Description of the Map

• We conducted a survey across national forest disturbance experts

• We obtained 25 responses for 21 different countries

• The results were elaborated and summarised in this pdf

• The countries are organized by 4 bioclimatic zones in Europe• Boreal (Finland and Norway)

• Temperate Oceanic (Czech R., Denmark, France, Switzerland, United Kingdom)

• Temperate Continental (Belarus, Croatia, Hungary, Latvia, Lithuania, Poland, Romania, Serbia, Slovenia, and Ukraine)

• Mediterranean (Greece, Italy, Portugal, and Spain)

Description of the Map

• In this document the country profile description includes:• A map of stakeholders• An organizational chart• The governance structure description• The attributes describing the national disturbance management facility• Tables and description of the communication and education actors and means.

Disclaimer: This information was compiled based on responses from individual experts. We do not have any official confirmation of the information provided.

Legenda

• In the organizational chart, the symbols indicate which disturbances the actor is responsible for:• Wind throw

• Insects outbreak

• Wildfire

• Droughts

• Others (floods, landslide, snow break, etc.)

• The purple squares with green borders indicate that the actor has a key position, namely a key coordinating role at regional/national level in specific disturbance management

AttributesAttribute Characteristics of the attribute

Centralized vs decentralized decision making;

Centralized: governmental actors/state agencies have key role, or when few/none local actors have key role. Top down approach in risk

assessment. Decentralized: when is a federal state; when competence is devolved to subnational/regional level; distribution of tasks between

several actors. Bottom up approach in risk assessment.

Responsible Ministry/Ministries Ministry/Ministries mentioned within governmental actors as responsible in forest disturbance management

Civil Defence separated by civil protection

The military is not explicitly official partner of the integrated civil protection system

Diversification actors per disturbance type

Working groups/NGO/Associations have specific focus on disturbances. Also check if focus on disturbance differ between governmental and land

management actor (governmental actors have role in all types of disturbances, while land management actors have responsibility only in

one type, as wildfire).

Private stakeholder or expert representation

Research organizations or Private forest managers’ organization. Associations/NGO with a key role. Research organization extend their

monitoring system to encompass a broader range of parameters to keep into consideration extreme events.

Governance structure

• Depending on the disturbance type, the Ministry often assembles a panel of experts in that particular field (for example forest fires, forest pests e.t.c.), that is in charge of combining the up-to-date information and produce a protocol that can be followed by the Regional Forest Services and the Municipality departments.

Nowadays there is a trend towards establishing other channels such as Facebook groups, but until now these approaches are still very limited. Forest Protection Section - Ministry of Environment and Energy: stay informed and updated regarding forest management regimes and situation in Europe. Forest Research Institutes: share information about the current risks of forests in Europe.

Seminars organized by the Ministries aim at educating the participants about the legislation of Forest Management and Phytosanitary while the seminars organized by Forest Research Institutes provide the scientific background needed to carry out phytosanitary surveys.

Governance structure

• Civil protection Italian framework is well designed to integrate at all levels every typology of disaster, from local to international issues. At different levels there are coordination operative rooms and field crews for a rapid and direct attack. In some cases (for example wildfires) there are some difficulties in language and specialization definitions, or also in the worst case many institution have difficulties to exchange a common language during the operations.

Governance structure

• Regarding wildfire, the organizations mentioned above which are part of the integrated wildfire management system work together on all levels, since the national organizations have also regional representation. Portugal is now working on action plans on a national, regional, sub-regional and municipal level to materialize the integrated wildfire management plan by 2030.

Governance structure

• Most competences of forest risk management are transferred to the Autonomous communities. Therefore, mechanisms for knowledge exchange are organised, in the case they exist, regionally. The role of the central State is basically for coordination of national protocols, legislation, etc. At administrative level, some working groups may exist coordinated by the corresponding Ministry with the participation of regional governments. Is the case for instance of Forest Fire Fighting Committee (CLIF). They are more operational than knowledge-exchange working group. Globally, there is a poor development of formal/informal working groups, or permanent platforms where private stakeholders and experts are represented. In any case, in a very wide approach, as the Environmental Advisory Council (CAMA) pending of the Ministry for Ecological Transition and where NGOs (above mentioned Greenpeace or WWF/Adena for instance), forest owners etc are represented. An example of a similar body at reginal level is the Advisory Council for Sustainable Development in Catalonia. In any case, nothing specific for forest/natural risk exist.

