    Purpose of

    CMP

    The Total Army Training System (TATS) Course Management Plan (CMP) and Program

    of Instruction (POI), Appendix A, have been designed to facilitate the implementation ofthe TATS Plumber Course, MOS 21K10, into the Total Army School System (TASS). TheCMP and POI contain information and procedures pertaining to skill level one training forsoldiers preparing to perform duties as a plumber. The CMP and POI are intended foruse by personnel involved in the administration and management of such training.

    SECTION I: COURSE INTRODUCTION

    Introduction This section describes the purpose of TATS, course management plan layout, andtraining management responsibilities.

    CoursePurpose

    1. The objective of the TATS PlumberCourse is to provide soldiers with the skills andknowledge required to perform installation, troubleshooting, and maintenance ofplumbing systems, and assist in combat engineering missions. The technical trainingis based on the MOS 21K10 critical tasks and consists of training in the followingsubjects:

    CourseManagementPlan Layout

    The Course Management Plan (CMP) is divided into eight sections:

    1. Section I introduces the MOS 21K10 course, discusses training managementresponsibilities, safety, and environmental protection.

    2. Section II presents the course design and structure.

    3. Section III provides an overview of course materials.

    4. Section IV describes course support requirements and how resource requirementsare determined.

    5. Section V discusses the administration of testing, remedial training, and counseling.

    9. The appendixes contain documents used in course management, including theProgram of Instruction, the course map, a Master Reference List, and evaluationmaterials.

    TrainingManagementResponsibilities

    It is the responsibility of all personnel involved in the training management process toensure each student receives effective training. Specific U.S. Army Engineer School,course manager, instructor, and student responsibilities are described below.

    1. The U.S. Army Engineer School (USAES) is the proponent for the TATS PlumberCourse, MOS 21K10. The Department of Training and Doctrine Development isresponsible for developing and, when appropriate, revising the Program of Instruction(POI), Course Management Plan (CMP), Training Support Packages (TSPs), andexaminations.

    2. Course Manager Responsibilities: The course manager is normally the seniorinstructor for the technical training phase and is responsible for the overallmanagement of the course. Responsibilities include, but are not limited to, thoselisted below:

    a. Providing training and testing in accordance with the POI and local policies

    b. Preparing the training schedule for the course

    c. Assigning incoming students to appropriate classes, taking into accountavailability of instruction and training facilities

    d. Estimating requirements for maintaining adequate course materials on hand tosupport sustained operations

    e. Providing input to the ammunition forecast, in accordance with appropriateregulations and guidance, to ensure that required ammunition is on hand tosupport conduct of the course

    f. Providing input to all equipment and facility forecasts necessary to support thecourse and ensure they are on hand or available when needed for training

    g. Ensuring instructors are trained adequately in accordance with Department of theArmy Regulations and local policies for the duties they are to perform

    h. Ensuring ranges and range times necessary to support practical/situationalexercises are available.

    i. Performing counseling services for those students with problemsNOTE: Documentation of counseling sessions must be individualizedbased on the students weaknesses and needs.

    k. Notifying the chain of command of any unresolved problems which mayadversely affect the course

    l. Ensuring all recommendations for changes to the course are processed through

    the proponent (USAES) for review and approval prior to implementation

    m. Maintaining a current risk assessment, assigning risk levels, obtainingauthorization, if needed, and taking corrective actions

    3. Instructor Responsibilities: The instructor is the manager of the day-to-daylearning activities of students attending the course. Instructor responsibilities include,but are not limited to:

    a. Being prepared to administer the training and testing. The instructor isresponsible for being technically proficient in the subject matter being taught.Equally important, the instructor is expected to be proficient in facilitating thelearning activities of the students, administering training in accordance with the

    TSP, and conducting all training and testing in a professional manner.

    b. Being responsive to the needs and problems of the students while they are underhis/her control. The instructor is expected to provide solutions to problems ordirect the students to the proper source for help.

    c. Maintaining the training facility in a manner that aids effective learning. Theinstructor is responsible for ensuring necessary course materials are on hand;training facilities are neat, clean, and safe; and discipline, both in the classroomand in the field, is maintained at all times.

