Welcome to all Junior Life Savers, Nippers, Parents, Carers and Members to the Tacking Point 2015/2016 Junior Surf Life Saving season.Junior Life Saving is an important skill that is taught, learnt and experienced through spending time on the beach and in the club house and becomes a fantastic way of life. My family has been involved in Tacking Point Surf club for eight seasons and each year look forward to the Port Macquarie summer months so they can hit the beach once again.Junior Life Saving/Nippers is run each Sunday morning through the great efforts by the club members and parents and is ours to own. When we all chip in to assist in some way the season for our kids run so much smoother. Please don't be afraid to put your hand up to help. We have beach set up in the mornings so that sprints, flags and other activities can take place. It would be great if we could get the Nippers and Junior Life Savers on beach setup and beach pack up as well this year. The more hands on deck, the less time it takes. We have the running of the sand and water events...even if it is setting the flags up or standing on the finish line to get placings...your help is very much appreciated. An SRC course is being held this year free of charge for parents/carers which will give you the skills to understand the water, carryout resuscitation and give you the qualifications and confidence to be able to swim with your kids as water safety in the water events. We need more water safety for the safety of the Junior Life Savers and Nippers. Your children also love the fact that they can have family members swimming with them. I will make myself available in the clubhouse Sunday mornings after beach pack up for anybody that wants to speak with me. I welcome you to provide your input into how the season is running, whether you have an idea for improvement, fundraising, efficiency of beach set up/pack up and feedback on what is working well. Junior Life Saving/Nippers is ours to own so your feedback is appreciated. Let’s make this season fun, enjoyable and welcoming for everyone.

Your beach Lighthouse Beach (NSW171) stretches from Tacking Point lighthouse to Lake Cathie, a distance of around 10km. The entire beach is a well-developed double bar system, with an attached inner bar and an outer bar. Permanent rock based structures include Club Rock and Watonga Rock. The Australian Beach Safety and Management Program (ABSAMP) has assigned a beach safety rating of 6/10 (Moderately Hazardous) to Lighthouse Beach (the same safety rating as Flynns Beach) (www.beachsafe.org.au).

Tacking Point Surf Club is one of two Life Saving Clubs in Port Macquarie and is one of the most recently formed in NSW, being formed in 1974. The need to patrol Lighthouse Beach arose because of its developing popularity with swimmers. The late Alderman Norm Matesich played a major role in the foundation of the Club and his family are still very important members to this day. The Club was fortunate to gain experienced members who had moved from Port Macquarie SLSC and when it was first opened there were 30 members.Tacking Point Lighthouse is a local landmark and overlooks the surf life saving club. Tacking Point headland was named by Matthew Flinders because it was at that point he had to change tack. The Lighthouse was built in 1879 with a 17 foot brick tower at a cost of £465 ($930). It was converted to automatic on the 31st October 1919. The Surf Club has a licensed bar which is open on Friday and Sunday from 3pm through to the evening. Light meals are also available so come along and relax on the deck overlooking the beach and watch the whales and dolphins while supporting your club.The Club also has a Café that is open every weekend during the summer months and all week through the school holidays. There are tables and chairs to sit at and observe the beautiful surroundings.Opening hours - Weekends – 8.00 am to 3.00pm, Weekdays – 9.00am to 2pm Monday, Thursday, FridayCome and enjoy the light meals (breakfast and lunch) and a great cup of coffee while supporting your club at the same time.

Our mission Nippers is not about teaching your child to swim. Instead we focus on the important survival and rescue skills that all children should obtain. We ensure that your child has the decision making skills to assess the safety of an aquatic situation before participating. We also encourage the children to develop an awareness and responsibility for those around them.

Who can join NippersSurf Life Saving (SLS) is an Australian icon. SLS has a total membership of over 165,000 across Australia, with nearly 30,000 of these members being Nippers in NSW. Nippers is about learning skills and knowledge about the beach in a safe and engaging environment. Additional outcomes of the Nipper program include:

Contributing to the local community Developing leadership skills Developing decision making and problem solving skills Interacting with a wide variety of people Participating in an active and healthy lifestyle Developing the knowledge and skills to interact safety with the ocean

Any child may join Nippers once they turn 5 years of age. Joining instructions can be found on the Tacking Point Surf Club website http://www.tackingpointslsc.com.au/ or at the registration sessions held on Sunday 13 September and Sunday 4th October from 10am – 2pm at the Port Macquarie pool. A copy of your child’s birth certificate is required for NEW member registrations. Pool proficiency swims will also be held at these two sessions.

