1 Introduction

GENERAL

1.1 JMP Consultants Ltd (`JMP`) has been commissioned by the Girls Day School Trust (the `Client`) to

update an existing School Travel Plan (`STP`) in relation to development proposals at Streatham and

Clapham High School (the `School`) 42 Abbotswood Road, London, SW16 1AW (the `Site`).

1.2 The Local Planning and Highways Authority is the London Borough of Lambeth (`LBL`).

EXISTING SCHOOL

1.3 The School is an independent, academically selective school for girls aged 3-18. Pupils aged 3-11 attend

the Nursery and Prep School, located in a separate building and site at Wavertree Road, Streatham Hill.

1.4 The Senior School located on Abbotswood Road inhabits a four acre site focused on a 1930s building and

comprises a Sixth Form Centre, Art Suite, Music Suite and Recital Hall, Sports Hall, full sized all-weather

sports pitch and recently constructed science laboratories.

1.5 The School currently has 446 pupils on roll, including 73 Sixth Form students, and has the capacity to

accommodate circa 500 pupils, and has done in previous years. Like all schools, intake levels can

fluctuate slightly from year to year; and whilst intake levels are currently at 446 pupils, it is the duty of

educational establishments to achieve their capacity, and the GDST and School will continue to seek to

achieve levels reached in previous years.

1.6 The improvement of the School facilities however will not increase capacity beyond 500.

1.7 The School currently employs 47 FTE staff members.

PROPOSED DEVELOPMENT

1.8 A planning application (Planning Reference 14/01361/FUL) was submitted to LBL and granted in August

2014. The School was granted planning permission for the;

Demolition of 1 and 2 storey buildings adjoining the eastern elevation of the main school building along

with the erection of a single storey roof extension to create a fourth floor to provide a separate sixth form

centre, erection of single storey extension to north/eastern elevation (facing Abbotswood Road) to provide

kitchen, cafe, indoor and outdoor dining areas, erection of link between the existing Millennium Building,

sports hall and main school building, erection of four storey extension to provide plant rooms, lift shaft and

stairwell to serve fourth floor on the eastern and western wing, formation of a new sub-station; along with

landscaping and new boundary treatments.

A reduction in staff car parking spaces on site from 26 to 20 and an increase of cycle spaces from 30 to

56. (the `Consented Development`)

1.9 The intention of the proposals is therefore not to expand the School, but instead to improve the Schools

facilities. As such the proposals will have a minimal traffic increase associated with the operation of the

School.

1.10 The Consented Development addresses issues of improving and diversifying facilities. The proposals do

not include an increase in general classroom space and will not increase the school’s current capacity of

circa 500 pupils.

1.11 A number of planning conditions were attached to the planning consent by LBL. Condition 17 relates to

the School Travel Plan (`STP`) and is outlined as follows;

“17 A full Travel Plan shall be prepared in consultation with neighbouring residential occupiers (including

resident's association) and submitted to and approved in writing by the local planning authority prior to

first occupation of any part of the proposed development. The Travel Plan should include measures to

stagger school start times and the use of marshals to manage travel movements within the vicinity of the

school. The measures included in the Travel Plan shall be implemented prior to first occupation of any

part of the approved development and shall be so maintained for the duration of the use of the site as a

school, unless the prior written approval of the local planning authority is obtained to any variation.”

1.12 It is envisaged that the first stage of the Consented Development will be completed and occupied in

September 2016.

1.13 The STP aims to demonstrate the commitment to creating a sustainable School site which promotes the

use of walking, cycling and public transport and will therefore reduce reliance on the private car. It is

intended that it discharges Condition 17.

1.14 With regards to residents consultation; JMP and the School held an initial consultation meeting at the

School on the 10th April 2016 with members of The Spinney, Hoadly Road and the Abbotswood Road

Residents Association (ARRA). Following this initial meeting, the Girl’s Day School Trust (GDST) provided

a draft Travel Plan prepared by JMP on the 5th May to residents’ groups for their review and comment.

Feedback from resident’s groups to the draft Travel Plan was received in June 2016. A revised draft was

then prepared to address the various issues and concerns raised by residents and these concerns were

addressed in the STP and re-circulated.

1.15 The Travel Plan was submitted to Lambeth Borough Council in August 2016. The School had a further

meeting with residents in September 2016. Further comments and suggestions have been made by

residents during the Council’s consultation on the submitted Travel Plan; and again these have been taken

into account and incorporated within this version of the STP.

