running.

    I. The existing control desk is mosaic type and shall be replaced with electronic management console (MMI) with adequate interface according to the adopted technical solutions of MMI system of electronic control desk.

    The existing supply device in the station which is executed with rotating converters shall be replaced by the system for continuous supply (UPS) from overhead contact line and distribution network with static converters and auxiliary supply from battery according to the scheme given in the design with the defined components according to the calculation of load and selection of components of the supply device in the enclosure given in Book 8.1. Block schema of supply device is given in the Tender EIB 8 Lot 1 Volume 6 Drawing.

    In the existing signal and safty device it is necessary to dismount three-position motor relays, and mounting axle couter frame with related elements in accordance to the connecting plan of relay groups. The newly designed relay group associated with two-sided transport should also be installed.

    IV. The existing cable network shall be partly changed according to enclosed cabling plans the

    V. For connecting with automatic block sections, it is envisaged to use solution with electronic axle counters, according to solutions set out in project Book 8.1.

    VI. Currently, as Jagodina station is always in operation, in CTC center in Ni only controls of signaling-safety equipment are transferred.

    After the works, also the blocking sections and all bidirectional signals shall be monitored and controlled from the CTC at Nis.

    Therefore, the scope of works with regards CTC includes the supply and installation of the following equipment: a) Local (at Jagodina Station) equipment for remote control of traffic devices (indication, control

    and driver cards b) Due equipment and due development for the reprocessing of board of the CTC center in Ni.

    1.3.2. Interlocking in uprija junction and uprija railway station. Project of modernization and reconstruction of uprija station envisages the reconstruction of existing track facilities in the function of realignment of the railways line route, along with construction of uprija junction as a new single track connection to newly designed double-track section, maintaining thereby all functions of uprija station.

    a. uprija station will get new track connections, comparing to already existing condition, therefore, it is necessary, in addition to civil works, to perform the complete re-processing of the existing interlocking system of the station with adjustment to the new track layout in the station.

    b. The existing uprija station is equipped with relay signaling-safety devices of system SpDrS-64 J for operation in the system of double track APB, (automatic block system). Conditions set out in the Terms of Reference envisage the reconstruction of signaling-safety device along with addition of necessary interlocking components according to the new track layout in the station, for traffic operation in the system of dependence between station at speed V max = 160 km/h.

    c. The design envisages the mounting of signal for bidirectional traffic over both tracks (banalized traffic).Based on planned civil work the reconstruction of the station, provides a new track situation, with defines the installation of the following signals:

    1. Entry signal from Jagodina Cu92 and corresponding entry signal on irregular track Cu94.

    2. Entry signal from Parain Eu91 and corresponding entry signal on irregular track Eu93. 3. uprija junction with switches no:1R, 2R, 3R and 4R 4. New entry throat of uprija station with switches no: 1, 2, 3, 4, 5 and 6 5. Main station tracks 2,3 and 4 6. Exit throat of uprija station with switches No: 7, 8, 9,10,11,12,13,14,15 and 17. 7. Exit signals toward uprija junction Do2, Do3 and Do4. 8. Exit signals toward Parain Eo2, Eo3 and Eo4. 9. Warning signal from Parain PEu95 to be mounted on singletrack line (instead of the

    existing AB signal E21).

    d. Design solution for reconstruction of signaling-safety device in uprija station envisages the dismounting of the existing outdoor and indoor signaling-safety device, entire or partial realignment of main cable route. The existing interlocking cables which are in operation shall be dismounted and new ones shall be laid.

    I. Existing station control desk in mosaic type shall be replaced by electronic MMI.

The existing power supply device in the station which is executed with rotating converters shall be replaced by the system for continuous supply (UPS) from overhead contact line (catenary) and distribution network with static converters and auxiliary supply from battery according to the scheme given in the design with the defined components according to the calculation of load and selection of components of the supply device given in Tender EIB 8.     III. Project envisages equipment of uprija station with new electronic signaling-safety device of entire centralization with the possibility of assigning, realization, control and release of driving and shunting routes with all necessary interfaces according to the existing signalling and interlocking devices and devices of telecommunication, which are defined in more detail in special technical requirements in 3.1. Traffic over the double track railway line route toward the Jagodina and Parain stations shall be performed in the system of the centralized automatic block system with the traffic in both directions, and over the existing track toward Parain station which stays functional in the system of dependence between stations.

    a. Existing station indoor relay devices shall be completely dismounted and remainder put aside and stored in the warehouses of Serbian Railways jsc, to be used as spare equipment

    IV. Currently, as uprija station is always in operation, in CTC center in Ni only controls of signaling-safety equipment are transferred.

    Central traffic control

    After the works, also the blocking sections and all bidirectional signals shall be monitored and controlled from the CTC at Nis.

    Therefore, the scope of works with regards CTC includes the supply and installation of the following equipment:

    a) Local (at uprija Station) equipment for remote control of traffic devices (indication, control and driver cards

    b) Due equipment and due development for the reprocessing of board of the CTC center in Ni.

    V. In uprija station existing outdoor devices are dismounted. Newly supplied outdoor equipment is mounted according to the specification of the supplier electronic signaling-safety devices . Station shall be equipped with main light signals in the technology of LED module for trains reception and dispatching.

    VI. Existing cable termination boxes and cable cabinets shall be replaced by new cabinets of adequate capacity.

    VII. Control of station and block sections shall be performed by electronic axle counter devices with distribution which entirely provides control of all elements participating in the route.

