1528:32 entry: The Air Traff ic Ma nager (ATM) received a call from the Operat ions Mana ger (OM) at ZOB onth e adm inistrative pho ne line (898-2020, unrecorded) a t approximately 1400 UCT (9:00 a.m. local). In that^nversation the OM advised the ATM of wha t he knew of the situation. The OM told the ATM that they ha d| >rmation that the DAL fl ight could be ahijack andm ight have ab o m b on board. TheOM stated that thepilot and com pany both said it was a precautionary landing and there was no hi jack. The OM then said that the"Hunters" said it was a hijac k. The ATM asked who the hunters were. There was a lot of co nfus ion at thecenter and the im pression the ATM got was tha t "Hunters" were in receipt of some intelligence that indicatedth e aircraft was a hijack. The ATM gave the order to evacua te the buildin g of all but essential personnel and to take the operational staffto only the positions abso lutely necessa ry to wo rk the aircraft currently airbo rn.A t approximately 1515 UCT the ATM contacted th e Center Manager to see if we could find out any newin format ion on DAL1989. In the conversation between the tow er ATM and the A ssistant A ir Traff ic Managera t th e center it wa s determined that DAL1989 fit the profile o f a possible hijacked aircraft. It was alsodetermined after consultation with th e original O M w h o com m unica ted wi th th e tower A TM that we, the FAA,had no inform ation indicating there was either a bom b o r a hijack invo lved with the aircra ft. The ATM w as inth e tower a nd used th e open line to City O perations to c om m u n ic a t e wha t w e knew. That is the backgroundbehind th e 1528:32 entry concerning th e conversation between th e ATM and City Ops.1530:27 entry: The request fo r souls on board cam e from City Ops to the tower and was relayed by the localcontroller.A R W C o m m u n i c a t i o n s NOTE: One ano m aly that perpetuated concern by approach control lers in the face o fConstant inform ation that there wa s nothing going on with DAL1989 was that th e pilot never used th e HEAVYsignator in his com m unica tions. Co ntrollers used the designator but the pilot did not respo nd w ith it.This may seem m inor but should not be overlooked. The use of HEAVY in the terminal environm ent is of thehighest importance. Increased separation standards a re required and misapplication of separation standards canbe disastrous. For pilots, not referring to a hea vy aircraft as HEAVY is tantam ount to cal l ing a doctor 'Mister".This omission along with all of the other information flying around kept everyone alert and skeptical of thesecurity of the flight.
