    First of all lets clarify the statistics of economic indexes. What do the official figures say and what is reality?IndustryThe Industry level is back to the 2008 figure, gained in return almost all 15% during the recession crisis, however the key sector of machine building and metal-working industries are still on the same level as they were at the end of 2003.Investment and constructionThe beginning of 2011 was difficult for investments. At the same time construction activity decreased by 4.8% within a quarter although it increased overall by 1.6% annually. The direct foreign investments into the Russian economy have been reduced by 13.2% in 2010. Rural economyThe agrarian sector started falling from the beginning of 2010 and last summer significantly weakened this field. Later, the sector slowly started recovering, showing growth for 0.7% within the first quarter of this year against the same period of the year 2010.TransportIn 2009 freight turnover of Russian transport slightly stabilized after a previous downfall in 2009. The passenger turnover also remains weak obviously due to growth of private transport. DemographyThe demography indexes are the major indicators of life quality in the country. These include the economy, social system and public health. Unfortunately the death rate is closely linked to disasters and infectious diseases.

    The economic crisis came to Cyprus later than to other countries.What is the face of the Cypriot crisis? There exists the system of cheque payments in Cyprus and during the crisis period the amount of unpaid and returned cheques has been increasing. Also there are many small family businesses like restaurants, cafes, shops, real estates. The decline of sales has caused a chain of non-payments and consequently bankruptcy. Now people dont want to set up their own company or organization. Government service sectors offer the most prestigious and profitable jobs at the present time. The economic crisis affected people in different ways. They started counting money, stopped applying for unnecessary loans, changing the car every year, purchasing a second property. Many vacant positions are filled with cheap labor from third world countries. But the situation is not all gloom. The sector of financial services takes the country out of the crisis. Also the tourist and construction industries are now increasing, so the signs are the economy of Cyprus is slowly recovering.

This will create a favourable demand for banking, accounting and legal services in Cyprus, with perhaps ancillary benefits in real estate and travel. The Russian economy stands to benefit in relative terms from global instability thanks to its vast natural resources and relative political stability. The medium-term horizon to 2015 shows a number of important risks, primarily related to unsustainable leverage and growth policies in both developed and emerging markets. Policy-makers and company executives in Cyprus and Russia must be prepared for a possible second recession and/or economic crisis from 2014-2015. Any crisis brings opportunities as well as threats. Executives must avoid complacency and begin preparing aggressive as well as defensive strategies and scenarios in order to limit potential damage and maximise potential benefits during this time.

This is one of the positive areas. Another is the stability and improvement of the Russian economy. And the Greek situation now is unstable and uncertain. This may cause a negative role in the Cypriot economy.     Crisis in Cyprus: Experts' Opinion?

    CYPRUS has been ready to face the economic crisis since the beginning of 2008. Moving onwards, leaving 2011 behind and heading to 2012, Cyprus did not totally avoid the global economic crisis. European Commission estimates for the Cyprus economy were 29 times the Eurozone average despite the overall slow-down. The Private sector has not been affected neither have foreign companies investing in the Cyprus market. The islands strategic location on the doorstep of three continents and its well-educated, English speaking workforce continue to attract firms and business and assist in the economic progress of Cyprus.The Cyprus government adhered strictly to the guidelines outlined at EU level throughout the discussions between the European Central Bank, European Commission and the most affected EU member states.Analysts from the Central Bank of Cyprus have expressed the estimation that the Eurozones economy will be able to eventually come out of the financial crisis much stronger than before. In general, the crisis could lead the worlds large economies to seek a more effective and efficient financial system. Political analysts also believe that when the financial crisis comes to an end, the political system will be transformed to a multi-polar global system of numerous regional powers, thus the cooperation between nations will be imperative.It is essential to note that although the draft of the Bank Levy legislation was introducing the bank levy as a temporary measure for two years, permanency of the measure has been imposed in this final enactment. The bank charges are imposed on the total amount of deposits by the end of each year.