    VIII. On main running tracks by entry and exit signals, new line side transponders 1000/2000Hz with ferrite core will be mounted with adequate mounting accessories.

    IX. a) The design for repair of station devices envisages supply and installation of electric switch

    heating system with infra heaters and feeding from overhead contact line for junction Cuprija (switchs No 1R, 2R, 3R and 4R) and switchs on main running lines in Cuprija station lines 3 and 4 (turnout No 2, 3, 4, 5, 7, 11, 12, 13, 14 and 15).

    b) The design envisages supply and installation of switch heating system, with switching one by one from central control desk and feeding of switchs from the following transformer stations: TS1 at km -0+145 power 50kVA, TS2 at km 0+413.50 situated in PS Cuprija power 50kVA and TS3 at km 0+879 power 50kVA.

    c) Cable distribution shall be performed according to enclosed cabling plan, with application of adequate protective components for cables. All switchs in junction Cuprija and in Cuprija station on 3rd track shall be equipped with thre heaters each for heating of insert and dormant bolt, while switchs of 4th track in Cuprija station will be equipped with two heaters each for heating of insert. Switching system shall be executed on special cables with command and control from central control desk.

    X. Due to change of track connections in station, the main route of line side cables shall be aligned which is defined in the design of line side cables. This design envisages dismounting of all cables and repeated laying of new cable network of adequate characteristics connecting to maximal range and protection from traction current according to the enclosed cabling plan. Envisaged is laying of local TT cables to the entry signals (for telephones). All cables in the main route in the station reconstruction area shall be laid in station concrete ducts and it is also covered by the design for line side cables.

    a. It is necessary that suppler perform the checking of type and capacity of all cables in uprija station, defined by this technical requirements and to harmonize the same to the technical requirements.

    XI. Within reconstruction of station signaling-safety devices, reconstruction of signaling-safety devices will also be performed (which covers performing interface toward signaling-safety device, replacing of switching on/off contacts and signaling-safety devices) for insuring the level crossing PBE1 at km. 1+990,84 on single track line between uprija and Parain without changing the interlocking level, which comprises dismounting of on/off contacts on one track to be cancelled and disposition of contacts on the other track for reduction of inlet section, disposition of one half-barrier and road signal, repair of indoor equipment with replacement of damaged relay assemblies, replacement of rectifiers and battery and repair of outdoor equipment.

    a) Level crossing is specially elaborated in Book 8.4. Main design for reconstruction and modernization of level crossing interlocking with control in the uprija railway station.

    1.3.3. Interlocking in Parain Railway station Design solution of modernization and reconstruction of Parain station implies reconstruction of entry throat to station according to the new civil managing layout, so that it is necessary, in addition to civil works, to perform reprocessing of the existing system of interlocking of station with adjustment to new track layout in station.

    The scope of the works to be carried out at Cuprija Station includes the following:

    a) Modification (and extension) of existing interlocking facilities to support duplex traffic on the interstation Parain uprija. Design solution for reconstruction of signaling-safety device in Parain station included in the entry throat of the station so that all work will mainly take place in that part of the station.

    b) Local Control Pannel (control desk) renovation (new electronic control panel)

    c) Renovation of cable network as well as cable cabinets

    d) Complete renovation of Power Supply Equipment

    e) Renovation of Level Crossing PBE2 and PBE3

    f) Renovation of Automatic Train Protection Induzi equipment

    g) Installation of new heating system for switches

    h) Modifications at the remote control traffic (CTC) both locally and at Nis centre.

    i) Based on the planned civil work, project of reconstruction of the station provides a new track situation, which defines the installation of the following signals:

    1. Supply and installation Mounting of entry signal on single track line from uprija with direction indicator Eu96 and corresponding warning signal PE u 96.

    2. Supply and installation Mounting of new entry throat to Parain station with switches No: 1n, 2n, 3n, 4n, 5n and 6n.

    3. Reconstruction of exist signals Eo3, Eo4, Eo6 and Eo7 with adding of direction indicator. 4. Realignment of entry signal Eu92 on double track line to location for speed

    Vmax=160km/h. 5. Supply and installation Mounting of new entry signal Eu94 on double track line for speed

    V max=160km/h for traffic in both directions on both tracks.

    I. The existing control desk is mosaic type and shall be replaced by electronic management console (MMI) with adequate interface according to the adopter technical solutions of MMI system of electronic control desk.Tenderer should anticipate, on MMI device, the control and command of the device of level crossing PBF1 which mounting is in progress.

    II. The existing supply device in the station executed with rotating converters shall be replaced by the system for continuous supply (UPS) from overhead contact line and distribution network with static converters and auxiliary supply from battery according to the schema given in the design with the defined components according to the calculation of load and selection of components of the supply device in the enclosure given in Book 8.6 Block schema of supply device is given in the Tender EIB 8 Lot 1. Volume 6 Drawing.

    III. Existing relay device is reconstructed and relay groups are mounted by the new track layout in accordance with the connection plan of relay groups.For the purpose of enabling traffic performance on double-track lines for traffic in both directions toward uprija station, on the free frame in relay cabinet mounting shall be performed of dislocated interlocking controller of external components of centralized automatic block system according to the special technical requirements, as well as adequate adaptable interface for interdependence of station signaling-safety device and this controller.

    IV. Currently, as Parain station is always in operation, in CTC center in Ni only controls of signaling-safety equipment are transferred.

