1.0 Introduction
Subramaniya Siva Cooperative Sugar Mills Ltd (SSCSML) is an agrobased industrial undertaking existing sugar mill located at Gopalapuram village, Alapuram Post, Pappireddipatti Taluk, on Harue-Salem main road in Dharmapuri district, Tamilnadu to fulfill the long felt need of the public ingeneral and the sugarcane growers in particulars. This area was traditionally a cane potential area. Originally the bulk of the cane grown in this area was sent to Dharmapuri District Cooprative Sugar Mills to cater to the needsof the sauarcane growers of this area. This sugar factory is situated about 40 km from Dharmapuri town and 50 km from Salem town.The location of the mills is 5 km from Gobinathapatty enroute Salem-Vellore main road. The total area of the mill is about 96.14 acres of land in its possession to conduct its desired operations. Subramaniyam Siva cooperative sugar mill is being managed in a very systematic and professional way. Hence, it has registered a consistent profit since last six years. Looking it to the present demand of E.N.A. and for extending whole hearted support to government’ Fuel Ethanol Blending policy, the management has decided to diversify their activities by entering in the field of distilllry.
Further, during setting up of this sugar mill, the management has purposefully acquired an extra land for expansion/ diversification in future. Accordingly, an adequate piece of land is available in sugar mill premises which can be best suited for setting up of the proposed 45 KLPD distillery.
The proposed 45KLPD Molasses based distillery project is planned to be established over an area of 14.86 acres.
As per the EIA Notification 2006 and subsequent amendments, the proposed 45KLPD Molasses Based Distillery will come under Category “A” with schedule of activity 5(g) which must require Environmental Clearance from MoEF&CC.

1.3 Type of the Project
Subramaniya Shiva Cooperative Sugar Mills Ltd (SSCSML) is proposing to install Molasses based Distillery cum ethanol plant having 45 KLPD capacities and 1.0 MW Captive generation power plant at Village Gopalapuram village, Alapuram Post and District Dharmapuri, Tamilnadu. Molasses will be used as raw material which will be meeting from our own sugar mills and local nearby sugar industries. Proposed distillery plant is on molasses based and will work for 270 days/annum.

1.6 Description of the Environment
Subramaniya Siva Coooperative Sugar Mills Ltd has assigned MGRL for preparing environment impact assessment report for the proposal in light of background of existing sugar mill and cogeneration plant. For the environmental impact assessment studies, an area covering 10 km radial distance from the center of project area (covering around 10 km area from the boundary of proposed plant on all sides) was identified as impact zone measuring around 314 km². Sampling points have been chosen from both the Impact zones.
The EIA study was carried out for each individual environmental component during premonsoon season (15th August to 9th Nov, 2015) is briefly reported below and the details of which are presented in the report. A draft EIA report was prepared and submitted for public hearing. After public hearing this draft EIA will be modified and final report will be prepared incorporating public suggestions. The result of the baseline study is given in Table 3.

1.7 Anticipated Environmental Impacts and Mitigation Measures
Operation of molasses based distillery is now a standard procedure and pollution problems related to both are known and proper mitigation measures are available. S. No. Particulars Mitigation measures to be adopted

2. Water

About 362m3/day spent wash will be generated for Molasses
based operation. The proposed Molasses based distillery would
be based on “Zero Liquid Discharge”.
A duly lined storage lagoon of 30 days capacity shall be
provided, which will be leachate proof and lined with HDPE.
Spent wash (molasses based) will be treated in bio digester
followed by RO Treatment & condensate polishing unit and will
be recycled in the process.
RO reject will be used in bio composting process.
STP will be provided for domestic waste.
Zero liquid discharge norms will be followed.

Used oil will be sold to authorized recyclers.

