    WASHINGTON - U.S. civil aviation authorities failed towarnthemilitary that a Cessna plane had been stolen until it had alreadybeen crashed into aTampa, Fla., bank building after buzzing amilitary airbase, officials said Monday.Instead, the North American Aerospace Defense Commandheard about the crash on Federal Aviation Administration radiotraffic and scrambled fighter planes near distant Miami to flyprotective missions over the Tampa area, NORAD spokesmanMaj. Barry Venable told United Press International Monday.By that time, the Cessna, piloted by a 15-year-old boy on anapparent suicide mission, had buzzed MacDill Air Force Base,home to U.S.Central Command and Gen. Tommy Franks, who isrunning the U.S. war in Afghanistan.Student pilot Charles Bishop stole the Cessna from St.Petersburg-Clearwater International Airport, where he waspreparing for a flying lesson at 4:50 p.m.,and flew about 14minutes before hitting the building, National TransportationSafety Board spokesman Paul Schlamm said. His flight pathincluded about a minute of flying over MacDill's airfield at analtitude of about 100 feet, news reports said.Schlamm said the NTSB was still putting together an accuratetimeline.It is already clear that NORAD, which has responsibility forprotecting the United States from air attack, did not know aboutthe incident until 5:13 p.m.,nearly 10 minutes after the crash. At5:16, NORAD's southeast air defense sector branch alertedfighters at Homestead Air Reserve Base, about 270 miles awayfrom Tampa. They took off at 5:21 and established a "combat airpatrol" over Tampa by 5:45, Venable said. The CAP ended about30 minutes later.

Authorities say the delay, aneerie echo of Sept. 11 at the Pentagonnear Washington -- resulted from the small, white plane harboring "no threat."And Butch Wilson, a National Transportation Safety Board investigator,saysthere wasn't enough time to intercept the suicidal teen.Bishop's body wasremoved from the wreckage Sunday and taken to theHillsborough County medical examiner's office. A handwritten, two-pagesuicide note expressing support for Osama bin Laden was found in thewreckage, police said. Workers for the NTSB are continuing theirinvestigation, which could last as long as six months. They are examiningBishop's two computers for clues to what drove him, and reviewing agencyresponse procedures, officials said.Bishop, described as a detached, intelligent teen, has revived lingeringquestions about whether the military can shield both commercial andprivateaviation from terrorism."We weren't even pressed until after the plane crashed," said Maj.     Radar Detected Airplane before WhiteHouse CrashBy Ruben Castaneda and Pierre ThomasThe Washington PostWASHINGTONThe plane that slammed against the White House early Monday morning had beendetected by radar at National Airport minutes before the crash, according to federalinvestigators who are trying to determine whySecret Service officers guarding themansion weren't warned of the aircraft's approach.Frank Eugene Corder, 38, a student pilot with a history of alcoholand drug abuse, stolethe single-engine Cessna from anairfield north of Baltimore and died in the crash,officials said. Initial interviews with associates of Corder suggest the crashwasintentional, federal officials said, but they said they did not believe it was politicallymotivated.FBI and Secret Service investigators plan to pore over Federal Aviation Administrationrecords to determine what the F A A ' s radar showed, whether it seemed to indicate apotential threat, andwhat wasdone with the information, federal sources said.As it turned out, a patch of lawn, a holly hedge and an old magnolia tree were all thatslowed down the airplane as it hurtled toward the home of the president.Startled uniformed Secret Service officers at the White House saw he descendingplane at 1:49 a.m.andducked for cover. The plane crashed onto the South Lawn of theWhite House, skidded, slammed through the hedge andclipped the tree before it hit awal l on the west side of the mansion.Corder hadstolen the plane from anairfield north of Baltimore, investigators said.Federal officials conceded that Carder's flight exposed a seam in the government'smuscular, electronically sophisticated zone of presidential defense.Heavily armed guards protect the president and his home. Buildings are searchedandsnipers are perched for presidential motorcades. And flying over or near the WhiteHouse, the Mall, the monuments and the Capitol is prohibited by federal law. But ifsomeone chooses not to obey the rules, they can zoom into the forbidden zone withoutresistance, federal officials and aviators said.