    d. Managing students with disciplinary, academic, or administrative problems. Theinstructor is responsible for providing to the course manager a record of allcounseling sessions.

    e. Evaluating each students performance during practical exercises and testing.

    f. Selecting and prescribing appropriate remedial training, retraining, and retestingwhen a student does not pass a practical exercise or a test.

    g. Recommending to the course manager, in accordance with local policy andcurrent regulations, that a student be dropped from the course.

    h. Maintaining student records as outlined in the CMP and any others required bylocal policy.

    i. Taking immediate action to correct or report all unsafe conditions within thetraining facilities.

    j. Providing the students with any required assistance related to accessingpublications, equipment, forms, and instruction identified in the student guide orrelated material.

    k. Evaluating course materials and administration. Providing suggestions andrecommendations to the course manager for improving the course. Providingfeedback to the proponent school when appropriate.

    l. When instructing, all instructors must have at least one visitor folder at a table ordesk in the rear of the classroom or field training area. These folders will include,as a minimum:

    (1) The current training schedule.

    (2) Current class roster.

    (3) The course POI and current TSP.

    (4) A copy of all student materials for the class in session.

    (5) Instructor credentials, to include:

    (a) Certificate of completion of a TRADOC approved instructor trainingcourse (ITC) within the past five years. A certificate of completion overfive years old is still valid if the instructor has been teaching without abreak.

    (b) Copy of orders awarding instructor identifiers: Officer, Additional Skill

    Identifier (ASI) 5K; Warrant Officer, Special Qualification Identifier (SQI)8; Enlisted Personnel, SQI H.

    (c) Certificate of completion of the course being taught (or comparableevidence of technical qualification in exceptional cases).

    (d) Instructors Department of the Army Form 705, Army Physical FitnessTest (APFT) (DA Form 5500 or 5501, Body Fat Worksheet, if required).

    (e) Proponent certification documentation.

    (6) Army Training Requirements and Resources System Class Roster.

    (7) Training Observation Checklist (critique sheet for class visitors).

    (8) Course Risk Assessment

    (9) Attendance Record (FORSCOM Form 270-R), for reserves only

    (10) Visitors Sign-In Log

    m. Counseling students, as necessary, on exceptional or unacceptableperformance.

    n. Preparing training site prior to arrival of students.

    4. Student Responsibilities: The responsibilities of each student attending thecourse include, but are not limited to, those listed below:

    a. Performing all course learning activities in a conscientious manner

    b. Studying the student guide completely

    c. Completing training to standards on all TSPs

    d. Requesting instructors help when confused or when told to do so by the training

    j. Following the directions of the instructor

    Safety Care of soldiers is a leadership function and safety is essential in caring for soldiers.Safety will not be sacrificed for realism during training. Safety of personnel must be a

    primary consideration in planning and conducting training. Prior to all training, cadreand students will be briefed thoroughly on applicable safety procedures, potentialaccident producing conditions, and hazards that may be encountered. Unusual vehicle,water, and weapons safety considerations, and environmental hazards in training areaswill be stressed prior to and during the training. The training cadre must be proactiveand aggressive in reducing and preventing training injuries and fatalities.

    1. All training institutions will have a safety officer appointed and on site for allTSPs with approved risk assessment of medium or higher. Multiple trainingsites will require additional safety officers.

    2. Safety considerations are outlined in each TSP and must be strictly adhered to at alltimes. Each instructor will integrate the appropriate safety/caution statement intothe presentation of each learning objective.

    3. The key elements of safety in training are:

    a. Instructor establishes safety standards for each task.

    b. Instructor identifies unsafe acts, conditions, or hazards.

    c. Student performs the task to the prescribed standards.

    d. Instructor evaluates the students performance.

    4. Soldiers at all skill levels must understand their individual responsibilities for safety,be able to recognize unsafe acts, and know how to report them to leaders.