Proper maintenance, oiling and greasing of machines at regular
intervals will be done to reduce generation of noise.
Personal protective equipment like earplugs and earmuffs will
be provided to the workers exposed to high noise level.
Green belt development (33% of the Plant area) (plantation of
dense trees across the boundary) will help in reducing noise
level in the plant as a result of attenuation of noise generated
due to plant generated due to plant operations and
transportation.
Acoustic enclosure for turbine and D.G. sets would be used.
Regular monitoring of noise level will be carried out.
5. Odour
Management

The remedial measures will be taken such as better house-
keeping by regular steaming of all fermentation equipments.
Temperature will be kept under control during fermentation to
avoid in-activation/ killing of yeast.
Staling of fermented wash would also be avoided.
1.8 Environmental Monitoring Plan
Monitoring of the post project environment is of utmost importance and has legal requirements. Proposed project will adopt an effective monitoring plan with proper schedule as a step forward to ensure better environment management practices. This would be attend by collection of samples of surface/ground waters, ambient air / noise, stack emission at work zone environment and analyzing the samples by various methods.To ensure mitigation measures are effectively working a post project environment plan has been worked out as below:

1.9 Additional Studies
1.9.1 Occupation Health and Safety
During the construction and operation phases there are chances of major or minor accidents at the project site, the occupational health and safety measures as given below:
There shall be regular medical check up of the workers.
Adequate safety precautions shall be exercised strictly for observing safety norms
Protective equipments shall be stocked and made available to the workers.
All the workers will be provided with helmets, goggles and safety equipments, welder equipments for eye and face protection, ear plug, ear muffs, dust masks, boiler suit, safety belt, hand gloves, and safety shoes along with safety instructions in the form of manual and first-aid facilities will be made available.
1.9.2 Social Environmental Aspects
No rehabilitation/resettlement issues are involved
The proposed project on implementation will generate 51 direct employment and another 50 indirect Employment opportunities
The project proponent is a cooperative sugar factory, which is owned by about 10,000 farmers, hence the revenue generated through proposed project will directly beneficial to all share holder’s and their families.
Activities such as primary school, school for cane harvesting labours, etc will be continued
Compost produced from the spentwash, pressmud and other filler material will be sold to member farmers at very nominal cost; it will help in recycling the soil nutrients and help in improving the soil conditions
Project proponents are already engaged with many activities under various sectors such as public health educational, cultural as well as welfare activities, they will continue their activities with updated mechanisms

1.10 Project Benefits. The development of proposed distillery plant of 45KLPD capacity in the premises of
Subramaniya Siva Co-oprative Sugar mill ltd., Alapuram, Dharmapuri district (Tamilnadu) is
technically and economically feasible and can be done in an environmental friendly manner.
Any industrial activity will help in improving the socio-economic benefits like employment,
communication, education etc.
Baseline environmental status has been established for comparison of post project scenerio, environmental impacts have been anticipated and mitigation measures have been incorporated to ensure there is no damage to the existing environment.
To check post project scenario a post project monitoring program is included in environment management plan
All the activities of distillery units will be confined to the acquired area of SSCSML, emissions will be restricted well within allowed limits. Thus, the environment is not likely to be adversely affected in any way.
Distillery operations will be zero discharge projects. Thus there will not be any wastewater discharge in the environment
The by-products (bagasse, pressmud and molasses) produced from sugar manufacturing process will be used in distillery process for manufacturing of fuel ethanol / Rectified Spirit and Impure spirit, Power, Biogas and biocompost etc.
Total area for sugar and distillery units is 96.14 acres. Proposed area for distillery is 14.86 Acres. Around 4.9 Acres of land is allocated for green belt development i.e 33% of total plot area of distillery project.
Rain water harvesting, recycling of water, passive enclosures / dust suppression method for dust generating machines in the project areas reduce the demand of fresh water
The unit will generate power from renewable resources biogas. It will generate power in excess of its own requirement. No ash content will be realeased as the boiler using biogas or furnace oil as fuel.
Being agro based industry it will offer ready market for local sugar cane growers
SSCSML will deliver its obligations under corporate social responsibility (CSR). Under CSR policy SSCSML will ensure development of the surrounding villages and the area and Quality of Life of local people will be improved.
Preference will be given to local population for employment as well as in awarding works contract to ensure small scale industries are promoted in the area.
SSCSML will also a extend helping hand in improvement of infrastructural facilities like education, medical, transport etc.in the region
