Have you been wanting to go to Lincoln Road to shop, but can’t find someone to drive you? Well, now you can. The City of Sunny Isles Beach is con- stantly looking for ways to improve our servic- es, and meet the needs of our residents. To that end, we have partnered with the Town of Surfside to offer our residents the convenience of riding the Shuttle Bus to South Beach (Lincoln Road) for FREE three times a week. On Mondays, Wednesdays, and Fridays, residents can get on the City Shuttle Bus from the following locations between 9am – 10am (call 305.792.1706 for exact stop times): Newport Beach Resort Ramada Hotel Heritage Park Golden Shores Pelican Community Park / Sunny Isles Beach Government Center Avila North Winston Towers Avila South Porto Bellagio Plaza of the Americas Marina Del Mar / Coastal Towers Arlen House The City of Sunny Isles Beach shuttle bus will then stop at the Surfside Publix (94th Street & Harding Avenue) at 9:50am where passengers can transfer to the Town of Surfside shuttle bus, to continue on to Lincoln Road. It is my pleasure and privilege as Mayor of Sunny Isles Beach to report to you, the citizens of our wonderful City, that the state of the City’s financial condition continues to be very secure and strong. This past year we have been able to maintain our funding on scheduled capital improvement projects and at the same time maintain a healthy gen- eral fund reserve in excess of $10 million. During the past 4 years the financial and real estate markets in this country suffered the worst downfall since “The Great Depression” in the 1930s. Locally we have seen real estate values drop by as much as 25 to 50 percent. In recognizing these eco- nomic changes the City Commissioners and I set into motion important policy and budg- etary changes affecting the financial wellbe- ing of our City. The projected governmental operating budget for 2012 is $27.8 million, a 2.3 % increase from 2011. According to the Miami-Dade County Tax Assessor’s Office, property values in Sunny Isles Beach - excluding new construction, increased over- all from $5.4 billion to $5.6 billion. The City added $224 million in new con- struction to our tax base in 2011. In the eight years that I have been Mayor, our taxable property values have risen from $2.5 billion to $5.8 billion, an increase of 132%! Our millage rate of $2.886 per $1,000 of taxable value has remained the same as last year. The rate is 14% less than the 3.35 millage rate we had in 2003 when I became Mayor. The City of Sunny Isles Beach took advantage of its strong liquidity investment and borrowing capacity by refinancing approximately $7.7 million of debt at 5% interest rate to an impressive 2.38% interest rate. As a result it was also able to obtain an additional $2.3 million in funding from Sun Trust Bank. These new funds will be used for developing parks in the southern and western areas of the City. We always hear about that one who hasthe perfect job or marriage or relationship.

Always someone else not you or me.How many times have you heard aboutthe perfect mate? However in almostevery of the perfects the oneinvolved usually is a “was.”

Seems that passing awaybrings about memories thatmakes the departed one a per-fect saint. Amazing how theyweren’t that way when alive butas soon as they were gone, theybecame perfect through whathas to be a very foggy memory.

Then there is the perfect job. Ever speakto anyone who has the perfect job?

To me, if someone is creative andenjoyed doing so. That has to be perfect.

Someone delving into one’s brain haddone a good job to create something thatcan be useful for a long time or even amonth or two.

In the past two decades I’ve written this

column and most times enjoyed doing so.I feel lucky to have an outlet for my

thoughts and stories. Should make me feelgood, shouldn’t it?

However, sometimes I could very easilyhurt someone with my words if Iwanted to. In fact I have written afew times about someone I didn’tlike.

However on re-reading thatarticle, I realized that I was real-ly hitting below the belt becauseI felt I wanted to blow off somesteam on that particular person.

I felt very good about what Ihad written but I felt even better when Itore up what I had written.

Maybe that’s something we all shoulddo on occasion by writing or even think-ing negatives about some acquaintancesfor some slight or other and then “tear itup.”

That could feel pretty good and even feelperfect.

TThhiinn iiss IInn:: Just when you thought therewas no way you could keep your NewYear’s resolution to lose weight, diet cen-ters are contemplating a winning incen-tive: “Lose at least 10 pounds and we’llgive you the thinnest new computer orphone!”

A balloon is a bonus in your life. Itwas probably given to you, the first time,when you were very young, as a reward oras something to delight you. A balloonbrings joy. It is beautiful and fascinatingto behold. It gives pleasure.

The first lesson you learn about a bal-loon is that you have to be responsible andhold on to it. If you let go, it will floataway never to return to you. Frequently, achild will cry the first time they let go.They will experience some remorse andsadness. Hopefully, they make the mentalconnection that something beautiful andjoyful needs to be appreciated and cher-ished.

