Attendance Boundary Requirements (Board of Education Policy JCA)

Each scenario will be vetted based on the Board’s four criteria:

• home to school distance

• intact feeder patterns

• school utilization

• socioeconomic diversity

Each boundary must be contiguous (i.e., contained within an unbroken line).

Needs Assessment and Opportunity

Needs Assessment

•A number of schools in the south Charlotte area are over-utilized

•Projecting continued residential growth in the south Charlotte community

• Three different projects across the last two bonds (2013, 2017) address needs in south Charlotte; projects call for K-8, K-5 and 9-12 schools in the next 4 years

Opportunity

New STEAM K-8 ($31.38 million) - This new K-8 school in south Charlotte would expand capacity for the district’s Science, Technology, Engineering, Arts and Mathematics (STEAM) program and address the wait pool at Morehead STEM Academy. It would also provide much-needed relief for Community House and Jay M. Robinson middle schools and the elementary schools which feed them.

○ 54 classroom facility with full gymnasium and soccer field

○ approximate capacity 1,080 (based on an average of 20 students/classroom)

Three Scenarios from Wide Ranging Community Input

Input gathered over the course of community engagement to date informed 3 scenarios:

• K-8 school with a home school boundary only; no choice seats

• K-8 school with a home school boundary and choice / magnet seats

• Middle school with a home school boundary only; no choice seats

Scenarios presented for review do not reflect all of the community input

• Grades 3-5 elementary school with home school boundary only

• K-8 or 6-8 with choice seats only; no home school boundary

• K-5 only

To narrow to a manageable number of scenarios, staff prioritized those which maximized relief and most closely aligned to the Board’s priorities for student assignment