    After the works, also the blocking sections and all bidirectional signals shall be monitored and controlled from the CTC at Nis.

    Therefore, the scope of works with regards CTC includes the supply and installation of the following equipment:

    a) Local (at Parain Station) equipment for remote control of traffic devices (indication, control and driver cards

    b) Due equipment and due development for the reprocessing of board of the CTC center in Ni

    V. In Parain station the existing outdoor equipment in the part of civil works, is dismounted and is stored in the warehouses of the Serbian Railways where it will be used as spare parts. The new outdoor devices will be mounted as entry and exit signals with bases, electric switch machines with the tools for solid connection to the sleepers.

    VI. The existing cable terminations boxes and cable cabinets KO-101 shall be replaced by new cabinets of adequate capacity.

    VII. In the scope of works on indoor devices, additional two-position motor relays for new station Blocking sections shall be mounted and connected, indoor units (evaluator) for section control supervised by axel counters and reprocessing of station part of equipment for central traffic control.

    VIII. On main running tracks by new main entry signals, new small line side transponders 1000/2000Hz with ferrite core will be mounted with adequate mounting accessories as on the exit signal toward uprija.

    IX. All elements of the electric switch heating system shall be mounted with command and control on separate cables from interlocking station, according to the drawings in graphic documentation.

    XI. The scope of the works, with regards to level crossings may be summarized as follows:

    Level crossings

    a. Level crossing PBE2 at km 0+596 on deviation for Popovac is interlocked by relay device type Fu1H/60 type Siemens. Since this level crossing now has the connection from uprija, connecting components shall be mounted for running from uprija. Indoor equipment shall be repaired as well as replacement of defective relay groups, replacement of rectifiers and battery and connecting of interlocking components according to the new layout.

    b. Level crossing PBE3 at km. 151+447,84 of new line (i.e.6+145,65 of single-track line) shall have contemporary signaling-safety device executed as electronic processing device to cover automatic switching on and switching off of level crossing with realization of necessary dependences with the interfacing device in Parain station.

    1.3.4. Automatic block devices between stations Jagodina-uprija The design for reconstruction of Gilje-uprija-Parain line envisages the overhaul of track section between stations Jagodina uprija on party changed route and with increase of maximum speed to V max=160km/h.

    Track section between stations Jagodina uprija before track reconstruction, was equipped with automatic block devices SpDrS-64J for execution of traffic over double track line at speed of V max =120km/h. According to the conditions set out in Terms of Reference it is required to process the existing interlocking system for execution of doubletrack traffic over track section between stations at the speed of V max = 160km/h, provided that there is as location of signals for irregular track running, it is required to run the two direction traffic over both tracks.

    a. To meet these conditions it is necessary to work-up the existing interlocking system and layout of automatic block signals for stopping distance of min. 1500 m. Between signals, according to the current provisions of signal rulebook 4/96 and traffic rulebook 3/94, as well as finish off on this section the existing devices for two-direction traffic over both tracks. Interlocking of stopping distance of 1500m requires dislocation of the existing layout of automatic block signals.

    b. From these 6 existing automatic block houses dismounting shall be performed of entire indoor equipment (relay frame, termination cable frame, relay groups, cable termination boxes, blinkers, transformers, supply devices, rectifiers) and then, in accordance to the program of works of other dismounting works along the existing double track line route, execute dismounting of the automatic block houses themselves. Entire dismounted equipment shall be stored in the warehouses of Serbian Railways jsc, to be used as spare parts.

    c. External devices of centralized automatic block signals (block signals and wheel sensors with connecting heads, for control of block section clearance) are mounted on the design proposed sites to be boundaries of block section.

    d. All signals are mounted on typical foundations S51 with red-white perception plates, on 2,6 meters from track axis for which they are valid and according to the Standard JS S3.002: Light signals-Technical requirements for installation.

    e. Connection of outdoor equipment shall be done by the use of adequate signal cables with coating for protection against electric traction current influence. Axle counter devices (evaluators) and electronic block (F ECCB) shall provide connection of outdoor elements (wheel sensors and block signals) in order to satisfy distance between stations Jagodina-uprija.

    f. All block signals are equipped with combined line side transponders 1000/2000 Hz so all block signals must possess local interface (in its signal cabinet) for line side transponder connection.

    1.3.5. Automatic block device on between stations uprija - Parain Design solution for reconstruction of railway line Gilje-uprija-Parain envisages construction of double track line down new route from uprija junction to Parain station

    Double track railways line enters the station of Parain through old track of double track line. New designed double track line planed for maximum speed to V max=160km/h. Old double track line uprija-Parain changed in one track line and in the station Parain enters through new track connection parallel to double track line.

    a. Track section between stations uprija-Parain before the reconstruction was equipped with automatic block devices SpDrS64 J for execution of traffic over double track line at speed of V max = 120km/h. The equipment of automatic block devices dismounted.

    b. To need the conditions that through the new route facilitate the movement of trains at speed of V max =160 km/h, it is needed to layout the automatic block signals for stopping distance of min. 1500m between signals, according to the current provisions of signal rulebook 4/96 and traffic rulebook 3/94 as well as the track line allow two-direction traffic over both tracks.

    c. Outdoor devices of centralized automatic block system (block signals and wheel sensors with connection boxes for control of block section clearance) are mounted on sites proposed by design as boundaries of block sections.

    d. All signals are mounted on typical foundations S51 with red-white perception plate, on 2,6 meters from the track axis for which they are valid, and according to the Standard JS S3.002: Light signals Technical requirements for installation.

    e. Connection of outdoor devices to be performed by usage of adequate signal cables with coating for protection against electric traction current. Axle counter devices (evaluators) and electronic block (FECCB), shall provide connection of outdoor elements (wheel sensors and block signals) in order to satisfy distance between stations uprija Parain

    f. All block signals are equipped with combined line side transponders 1000/2000 Hz, so all block signals must possess local interface (in its signal cabinet) for line side transponder connection.