    Environ-mental

    Stewardship

    1. Environmental stewardship is an integral part of all army training. Leaders at alllevels must ensure compliance with all federal, state, and local regulatory

    requirements. Precautions must be taken to ensure damage to the environmentdoes not occur. All violations must be reported immediately to the appropriate chainof command.

    2. Environmental considerations and protection actions have been incorporated into allcourse learning objectives. Instructors must ensure students understand theirresponsibilities for recognizing hazards and preventing environmental mishaps.

    Introduction This section presents the course structure and instructional methods and media.

    CourseStructure

    1. The TATS MOS 21K10 PlumberCourse consists offive training modules. Eachmodule represents a grouping of one or more lessons. The course and module maps(Appendix B) graphically depict a sequential structuring of the modules presented inthis course.

    2. The Fort Leonard Wood TATS course during peacetime is 5 weeks, 1 days in length.The TATS course during mobilization is 3 weeks, 1 days in length. For the reservecomponent (RC), modules are taught either during inactive duty training (IDT), activeduty training (ADT), or through distance learning (DL). The table below shows abreakdown of the training modules and their respective instructional times.

    InstructionalMethods and

    Media

    1. Six of the instructional methods mandated by TRADOC Regulation 350-70 areemployed in this course to train, reinforce, and test students in the skills

    required for MOS 21K10. These instructional methods are defined below.

    METHOD DEFINITION

    CO Conference A method which employs directed discussion of a topic involving groupparticipation that is student-centered but instructor controlled.

    DM Demonstration The instructor and support personnel show and explain the operation or action tothe students. The student is expected to be able to perform the operation oraction after the demonstration.

    PE1 PracticalExercise(hardwareoriented)

    Students are required to perform the action required by the learning objectiveunder controlled conditions to the established standards. Performance is onactual equipment to include simulators and training devices.

    PE2 PracticalExercise(nonhardwareoriented)

    Students are required to perform the action required by the learning objectiveunder controlled conditions to the established standards. Performance does notinvolve actual equipment and is generally paper-based.

    TE1 Test (hardwareoriented)

    Students are evaluated on their performance of the action required by thelearning objective. Performance is on actual equipment to include simulators and

    training devices.

    TE2 Test(nonhardwareoriented)

    Students are evaluated on their performance of the action required by thelearning objective. Performance does not involve actual equipment and isgenerally paper-based.

    2. The instructional media used in this course include printed materials, visual and audio materials, and actual equipment.

    Introduction This section provides an overview of MOS 21K10, PlumberCourse, training materialswhich include the following documents:

    a. References

    f. Viewgraph Transparencies (Slides)

    References All required references are listed in Appendix C and include regulations, field manuals,and technical manuals. Appendix C contains a Master Reference List of all referencesrequired for the course and a Training Support Package Reference List presenting abreakdown of references according to Training Support Package.

    CMP As described briefly in the front of this document, the Course Management Plan (CMP) isthe document that provides the course manager and instructors with guidelines andmaterials essential to overall management of the course.

    POI The TATS Program of Instruction (POI) is a requirements document that provides ageneral description of course content, duration of instruction, types of instruction; andlists resources required to conduct peacetime, mobilization, IDT, ADT, and distancelearning technical training. Currently, there is no distance learning in the 21K10 PlumberCourse.

    TSPs 1. Each TATS Training Support Package (TSP) is designed to provide the instructorwith all guidelines and materials needed to train students in the knowledge and skills

    needed to meet the requirements of the terminal learning objective (TLO).

    2. Each TSP is organized into seven sections:

    Student

    Guides

    1. Each Student Guide (SG) provides guidance and materials the student needs to

    progress through the course. It presents the purpose of the course, provides amodule map showing the order and breakdown of the lessons within each module,and discusses the training and testing process. The student guide contains AdvanceSheets presenting the objectives the student needs to meet for each module,provides safety and environmental requirements, lists references the student willneed to access for each module, and summarizes the learning activities.

    2. Each student is issued a student guide upon arrival at the course and it becomes thestudents property. All students should be encouraged to take their student guidesback to the unit with them for use in performing their jobs.

    Viewgraphs Viewgraphs are visual training aids which graphically assist the instructors presentation.

