Introduction to SDGs for SAI Thailand: Some findings 

• The research question is how to develop the auditing SDGs for SAI Thailand.• In macro view, the research gave the recommendations for the State AuditCommission to set the State Audit Policy about auditing SDGs in Thailand.

• For micro view, from our studies in auditing SDGs, we found that thedevelopment auditing SDGs might implement the economic evaluation andimpact assessment as techniques or audit methods for performance auditingSDGs.

Impact of SDGs on the SAI

• Strategic planning/strategic direction• For SAI Thailand, the State Audit Commission gives the importance of SDGs that it is introduced by the State Audit Policy 2018‐2022. The formulation of State Audit Policy is based on the research which indicated the role of SAI Thailand and supporting UN SDGs agenda.

• Since 2018 SAI Thailand has engaged with the academic institution in order to develop the concept of auditing SDGs in Thailand. 

• Presently, SAI Thailand has the cooperative projects with the school of Economics, Thammasat University under the theme of enhancing capacity for auditing SDGs in Thailand.

• Audit practices/audit consideration• Certainly, SDGs seemed to be new issue for SAI Thailand. Even though SAI Thailand has conducted performance auditing more than 30 years, the auditing SDGs is a new challenge for us. 

• Previously, in 2010 SAI Thailand introduced the environmental performance audit. Presently, we could be a leading SAI in a cooperative audit of ASOSAI WGEA. 

• Definitely, we have more experience about performance audit and environmental audit. Hence, we could introduce the issue of SDGs in our performance audit practices.

• Identification of information/data sources• Presently, the National Statistical Office of Thailand (NSO) is the key player to develop the national indicator of SDGs in Thailand. 

• Hence, we began to seek data and information from NSO in order to support the auditing SDGs in Thailand.

• Funding implications• In Thailand, the National Economic and Social Development Board (NESDB) which is responsible for developing the main development plans which included the concept of SDGs in the national development plan. This centralized oversight provides a basis for strong consistency across financing strategies and coherency overall.

Impact of SDGs on your Government• Meanwhile, the Bureau of the Budget is responsible for determining fiscal ceilings for the budget each year and plays a central role in ensuring alignment between the budget and NESDP.

• SEP and SDGs have been integrated in the 20 – Year National Strategy Framework and the 12th National Economic and Social Development Plan (2017 – 2021). As a result, plans and budgeting of all government agencies will be in line with SEP and SDGs.

• Accountability lines• Definitely, CSD has undertaken several steps to advance the SDGs implementation including establishing coordinating body for each of the SDGs, formulating roadmaps for all 17 SDGs, identifying 30 priority targets, synthesizing examples of SEP for SDGs model projects, examining gaps and discrepancies between the national baselines and the proposed global indicators.

• Thailand has made important steps in localizing the SDG agenda and considering how it should be incorporated into national planning. 

• A National Committee for Sustainable Development was established in June 2015 to lead and coordinate this work, in advance of the SDGs being formally agreed at the 2015 UN General Assembly. The committee is chaired by the Prime Minister and is comprised of three sub‐committees, for: SDGs mobilization, promotion of understanding and evaluation on the implementation of sufficiency economy, and the database. Together these sub‐committees will produce a roadmap on the SDGs that is aligned to national plans.

• Information management• The 3rd Sub‐Committee on Developing Information System to Support Sustainable Development has mandates to develop information system about SDGs in Thailand.