1.16 The minutes of both Residents Association meetings have been included in Appendix A for reference.

SCHOOL TRAVEL PLAN STRUCTURE

1.17 Following this introduction, the STP is structured as follows;

Section 2 Policy Review – outlines the policy context of the development of the STP;

Section 3 Site Assessment – describes the baseline conditions at the Site;

Section 4 Predicted Travel Patterns – highlights through previous STP data the mode share travel

patterns;

Section 5 Aims, Objectives and Targets – describes the aims and objectives and targets of the

STP;

Section 6 Travel Plan Measures – outlines the proposed Site-wide measures that will be put in

place;

Section 7 Monitoring the Travel Plan – describes the Site-wide monitoring plan;

Section 8 Delivering the Travel Plan – sets out the action plan; and

Section 9 Conclusions – provides a summary and conclusions.

2 Policy Review

GENERAL

2.1 This section of the STP reviews and analyses the relevant current and emerging integrated land use and

transport planning policy and guidance at a national and local level.

2.2 The policies reviewed within this section demonstrate the ways in which proposed policies and measures

at the School are consistent with policy objectives at these levels. Relevant policies identified include the

following:

National Policy

National Planning Policy Framework (NPPF) March 2012.

Regional Policy

Mayor of London’s Spatial Development Strategy: The London Plan (2011)

Greater London Authority (March 2015) Further Alterations to the London Plan; and,

Mayor of London’s Transport Strategy (2010)

Local Policy

Lambeth Local Development Framework (LDF) and Core Strategy (2011); and,

LBL Unitary Development Plan 2007 (Policies saved beyond 5 August 2010)

NATIONAL POLICY

The National Planning Policy Framework – March 2012

2.3 The National Planning Policy Framework set out the Government’s planning policies for England and how

these are expected to be applied.

2.4 It provides a framework within which local people and their accountable councils can produce their own

distinctive local and neighbourhood plans, which reflect the needs and priorities of their communities.

2.5 A set of core land-use planning principles underpin both plan-making and decision-taking. These 12

principles include:

Pro-actively drive and support sustainable economic development to deliver the homes, business

and industrial units, infrastructure and thriving local places that the country needs. Every effort

should be made objectively to identify and then meet the housing, business and other development

needs of an area, and respond positively to wider opportunities for growth. Plans should take

account of market signals, such as land prices and housing affordability, and set out a clear

strategy for allocating sufficient land which is suitable for development in their area, taking account

of the needs of the residential and business communities;

always seek to secure high quality design and a good standard of amenity for all existing and future

occupants of land and buildings;

encourage the effective use of land by reusing land that has been previously developed (brownfield

land) provided that it is not of high environmental value;

promote mixed use developments, and encourage multiple benefits from the use of land in urban

and rural areas;

actively manage patterns of growth to make the fullest possible use of public transport, walking and

cycling and focus significant development in locations which are or can be made sustainable; and,

take account of and support local strategies to improve health, social and cultural wellbeing for all,

and deliver sufficient community and cultural facilities and services to meet local needs.

2.6 Chapter 6 of this document examines sustainable travel. Para 35 states that ‘plans should protect and

exploit opportunities for the use of sustainable transport modes for the movement of goods of people.

Therefore, developments should be located and designed where practical to`:

accommodate the efficient delivery of goods and supplies;

give priority to pedestrian and cycle movements, and have access to high quality public transport

facilities;

create safe and secure layouts which minimise conflicts between traffic and cyclists of pedestrians,

avoiding street clutter and where appropriate establishing home zones;

incorporating facilities for charging plug-in and other ultra-low emission vehicles; and,

consider the needs of people with disabilities by all modes of transport.’

2.7 Para 36 states that ‘a key tool to facilitate this will be a Travel Plan. All developments which generate

significant amounts of movement should be required to provide a Travel Plan’.

REGIONAL POLICY

Greater London Authority (March 2015) Further Alterations to the London Plan

2.8 The London Plan 2015 (FALP) sets out the Mayor’s vision for the development of London up to 2031. It is

an overall strategic plan, setting out an integrated economic, environmental, transport and social

framework for the development of London.

2.9 The Mayor’s overarching vision for London is that is should (P43, para 1.52):

‘Excel among global cities – expanding opportunities for all its people and enterprises, achieving

the highest environmental standards and quality of life and leading the world in its approach to

tackling the urban challenges of the 21st century particularly that of climate change’.