The more people that assist, the better the outcomes for our children. The Junior Committee welcomes parent volunteers and participation throughout the season and encourages all parents to get involved in Nipper events and weekly activities. This year we are introducing a group called Junior Life Saver (JLS) for under 12s, under 13s and under 14s. These children will have commenced training towards becoming a qualified Life Saver. They will have completed the training for the Resuscitation Certificate and have therefore commenced on the educational pathway towards the Surf Rescue Certificate and ultimately the Bronze Medallion.The Junior Life Saver will be given additional challenges, both individually and in small groups, which will

require complex problem solving and decision making skills that will extend their existing knowledge and skills.

Proficiencies and EducationYour child’s safety is our main priority. To ensure that your child has the necessary aquatic skills to participate safely in the ocean they must complete a preliminary skills evaluation. This evaluation provides important information for the child, caregiver and Age Manager. Setting achievable aquatic goals for your child is part of our Nipper program at Tacking Point Surf Club.Each child is required to demonstrate a certain level of confidence and ability in the water before they can participate in open water events. Below are SLSNSW and your club’s requirements for the pool and open water swim. These skill evaluations will be available on registration days, and when required as advised throughout the season. For 2015 – Pool preliminary skills evaluation will be Sunday 13th September from 10am – 2pm and Sunday 4th October from 10am – 2pm at the Port Macquarie pool.

Our primary focus at nippers is developing aquatic competence and confidence. To gain the skills and knowledge required for this we encourage regular participation at Nipper sessions. At the end of the season awards are presented for attendance and participation on Nipper days. End of season points awards are for Nippers that earn the most points through attending specified club days and carnivals, as well as completing and placing in specified events. Attendance and points are calculated and awarded as follows:

Attendance Awards are presented to U8-14s for attending 75% and 100% of days in the season eg: if there are 20 days in the season (including Club, Branch and Country Carnivals) then: To achieve 75% attendance nippers must attend 15 of the 20 days To achieve 100% attendance nippers must attend 20 of the 20 daysNote that 75% attendance is required to be eligible for end of season points awards. If 75% of possible days is not a whole number the required number of days will be the next lowest whole number.U6 and U7 only require 50% attendance for end of season participation awards. If there are 16 days for U6-7’s (no Branch or Country Carnivals) then 8 days are required for 50% attendance.An attendance day point is given if you attend at another SLS carnival or join a nipper day at another club. Contact the Registrar or Recorder for more details.

End of Season Points Awards. Points are awarded as follows:Club Day: 2 points for attending.Club and Branch Championship (individual events only): 2 points for attending plus the following points for places: 1st place = 6 points 4th place = 3 points

2nd place = 5 points 5th place = 2 points3rd place = 4 points 6th place = 1 point

Points for places are not awarded for Country or State Championships, but they do count as an attendance day in lieu of the club day on the same weekend.A ‘double points’ activity (such as Collection Day) is worth 4 points (instead of 2) for end of season points awards, but still only counts as one day of attendance for attendance awards.In relation to club days: If a club day is cancelled prior to the start of activities on the day, points will be awarded for that day

and will count toward attendance. If a club championship day has commenced and water events have to be postponed and completed on

another day, a nipper who was not in attendance on the original day cannot be eligible for the club championship, and they would also therefore be ineligible for 100% attendance even if they attend on a specified make-up day. If there is such a make-up day they will still receive their attendance points for that make-up day.

A Typical Sunday MorningEveryone is asked to be at the club lined up in age groups for an 8.30am start. If your Age Group has been allocated to setup the beach for the Nipper activities, you will need to be at the beach by 7.30am. Nipper activities run for approximately two hours. Nipper Caps and pink rashies must be worn for all water activities during Nippers and removed when Nippers is finished. Nippers must inform their age managers before leaving their age group to go home or to continue swimming at the beach. If arriving after nippers has begun please approach your Age Manager to make sure your child’s attendance is recorded. Nippers and their parents/carers are asked to assist with bringing equipment back from the beach to the club house after Nippers has finished. Each item should be rinsed before storing away as this will maintain the condition of our equipment. A parent or responsible adult must remain on the beach at all times with their child during Nippers.

Each age group is rostered a week to help set up and pack up, starting at 7.30am, so please refer to the calendar for your setup date(s). Many hands make light work; your help in this area would be very much appreciated. The Club will do its best to adhere to a time schedule with regards to Sunday morning Nippers, but please be aware that surf and weather conditions can cause unforeseen changes. Rainy and overcast days can sometimes cause confusion. If the surf conditions are unsuitable for entry your child will be provided with alternative activities including sand events and/or surf education. Any changes will be placed on the notice board outside the patrol room from 7.45am, posted on the website, Facebook, or emailed/SMS text messages to members. Please ensure that your contact details are correct and where necessary, that both caregivers are listed.

