Part 2 - Technical Specification 1

1 GENERALThis specification is for the supply, delivery and unloading of underground fire hydrants to be used forcapital and operational work requirements within the Water Authority of Fiji.

The tender is an Annual Tender to expire on 31st December 2015.

1.1 SCOPE OF WORKS

This is a schedule of rates material supply Contract and shall not be subject to rise and fall. Theworks shall include the supply, and delivery of;

DN80 Underground Fire Hydrants.

The scope of works shall also include the unloading, staking and stockpiling of all hydrants andmaterials, to locations as directed by the Principal.

2 MATERIALS

2.1 GENERAL

All materials supplied shall be the best of their respective kinds and in accordance with the currentand relevant Standards published by the Standards Association of Australia/New Zealand for thoseparticular classes of material where such standards are applicable and do not conflict with thisspecification. If there is no Australian Standard Specification then the relevant British or ISO StandardSpecification shall apply subject to the prior approval of the Principal.

Material in contact with potable water shall be approved in accordance with AS/NZS 4020 Testing ofproducts for use in contact with drinking water.

2.2 HYDRANTS

The fire hydrants to be supplied will be certified as complying with the WAF requirements of thefollowing standards. The certifying body is to be an internationally accredited firm.

I. BS750 Specification for Underground Fire Hydrants and surface box frames and covers.II. AS4087 Metallic Flanges for Waterworks Purposes

Flanges to be drilled to PN16 requirements.III. AS 4158 Thermal-Bonded Polymeric Coatings on Valves and Fittings for Water Industry

PurposesIV. Other requirements:

All brass components to be manufactured from de-zincification resistant brass (CZ132)

2.2.1 Service Conditions

Hydrants shall have a design life of 50 years. The manufacturer shall demonstrate compliance withthis requirement by reference to the material of construction being in accordance with the standardscontained herein.

Maximum Working Pressure : 16 Bar Temperature Range : -10°C to 70°C

2.2.2 Tests

Hydraulic test to BS750 Seat: 1.1 x PN Body: 1.5 x PN

2.2.3 Applicable Standards

Hydrant shall be Type 2; Screwed-Down type with screwed 2½” round thread outlet. Inlet Flange universally drilled to BS10 Table D, DN80. Corrosion resistant construction compliant with BS EN 1074-6 for disinfection products.

3 HANDLING AND STORAGE OF HYDRANTS

3.1 GENERAL

Transport, handle and store all products and materials in accordance with the manufacturers’recommendations and in a manner that prevents damage or deterioration or excessive distortion.

Care shall be taken when handling pipes that internal and external linings and protective coating arenot damaged.

Pipes and fittings shall be stored on timber bearers clear of the ground. Pipes shall be stacked in amanner that maximises public safety.

3.2 ACCEPTANCE AND REJECTION

The Principal shall instruct the suppliers to deliver materials with adequate product certification anddeclaration that products and materials comply with the specifications.

The Principal shall have the right to reject any damaged hydrant or defective product material.

3.3 DELIVERY LOCATION

Hydrants shall be delivered to the following location:

Project Stores of WAF’s depots around the country (Central – Suva; West – Lautoka; North -Labasa)

The Supplier shall confirm the delivery location and quantities for delivery with the Principal at least 24hours prior to the delivery occurring.

Delivery hours shall be between 7.00am and 3.30pm on weekdays (excluding public holidays) only.Supply required outside these hours will be separately negotiated.

4 DELIVERY SCHEDULESuppliers shall provide with their tender a delivery schedule identifying the quantity of hydrants to besupplied and the time of delivery.

If the supplier cannot deliver the order in accordance with the delivery schedule, the supplier willimmediately notify the Principal. The Principal reserves the right to withhold payment, up to thedifference in pipe supply costs, should it be necessary for the Principal to procure pipe materials froman alternative supplier, due to delivery timeframes not being met.