Relationships can be like balloons. Youhave to hold on to them. As much as it hurtsyou to let go, it also hurts when someone elselets you go. It hurts to be let go of as a part-ner, spouse, friend or employee. It hurts

when infidelity, divorce, and the loss of a joboccurs. It hurts when someone moves awayand lets you go. It is painful and disappoint-ing when you move away and those leftbehind do not hold on to you or your rela-tionship.

It is normal to wonder; “Why didn’tthey hold on to me?” “How could they letme go out of their life so easily?” Ithought I brought them joy just like theballoons. I thought I brought them some-thing unique and special. I thought I wasimportant to them.

It is normal to be confused and togrieve. Try to accept it even if you do notunderstand it. No matter what, do notblame yourself. Do not feel undesirable.Remind yourself that some things are notmeant to last forever.

If you are fortunate to have many beau-tiful relationships and balloons in yourlife make an extra effort to keep them. Tiethem down so they don’t get away.Anchor them in your heart.

On December 16, 2012, 266 men andwomen proudly received their gradua-tion certificates from the most presti-gious National Academy (N.A.) of theF.B.I. at Quantico, VA. In all, 49 stateswere represented and (3) three militaryorganizations. It was the end of anarduous and sometimes grueling 11week program. But Captain Snyderpersevered, applied himself and dedi-cated his efforts to the cause. In the endhe was the proud recipient of an honorbestowed upon him as a graduate of theclass of #247, N.A.

We as an agency missed him and hiscontributions to our police department.He was welcomed back heartily uponhis return and the City Commission rec-ognized him on January 19, 2012 attheir meeting.

Captain Snyder also successfullycompleted the Yellow Brick Road, aninfamous obstacle course that one mustsuccessfully complete at the end of theterm in order to receive an individual,personalized Yellow Brick. CaptainSnyder’s “Brick” proudly sits in thepolice trophy case at the Sunny IslesBeach Police Department.

It was a beautiful sunny day, just coolenough for comfort. As we boarded the busto Clewiston you could feel everyone’senthusiasm about what a happy, good daythis would be. The ride both ways was afun-filled party. We had snacks includingmuffins, cookies, fruit, etc., games, and themusical movie “Chicago”.

Bobby, our tour guide, greeted us whenwe arrived and the best was yet to come.The Clewiston Museum was the formerCity Hall built in 1928. It featured anexceptional record of the early days andreminded me of old Florida. We watched ashort interesting film and had time to visitthe gift shop and of course browse.

The Clewiston Inn built in 1938 wasplaced on the National Registry of HistoricPlaces. It’s restored without losing it beau-ty and charm. The dining room was readyfor us when we arrived. It was a welcom-ing setting and a perfect place for lunch.After dessert and coffee and a little social-izing we once again boarded our bus for awonderful informative tour.

There was so much to see and so muchto learn. We had a close up view of sugar-cane harvesting operations. We went to theU.S. Sugar Corporation Mills in Clewistonwhere they process nearly 45,000 tons ofsugarcane per day, producing 700,000 tonsof sugar per year.

In addition, they own Southern GardensCitrus, one of the largest orange juice sup-pliers in North America. They processmore than 100 million gallons of not-from-concentrate (NFC) orange juice yearly.

First opened in 1994 they process up to 20million boxes of oranges in a season, pro-ducing more than 100 million gallons ofNFC annually.

The tour was detailed where we couldsee and we had an expert guide to tell usabout each step both at Sugarland andSouthern Gardens Citrus. We drove alongthe waterfront, saw the park and scenictrail. There was something for everyone to

enjoy, including the beautiful residentialareas. We saw “The Captain Deane DuffHouse.” His impressive French NormandyRevival residence is listed on the NationalRegistry of Historic Places. We saw theschools and learned a little about govern-ment in this city whose population is lessthan half of Sunny Isles Beach.

According to national statistics, 10,839people were killed in 2010 in drunk-driv-ing crashes; that’s one life lost every 50minutes.

In an effort to save lives and honor thosewho have been killed or injured, theMADD (Mothers Against Drunk Driving)affiliate of Miami-Dade County is invitingthe community to partake in its secondannual signature fundraiser, Walk LikeMADD, a festival and mini walk forfriends and families.

Supported by presenting sponsorsKendall Toyota and Lexus of Kendall, thespecial event takes place Saturday, Feb. 11,3-6 p.m., at Evelyn Greer Park in theVillage of Pinecrest.