    1.3.6. Level crossing with control in uprija railway station In uprija railway station three level crossings are controlled: PBC1, PBC2, and PBE1.

    The scope of works with regards to level crossings is as follows:

    The reconstruction, overhaul and adjustment of signaling-safety devices shall be executed of level crossing PBE1 which is situated at km 1+990,84 on single-track line between uprija and Parain. Existing signaling-safety devices on level crossings PBC1 and PBC2 shall be completely dismounted, because the design for new route of line from Gilje halt to uprija station envisages differentiation of levels of all level crossings

    1.3.6.1. Level crossing PBE1 : is a crossing at level of local road connecting the regional road uprija Parain and Belgrade Ni state border railway line. The width at the crossing is 5m and crossing angle is 85. According to the current situation the level crossing over two track is equipped with automatic signaling-safety device of type Fu2H/60 (developed by SIEMENS AG, and manufactured by Ei Signalling device factory from Belgrade), half-barriers, light signals and switching and repeating contacts for automatic switch-on and switch-off on both tracks, and on control desk in uprija station there are commands and controls of condition of correctness and operation of level crossing

    I.

    a. For running from uprija station, crossing device is switched on automatically through switching devices K1/11b1 ice. K1/11b2 (switching case 2) and for running from Parain station the device is switched through switching devices K2/12a i.e. K2/12b (switching case 18 from the Instruction 412 on equipping of level crossings by electric signaling-safety device, i.e. case B according to Siemens documentation with prior activation of the devices on right track through additional switching devices K4/14b (switching case 3 from Instruction 412 on level crossing equipping by electric signaling-safety devices. Switching off of level crossing device is executed through switching devices K3/13a i.e. K3/13b located beside the level crossing.

    The main characteristics of the current signalling equipment may be summarized as follows

    b. Level crossing is equipped with half-barriers and two light level crossing signals. Level crossing device is situated in standard concrete houses beside the level crossing and feeding of level crossing is executed from feeding device in uprija station through the existing line side feeding cable with voltage 750V/83 1/3Hz. The device contains the battery for autonomous operation of device in duration of 8 hours.

    c. Connecting of level crossing device control with signaling-safety device and control desk in uprija station is executed through special wires in existing signal cables

    II. Since the Design for reconstruction of uprija station envisages the cancellation of the left track and changes in route parameters, it is necessary to dismount, repair and mount again on new locations the both half-barriers and both level crossing signals, as well as to dismount of switching on and switching off elements on left track which is being cancelled (currently marked as K2/12a and K3/13a). Since basic parameters of level crossing are being changed (length of crossing i.e. length of switching section) it is necessary to dismount, repair and mount again on new locations of the switching components on right track (marked in design as K1/11 and K2/12). Since the method of switching on of level crossing on both sides is changed, it is needed to execute and perform corresponding corrections in the indoor part crossing device implying dismounting of relay rack 2 and termination cable rack 2 and dismounting, repair and mounting and connecting of relay groups which shall be used after reconstruction, as well as new wiring in level crossing concrete house in the way as specified in design drawings. Also, it is necessary to perform the corresponding interface connection with electronic interlocking in uprija station.

    Designed condition of level crossing PBE1

    a. Switching on of level crossing for running from uprija shall be executed as follows: the running over 2nd. 3rd and 4th

    b. Switching on of level crossing for running from Parain shall be performed unconditionally on switching on components K2/12.

    track, the switching on component K1/11 needs to be activated when corresponding exit signals Eo2, Eo3 and Eo4 show signal mark for permitted running and must stay activated unit cancellation of exit route. For realization of stated dependences it is necessary to provide adequate number of wires in signal cable between the level crossing device and station signaling-safety device, which is defined on cable plan of design.

    c. Switching off of level crossing device will be performed by stepping over and leaving of switching off elements and components K3/13 beside the level crossing.

    d. There will be a possibility to switch on and off the level crossing device through local switch placed near the crossing.

    e. Disposition of all indoor and outdoor elements of interlocking is presented in enclosed drawings in graphic documentation, Volume 6 Drawing, and especially for current and projected state.

    1.3.7. Level crossing with control in Parain railway station In railway station Paracin, the following level crossings are controlled: PBE2, which is situated on Paracin-Stari Popovac line and PBF1, PBF2 and PBF6 situated on Belgrade-Nis line, between stations Paracin and Cicevac.

    a) Within the scope of civil works in Paracin station and reconstruction of signaling-safety devices in Paracin station, the signaling-safety device of level crossing PBE2 shall also be reconstructed, and level crossing PBE3 shall get interlocking over 3 tracks on new route of line between Jagodina and Paracin, with contemporary signaling-safety device of electronic processing type.

    b) The existing signaling-safety devices on level crossings PBF1,PBF2 and PBF6 shall not be changed, because they are situated out of the reconstruction area.

