Mayor & CEO Statement

Mackay Regional Council is committed to building a sustainable region and making decisions that respect and protect our environment and community now and into the future.

The region’s fast growing population (average annual growth rate of 2.5 per cent), coupled with climate change, continues to present challenges to the sustainable management of the region, and is why Council is developing a five year sustainability strategy.

Council’s Sustainability Strategy 2013 - 2018 is a leadership initiative of Council to actively build and strengthen a culture of sustainability throughout the organisation and the community to protect our social, cultural and environmental values. The strategy involves establishing a Sustainability Strategy for Council, and creating a long-term targets and actions to lead the process of continually improving our sustainability performance.

Council’s sustainability strategy outlines our agenda for planning, assessing and reporting on our sustainability performance and will act as a tool to assist Council in achieving a united vision for a sustainable future, meet changing business needs and corporate objectives, and provide leadership for the community in managing sustainability and climate change issues.

We want to see sustainability become embedded into our organisation and way of thinking every day. We all have a role to play in achieving a sustainable region including elected councillors, indoor and outdoor staff, contractors, all levels of government and our community. It is commitment, adaptability, innovation, cooperation, communication and effective teamwork that are key to our success.

We look forward to working with you to achieve a sustainable Mackay region.

The Sustainability Journey at Mackay Regional Council Mackay Regional Council (Council) has built a vision to create ‘a vibrant prosperous lifestyle today – held in trust for tomorrow’s generations’. Council is keen to adopt a leadership role in developing and managing the sustainability of the region by developing a Sustainability Strategy and their first Sustainability Report.

There are three core components to Council’s approach to sustainability:

• Corporate Sustainability Policy - Council began their sustainability journey with a Corporate Sustainability Policy in 2012. The policy states that “a commitment to sustainability means integrating environmental, economic, social and cultural considerations into the decision making processes and activities of Council”. As a result, Council is actively building and strengthening a culture of sustainability so that the key principles and elements of sustainability become embedded into decision-making processes and way of thinking every day at a corporate level.

• Council’s Corporate Plan 2009-2014 is also an important document that defines the strategies and programs that council will pursue to deliver the outcomes, as identified through a community engagement process. It allows council to respond effectively to key regional and local issues identified for the community and council as an organisation. One of the corporate objectives within the Plan is for Council to ‘take a proactive leadership role in relation to future sustainability and potential climate change issues’. It is noted that the Corporate Plan is currently being reviewed and updated. Any relevant changes to corporate objectives and associated targets will be incorporated into subsequent versions of the Sustainability Strategy.

• Sustainable Futures Advisory Committee - a key driver for developing the Sustainability Strategy has been the formation of Council’s Sustainable Futures Advisory Committee, which has taken a proactive leadership role in delivering sustainable practices across the organisation. The purpose of the Committee is to:

• Assess the likely effects of climate change on the roles and responsibilities of Council and plan appropriate responses;

• Ensure Council takes a proactive leadership role of prudent stewardship in relation to future sustainability and

• Support the community and business responses; and reduce Council’s carbon footprint.

Council has determined the key sustainability issues through a Sustainability Assessment. Key sustainability issues refer to those issues that are most relevant to Council and of most interest to its stakeholders.

The Sustainability Materiality Assessment was undertaken using the Global Reporting Initiative (GRI), an internationally recognised standard for sustainability assessment and reporting. The Assessment required significant stakeholder engagement with senior management, Council staff and Councillors. An initial workshop was held with senior management and officers at Council to identify material issues and their stakeholders relating to environmental sustainability and climate change.

The issues identified in the workshop were rated by Council staff and Councillors in a survey to determine the importance of each issue as a high, medium or low priority. This engagement process resulted in the development of the eight focus areas for the Mackay region around which the Sustainability Strategy is presented.

Objective of the Strategy

The key objective of the Mackay Sustainability Strategy is to outline Council’s sustainability direction for the next five years. It builds on the Corporate Sustainability Policy and sets targets and actions for each key focus area to achieve the vision statement.

1.0 Introduction

Accountability

The implementation of this Strategy will be the collective responsibility of all departments, managers and staff at the Council. The successful embedding of the Strategy will also require proactive engagement with stakeholders such as the broader community.