Water Safety Prior to every Nipper session a risk assessment is conducted on our beach. This is done in consultation with the Patrol Captain and the Beach Superintendent. They are trained to assess the conditions of the beach and decide were the safest areas are for our children to enter the water. In addition Surf Life Saving Australia (SLSA) has a water safety policy which all clubs must comply with.This policy requires one wafter safety personnel per five Nippers as a minimum. Water safety personnel must wear high visibility orange rash shirts and caps while assisting in this role. Any parent who is interested in doing water safety must hold a current Bronze Medallion or current Surf Rescue Certificate (SRC). Tacking Point Surf Club are offering a Surf Rescue Certificate course aimed at encouraging parents to assist with water safety, commencing October 17th for three weeks. The course is free of charge for surf club members. To join the course you will need to be able to swim 200m in the pool in under 5 minutes. Contact Amanda Higgerson – Junior Education Coordinator for more details.If you are not a water person but would like to help in some way, the club also needs to provide officials at carnivals. See Sandra Slattery – Age Manager Coordinator for more information.For safety reasons we discourage non-proficient parents (ie: those without a current Bronze Medallion or SRC) from swimming with their child during Nipper activities. If non-proficient parents do wish to swim with their child during a Nippers club day, we request that parents only swim with their child between the flags and that the child takes off their nipper cap to show they are not swimming within a Nippers group. Parents should also, as a matter of courtesy and safety, explain to the Beach Coordinator or the Assistant Beach Coordinator and the Age Manager what they are doing.

The Junior Development Program

At Tacking Point Surf Club we support and promote the delivery of the Junior Development Program for all age groups. The objectives of this program are:• To provide the best possible lifesaving experience for all juniors with the view to encouraging long-term active participation.• To provide opportunities for juniors to participate in and enjoy lifesaving and competition in an aquatic environment by offering a wide variety of activities suited to the skill and maturation levels of all juniors.• To ensure the juniors are safe on Australia’s beaches through the provision of surf safety education programs.• To develop a team based philosophy encompassing leadership, camaraderie, teamwork, and fun.• To promote social, emotional and physical growth and development in a healthy and safe environment.The junior development program is based on participatory evaluations and not assessed on competence; this means that your child must only be actively involved in the lesson to be ticked off for that lesson. The program is comprised of both explicit and implicit outcomes. The explicit outcomes (i.e. skills and knowledge) are well set out in the lesson structure and sequencing within the Junior Development Resource. However, the implicit outcomes (i.e. self-confidence, self-respect, trust) are not taught as such, but develop as a result of the supportive and nurturing environments in which the Nipper programs are delivered. Our Nipper programs teach the explicit outcomes whilst nurturing the development of the implicit outcomes.An example of the topics covered with the Under 9 would be:Introduction to Surf Life Saving; Personal Safety; Ecosurf; Physical Health and Well-being; Surf conditions and hazards; Surf safety; First Aid; Signs and Signals; Board paddling techniques; Body surfing; Sprinting techniques; Diving for the baton.Each Age Group builds on the knowledge and skills of the previous year and therefore we expect that every Nipper completes the program with their Age Manager and Junior Education Coordinator.

Carnivals Throughout the season various carnivals are held which enable children to compete and represent their club. The calendar on page 14 shows dates and venues. Children from under 8s and up are able to compete in intra-club, interclub and Branch carnivals. Children from under 9s and up are also able to compete in State Championships. To compete in any carnival your child must have completed their preliminary and competition evaluation (pool and open water swim proficiency). When there is a carnival on you will be advised of the Sunday program for the under 6s and under 7s. Carnivals are a great way for nippers to test their skills with peers and learn to experience and respect the rules and regulations of healthy competition. We also understand that not all children have an interest in competing and it is not the primary focus of Nippers at Tacking Point Surf Club. Talk to your child about their interest in competing, they may only want to join in a teams event eg, the sand sprint relay, or they may choose to participate in the Junior March Past Team, or perhaps not at all. There should be no pressure placed on any child to compete.

