Regardless of the discipline, accreditation is meant to ensure minimum quality standards and continuous improvement; thus, every program receives feedback on how it may continue to advance the University and program missions. The accreditation process typically spans more than a year, and in any year, Wayne State typically has 20 - 30 programs that are in the self-study or site visit stage. Accreditation decisions can take 1 – 3 years after the site visit, further extending the process. In 2017-18, 3 programs underwent an accreditation review; we have received decisions about all 3. STATUS REPORT ON ACCREDITATION

The accreditation process typically spans more than a year, and in any year, Wayne State typically has 20 - 30 programs that are in the self-study or site visit stage. In 2018-2019, 14 programs are expected to submit materials or undergo site visits.

The report lists the university, schools, colleges, departments, and/or programs that have professional or specialized accreditation. The accrediting agency, the accreditation status, the annual cost of accreditation and the anticipated date of the next review are indicated for each program.

Wayne State has 42 accrediting or other agencies that examine programs. In addition, 8 graduate medical residency programs are subject to accreditation reviews. Costs for specialized or professional accreditation reviews are borne by the schools and colleges, and are included in their budgets.

Wayne State University participates in external accreditation by outside accrediting agencies for many reasons, among them to:

• Assure the public of the quality and integrity of the institution and its programs;• Establish eligibility to offer degrees and certifications;• Ensure programs meet specific certification or licensing requirements;• Enable programs to receive public funding, enforcing minimum financial and administrative

standards;• Improve the quality within its programs;• Promote institutional accountability.

Other universities, prospective employers, the federal government, and state professional licensing agencies recognize accreditation. The university also assesses the quality and integrity of all its programs through ongoing and periodic reviews, such as academic program review and assessment of student learning outcomes.

Accrediting agencies can be regional (institutional), disciplinary specific, professional, or specialized. Both governmental and non-governmental organizations provide oversight of the functioning of accrediting agencies. Under Title IV of the Higher Education Act, the eligibility

and certification process for institutions of higher education and the official recognition of accrediting agencies are under the purview of the Secretary of Education, United States Department of Education (USDE). Agencies must meet established criteria/standards as set by the Secretary. The National Advisory Committee on Institutional Quality and Integrity assists the DOE in establishing those standards and makes recommendations to the Secretary on which agencies should be recognized. Those that are recognized are listed in the Federal Register. The Council for Higher Education Accreditation (CHEA) serves as a non-governmental national accreditation coordinating body for the higher education community and serves to oversee regional and specialized accrediting agencies.

Accrediting agencies have established a set of discipline specific criteria/standards for a program to meet in order to be accredited. Accreditors follow procedures that take programs through several stages of review, documentation, and analysis. Depending on the outcome of a review or the procedure of the agency, accreditors may require additional follow-up reports. Review cycles vary, with some accreditors requiring comprehensive reviews every three years, others requiring five or seven-year reviews, and still others requiring comprehensive reviews every ten years. In the latter case, a more focused mid-cycle review is usually conducted. The process may span several years before a final decision is made and cost anywhere from a few hundred dollars to several thousand dollars.

The accreditation review and decision-making processes typically involve the following stages which may span one or several years:

Stage 1: Establishment of Institutional or Program Eligibility Initially, all programs that wish to be accredited must request applicant status. Every accrediting organization has certain preliminary requirements that must be met during the applicant status stage.

Stage 2: Institutional or Program Self-Study Once the application is accepted by the agency, each program must prepare a comprehensive evaluation of its performance based on the accrediting organization's established standards or criteria. The self-study involves the preparation of detailed written reports showing how the institution or program meets or exceeds the standards, as well as how it plans to improve in the future. These reports may be prepared as confidential documents, although self-studies are shared with the provost and president prior to submission to the agency. Many agencies require self-studies be published after the accreditation review cycle has been completed.

Stage 3: On-Site Team Visit The self-study becomes the basis for inspection of the program by an accrediting organization's review team during a visit to the campus. Team members talk to faculty, students, staff and administrators about issues and questions arising from the self-study. The typical review team is composed largely of peers who have prior training and experience in accreditation review and some knowledge of the type of program or institution being reviewed. Depending on the agency, review teams may include practitioners from the general public, representatives of comparable institutions or representatives from another sector of higher education. The team usually conducts an exit interview with the president, provost or dean to discuss issues that have surfaced during the review.

Stage 4: Written Team Report The visiting team prepares an accreditation report that includes judgments about the strengths, weaknesses and potential for improvement in the institution or program. Staff from the accrediting agency may meet with the visiting team to discuss the draft report. The draft report is usually shared with campus or program leadership before it is made final. Institutions or programs often have an opportunity to respond to the draft report before it is made final. The final report then is submitted to the accrediting organization's decision-making body, with recommendations about what action should be taken.

Stage 5: Final Decisions/Appeals Accrediting decisions can take several forms, from granting accreditation, warning, probationary status and the withdrawal of accreditation. All accrediting organizations permit appeal of their decisions.

Stage 6: Monitoring Institutions may be monitored between reviews, or may be required to provide annual reports, interim reviews, or substantive change reports. Annual reporting could include financial statements or updated curricular and planning information. Interim reviews are required when issues are left unresolved from a comprehensive evaluation. Substantive change reports are typically required to document important changes in the scope, standards or practices of an institution or program.

Stage 7: Public Disclosure The USDE requires all recognized accrediting agencies to provide for the public correction of incorrect or misleading information or program releases about accreditation or preaccreditation status, contents of on-site reviews, and accrediting or preaccrediting actions with respect to the institution or program. If the institution or program chooses to disclose any additional information within the scope of the USDE rule, such disclosure must be accurate. Any public disclosure of information within the scope of the rule must include the agency's street address, email address and phone number.

The University asks that all accrediting agencies that visit Wayne State University adhere to a statement on "Principles of Accreditation" adopted by the Association of Public and Land-grant Universities in 1986. The statement describes standards and principles of conduct accrediting agencies should follow in conducting accreditation visits.

There are currently 2 programs at the University with less than full accreditation. For a list of current citations, see Appendix B.