An example of Facebook group on forest fires open to all: https://www.facebook.com/groups/unidadfuegosforestales/ But globally expert groups in forest risks are very poor developed. "Associations like Spanish Society of Forest Sciences (SECF, research, university professors, professionals: 1 group in Forest fires and 1 group in Forest Health, not active at all) can be used to reach the corresponding community. Other examples:- Spanish Association of Environmental Journalism (APIA) to reach journalist, - Confederation of Forestry Organizations of Spain (COSE),- PEFC Spain- ..."

Page 34: SUstaining and Enhancing REsilience of European Forests

sure.efi.int

Education

• There is not any specific actor with a central role in providing training and education on forest risk. General training basically is done from universities, research institutions, forestry schools, etc. On the other hand, most of forest administrations carry out diffusion seminars and technology transfer activities (normally in collaboration with R+D institutions). I understand that the intention here is not to list all the academia and research institutions in Spain, it is really long!

Governance structure

• Czechia is divided into 14 regions with own self-government. Basic (smallest) unit is municipality with own self-government.For disturbance management are made so-called "calamity teams" with experts, forest owners, civil servants etc., actually for example some regions have calamity teams related to bark beetles calamity.

• Ministries, as the highest national governance level, issue policy changes that trickle down to regional and municipal levels. They have several advisory bodies, such as the Czech Academy of Agricultural Sciences, Czech Foresters Society, etc. that provide expert support in creating policies. Within the legislative process, all laws and regulations are open to feedback from relevant expert groups that can alter the legislation language. The groups are rather uniform and little exchange occurs between them, so promotion of such approach would be beneficial.

Governance structure

• Since in Belarus all forests are state-owned, their management is carried out only at the state level. 88% of forests are managed by the Ministry of Forestry. Management structure: Ministry of Forestry→Regional state forestry production association (6 organizations)→Forestry enterprises (98 organizations).Coordination and exchange of technologies and methods takes place at the level of scientific and educational institutions.

Communication (2)

• Scientists and specialists are in contact with each other and can be combined into temporary groups in certain areas. However, there is no contact with the general public. This is a problem that does not allow the use of the experience of Belarusian specialists to international groups of experts. I suggested to the Ministry of Forestry to form groups of Belarusian experts and expert materials on areas of forest disturbance with the possibility of informing the international community. However, despite the interest of the Ministry, no funding was allocated. Governance structure

• The Civil protection is organized on State level and all coordinating bodies, expert panels, etc. are organized to involve all important actors and this structure is replicating on lower levels to the field where the action is happening. Risk assessment goes from lower levels to the top and also damage assessment when it happened. Depending on disturbance there should be different professionals involved or different part of Ministries responsible but the key structure involving all main actors.

Governance structure

• Cooperation at the national level between the National Headquarters of the State Fire Service and the General Directorate of State Forests is governed by a bilaterally signed agreement. There are no such agreements at the levels below. An example of good and voluntary practice at the regional level is the establishment of a "task force" between the representatives two of Regional Directorates of State Forests and two of Provincial Headquarters of the State Fire Service (in the west of the country). They meet several times a year and develop local concepts, joint solutions and innovations. Often, their ideas are later implemented at the national level.

Communication (1)

• Are there other channels for communication used e.g. by expert groups? Are these open for general public? Examples could be amongst others www.riskplatform.org, Facebook groups, Twitter, WhatsApp Groups (e.g. “Flamework”). Please name and elaborate:

• Employees of the State Forests (from the level of all regional directorates and general directorate) together with representatives of the Forest Research Institute meet twice during the year at dedicated, thematic meetings: spring council (pre-season) and autumn seminar (at the end of the season). Similar meetings take place at lower levels - i.e. meetings of representatives of all forest districts in a given region. However, these meetings are very official in nature, during which analyzes, guidelines, financial plan and changes in regulations are presented. They are rarely accompanied by free exchange of thoughts and discussion.

Page 116: SUstaining and Enhancing REsilience of European Forests

sure.efi.int

Communication (2)

• Who in your country has links or established communication channels to European or international agencies/organisations/networks dealing with forest risk management/organisations/networks? Please name and describe their role and actions:

• A member of the Commission Expert Group on Forest Fires (E00416) is a representative of the Forest Research Institute. We are trying to make attempts at the level of the Ministry of the Environment for me to be included in this group personally. We took such action in February, but the epidemiological situation made it difficult. In addition, fire service representatives are included in the groups related to Civil Protection. Unfortunately, there is no representative of state forests (although in Poland foresters also extinguish fires, only foresters have their fleet of firefighting aircraft in Poland) because according to the law we are not a civil protection organization. Politics is responsible for the current state of affairs.