    Ordering

    CourseMaterials

    The Course Manager is responsible for ordering all instructional materials and

    publications required to conduct the course. All instructional materials are orderedthrough the Army Training Support Command (ATSC) in Fort Eustis, Virginia. Allapplicable soldier training publications (STPs), technical manuals (TMs), and fieldmanuals (FMs) are ordered through the Battalion S1.

    SECTION IV: COURSE SUPPORT REQUIREMENTS

    Introduction This section briefly presents the course support requirements; which include coursematerials, ammunition, equipment, support equipment, facilities, and training aids; andthen discusses how to determine the resources needed to conduct the course, such asthe number of instructors and assistants needed, and the type and amount of equipmentrequired.

    CourseMaterials

    The total quantity of materials required is influenced by the following:

    1. The number of students participating in training simultaneously.

    2. Time limitations when conducting the training.

    3. Available resources from which to select course materials. As a rule, there must beat least one copy of all instructor references maintained on hand at all times. Theremust be enough copies of all the student references on hand so that each studenthas a complete set while attending the course. A sufficient supply of student guidesmust be kept on hand so that each student can be issued one. These student guidesbecome the property of the student; consequently, supplies must be restockedperiodically. Sufficient copies of the end of phase evaluation sheets must be kept onhand in order to support testing. Supplies should be replenished as existing stocksare depleted.

    Ammunition All ammunition requirements are listed in the 21K10 POI (Ammunition Summary).

    Equipment All equipment requirements for the 21K10 course such as a general pipefitters tool kit,plumbing fixtures, and gate valves are listed in the 21K10 POI (Equipment Summary).

    SupportEquipment

    All support equipment requirements, such as transportation, for the 21K10 course arelisted in the 21K10 POI (Support Equipment Summary).

    Facilities The types of facilities required for the implementation and conduct of the TATS PlumberCourse, MOS 21K10, are as follows:

    1. Administration: Suitable office space to house the day-to-day administrativeactivities associated with the conduct of this course is required. This includes spacefor the course manager, instructors, clerical support, administrative files, instructionalmaterials storage, audiovisual equipment storage, etc. The office space is to befurnished with appropriate items of standard office furniture/equipment required forthe efficient conduct of administrative operations.

    2. Permanent Classroom: To meet school requirements, classrooms must be suitablyequipped with tables, chairs, lectern, electrical outlets, sufficient illumination (naturalor artificial) and ventilation, as well as other standard classroom furnishings (such aswaste paper receptacles, bookcases, pencil sharpener, etc.). The furnishings are tobe arranged in such a manner as to facilitate efficient instruction. In addition, a

    visitor's table and chair should be placed in the rear of the classroom so that a visitorcan be as unobtrusive as possible. Latrines should be near the classroom.Emergency exit requirements are to be satisfied in accordance with local policy.

    3. Temporary Classroom: For those occasions when group instruction is moreeffectively conducted in a field location, a temporary classroom facility may be used.This could include the use of a general purpose, medium tent equipped with sufficientquantities of field tables and chairs in order to accommodate school requirements ofstudents, one instructor, and/or assistant instructor.

    4. Training/Maneuver Areas: Sufficient land area to accommodate plumbinginstallation operations is required for efficient instruction.

    5. Ranges: Access to, and use of these ranges must be carefully planned for andscheduled well in advance of the time for which they are required. This will ensurethat ranges are available at the appropriate time during which training is to beconducted.

    6. Billets: Students should be billeted in a maximum of four man rooms with adequateliving and study space.

    7. Dining Facilities: Provisions must be made to ensure the students attending thiscourse are provided with full dining facility privileges in accordance with all applicableArmy regulations and local policy.

    8. For a specific listing of facilities needed for this course, see the Facilities Summary inthe 21K10 POI.

    TrainingAids

    All training aid requirements for the 21K10 course, such as overhead projectors, screens,and plumbing work booths are listed in the 21K10 POI (Training Aid, Device, Simulationand Simulator Summary).