    1.3.7.1 Level crossing PBE2 Level crossing PBE2 is crossing of local road Paracin-Stari Popovac and Paracin-Stari Popovac line at km 0+596 over one track. The width at crossing is 7 m, and crossing angle is 75.

    Currently, the level crossing is equipped with automatic signaling-safety device type Fu1H/60 (developed by SIEMENS AG, and produced by EI Factory of signaling devices from Belgrade), half-barriers, light signals and activating and repeating contacts for automatic activation and deactivation, and control desk in Paracin station contains commands and controls of regular operation of level crossing.

    I. The main characteristics of the current signalling equipment may be summarized as follows:

    a) For drives from Paracin station, crossing device is activated automatically through activation devices K1/11-E2 with realization of dependence with exit signal Eo2 from Paracin station (activation case 12 from Instruction 412 on equipping of level crossings with electric signaling-safety devices), and for drives from Stari Popovac station device is activated through activation devices K2/12-E1 (activation case 11 from Instruction 412 on equipping of level crossings with electric signaling-safety devices).

    b) Level crossing device is deactivated through deactivation devices K3/13 located beside the level crossing.

    c) Level crossing is equipped with two half-barriers and two level crossing signals. U Level crossing device is located in standard hut near the crossing, and feeding of crossing is from feeding device in Paracin station through the existing lineside feeding cable with voltage 750V/50Hz. Accumulator battery is mounted within the device, providing autonomous operation of device for 8 hours. Designed condition of level crossing PBE2:

    d) Control of level crossing device is connected to signaling-safety device and control desk in Paracin station through special wires in the existing signal cables.

    e) Since the design for reconstruction of Paracin station envisages changing of track layout so that level crossing now has connection from Cuprija, the indoor part of crossing device needs to be modified (connecting of relay groups and termination cable rack).

    II. The new operational characteristics of the signalling equipment may be summarized as follows:

    Designed condition of level crossing PBE2:

    a) For running from Stari Popovac station, activation of level crossing device is a combination of case 11 (because entry signal from Stari Popovac Eu98 is situated on distance shorter than approximation length S') and case 5 (due to possible stopping of train between level crossing and main activation devices from Stari Popovac for running from level crossing towards Stari Popovac). Main activation of level crossing device for running from Stari Popovac is done through activation devices marked on drawings as K2/12-E2 (for case 11), and thereof deactivation for running from opposite direction is done through activation devices marked on drawings as K4/14-E2 (for case 5).

    b) For running from Paracin station, activation of level crossing device is done through activation devices marked on drawings as K1/11 I-E2 with realization of dependence with exit signal Eo2 from Paracin station (case 2) in the way that activation device K1/11 I-E2 is active for running in direction towards the crossing when the exit signal Eo2 shows permitted running, and must stay activated until the exit route is free. This dependence is realized through adequate relay contacts WS in the group for telematic control of level crossing and relay KH in the group of activation devices which are connected in parallel and provide for activation devices to be activated only when the signal shows permitted running. Since it is necessary to provide the control of running routes over turnout S9b for running which does not lead to level crossing but to Cuprija station, and in Paracin station adequate group for telematic control of level crossing PBE2 is already mounted, it is necessary to provide in schematic technique the additional bridging of contacts which control failure in this group, so that exit running can be given towards Cuprija station even in case of failure on level crossing PBE2. This dependence is provided through adequate WL group for control of position of turnout 9n, and according to the plan for connecting of relay groups in Paracin station, which is given in the design for Paracin station in Book 8.6.

    c) Since the level crossing now has the activation for running from Cuprija, on track of single-track line towards Cuprija, the activation device shall be mounted which is marked on drawings as K1/11 II-E2. Activation of level crossing device for these drives is also activation

    case 2, and identical dependence is realized with entry signal Eu96 as stated in the previous paragraph. For control of running routes WL group for control of position of turnout S1n is used which realizes schematic technical dependence with the other part of the group for telematic control of level crossing PBE2 in the way described in the previous paragraph, so that it is possible to set the running route from Cuprija to Paracin even when the level crossing PBE2 is in failure. Since the running from activation component K1/11 II-E2 to level crossing is performed over two parts of line with different speeds (on single-track line Vmax=120 km/h, and on part of the line from turnout S1n to Stari Popovac Vmax=60 km/h) the calculation of distance of this activation component is done for average speed Vmax=90 km/h.

    d) Level crossing device is deactivated by passing over and laving of deactivation components marked as K3/13-E3 beside the level crossing. It will be possible to activate and deactivate level crossing device through local shunter mounted near the level crossing.

    e) The disposition of all outdoor interlocking components is shown in enclosed drawings in graphic documents Tender EIB 8 Lot 1, Volume 6 Drawing.

    1.3.7.2 Level crossing PBE3 After the civil works , level crossing PBE3 over three tracks at km 151+447,84 of new double-track line (i.e.6+145,65 of single-track line Cuprija - Paracin) is level crossing with local road over three tracks. The width at crossing is 5 m, and crossing angle 90. Level crossing shall get signaling-safety device designed as electronic processing device, which must be approved for mounting on PE SR lines and have the possibility of at least seven-day protocol of all events and commands related to operation of level crossing, as well as remote display of above records. The calculation of location of activation devices on double-track line is executed for speed of Vmax=160 km/h and on single-track line for speed of Vmax=120 km/h according to special calculations enclosed in the design Book 8.6., which will be available to the Contractor for review.