“This community-wide initiative paystribute to victims and survivors of drunkdriving and educates the public about pre-venting future tragedies,” said JanetMondshein, executive director of theMADD Miami-Dade Affiliate and eventco-chair. “We want to generate moreawareness about this violent crime andwork collectively to stop it.”

A tug-of-war between local police offi-cers and firefighters will be conducted aswell as jaws-of-life and police dog demon-strations. Walk Like MADD also will havemusic, games and rides for children andteens, a variety of vendors focused onValentine’s Day and a selection of delec-table foods. Participants, encouraged toregister in advance, will walk the third of amile track at Evelyn Greer Park in supportof MADD’s mission and in honor and

memory of loved ones.MADD is a not-for-profit grassroots

organization that aids victims and fami-lies of victims of drunk driving andincreases public awareness about thisviolent crime. MADD serves as a beaconin communities nationwide offering freevictim services and providing support tovictims as they navigate the judicialprocess. Officials with MADD addition-ally work actively with state and locallegislators to implement tougher lawsagainst drunk driving and to close loop-holes in existing laws. They have createdresearch-based education programs foradults as well as awareness and preven-tion programs for youth.

For budgetary reasons last fall, theMiami-Dade County Library Systemreduced library hours across the county,including at the Sunny Isles BeachBranch Library. The library was able toreduce staff and cover one eight hourshift each day, but in the process com-pletely eliminated service on one day. Asa result, patrons who arrive on Fridaysfind the library completely closed.

This new arrangement did not makeour residents or visitors happy. Vice-Mayor Lewis Thaler contacted the coun-ty library system to find out what ouroptions were, and then with the CityManager negotiated a new agreementwith the County to re-open our librarybranch on Friday afternoons. InNovember the City Commission passedthis agreement to fund an additional 4

hours a week on Fridays from 2:00pm to6:00pm. The Miami-Dade CountyCommission ratified the agreement onJanuary 23, 2012 and will move forwardwith staffing the library again on Fridays.That gives our residents back a six day aweek local branch library to visit andenjoy.

The revised hours will begin on Friday,February 10, 2012 as follows:

• Monday, Tuesday, Saturday 10:00 am – 6:00 pm• Wednesday, Thursday 12:00 pm – 8:00 pm• Friday 2:00 – 6:00 pm• Sunday, Closed

“I’m pleased to tell you Sunny IslesBeach received the highest level of assur-ance that a city can obtain on their financialstatements. I’m also pleased to tell you, thecity received the Certificate ofAchievement in Financial ReportingAward for [fiscal year 2010/2011]. Receiptof this award reflects on the professional-ism and commitment of your entireFinance Department and high degree ofdedication and leadership displayed by theCity Commission and City Manager.

“This certificate program has been inoperation since 1946. Its purpose is toencourage governments to prepare theirfinancial statements at the highest qualityfor the benefit of citizens and other partieswith a vital interest in governmentalaccounting. During the half century theprogram has operated, it has gained wide-spread recognition as the premier indicatorof excellence in governmental accountingand financial reporting.

“To earn the certificate, Sunny IslesBeach had to substantially conform to theprogram’s demanding criteria, which gowell beyond the minimum requirements ofgenerally accepted accounting principals.”

Sunny Isles Beach City Manager Alan J.Cohen noted, “The City Charter requiresthat the Manager, once a year, presents theannual city audit - but in fact, the yeoman’swork on this is truly done by our AssistantCity Manager/Finance Director MinalShah. I tip my hat to her and her staff whodo an incredible job day in and day out tokeep our books in order.”

Shah added, “I’d like to thank our finance

staff for doing an incredible job to coordi-nate and move this audit along as well as theauditors for their commitment in completingthe audit so quickly. Special thanks toMichael Quesada, the city’s Comptroller,who took the lead in the audit.”

‘FIRST FBI GRADUATE’Yet another special presentation made by

Police Chief Fred Maas at the Jan. 19 CityCommission meeting focused on recogniz-ing Captain Dwight Snyder for being thefirst Sunny Isles Beach officer to graduatefrom the prestigious National Academy ofthe FBI..

Maas explained, “Back in October 2011,we were afforded the opportunity to sendsomeone to the prestigious NationalAcademy of the FBI in Virginia. Thisrequired Captain Snyder to be away foreleven weeks…It’s a very arduous task andyou have to be in the right frame of mind aswell as have the ability in your personallife to do this – Captain Snyder acceptedthis challenge.

“On December 16, 2011 he became oneof 266 graduates from 49 states - therewere a lot of participants there from aroundthe globe. Captain Snyder did a remarkablejob - bringing acclaim to the city and ourPolice Department.”