    Scheduling/TrainingSchedule

    Hours reflected in the 21K10 POI are to be used for all scheduling. Instructors must alsoensure each student has access to a copy of the training schedule.

    DeterminingResourceRequire-ments

    1. Instructor Resources: The Instructor to Student Ratios shown in the POI technicalmodules (Appendix A) are used to determine the number of instructors needed foreach type of learning activity. For example, in Module B (p. 13) IDT, there is a ratioof 1:12 shown for a conference method of instruction. The optimum class size forIDT is 12. Therefore, the ratio tells the course manager/instructor that for thisconference instruction, there must be 1 instructor for every 12 students. The ratio of1:12 for peacetime also indicates there must be 1 instructor for every group of 12students.

    2. Equipment Resources: The ratios shown in the POI Equipment Summary(Appendix A) are used to determine how much equipment an instructor will need to

    conduct each course module. For example, in order to determine the number ofsafety goggles required to teach PFN 052-21K1-E01 (p. 61), the coursemanager/instructor must look at the ratio of 1:1 which indicates that 1 pair of gogglesare required for every student. The optimum class size for ADT is 12, so a total of 12pairs of goggles are required (as shown in the Quantity Required For ADT column).

    To take another example, the ratio shown in Elbow, Galvanized, 45, 1/2(Peacetime) column for PFN 052-21K1-E05 (p. 66), shows a ratio of 2:1 whichindicates that 2 galvanized elbows are required for every student. The optimum classsize for Peacetime is 12, so a total of 24 galvanized elbows are required (as shown inthe Quantity Required for Peacetime column).

    SECTION V: TESTING

    Introduction This section discusses test control and administration, remedial training, tutoring, andcounseling.

    Test Control In accordance with AR 611-5, chapter 2; TR 451-10; and TR 350-70, test control andsecurity measures must be implemented to ensure the testing materials are notcompromised. Internal and external inspections of these measures will be conductedutilizing the test control checklist shown in Appendix G. Security measures built into21K10 course are as follows:

    1. Upon receiving test materials, the Test Control Officer (TCO) will make a 100 percentquality control check of all examination material to ensure pages are not missing and

    all pages are legible. The TCO will stamp or mark all examination booklets with acontrol number immediately after receipt of examination material. The prefix to theserial number will consist of the office symbol of the activity or assigned office symbolof the headquarters. Serial numbers of previously destroyed materials will NOT beassigned to newer test materials. This requirement is essential to ensure that allexamination material can be accounted for at all times. Examination material is FOROFFICIAL USE ONLY and will be protected as such.

    2. Prior to issuing examination booklets to the group examiner (instructor/SGL),examination booklets will have control numbers entered in the appropriate place.Local procedures will dictate where the examination control number is located oneach answer key so it corresponds to the control number of the examinationbooklets.

    3. Each group examiner will be issued only the number of examination booklets andanswer keys needed to test the students. An inventory of the examination bookletsand answer keys will be conducted prior to issue. The group examiner will beresponsible for the examination material while it is in the students possession. Whenthe examination material is returned to the test control officer, another inventory ofthe material will be conducted to ensure that all material is accounted for.

    4. When not is use, all examination material will be secured to prevent access byunauthorized personnel. Examination materials include the examination booklets,answer keys, and completed answer sheets/notes.

    5. Examination material will be issued to examiners just before testing. All test material

    must be collected immediately following the examination. Examinations may NOT begraded where students are present.

    6. Commandants WILL NOT file completed test or answer sheets in student files orrecords. The student's grade should be recorded in the student file and thecompleted examination/test treated as a test answer key.

    7. The TCO will maintain the student answer sheets until the current class graduates.Answer sheets will then be destroyed.

    8. A test inventory will be conducted by the TCO once each quarter. The inventoryrecord sheet, DA Form 5159-R, will be on file in the course Test Control SOP book.The TCO will issue to the examiner/instructor only the number of examinationbooklets and answer sheets needed to test the students. The sign out log, DA Form

    5159-R, will be maintained in the file containing the test. Test materials will bereturned to the TCO upon completion of testing.