    The operational and technical characteristics of the signalling equipment may be summarized as follows:

    a) Activation of level crossing device for running from Paracin station shall be done through activation devices marked on drawing as K2/12a-E3, but with adequate dependence with entry signal Fu91 and exit signals Eo2, Eo3 Eo4, Eo6 and Eo7 of Paracin station, as follows: 1) If entry signal Fu91 and adequate exit signal show permitted running (which

    implies passing through) level crossing is activated by passing of train over activation devices K2/12a-E3 (which are previously activated by placing of entry signal, since they are in shunting area)

    2) If entry signal Fu91 shows permitted running and adequate exit signal as a target signal of entry running route shows forbidden running, in the moment when train passes over activation devices K2/12a-E3, the passing over activation devices is being surveyed, recorded running route is stored, the need of activation of level crossing is memorized at giving of exit running route from track which was target for entry running and time blocking of exit signal is performed for it to show forbidden running. After giving the command for placing of exit signal from track on which train is situated, firstly the level crossing device is activated, and after expiration of period for level crossing interlocking of minimum 22 seconds, that exit signal is placed to show permitted running.

    3) If entry signal Fu91 shows forbidden running, activation devices K2/12a-E3 are deactivated. Activation and deactivation of these activation devices is realized through contacts of adequate WS relays in station group for telematic control of level crossing.

    b) For realization of these dependences, adequate groups shall be mounted in Paracin station for dependence of level crossing with station signal, as well as the group for telematic control of level crossing.

    c) For running from Paracin station to Stari Popovac from track 2, it is necessary to realize the additional schematic-technical dependence between the group for dependence of level crossing with station signal Eo2 and WL group for control of position of turnout S9b, to

    enable the possibility to set running route towards Stari Popovac even when the level crossing PBE3 is in failure (i.e. to provide this running without activation of level crossing device). This dependence is provided according to the plan for connecting of relay groups in Paracin station, which is given in the design for Paracin station in Book 8.6.

    d) Activation of level crossing device for running from Stari Popovac shall be done through activation devices marked as K2/12 II-E3, with realization of dependence with entry signal Eu98 and additional schematic-technical dependence between the group for dependence of level crossing with signal Eu98 and WL group for control of position of turnout S1P, to enable the possibility to set running route towards Paracin even when the level crossing PBE3 is in failure. This dependence is also provided according to the plan for connecting of relay groups in Paracin station, which is given in the design for Paracin station in Volume 8.6. For realization of these dependences, it is necessary to extend the announcing section IPE' towards Stari Popovac for 100 m. Since the running from activation components K2/12 II-E3 to level crossing is performed over two parts of line with different speeds (on single-track line Vmax=120 km/h, and on part of the line from turnout S1n to Stari Popovac Vmax=60 km/h) the calculation of distance of this activation component is done for average speed Vmax=100 km/h.

    e) Activation of level crossing device for running from Cuprija open line switch over new double- track line shall be done through activation devices marked as K1/11a-E3 and K1/11b-E3, and for running over single-track line Cuprija-Paracin through activation devices marked as K1/11c- E3. For all three tracks activation is activation case 11. Since activation devices K1/11a-E3 and K1/11b-E3 belong to section IE2D of AB signal E32D (and in phase II when traffic in both directions is established, also to section of IE2L of AB signal E32L), on the border of this section, repeating activation device shall be mounted which is marked on drawings as K1/11a'- E3 (and in phase II also K1/11b'-E3). For realization of adequate dependence between level crossing device PBE3 and AB device, in block hut BE2 the corresponding group shall be mounted for dependence BsSk 7207/15, which is covered in the design for track distance between stations Cuprija-Paracin in Book 8.5.

    f) Deactivation of level crossing device on each of the three tracks shall be done by passing over and leaving of adequate deactivation components located near the level crossing, and it is possible to deactivate the device by pushing the button on control desk in Paracin station. It will be possible to activate and deactivate level crossing device through local shunter mounted near the level crossing.

    g) Level crossing will be equipped with two half-barriers and two level crossing signals. Level crossing device will be located in standard hut near the crossing, and feeding of crossing shall be from supply device in Paracin station through the existing lineside feeding cable with voltage 750V/50Hz. Accumulator battery shall be mounted within the device, providing autonomous operation of device for 8 hours.

    h) Protocol and monitoring of level crossing must be possible on the spot and remote from CTC center in Nis. Displaying on the spot shall be done in wireless manner (through the adequate GSM/GPRS modem) directly from device, by authorized persons of competent maintenance service. For realization of these communications, it is necessary to have on level crossing device and CTC center the mounted adequate modules for remote displaying of all records related to level crossing. The device must enable sending of coded SMS (with code of disturbance/failure) to mobile telephone of person in charge from competent maintenance service.

    1.4. Organization and schedule of works All devices are to be mounted in line with explanations given in the technical description and explanations given in the corresponding standard designs of equipment manufacturer. Defining of locations of components of outdoor equipment is executed in line with current operation- technical regulations on ZS lines covering the securing of free space for running of rail vehicles (Rulebook 314, Rulebook 315 and Instruction 328). Since line gauge can be jeopardized during mounting of certain components of outdoor equipment (e.g. signals, Insulated joints, breakthrough under track which are not executed by underground boring, concrete or metal canal under track etc.), it is necessary to plan in such events the closure of line and act fully in

    accordance with the provisions laid down in traff ic rulebook 3/94 and ensure the closure of line by competent service of "Serbian Railways" jsc.