Carnivals require an early start at 8am so it can be a long day. Please bring plenty of food, drinks, shade and sunscreen. On arrival each competitor must register with their Age Manager and/or Team Manager. Parents are required to ensure their child is at the correct event and to assist the Age Manager as much as possible. Before leaving please check with the Age Manager that you are not required for a team event. Age Managers or Team Managers will make decisions regarding selections for team events. As the club pays entry fees for the majority of carnivals, it is important that you advise your Age Manager in advance if you are unable

to attend a carnival. We often talk about our branch. We belong to the Mid North Coast Branch of S.L.S.A. Our branch includes Camden Haven, Wauchope Bonny Hills, Tacking Point, Port Macquarie, Kempsey Crescent Head, Hat Head South West Rocks, and Macksville Scotts Head clubs. There are three Branch carnivals scheduled for the 2015/2016 season. Carnivals are an ideal way for your children to meet and establish friendships with children in other clubs.There are many factors to be taken into account in making up a team, not just who are the top ranked performers. Factors include willingness to participate, availability to compete, attendance, commitment to training (including extra training sessions), Club Championships results, results on Club training days, type of carnival (local vs. Country), and surf conditions. Branch and Country Carnivals allow mixed gender teams. State Titles doesn’t allow mixed teams. At Branch Carnivals swim teams consist of two competitors. Country Championships and State swim teams consist of four competitors. It is a SLSA policy that JAC members may compete in Teams that are one Age Group up only. Competitors from younger age groups will only be allowed to compete in an older Age Group Team if there are insufficient numbers in that older Age Group to make up a Team. For the Junior March Past team priority will initially be given to the U14s, then the U13s, then the U12s etc. Within those groups selection will be based on ability and commitment. The March Past Team Coordinator will be best placed to make this decision. Competitors are to complete nomination forms for Country and State Carnivals. Age Managers will make recommendations of preferred representative teams at a meeting prior to the Carnival to the Team Selection Panel consisting of the JAC Chairperson, Club Coaches, Water Superintendent and Age Managers. Notice of the teams will be circulated 1-2 weeks prior to the Carnival. Should competitors or parents have any concerns regarding selection/non selection in a team, this should be discussed in the first instance with the Age Manager. If, after discussion with the Age Manager, you still have concerns, the matter can be raised with the Team Selection Panel for consideration. Carnival venues may change at short notice due to weather/water conditions. If this occurs we will endeavour to let members know ASAP via email, Facebook, SMS and/or the website. Your club pays for 100% of all carnival entry costs for Branch Carnivals, Country Championships and State Championships. Your club will also pay for 50% of Youth Development Camps and Inter Branch carnivals, parents/carers are expected to pay the remaining 50%.

Training SessionsWe strongly recommend that your child participates in regular pool swimming in order to gain and maintain a reasonable level of swimming fitness. Port Macquarie pool provides Nipper swimming squads on Saturday mornings commencing at 8.45am. These squads commence from Saturday September 5, 2015.Please call the pool for details (02) 65831635.

Additional training sessions to improve board skills will be held straight after Nippers on a Sunday morning from 11am – 12.30pm at Lighthouse Beach and at the Sea Rescue Shed on Tuesday afternoons from 4pm – 5pm (children will need to bring their own board to this session).

Code of Conduct In order to maintain our high standard of behaviour and sportsmanship, our Club has a two warnings system. If a Club age manager or official deems a Nipper’s or adult’s behaviour inappropriate, including verbal or physical abuse, a written official recorded warning will be given. Two such warnings will be investigated and exclusion from the Club and/or competitions may be enforced. Please remember all Club officials and managers are volunteers who give up their time to ensure Tacking Point S.L.S.C runs smoothly. Please treat ALL members with respect and courtesy. Child Protection Policy All Age Managers at Tacking Point Surf Club have completed a Working with Children check (WWC). This reflects our commitment to comply with any relevant legislation that affects the well-being and health and safety of our workplace and those in our care.

Club Uniforms and Merchandise All Nippers must have a Tacking Point cap and high visibility pink rash shirt, but other club clothing is

optional. A long sleeve pink rash shirt is preferable for sun safety particularly for Under 6 and Under 7s. Pink rash singlets are also available in the larger size ranges. Uniforms and club merchandise will be available for purchase from the Uniform Shop on Club days, half an hour before Nippers commences. Club equipment – use and care BoardsUnder 9s and under 10s: foam boardsUnder 11s, under12s, under 13s: foam or fiberglass boardsUnder 14s: long boardsTransport: the board should be transported in a board cover on the top of your car. Tie it down firmly with flat straps, not rope or ockie straps as they put pressure dings in the board. Store the board in a shed or a garage out of the sun. Take care when transporting boards in the car as closing the door on the board will leave dings.Dings: These are expensive to fix and can include dents, fractures or gashes. If this happens to your board, tell your Age Manager and the equipment coordinators straight

away. Take the board out of the water and dry it out in the sun so that the board does not get water logged.General:Don’t drag your board in the sand unless you are starting a race. Dragging causes dings and fractures in the end of the board. ALWAYS wash down your board after use. This will wash off the salt and is also a good time to check for cracks or fractures.All club equipment including body boards and surfboards must be treated with care. Board Levy Tacking Point Surf Club have introduced a board levy to help cover the ongoing costs of board repair and replacement.If you would like to borrow a board for the Nipper season you will be required to pay a board level of $50. It is then your responsibility to bring the board each Sunday to Nippers. You will also be able to use the board at other times to improve your skills. Once the board levy is paid you will need to print the receipt (if paying online) or be issued with one from the uniform shop (if payment is made there). This receipt must be shown to the equipment coordinators when they allocate you a board. Please follow the above care instructions for your board. The board levy of $50 can be paid online at www.tackingpointslsc.com.au or at the uniform shop.