    9. Disposition of test material that has become unusable due to wear-out or mutilationand cannot be repaired will be destroyed by burning or shredding in accordance withAR 611-5, paragraph 2-2b7. Destruction will be accomplished by the TCO havingcustody over the testing material. Upon destruction of material, a destructioncertificate will be prepared and placed in the test control book.

    10. Test booklets, answer keys, and answer sheet keys will be stored in locked filingcabinets in the course headquarters building. The answer keys will be maintained inthe course headquarters area, but stored separately (in a separate drawer) from thetest booklets and blank answer sheets. Completed or corrected answer sheets will

    be treated as answer keys.

    11. The Commandant designates TCOs and issues appointment orders.

    TestAdministration

    Each evaluation is designed as a measurement tool by which the instructor candetermine whether or not the student has achieved the objective. The MOS 21K10course contains hardware and nonhardware oriented examinations.

    1. Test Procedures:

    a. Testing procedures and conditions can affect test scores. Poor conditions

    may decrease test scores significantly below the scores of those tested under

    favorable circumstances. For this reason, tests must be given under standard

    conditions and procedures that give each student the opportunity to do his/her

    best.

    b. Authorized test instruction or specific directions for test administration andscoring are contained in the TSP and must be strictly followed. Testexaminers must use only approved test materials and equipment in

    preparation for or during the administration of test.

    2. Testing Environment:

    a. The examiner's voice must be clearly heard by all personnel being tested.

    b. The testing instructions must be clearly understood by all students.

    c. The examiner should be located where he/she can see all students and theycan see him/her.

    3. Time Limits: Time limits stated in the TSPs must be strictly observed. When theelapsed time indicator is not used, the start and stop times for each test or retestmust be conspicuously posted. Examiners must review TSPs carefully before

    giving a test to be sure they know how the time limits are to be applied.Examiners must be sure the students stop work when the time limit for the test isreached.

    4. Reporting Test Results to Students: The test administrator/instructor will reportall test results to the person tested. This will be done as soon as possible afterthe test has been scored. Scoring of the test will not be done in the area wherethe test was conducted. All documentation pertaining to examination results willbe posted on the Master and Student Progress Control Records (Appendix D).

    5. Policies Governing Retesting: Each student must pass all examinations/

    evaluations in this course. If a student DOES NOT pass the test on the firstattempt, the student will have one opportunity to retest. For every failure the

    student gets on an examination/evaluation for that particular learning objective,the student must be counseled and retrained (at a later time outside the academicday) on those portions of the objective not successfully completed. The studentmust then be retested. In any event, the student progress control record in thestudent guide must be appropriately annotated to certify the student'saccomplishment of each learning objective. Additionally, the test score sheets forthe administration of that test must be maintained on file until the class graduatesand then destroyed. When a student fails to pass an examination/evaluation aftertwo attempts, the student may be processed for dismissal from training foracademic deficiency, in accordance with AR 351-1.

    6. Remedial Training: The purpose of remedial training is to retrain a student sohe/she can achieve the learning objective. Remedial training must be takenseriously by the instructor, as well as the student. A student must be counseled

    and retrained after each failure prior to retesting.

    7. Peer Tutoring: Sometimes the best tutor for a student is another student. If astudent needs additional assistance in mastering a skill, the instructor can selectanother student who has already completed that learning objective successfullyand ask him/her to show the deficient student how to perform the task.Frequently, a peer tutor is more effective than an instructor because he/shespeaks the same language as the other student, and can understand morereadily. Of course, the same student should not be selected more than a fewtimes during the course and must be agreeable to the arrangement. Thistechnique should be used sparingly and, when used, must be supervised by theinstructor.

    8. Counseling Students: Counseling is required for all failures received duringtesting. As a minimum, counseling forms will include students name, specificshortcomings, the where, when, who, and how the student is going to be retrainedand retested.

    SECTION VI: INSTRUCTOR AND STUDENT QUALIFICATIONS

    Introduction This section describes instructor training requirements, instructor qualifications, andstudent qualifications.