    In particular, the following points must be taking into consideration when planning the works execution:

    a) Micro-location of the main light signal is in the exclusive jurisdiction of the Serbian Railways and the obligation of the Employer to make a request to the competent transportation services for the establishment of the Commission for the micro-location the main light signals on that part of the line.

    b) Works for reconstruction of signaling-safety devices need to be executed in phases following the rehabilitation and overhaul of substructure and permanent way on the entire section envisaged for reconstruction.

    c) Drawing of the phases reconstruction and modernization of the railway line Beograd Ni section Gilje uprija Parain, are in the Volume 6 Drawing chapter VIII.

    The works on the reconstruction and modernization of the Gilje-uprija-Parain section of the Belgrade-Velika Plana-Ni railway line shall proceed in 8 phases:

    1.4.1 Phases of the Works Execution Belgrade-Velika Plana-Ni railway line shall proceed in 8 phases, which are detailed in the following sections.

    1.4.1.1. Phase 1 The works along Segment D1 may be summarized as follows: a) Construction of substructure of the newly-designed double track railway line, from 140+545

    to the first existing track in uprija Station, together with drainage system with manholes from km 145+881.49 t km 146+074.95 along the right track of the new double-track railway line.

    b) Construction of substructure in "uprija branching-off point" to the first existing track in uprija Station.

    The works along Segment D2 may be summarized as follows: a) Construction of substructure of the newly-designed double track railway line from the last

    existing track in uprija Station to km 150+050.00;

    Construction of substructure of the track No. 3 and drainage system with manholes and outflow structures from the entry pointwork in Parain Station to km 152+741.81 along the right track of the existing railway line at the distance of 6.20 m from the existing left through track;

    Construction of push-pull track on the triangle in Parain Station and reconstruction of track on triangle in the length of 650 m;

    Reconstruction of track to warehouse and maintenance shop in Parain Station.

    1.4.1.2. Phase 2 The works along Segment 1 may be summarized as follows: a) Placing of permanent way onto the newly-constructed substructure of the double track

    railway line and "uprija branching-off point",

    b) Establishing connection between "uprija branching-off point" and tracks in uprija Station (from km 145+892,00 of the left track of the newly-designed railway line, single track railway line is branching by switch No. 3, type R=300 =60 to fit the track No. 3 in uprija Station. This is permanent connection with uprija Station that also enables execution of works on the permanent way, segment D1 and supply of resources by rail from uprija Station direction).

    The works along Segment D2 may be summarized as follows: a) Construction of temporary simple connection, 282.42 m long, on the double-track railway line

    in uprija Station that enables construction of permanent way on segment D2,

    b) Cutting and dismantling of tracks No. 10,11,12 and 13 shall be performed on the entry pointwork in uprija Station that will enable undisturbed works on construction of substructure of the new double track railway line through the station,from track No. 9 ,13

    c) Dismantling of track No. 9 behind the switch No.4 at entry pointwork in the existing uprija station to the end of track bed of the new double track railway line,

    d) Dismantling of switches S7,S9 and S11 in uprija Station,

    e) The existing ballast bed shall be removed to the thickness of 45 cm,

    f) Construction of substructure in the area of connection and substructure of the new double track railway line, from track No. 13 to track No. 9 in uprija Station,

    g) After switch No.4 at the entry pointwork in the existing uprija Station the connection will be branched off from the existing track No. 9 to the direction of right track of the newly-designed double track railway line by means of curve having R=200 in radius,

    h) Maximum longitudinal gradient of the connection is 7.00,

    i) From km 0+000.00 to km 0+100.00 as well as from km 0+250.00 t km 0+282.42 works will be performed only on permanent way, and from km 0+100.00 t km 0+250.00 works will be executed on both substructure and permanent way,

    j) Permanent way will be constructed of the already used material,

    k) Temporary switch,type R=200 =60 will be used to enable transition from right to left track,

    l) Transition curves are not planned to be designed and the foreseen speed will be V=20 km/h.It will be used as private siding. Works on placing of permanent way onto the track bed of the newly-designed double track railway line will be enabled,

    m) Connection shall not be electrified,

    n) Drainage of the connection shall be realized through earth channels,

    o) After completion of connection, permanent way shall be placed onto the newly constructed substructure of the double track railway line on the right track from the connection end toward Parain Station, segment D2,

    p) After installation of temporary switch, 10 m from the connection end, placing of permanent way onto the left track shall start. The left track may be mounted from the track No. 9 in the existing station up to the end of constructed double track railway line.

    q) This phase will include placing of permanent way onto the bed of the single track railway line (Zmi-Parain), Phase 1 and all designed crossovers at the entry pointwork in Parain Station as well as on triangle toward Stari Popovac. Smooth running is recommended, if necessary (switches 1n,2n,3n,4n,6).

    r) Segments D1 and D2 together with substructure, permanent way and installations should be constructed to the existing railway line at the distance that will enable safe traffic operations.

    s) Traffic will be enabled on route B according to relevant timetable. Transition to track No. 4 in uprija Station will be enabled by switch S1.

    t) Station tracks No. 4, 5 and 6 must be maintained in function until works on lying of new switches S2,S3 and S4 at the new entry pointwork in uprija Station have been completed. Exit pointwork in uprija Station shall suffer no changes.

    1.4.1.3. Phase 2b The works may be summarized as follows: Installation of new switches S2,S3 and S4 at the new entry pointwork in uprija Station. During the installation works, track No. 4 will be closed and station tracks No. 5 and No. 6 will be in function.