On the one hand, there are perfect conditions in Poland for organizing fire protection. Two large state organizations with a similar level of hierarchy. Research centers offer additional support. However, due to the very official and structural level of organization, very often local initiatives have a problem with breaking through their level. Many initiatives have no chance of success due to formalized procedures and the lack of will and openness of decision-makers to any news.

Governance structure (1)

• For fires there is a really strict procedure, with people responsible for doing certain actions like: the local forester, is informing the forest directorate and the county inspectorate for emergency situations. They are sending firefighting team, even by helicopter, to estimate the extent and to decide how bad it is. Meanwhile, all foresters in a certain area should start firefighting, together with the dispatched professional firefighters. After the fire is extinguished, it is still guarded by foresters 24/7 for a certain period of time, to ensure that it does not reignite itself. I do not know where the decisions to send helicopters are taken, I think at the National level of the Inspectorate for Emergency Situations. For flooding the County Council and the Prefecture work together with the Municipalities and with the Inspectorate for emergency situations to mitigate the damage. Foresters are not involved, in any step, even if the damages are done due to the logging of forests above. For droughts, I do not know, because only County Agricultural Directorate and prefecture are involved.

Page 123: SUstaining and Enhancing REsilience of European Forests

sure.efi.int

Governance structure (2)

• Concerning drought and forests, only increased survey measures, for mitigating fire risk, are taken. The National Forest Research does some monitoring of the loss of increment due to droughts and defoliation of trees. Personally I very much doubt the methodology. For insects or other pests, on-fied forester is reporting to the forest engineers which go there and mark the trees to be cut. Forests managers are asking the Forest Guards for salvage cuttings permits, which are never ever refused, (even if the forest is perfectly healthy). Sanitary cuttings (less than 5 mc/ha/year) are allowed without any approval.

Governance structure

In addition to established governmental structures, described and regulated by legislation, Disaster response coordination groups have been established in the cases of 2014 ice break and 2017 wind break. These groups serve as a coordination body between key disaster response stakeholders. They are coordinated by the Ministry of Agriculture, Food and Forestry (State Secretary), and involve the Slovenia Forestry Service, Chamber of Agriculture and Forestry of Slovenia (CAFS), Slovenian Forest Owners Association, Slovenian Forestry Institute, Forestry inspection, Slovenian State Forests and other relevant stakeholders. The other key factors of cooperation are national (CRP) and international (LIFE, INTERREG, H2020 etc.) projects. Within project activities and proposal preparations, cooperation between different (aforementioned and external) stakeholders is essential, which leads to development of new ideas and advancements in the technology of disaster response techniques and measures.

• Almost all of Ukraine’s forests are stateowned and state-managed. The majority of the forests (73%), are under the control of the Ministry of Agriculture via the State Agency of Forestry Resources (SAFR). Implementation of the SAFR’s policies is controlled at the regional level by a forestry directorate (Regional Forestry Management Boards (RFMBs) that are responsible for issuing key documentation (e.g. harvesting permits). The RFMB is the coordinating body for the various forestry management units, called State Forestry Enterprises (SFEs), for their region. The research network of research institutes and universities and Scientific and Technological board at SAFR provide science-based best practice guidance on development and improvement of forest management systems; preservation and protection of the forest; forest ecology and monitoring of forest ecosystems; ; sustainable forest management in the context of global climate change etc.

• State forest protection services provides expertise, guidelines and advice on national forest sector issues, working in close collaboration with the province forest sector to establish on healthy, productive and sustainable forests.

• Ministry is responsible for forests protection as an integral part of sustainable forest management and develop national strategy on adaptation of forests and forest management to climate change.

Ukrainian Research institutions together with State ForestProtection Services are engaged cross border cooperation fordisturbance risk management, participate in internationaltrainings and workshopfocus on development of innovative practices that enhanceforest resilience. Our institute are in future collaboration withEuropean institutions (SLU, IBL, EFI) concerning the exchange ofmethods and experiences in disturbance risk management. Moreover, we also outlined the possible ways for collaborationon other work relating to other aspects of risk managementand forest resilience. Forestry needs to adapt to climatechange and risks to sustain ecosystem service, transfer andexchange of new knowledge y engaging relevant partners(notably EFI). I am very thankful to EFI for the opportunity toparticipate and address SURE Workshop - Managing Biotic Risks(Prague, Czech Republic, 1-4 April 2019)