    InstructorTrainingRequire-

    ments

    To have an effective course, it is essential for all instructors to be properly qualified andtrained to perform their specific duties. The evaluator must also be properly qualified andtrained. It is the responsibility of the course manager to ensure that trainers meet those

    requirements.

    InstructorQualifi-cations

    All active and reserve component instructors for the TATS Plumber course, MOS 21K10,must meet certification requirements.

    1. Active Component: In accordance with Fort Leonard Wood Regulation 351-1,Instructor Certification and Development, dated 14 January 1994, all instructors must:

    a. Have completed a TRADOC-approved ITC, and have been awarded the Hidentifier.

    b. Hold the rank of Staff Sergeant (SSG) or Sergeant First Class (SFC).

    c. Be qualified in the MOS they will be teaching.

    d. Meet all applicable provisions of AR 350-1, AR 350-41, AR 600-9, andAR 611-201.

    e. Meet all height and weight standards, and pass the APFT (military only).

    2. Reserve Component: See the instructor certification requirements, Appendix E.

    StudentPrerequi-sites

    1. Upon enrollment, all students must meet the standards prescribed by AR 611-201and AR 600-9. (Note: These prerequisites may not be amended by local

    requirements.)2. Active duty students must have a minimum of twelve months remaining on their

    current enlistment.

    3. All qualified soldiers must be enrolled in the TATS Plumbercourse in a regularscheduled training status when approved by their unit commander.

    4. All soldiers attending training must present a valid DA Form 705, Army PhysicalFitness Test (APFT) Scorecard, verifying that they have passed an APFT within sixmonths for active soldiers and twelve months for reserve soldiers prior to graduation.

    Soldiers with current physical training medical profiles will not be authorized to attendthe course. Resident course students will also be required to pass an APFT uponarrival at the course.

    SECTION VII: COURSE EVALUATION

    Introduction This section describes the purpose of a course evaluation and discusses instructorevaluations, evaluator guidelines, and course evaluation reports.

    Purpose The purpose of a course evaluation is to:

    1. Ensure the course is being taught to standards as required by the approved POI.

    2. Ensure the approved TSPs are being used.

    3. Identify areas where the course could be improved.

    4. Identify deficiencies that should be corrected.

    InstructorEvaluations

    To ensure instructors are properly qualified, they will be evaluated regularly by thecourse manager or designated representative. Every instructor should be evaluatedonce for each course. Evaluation is also required when inadequate instruction isobserved or determined from internal feedback. In practice, instructors should beobserved and evaluated as frequently as possible, particularly those who are new to asubject, inexperienced as instructors, or have demonstrated a need for improvement.Procedures and forms for this ongoing evaluation of instructors should be governed bylocal policy (a suggested form is in Appendix F); however, the instructor should also beevaluated on the following:

    1. Being prepared to administer the training and testing. The trainer is responsible for

    being technically proficient in the subject matter being taught. Equally important, thetrainer is expected to be proficient in facilitating the learning activities of the studentsby administering, in accordance with the TSP, all training and testing in aprofessional manner.

    2. Being responsive to the needs and problems of the students while they are under theinstructors control. The instructor is expected to provide solutions to problems ordirect the student to the proper source for help.

    3. Maintaining the training facility in a manner that aids effective learning. The instructoris responsible for ensuring that necessary course materials are on hand; that thetraining facilities are neat, clean, and safe; and that discipline is maintained at alltimes in the classroom and during all practical exercises.

    4. Maintaining student records as outlined in this CMP and any others required by localpolicy.

    5. Taking immediate action to correct or report all unsafe conditions within the trainingfacilities.

    6. Evaluating each student's performance on all practical exercises.

    7. Selecting and prescribing appropriate retraining/retesting when a student does notpass practical exercises.

    8. Conducting training according to the approved TSP.

    9. Counseling students on strengths, weaknesses, and self development using the nineleadership competencies as a base.

    EvaluatorGuidelines

    1. Evaluators should remember that the purpose of evaluation is to identify coursestrengths and weaknesses.

    2. Evaluators should be sensitive to the fact that even though the focus of evaluation ison the course itself, the instructors who are being observed will bear the brunt of anycomments. Thus, evaluators should consider the following points:

    a. The evaluator should make every effort to review the course materials for thespecific session he/she is to observe.