Snyder noted, “I’d like to thank the cityfor allowing me to represent Sunny IslesBeach and the Police Department. It was atremendous opportunity that will pay divi-dends in terms of contacts and friendshipsmade.”

Sharing some of his experiences while atthe FBI Academy, Snyder said, “There is alarge physical component called the‘Yellow Brick Road.’ It consists of manydifferent physical challenges and when yousuccessfully complete them, they presentyou with a yellow brick. Receiving thismeant so much to me…It represents teamwork, commitment and hard work. I alsowant to acknowledge colleagues for theirsupport…I’m very proud of this city andour Police Department…This is not anindividual achievement - this is a teamachievement.”

Maas added, “Captain Snyder put hisheart and soul into this challenge, doing atremendous job. This is the first of what Ihope to be many graduates of the presti-gious FBI Academy for this city, helping toensure the highest quality of police servicefor a long time to come.”

‘FIRST CLASS GATEWAY’ In keeping with continued efforts to

enhance Sunny Isles Beach with the mostdesirable parks and recreational facilities,the City Commission has been consideringplans for the development of another “firstclass” park complex at the gateway to thecity on Sunny Isles Boulevard.

Back in April of 2011, developer JoeMilton, representing 4M Investors, LLC,explained original plans to build aPark/Aquarium complex at the gateway tothe city on Sunny Isles Boulevard were nolonger feasible due to the withdrawal ofsupport from operators of the Seaquariumand the inability to secure another aquatic-oriented joint venture partner. He proceed-ed to present a “Plan B” proposal for thedevelopment of Gateway Park including apark, garage and “anchor” restaurant.

At the Jan. 19 City Commission,Milton appeared before the Commissionagain to report attempts to secure arestaurant were unsuccessful. “We [still]hope to create a very unique park in thecity,” Milton said. “We think it’s the mostimportant location for the city as an entrypoint and Town Center…It’s well placedand seventy percent of your traffic cur-rently comes in through there. We haveput all our efforts into making sure we

give you an excellent product.”Explaining why obtaining a restaurant

didn’t come to fruition, Milton said, “Thishas proven to be a ‘commercial impossibil-ity.’ We found someone who specializes inbringing restaurant operators to locationsand also reached out to several other com-panies representing renowned restaurants.An immediate concern was ‘how do youdrop off people?’ That’s going to be a prob-lem with any [restaurant] operator at thislocation…in this economy - most are look-ing for foot traffic.”

Milton went on to say that after realiz-ing a restaurant would not be feasible, thedecision was made to bring in a designteam and acclaimed landscape architectBarry Miller to play a definitive role inthe development of Gateway Park. “Wefeel the location is too important to havea temporary status,” he said. “This needsto be an incredible park that brings ele-gance to the city and a sense of arrival –truly a ‘gateway’ representing itself withthe quality the city deserves. We want todesign a park similar to the level of aHeritage Park in quality but different indesign – a little bit more elegant andromantic.”

‘FIRST CLASS LUXURY’“I haven’t heard of a property going for

over $40 million down here, so perhapswe’ll have another first for Sunny IslesBeach.” Mayor Norman Edelcup’s opti-mistic prediction relating to the Mansionsat Acqualina could come to fruition whenthe ultra-luxurious condominium tower bythe Trump Group of Williams Island famerises at 17749 Collins Avenue.

Another fabulous first for the city interms of development will be PorscheDesign Residences by the Dezer familyand Germany-based Porsche DesignGroup at 18555 Collins Avenue. Alsoanticipated to be a catalyst for elevatingproperty values and tax revenues, thestate-of-the-art building will feature arevolutionary, ocean view glass elevatorsystem heralded as “the first of its kind”taking residences, still inside their cars,directly up to their unit and designatedrobotic parking space.

Center and the Broward Center for the Performing Arts.

“Fairy Doll”, originally “Die Puppenfee” by composer Josef Bayer and first per-formed in 1888, was one of the most successful productions in the late 19th century. Issaev’s recreation and revival of this ballet in two acts, was first premiered in 2009

with absolute success.Bayer’s exciting and beautiful music inspired Issaev’s to create a magnificent chore-

ographic work in a production that includes creative and imaginative costumesdesigned by Jorge Gallardo and sets created by painter and artist Elena Bond.

Principal dancers Kaori Fukui, Jun Tanabe and Yhosvani Rodriguez, will have thelead parts alternating with DeeDee Rosner, Kohhei Kuwana and Fan Shi.

The ballet tells the story of a young boy who works in a Doll store that has distinctivedolls from a variety of countries and most notably, the beautiful Fairy Doll.

