National Consultant for Localization of a Training Package on Gender Mainstreaming in
Teacher Education in Asia-Pacific and Conducting Gender Mainstreaming Training
Workshops for Education Policymakers and Planners in Myanmar
Type of Contract: Contract for Individual Consultant
Duration: 26 June - 15 December 2018
I. Background
The Education 2030 Framework for Action for the implementation of Sustainable Development Goal 4
(SDG4) stresses that gender equality will not be achieved unless serious actions are taken for creating
“gender sensitive policies, planning and learning environments, mainstreaming gender issues in teacher
training and curricula and eliminating gender-based discrimination and violence in schools’
(UNESCO,2015, p.iv). The new agenda shifts the discourse on gender from parity to equality and advocates
the symbiotic relationship between quality and equality. Teacher education systems must mainstream a
gender perspective and ensure gender training as an integrated part of teacher preparation and professional
development.
Through the “Strengthening Pre-service Teacher Education in Myanmar” (STEM) project, UNESCO is
working closely with the Myanmar Ministry of Education (MoE) to provide policy and institutional
capacity development – at central-level within the Department of Higher Education (DHE) and at
institutional-level within Myanmar’s 25 Education Colleges (ECs) – for the reform of the pre-service
teacher education system.
With support from the UNESCO-HNA Partnership for Girls’ and Women’s Education, Myanmar is
participating in UNESCO’s initiative on ‘Enhancing Girls’ and Women’s Right to Quality Education
through Gender Sensitive Policy Making, Teacher Development and Pedagogy in South, Southeast and
Central Asia’, together with Cambodia, Nepal, Sri Lanka and Uzbekistan.
Unless education policymakers and planners comprehend gender issues clearly, and have the capacity to
make changes to ensure gender equality, their decisions and actions will continue to perpetuate gender
disparity for both sexes. Teacher policies are central to creating and supporting a teaching workforce that
is gender responsive. At every stage of policymaking, planning, implementation and management, it is
essential that gender issues and gender dynamics are taken into account. Gender concerns are vital for
decisions concerning teacher recruitment, deployment, training, professional development, monitoring and
evaluation.
UNESCO Asia and Pacific Regional Bureau for Education (UNESCO Bangkok) developed a training
package to enhance the knowledge and skills of policymakers and planners in mainstreaming gender in
teacher policies and teacher education based on the findings of the situation and training needs analysis of
education policymakers and planners on gender mainstreaming in teacher education in early 2018. The
training package will be localized to reflect the needs of individual country.
II. Objectives
The overall objective of localization of the training package and capacity development for policymakers
and planners is to increase individual and institutional capacity in crafting education policies, plans and
programmes from a gender perspective in every stage of policymaking, planning and management for
teachers. To achieve the objectives, the national consultant will seek to accomplish the following tasks:
1. Review the training package on gender mainstreaming in teacher education developed by UNESCO
Bangkok and localize the package to suit Myanmar’s contexts and needs;
2. Use the localized training package to conduct national training workshops on gender mainstreaming
in teacher education for key trainers from the Ministry of Education;
3. Mentor key trainers of the Ministry of Education to equip them with more knowledge and skills on
gender mainstreaming in teacher education.
III. Target groups
The target groups for the training package and the national training workshops are education
policymakers and planners involved in teacher policies and/or teacher education from the Ministry
of Education and other line ministries.
IV. Tasks to be performed and expected outputs
1. Review the training package on gender mainstreaming in teacher education in Asia-Pacific
(to be provided by UNESCO), and participate in the Training of Trainers (ToT) Workshop
on Gender Mainstreaming in Teacher Education for Education Policymakers and Planners
in Asia-Pacific, to be organized by UNESCO Bangkok in July in Shanghai, China;
2. Conduct independent desk review on existing gender mainstreaming curriculum/training
manuals and develop an outline of the localized training package with proposed approach,
training methods and contents based on the observation and participation in the
aforementioned ToT workshop;
3. Submit the proposed outline of the localized training package on gender mainstreaming in
teacher education to UNESCO by 20 August 2018;
4. Develop the localized training package containing step-by-step instructions for key trainers
to conduct national training workshops on gender mainstreaming in teacher education for
policymakers and planners based on the agreed outline, incorporating initial feedback from
UNESCO. The training package should include, but not limited to, background, objective,
target outcomes, training programme content, training modality and activities, handouts,
evaluation tools and other necessary references and materials to enhance the knowledge
and skills of policymakers and planners in mainstreaming gender in teacher policies and
education;
5. Submit the first draft of the localized training package to UNESCO for review by 20
September 2018.
6. Revise the draft localized training package incorporating UNESCO’s feedback, ensuring
that the contents and instructions are clear and easy to understand.
7. Submit the second draft of the localized training package to UNESCO for review by 27
September 2018;
8. Revise the second draft of the localized training package, incorporating the feedback from
two meetings with the gender mainstreaming network and the Ministry of Education,
tentatively planned for 3 and 8 October 2018.
9. Submit the final localized training package by 15 October 2018.
10. Submit a detailed training agenda, presentations, handouts for activities designed for each
module of the training package, evaluation tools and other necessary references and
materials by 31 October 2018.
11. Provide orientation on the localized training package to key trainers from the Ministry of
Education by 26 November 2018.
12. Lead in conducting national training workshops on gender mainstreaming in teacher
education to different groups of education policymakers and planners involved in teacher
policies and/or teacher education, tentatively planned for 27-30 November 2018 in Nay
Pyi Taw and 3-7 December 2018 in Yangon.
13. Prepare two training reports and submit them to UNESCO by 15 December 2018.
V. Tentative Travel Assignments
1. A domestic mission to Nay Pyi Taw tentatively on 3 October 2018 to present the draft
training package to the Ministry of Education.
2. A domestic mission to Nay Pyi Taw tentatively on 26 – 30 November 2018 to conduct a
training workshop on gender mainstreaming in teacher education to policymakers and
planners involved in teacher policies and/or teacher education.
3. A domestic mission to Thingangyun Education College tentatively on 3 – 7 December
2018 to conduct a training workshop on gender mainstreaming in teacher education to
policymakers and planners involved in teacher policies and/or teacher education.
VI. Expected Deliverables
The national consultant should submit the outputs to UNESCO in the following editable format
(such as MS-Word, MS-Powerpoint, Pagemaker documents), according to the timeline agreed
upon in the work plan:

VII. Duration
The work should be completed in 52 person days during the period between 26 July and 15
December 2018.
VIII. Fees
a. Senior - level
b. Travel costs for missions (including transportation expenses, reduced daily subsistence
allowance, and terminal fares) undertaken within the context of the assignment will be
reimbursed as per UNESCO’s rules and regulations.
IX. Qualifications and experience
Education: Advanced degree in education, social sciences, public policy or a related field.
Language: Excellent written and spoken skills in Myanmar and English languages.
Experience: Minimum of 10 years of working experience related to gender
mainstreaming, gender equality and women rights in programming including curriculum
development, design and training on gender and gender mainstreaming. Experience as a
trainer with good facilitation skills. Experience of working with the education sector, with
particular focus on teacher/teacher education. Experience collaborating with a range of
government officials, educational institutions, development partners, international
organizations and academic institutions will be an advantage. Working experience with
teacher education institutions is desirable.
Competencies: Proven ability to conceptualize, perform, and direct technical assignments
and provide quality control of deliverables. In-depth knowledge of gender and gender
mainstreaming; excellent training and curriculum/module developing skills; excellent
communication, coordination, and interpersonal skills; ability to work independently on
delegated tasks; excellent report writing skills in Myanmar and English; ability to work in
multi-cultural settings.