    - Is the economic crisis in Cyprus over?he Cyprus economy was also negatively affected but to a lesser degree, compared with other European economies. This can be partly explained by the sound banking system of Cyprus, which had very limited exposure to toxic products. Private consumption and tourism exhibited a small improvement, while the construction sector still exhibited negative growth, reflecting the necessary correction.Coming to the prospects of the Cyprus economy, in 2011, economic growth is expected to accelerate and reach around 1.5%. - Without adequate measures, Cyprus risks increasing an already significant budget deficit. What has been done in the last three months? What will be done in the near future? The fiscal data for the first months of 2011 is not very positive; we expect that the acceleration of economic growth, in combination with a number of fiscal consolidation measures envisaged to be adopted on the expenditure side, will be sufficient to meet our commitment for a fiscal deficit close to 4% of GDP. The Government has already announced measures of a permanent nature that aim at increasing revenue and curtailing expenditure. These measures include the control of public sector hiring and a reduction of civil service positions. - How will the situation in Greece influence Cyprus business in the next 3 to 6 months? What are your expectations?We are aware and concerned about the situation in Greece, a country with which Cyprus has very close ties. Even though the challenges that the Greek economy is currently facing are huge, we are confident that with the medium term plan prepared by the Greek Government, Greece will eventually recover.

    The expected acceleration of economic growth

    We continue to explore different aspects of bilateral relations between Russia and Cyprus. The post crisis collaboration between these two countries becomes more diverse and promising. Initiatives interceptionIn 2011 the geopolitical map of North Africa and the Persian Gulf has changed. The dynamic structure of international business is shifting from the conflict region to the more stable East Mediterranean. During this period Cyprus has a good opportunity for investment initiatives interception. Improvements to the tourist industry, strengthening of financial and judicial consulting systems, implementation of the new energy concepts success in these sectors will increase the status of Republic of Cyprus.Perspectives and modernityEach of these sectors offers prospective opportunities for the successful collaboration with Russia. The range of investment opportunities is diverse. The projects have the perspective of joint participation in the following spheres: education, medicine, pharmaceuticals, tourism, information technologies.ParadoxesThe level of political risks in Cyprus is now low although indirectly there are negative factors from the Greek crisis. It is worth noting that the current problems of Greece will not affect the dynamics of Russian-Cypriot investments.

    Russia and Cyprus: the factors of modern success

    Europe is trying to find a common ground in restructuring the debt of Greece, Ireland and Portugal and bring some stability to the area. Worldwide recovery is fragile and as a result unemployment proves to be a very serious issue in Europe. While emerging economies are returning to pre-recession growth rates, Europe has an uneven performance with some countries performing well while others are struggling.Germany and Austria due to proper fiscal management and competitive labour costs are doing well and as a result their exports and domestic demand are expanding. Japan is under a lot of pressure, both economically and socially due to natural disasters and the nuclear accident that followed. The only country that seems to be in control is China. The recent downgrading of Cyprus caused a price hike in the International Markets with regards to Cyprus bonds. Following the end of Parliamentary elections on the island during May, the efforts of the Government intensified in order to balance the books. Negotiations have started with the Union and political parties in order to agree a common plan as to how to resolve the issues of public finances. As far as the Cypriot Banks are concerned they have done nothing wrong. They have not exposed themselves to any toxic American assets or complicated financial derivative products. On the contrary at a time of serious financial upset worldwide they remain profitable, without any Government support. The economies of Cyprus and Russia cannot be compared, given the vast differences in size, but both countries can benefit from the strong relationship and cooperation which exists between them. Cyprus as an EU member should continue to add value and play a critical role for the Russian businessmen that wish to have activities within Europe via Cyprus

    The 2nd Horasis Global Russia Business Meeting which took place on 10-11 April 2011 in Limassol, Cyprus, was both opportune and relevant in the wake of this volatile global environment. A large number of CEOs from Russia came together with leaders from around the globe to discuss Russia and the worlds current economic and political state.