    1.4.1.4. Phase 3a The works along Segment D1 may be summarized as follows:

    a) Connection between the existing left track of the double track railway line and left track of the newly designed double track railway line will be enabled in Gilje while traffic will be enabled on right track of the existing railway line from Jagodina Station to uprija Station, route Ca, and from uprija Station to Parain Station by double track segment D3.

    b) Dismantling of tracks and switches at entry pointwork in uprija Station (tracks No 1,2 and 3).

    1.4.1.5. Phase 3b The works may be summarized as follows:

    a) The existing right track of the double track railway line will be connected to the right track of the newly designed double track railway line in Gilje, while traffic will be enabled on left track of the newly designed railway line from Jagodina Station to uprija Station, route Cb, and from uprija Station to Parain Station by double track segment D3,

    b) Dismantling of tracks on the existing railway line from Gilje to entry pointwork in uprija Station and remaining tracks and switches at the entry pointwork in uprija Station as well as temporary connections and switches will be enabled.

    c) Connection of segments D1 and D2 of the newly designed double track railway line in uprija Station.

    1.4.1.6. Phase 4 The works along Segment D3 may be summarized as follows: a) Within this phase, the existing left track, segment D3, will be connected to the new track No.3

    (Zmi-Parain). Temporary connection, 414.2 m long, will be branched by 180 m transition curve from the left track at km 152+325.41. Chainage on the right track will continue by circular curve R=800 m in radius and 180 m long transition curve to enable connection to the newly constructed track No.3 at km 152+741.81 according to km switches of the existing line with maximum longitudinal gradient of the connection of 0.14,

    b) Permanent way of the left track will be displaced laterally from km 152+325.41 t km 152+400,00 where dismantling of the present left track will start. Both permanent way and substructure shall end at the connection at km 152+739.61. Permanent way will be constructed of the already used material,

    c) Drainage of the connection will be enabled through earth channels,

    d) In the course of construction of connection, drainage system will be also placed from km 152+676.66 t km 152+741.81,

    e) Connection will be electrified,

    f) At km 152+315.41, switch type R=200 =60 will be installed on left track to enable connection with the right track of the existing railway line, Phase 5.

    g) The left track from Zmi to Parain, 1700 m long will be laterally displaced to enable adequate room between main through tracks, as stated in the design. Switch 4n will be installed together with connection to the switch 3n.

    h) Traffic will be enabled on both tracks of the newly designed railway line, from Gilje stopping place to uprija Station, route D, nd from uprija Station to Parain Station on right track of the existing railway line.

    1.4.1.7. Phase 5 The works along Segment D3 may be summarized as follows: This phase shall include connecting of switch at km 152+315.41 on the left existing track to the right track. At the switch of connection, the speed is limited to V=20 km/h.

    1.4.1.8. Phase 6 The works along Segment D3 may be summarized as follows: a) Through redirection of traffic to the left track and Zmi-Parain single track railway line,

    track railway line from km 150+050.00 t km 150+300.00 will be enabled, including placing of drainage system from km 150+075.02 t km 150+202.48,

    b) Dismantling of the existing railway line will be performed in the area of connection switch,

    c) Overhaul of the existing double track railway line from Zmi to Parain will be performed,

    d) Switch No. 7 will be installed at entry pointwork in Parain Station,

    e) Traffic will be enabled on route .

    1.4.1.9. Phase 7 The works may be summarized as follows:

    a) Traffic will be enabled on route F.

    b) This phase includes Resumption of works on reconstruction of uprija Station,

    c) Dismantling of tracks in uprija Station fully in accordance with the relevant design,

    d) Reconstruction of right track of the existing railway line from uprija to Zmi, according to the relevant design.

    1.4.1.10. Phase 8 a) Designed state. Final works are in progress.

    b) Upon the completion of works in phase 7, uprija station and single-track section D3 shall be put into service.In this phase, between Jagodina and Paracin stations, trains shall run along the new double- track line according to train timetable, whereas only local passenger trains and a pair of feeder- handling trains run to Cuprija station and from Cuprija station to Paracin station along single- track linE

    1.5. Time for completion and Prescriptions common to Lot 1, 2 and 3 Time for completion The Time for Completion of the works of Lot1 (except st. uprija), Lot 2 and 3 - Supply Of Equipment And Execution Of The Works On Reconstruction And Modernization Of Overhead Contact Line And Power Supply, Telecommunication And Relay Interlocking Facilities is 370 calendar days and is expected to be completed together with the Civil Works. The Time for Completion for the works of Lot 1, Reconstruction of Signalling - Interlocking Equipment for Station uprija is 730 days. During the period from the 630-day to the 720-day it is the contractor's obligation to perform trial operations according to the position M5.1 of the relevant Bill of Quantities, Testing And Commissioning Of Signaling And Safety Device. Prescriptions common to the lot 1, 2 and 3 Civil Works are supposed to start in March 2013, for a scheduled execution time of 415 calendar days. An indicative Programme is attached for full information. All works for supply of equipment and execution of the works of reconstruction and modernization of the electrotechnical facilities of the railway line is expected to start in May 2013. The Employer reserves the right to make any amendment to said indicative Programme of Civil Works execution. The tenderer is required to make a plan of delivery of materials and equipment, and submit with his tender. The delivery schedule of the offered equipment and its installation must be synchronized with the civil works.