Customers fall in love with the stunning doll.At the end of the day, the owner of the store closes the shop, and the young and dis-

tracted assistant is left alone, locked inside the store. As the night falls, the tiredyoung boy cannot believe his eyes! The Fairy Doll comes to life, and with her

magic, she brings all the other toys of the store to life.

More than 100 kids and their parentsattended the grand opening celebration ofthe City’s Skate Park on Saturday, February12, 2011. The Skate Park is located at thewest end of Town Center Park, 17200Collins Avenue. Helmets are required andpads are recommended for all ages.Skateboards and helmets are available forrent on-site at the Skate Park.

For the tenth year in a row, the City ofSunny Isles Beach hosted its unique EggScramble event. At my announcement to“go”, children 12 and under “scrambled”through a sea of brightly colored beachballs to collect plastic, candy-filled eggs.Ten thousand eggs were found and sharedby over 1,000 children. Once all the eggswere gathered, the festivities continuedwith a special baseball field dedication tocelebrate the naming of the field as theChief Fred Maas Baseball Field. And thenit was fun and games for everyone!

On Monday, April 18th at 10 a.m. 182Drive next to the school was re-namedCommissioner Gerry Goodman Drive. Theformer commissioner was honored for allhis service to the City by family, friends,and professional colleagues. I spoke aboutGerald “Gerry” Goodman’s contributionsin helping the City to grow, touching on hisconcerns for residents’ quality of life andsafety with regards to traffic and pedestriancrossings.

On June 8th former City CommissionerRoslyn Brezin was also honored by Miami-Dade County and the City of Sunny IslesBeach by naming 183rd Street at CollinsAvenue in her name. Many years of serviceand dedication earned her this dedication.More than 100 citizens witnessed this welldeserved presentation.

Heritage Park was dedicated onSaturday, June 18 with a ceremony honor-ing veterans who served America and com-missioners who served the City. Two bandsentertained the crowd for 4 hours. Gamesand face-painting were provided for thechildren, roving circus performers enter-tained the crowd and complimentary sou-venirs were enjoyed by all.

Sunny Isles Beach celebrated its 14th

Anniversary on Sunday June 19th. Morethan 3,000 citizens enjoyed the freeBarbeque. There were games and rides forthe children, music and the offshore boatraces. It was a sunny day and everyone hada great time.

I was honored on September 21st by theMiami-Dade County Schools by renamingthe Sunny Isles Beach K-8 as the NormanS. Edelcup SIB K-8 School. “The childrenin this community and their education havebeen a priority during my lifetime of com-munity service and I’m deeply honored by

— Florida’s Riviera celebrated their 4thAnnual Sunny Isles Beach Jazz FestThursday, Oct. 13 - Sunday, Oct. 16. Inpartnership with the Sunny Isles BeachTourism and Marketing Council to benefitJoshua’s Heart Foundation and MiamiChildren’s Hospital Foundation, more than800 citizens attended the Jazz Fest con-tributing more than $2,000 in donations tothe charities. Sunny Isles Beach will againbe celebrating the sweet sounds of JazzThursday, October 11- Sunday, October 14,2012.

The City’s annual Halloween event“Booogie by the Beach” took place onOctober 28th and 29th at Pelican Park.Festivities included carnival rides, games,crafts, musical entertainment; a costumecontest was also a main event along withthe traditional haunted a house with its 15rooms.

The City held its First Annual VeteransDay Celebration which took place onNovember 11th at Heritage Park. Morethan 1,000 citizens attended the ceremoniesincluding many veterans such as formerCommissioner Gerry Goodman, the guestspeaker, and Charter Commissioner IrvingTuretsky. This will be a City annual event.

The dedication and grand opening ofFire Rescue Station #10 took placeWednesday, November 23 in Sunny IslesBeach. The Station is a 2 story 11,400square foot triple bay facility. The new sta-tion accommodates up to 12 firefightersand a battalion chief. Remarks were madeby Miami Dade Mayor Carlos A. Gimenez,Miami Dade Commissioner Sally Heymanand Sunny Isles Beach Mayor Norman S.Edelcup.

The year closed with the annual WinterFest in December at Samson OceanfrontPark. There were rides and games for thechildren, roaming carolers and Santa madea special appearance to provide a photoopportunity for families.

My fellow citizens, as we enter the NewYear 2012, and on behalf of our CityCommission, Police Department, CityStaff, and myself, we pledge our continuedloyalty and dedication to the citizens ofSunny Isles Beach. By working together,we will continue to raise the quality of lifefor the residents in our community and topromote our City known throughout theworld as Sunny Isles Beach, Florida’sRiviera.

In conclusion, we wish everyone in ourcommunity a happy, healthy and prosper-ous New Year.