Council’s Sustainable Futures Advisory Committee will take an active role in assessing how this accountability will be managed for specific targets and actions and the Council will report back on progress through the annual Sustainability Report, the first of which will be published in 2013 for the financial year 2011/12.

Performance measures (targets and actions) are to be achieved progressively by 2018 and will be reported in the Implementation Plan annually through the Sustainability Report.

Monitoring and Review

Continual improvement is an integral part of the Vision for Council’s Sustainability Strategy. Monitoring and review of the Strategy and its associated targets and actions will therefore be an important part of ensuring its success. Council’s Sustainable Futures Advisory Committee will conduct six monthly reviews and report back to senior management and the Mayor to ensure that the Strategy is being implemented and to alert any changes or improvements that need to be made.

In addition once every two years a review of the Corporate Sustainability Policy will be conducted to ensure this document remains relevant to the strategic direction of the Council.

The full Sustainability Strategy Implementation Plan can be viewed in Appendix A.

2.0 Vision Statement

We are committed to continually improve our approach to sustainability and to establish practices across the Council that will protect and enhance the natural environment, promote economic prosperity and support community diversity and cultures today and into the future.

We value our region’s natural assets, economic prosperity and cultural diversity and aspire to achieve enduring future sustainability and prosperity of the Mackay region through development and implementation of a sustainability framework to assess, monitor and improve our sustainability performance, including:

• Responding to climate change

• Maintaining and restoring natural assets

• Using resources more efficiently

• Managing everyday environmental, economic, social and cultural impacts

• Ultimately reducing our Carbon Footprint

Our definition of Sustainability

The Mackay Region community will prosper socially and economically, while preserving the ability of our natural environment to support a good quality of life for current and future generations.

Council has a vital role to play in ensuring that the region’s planning and infrastructure is delivered in a sustainable way. By integrating sustainability as a core principle in planning decisions, Council can manage the region’s urban expansion in a way that reflects and supports the aspirations and lifestyle of the community.

The development of economic and resource efficient infrastructure is essential to achieve a sustainable outcome. This includes ensuring that assets are maintained so that continuity of service delivery is achieved and the most appropriate timing for enhancement and replacement of assets is known.

Parks and recreation areas are a vital ingredient in a healthy community. Through the provision of supporting infrastructure, including walkways and bikeways, Council can facilitate an active lifestyle that makes the most of the region’s climatic and environmental attributes. Safe and age-friendly facilities will pro-actively encourage participation in a healthy lifestyle for people of all ages and ability levels.

Develop a Regional Sustainability Strategy to identify the long term priority needs for the Mackay region and the infrastructure required to meet population growth.

Increase the use of sustainable forms of transport such as network of bikeways or pathways to improve the patronage and usage of active transport options.

Develop a comprehensive infrastructure asset management strategy to support the maintenance, replacement and enhancement of Council infrastructure.

Implement the Active Towns project with the aim to increase the number of people walking and cycling instead of using their cars in the Mackay community.

Apply Environmental Sustainable Design (ESD) principles and practices into the planning, upgrading and maintenance of new and existing Council buildings

3.0 Sustainable Planning and Infrastructure

The Mackay region boasts diverse natural attributes, including coastal habitats and rainforest hinterlands. These areas are highly valued by the community and make an important contribution to the local economy.

Access to high quality natural areas for walking, swimming and other recreational activities is important to foster the health and wellbeing of the community. Sustainable management of these areas also means that they will continue to attract tourists to the region, contributing to regional economic growth. Importantly, the environmental services provided by a healthy natural

environment are also essential for the long term sustainability of the region’s agribusinesses.

Through sustainable planning decisions, Council can balance the demand for growth with achieving the best possible protection of the region’s natural attributes. This can be achieved by working in partnership with the local community. Council recognises the vital role the community plays in environmental projects which help to protect and enhance the natural environment.