Sponsorship and FundraisingSurf Life Saving is a volunteer organisation that relies on sponsorship and fundraising for our continued existence. The Club is grateful for the support of our sponsors. Our costs continue to rise and we would be keen to hear from anyone who would be interested in any support/sponsorship opportunity. Please see either the Junior Activities Chairperson or the social committee regarding any contribution that your organisation could make. Surf Life Saving in AustraliaAustralia's first official surf lifesaving club - the first in the world - was founded at Bondi Beach (or Bronte, as not everyone agrees with this), in Sydney, in 1906. There was little need for surf lifesaving clubs much before this time as it was illegal to swim in the surf during daylight hours before 1902. It was seen as immoral, and men and women could only 'bathe' in the early morning and late evening, and never at the same time!In September 1902 at Manly Beach, William Gocher openly defied the law and entered the water at midday. Despite being arrested, no charges were laid. From then on, the sport of 'surf bathing' quickly grew.As the sport became more popular, the dangers of the surf became apparent. It was then that groups of experienced surfers began to establish surf life saving clubs to help protect the less proficient swimmers from the dangers of the ocean.It is a surprising fact that surf lifesaving clubs were formed before surfboard riding was introduced to Australia.It was not until the summer of 1915 that Duke Kahanamoku landed in Sydney from Hawaii. At Freshwater Beach he rode a board made out of local timber and amazed the crowd with his display. He then took a woman out with him to ride tandem. She was Elizabeth Latham and she became Australia's first surfboard rider.

Sunday 6 February 1938 - 'Black Sunday', was a shocking reminder of the value of our surf life savers. A series of freak waves hit Bondi Beach and hundreds of people were swept out to sea. Many of the life savers had to be saved themselves, as desperate swimmers grabbed onto rescue lines and dragged them underwater. But thanks to the dedication and bravery of the surf lifesavers 300 people were eventually rescued.The New South Wales Surf Bathing Association was founded in 1907. The association was seen as vital for the growing number of surf lifesaving clubs to have a 'common voice' in their efforts to raise funds and obtain assistance from local councils and the state government. The name of the association was later changed to the Surf Life Saving Association of Australia, which came to represent surf clubs nationwide. In 1991 the association changed again to Surf Life Saving Australia (SLSA), its present name.Since its formation SLSA has been helping to protect and save the lives of the nation's beach-goers, with over 440,000 people rescued. Today SLSA is Australia's largest volunteer water safety organisation.Australian surf lifesavers have rescued more than 500,000 people in the 80 years since records have been kept, with the number of rescues each season in recent years fluctuating between 8,000 and 10,000.An independent economic study conducted for Surf Life Saving Australia in 2005 concluded that if not for the presence of surf lifesavers, 485 people would drown each year and 313 would be permanently incapacitated as a result of accidents in the surf.

History of NippersIn response to a declining membership lists and deteriorating club life in the mid and late 1960’s many clubs launched recruitment campaigns aimed at a new category of member, pre-adolescents known as ‘Nippers’.Clubs believed that Nippers would graduate into active members, and with more sporting experience, improve their competitive profiles. Youth sections actually have a long history in the movement – Cottesloe in Western Australia recruited sub-junior (juveniles) in the 1930’s and a number of clubs followed suit in the 1950’s but the Nipper program in the 1960’s was far more extensive and actively encouraged by senior SLS officials.These days’ junior activities continue to grow at such a rate that some clubs have even had to cap their numbers to be able to cope. The focus of juniors has changed over the last decade from what was a more competitive focus to more of a balance between lifesaving and competition.

The SLS UniformLifesavers wear the colours red and yellow, these colours were founded from the international code of naval signals in which a red and yellow divided square signaled ‘man overboard’ and is now an international life saving standard.

The Bronze MedallionSince 1767, successful rescuers in Amsterdam were awarded with a medallion of bronze, silver or gold. The medal represents Charity leaning over a drowning victim and warding off Death as he wields his scythe.
