Manila Hall Of Justice

Citation preview

  • All the great things are simple, and many can be expressed in a single word: freedom, justice, honor, duty, mercy, hope. Winston Churchill

  • RationaleIn the Philippines not all of the cities have their own Hall of Justice. Some only have small courthouses located on different parts of the city. While others have their own Hall of Justice but lacks supporting facilities and amenities that may even help the employees to improve their work efficiency.

  • Here in Manila. According to the Supreme Court, they have no Hall of Justice instead they have small courthouses scattered within Manila and most of them are only renting spaces. Now they are requesting to have a centralized Hall of Justice in order to have easier access and become a more distinct structure in Manila.

  • CASE STUDIES AND ANALYSES

  • MAKATI HALL OF JUSTICEMakati City hall is a combination of two structures, first that it is a cityhall and the second is it also serves as the Justice Hall of Makati. It is located at San Miguel Village, Poblacion, Manila, Metro ManilaThe structure can also be accessed via Jeepney from Pedro Gil going to Guadalupe

  • Courtroom interior spacesThe courtroom shown inside the Makati Hall of Justice shows that the spaces are minimum, thus allowing only a hand full of spectators.Other spectators who are not able to take a seat is asked to wait outside.Press/media who wants to cover the hearing needs to ask permission first to the judge and the Supreme court, thats the only time when they are allowed inside the courtroom.

  • Public Hallway inside the Makati Hall of JusticePublic Hallways are used by the attorneys and clients also the spectatorsIf no waiting areas are provided people usually wait at the hallways outside the courtrooms especially when the courtroom only houses limited seats.

  • SURVEYS

  • The survey was conducted near Manila City Hall and other minor courthouses in Manila. The percentages are as follows, 5% 30% 40% 25% only a few people the researcher surveyed said that it was hard getting to the courthouse from their home mainly because they live too far from the courthouse.

  • Most of the people using the courthouses around Manila were asked if there was any problem with the traffic flow inside the facility most of them said that inside the courtrooms, it was not spacious enough. And that the seats are too few and they were telling what if the numbers of witnesses are many? Where will they sit? And they said that they have no waiting areas near courtrooms for relatives.

  • SITE ANALYSIS

  • The proposed site is surrounded by well known structures like the Manila City Hall, SM Manila and the Universidad De Manila.

  • For the wind analysis, Metro Manila is located in a part of the Philippines where the prevailing climate is Type 1. The northeast monsoon prevails from November to March while the southwest monsoon prevails from June to September.

  • Project Description

  • Ever since 2012 Manila officials have been planning on constructing their very own Manila Hall of Justice. They already have a budget of 1.83 billion. The only problem they encountered was finding a lot. They have been eyeing the GSIS building for a while the only problem was the NCCA will not allow them to demolish the structure because it is already considered a cultural heritage.

  • Architectural Solution

  • Since the site is the GSIS building near the SM manila. It is already considered as a cultural heritage. The main idea is to preserve the faade of the structure and at the same time be able to reuse the interior of the structure and reduce the urban sprawl.

  • CONCEPT OF RETROFITTING using Carbon Fiber Reinforced Polymer (CFRP)Retrofitting is technical interventions in structural system of a building that improve the resistance to earthquake

  • CONCEPT

  • SPACE CONCEPT:

Lady Justice (Themis)Themiswas the embodiment of divine order, law, and custom, in her aspect as the personification of the divine rightness of law. However, a more direct connection is toThemis' daughterDike, who was portrayed carrying scales.

  • Much like the floor plan of the structure, there is balance between the distribution of spaces.

Proper circulation of the people for better flow.

  • Pros and Cons of Retrofitting and RepairProsHighest strengthHighest stiffnessMost durable fibersHighly resistant to most environmental conditionsHigh fatigue enduranceConsFabricating this composite material is expensive compared to traditional steel and concrete.Required chemicals (epoxy, resin, etc)

  • Utility Concept: AcousticsSoundproofing ROCKWOOLThough the individual fibersconduct heatvery well, when pressed into rolls and sheets, their ability to partition air makes them excellent heat insulatorsandsound absorbers.Though not immune to the effects of a sufficiently hot fire, the fire resistance offiberglass, stone wool, andceramicfibers makes them commonbuilding materialswhenpassive fire protectionis required, being used as spray fireproofing, instudcavities indrywallassemblies and aspackingmaterials infire stops.

  • Utility Concept: LightingThe use of LED lights as the main source of lighting inside the Justice Hall.Over the past few years, LEDs have become more efficacious. Recently, blue-white phosphor conversion LEDs have approached the 100 lumens per watt level (see graph below). The US Department of Energy estimates that by 2010, white LEDs utilizing phosphor conversion will rival the efficacy of the most efficient light sources currently in use.

  • Most light sources, when utilized in luminaires, produce uncontrolled light resulting in hot spots and other discontinuities in the illumination. The elimination of uncontrolled light results in incredible uniformity.

  • Utility Concept: Fire ProtectionHypoxic air technology Hypoxic air technology for fire prevention, also known asoxygen reduction system, is anactive fire protectiontechnique based on a permanent reduction of the oxygen concentration in the protected rooms. Unlike traditionalfire suppression systemsthat usually extinguish fire after it isdetected, hypoxic air is able to prevent fire.

  • Smoke detectors are installed in protected volumes because, similar togas suppression systems, hypoxic air does not preventsmoldering andpyrolyzingprocesses.

  • Installation of sprinklers is also considered for the design as it will help in controlling the fire in case it occurs.