    b. Instructors must be made aware that the purpose of the evaluation is to improveinstruction.

    c. The evaluator should arrive before the learning session starts, locate a suitableplace from which to observe, and evaluate only that segment of the learningsession actually observed.

    d. The evaluator should avoid conspicuous note taking.

    e. The evaluator must schedule a follow-up conference (critique) with the instructor.

    f. The evaluator must provide the instructor with a complete copy of the evaluationrecord.

    g. The evaluator must observe the instructor in learning situations involving as

    many different media and methods as possible.

    3. Timing the Evaluation: Evaluation of instruction can be conducted on a scheduledor unscheduled basis. Each of these two procedures has its advantages anddisadvantages. A scheduled evaluation allows the instructor to prepare the

    evaluation. A scheduled evaluation also allows the instructor time to prepare a"show" that is not typical of usual performance. An unscheduled visit permits theevaluator to observe the instructor in a normal mode of teaching and can achieve arealistic appraisal of the instruction. However, an inexperienced instructor or aninstructor lacking in self-confidence may feel threatened at being evaluated and fail toperform as well as usual. There is also the possibility that an instructor will switchfrom usual performance and give the accepted course approach for the benefit of theevaluation. Both scheduled and unscheduled evaluations should be carefully used toachieve the advantages of each.

    4. Training Evaluation Reports

    a. Preparing The Instructor Evaluation Report

    (1) When preparing the evaluation form, the evaluator must place a check in thecolumn best describing the instructor's performance (poor, fair, good, orexcellent) for each element observed. To evaluate the instructor on eachelement, the evaluator should observe the instructor for at least twoacademic hours. The evaluator must also make written comments andrecommendations on this form. After reviewing the written evaluation andoral critique of the instructor, the instructor uses the bottom of the reverseside of the form to outline a plan to improve his/her performance. Thissection will give the instructor's overall opinion of the evaluation and critiqueand will be a benchmark for the instructor to gauge future professionalgrowth.

    (2) The evaluation critique of an instructor is to be completed immediatelyfollowing the evaluation. The evaluation and critique should be planned andcarried out to minimize disruption of the instructional period.

    b. Distribution of the Instructor Evaluation Report

    (1) One copy of the report must go to the instructor as a basis for self-improvement.

    (2) One copy must be maintained by the course manager in the instructor folder.

    CourseEvaluation

    The Training Observation Report and Course Evaluation Summary Report are shown inAppendix F. These documents are prepared by the course manager. They are used to

    ensure training is being conducted in accordance with established guidelines and toassess the overall quality of the course. Training Observation Reports are prepared aminimum of once per class or at the discretion of the course manager. CourseEvaluation Summary Reports are prepared for each class. Within fourteen days aftercompletion of a class, a copy of the Course Evaluation Summary Report (handwritten ortyped) must be sent to:

    RequiredFiles

    The course manager for each course is required to maintain a working file of all coursematerials. Files must be set up in numerical sequence and all TSPs placed in individualfolders, with required viewgraphs (Slides) to support training. All filing must be inaccordance with the Modern Army Records Keeping System.

    TrainingRecords

    A training record will be maintained on each student enrolled in the course. Trainingrecords will include all evaluation sheets, student completed work or forms, and allcounseling forms. Records will be maintained in accordance with the Modern ArmyRecords Keeping System. All other records will be processed in accordance with localpolicy. Completed evaluation sheets will be destroyed upon graduation of the classunless a student was dropped from the course. Evaluation sheets for students who failthe retest, will be maintained by the test control for two years. Test failures are part ofthe drop packet.

    StudentProgressRecords

    For administrative purposes, the course manager should prepare and maintain a MasterStudent Progress Control Record and a Student Progress Control Record. These chartsprovide an "at a glance" status report on the students progress. The course managerwill find them useful tools in monitoring the progress of his/her students throughout thecourse. Both charts are in Appendix D.