4.0 Preservation of the Natural Environment and Biodiversity

The majority of Councils greenhouse gas emissions are generated from fleet (the use of fuel), street lighting and electricity use. With the cost of energy and fuel continuing to rise, it is important for the long term sustainably of Council’s operations that action is taken to ensure Council’s operations are running as efficiently as possible. This includes avoiding the use of electricity and fuel wherever possible, improving the efficiency of operations and investigating new technologies.

As a leader in developing and managing the sustainability of the region, Council’s own actions to reduce greenhouse gas emissions demonstrate to the community the

actions they can take. Through information and guidance, the community can also be supported to improve sustainability at the household level.

Climate resilience will be important in ensuring the long term sustainability of the Mackay region. The region’s climatic exposure is well recognised, experiencing impacts from cyclones and flooding that have significant economic and social impacts. This includes ensuring climatic resilience is integrated into decision making so that the delivery of assets and services can be maintained with changing climatic conditions.

Expand the current portfolio of facilities Council report on energy performance.

Continue to focus on downsizing of Council’s vehicle fleet which has seen the introduction of hybrids and a significant reduction in larger vehicles within the fleet.

Conduct annual Waste Audits of Council’s corporate waste to determine waste greenhouse gas emissions and report back through the Sustainability Report.

Reduce water consumption and related energy use

Apply sustainable event management principles to Council run community events in order to reduce an event’s carbon footprint.

6.0 Water

It is important for Council’s long-term sustainability that the most efficient use is made of water resources. This includes avoiding water losses wherever possible, increasing water and wastewater capture and recycling opportunities and investigating new technologies.

Through sustainable planning decisions, Council can drive action to protect and enhance the region’s waterways, achieving a balance between the demand for growth and the best possible protection of the region’s natural attributes.

7.0 Recycling and Waste

Management of waste represents a high cost for Council, and generates a range of social and environmental impacts.

A sustainable approach aims to avoid the generation of waste wherever possible and looks for opportunities to recover and recycle waste to achieve the best possible resource efficiency.

As a provider of waste services to the community, Council is exceptionally well

placed to motivate and support the community to recycle, reuse and reduce waste. Achieving long term sustainability requires Council to continually look for ways to improve its recycling and waste management practices. The goal is to ensure that waste is being managed in a way that balances community health and well-being, economic efficiency and the protection of the natural environment.

8.0 Community and Lifestyle

Forging Our Shared Future, a cultural vision for Mackay 2010-14, includes the following statement relating to Council’s objective to achieve strong communities:

“A shared community journey, where our past is revered, our present is strengthened, and our future is forged through living creatively together in a bountiful and vital location.”

This objective is supported by the targets outlined below, designed to promote and

celebrate the community’s identity within the local, national and international context.

For the future, Council want Mackay’s communities to have equal access to quality institutions, services and infrastructure. This will ensure a healthy, safe, well-educated and well informed community, where everyone is supported to realise their full potential as individuals and as a community.

To deliver an annual sustainable living event to the Mackay community.

9.0 Organisational Excellence

Council’s Corporate Plan 2009-2014 identifies Organisational Excellence as a key strategic priority and promotes the following corporate objective:

“To pursue excellence as an organisation which embraces exceptional customer service, values its staff and promotes ethical standards of practice supported by clear policies and strategies responsive to the needs of the community.”

This objective is supported by a number of targets and actions, designed to promote a best practice culture within the Council that embodies customer service excellence and reflects the values of the Council. It is noted that the Corporate Plan is currently being reviewed and updated. Any relevant changes to corporate objectives and associated targets will be incorporated into subsequent revisions of the Sustainability Strategy and Sustainability Report.

A sustainable approach is one that balances economic growth and development with community health and wellbeing as well as protecting and enhancing the natural environment. Council manages an annual budget which is used to deliver and maintain diverse services and assets to the Mackay community. Council’s continued financial viability is essential to ensure the organisation can be a leader in developing and managing the sustainability of the region.

Mackay has one of the fastest growing regional economies in Queensland. Mining in the Bowen Basin makes a significant contribution to this growth, along with agribusiness and tourism. The continued economic growth and development of the region is essential for ensuring a prosperous lifestyle for the Mackay community. Economic growth and development that generates opportunities for local businesses will ensure that the local community benefits from investments being made in the region.