2.10 Enabling sustainable modes of transport is considered to support this vision. The Plan notes that London

should be (objective 6):

‘A city where it is easy, safe and convenient for everyone to access jobs, opportunities and facilities

with an efficient and effective transport system which actively encourages more walking and cycling

and makes better use of the Thames, and supports delivery of all the objectives of this Plan’.

2.11 Strategically the Mayor intends to work with all relevant parties to (Policy 6.1):

Encourage patterns of development that reduce the need to travel, especially by car;

Improve the capacity and accessibility of sustainable travel modes such as public transport, walking

and cycling;

Support development with high levels of trips only in areas of high public transport accessibility;

Improve interchange between different forms of travel;

Encourage the use of the River Thames for passenger and freight use;

Minimise the impact of freight on the transport network;

Encourage shifts to more sustainable forms of transport; and

Promote walking by ensuring an improved urban realm.

2.12 The Mayor is commitment ‘to improving the environment by encouraging more sustainable means of

transport, through a cycling revolution, improving conditions for walking, and enhancement of public

transport’ (para 6.2).

2.13 Policy 6.13 outlines the Mayor’s policy on parking within London. It notes a wish to achieve a balance

between promoting new development and preventing excessive car parking provision whilst highlighting

the importance for features such as electric charging points and adequate cycle parking facilities.

2.14 The London Plan states that new developments should provide cycle parking and cycle changing facilities

to encourage cycling as a sustainable mode of transport.

2.15 The Parking Addendum to Chapter 6 of the London Plan sets out recommended standard for cycle parking

provision at various land uses. The recommended standard for schools is shown below in Table 2.1. It

does not define standards for car parking at education facilities, and instead refers to use of the Transport

Assessment to determine an appropriate level.

2.16 This information has been provided for reference; and it should be noted that the Consented Development

will result in a net reduction of six car parking spaces.

Mayor of London’s Transport Strategy (2010)

2.17 The Mayor’s transport vision for London is that over the years to 2031 London should (Chapter 2, para.

29):

London’s transport system should excel among those of global cities, providing access to

opportunities for all its people and enterprises, achieving the highest environmental standards and

leading the world in its approach to tackling urban transport challenges of the 21st century.

2.18 The Transport Strategy gives an indication of the London travel mode share that could be achieved by

2031 with the implementation of the Transport Strategy. This includes an increase in the cycle mode share

from 2% (in 2006) to 5% and a decrease in travel by private motorised means from 43% to 37% (Figure

2).

2.19 It is noted that the Mayor will encourage the use of sustainable travel through ‘setting appropriate parking

standards, encouraging smarter travel planning and making public transport more attractive’ (Chapter 4,

para 147).

2.20 The Mayor notes that TfL will continue to work with boroughs to deliver smarter travel initiatives ‘to

encourage people to choose between the full range of travel options and increase the share of journeys

made by walking, cycling and public transport’ (Chapter 4, para 158).

2.21 The Mayor is supporting greater cycle participation by putting cycling as a transport priority. It is noted that

‘there will be unprecedented levels of investment in cycling over the next 10 years to improve cycle

infrastructure and information’ (Chapter 5, para 444)

2.22 The Mayor intends to introduce a range of Cycle Superhighways which provide safe, fast and direct routes

into Central London. These routes will have ‘bespoke signs and road markings, as well as information

about journey times and links to other cycle routes’ (Chapter 5, pg 196).

LOCAL POLICY

Lambeth Local Development Framework (LDF) and Core Strategy (2011)

2.23 Future development is guided by the LBL Core Strategy (`CS`) as part of the Local Development

Framework (LDF) process. The adopted CS is the first and main Development Plan Document (DPD)

within Lambeth’s LDF which defines a spatial vision, strategic objectives and policies for growth in the

borough over the next 15 years, and replaces the adopted Unitary Development Plan (UDP, 2007).

2.24 The CS defines Lambeth’s spatial planning issues into six key themes and LBL’s strategic objectives in

response to these issues. A relevant summary is provided below :

1 Accommodating population growth;

2 Achieving economic prosperity and opportunity for all;

3 Tackling and adapting to climate change;

4 Providing essential infrastructure;

5 Promoting community cohesion and safe, liveable neighbourhoods; and

6 Creating and maintaining attractive, distinctive places.

LBL Unitary Development Plan 2007 (Policies saved beyond 5 August 2010)

2.25 The LBL adopted the Unitary Development Plan (UDP) in August 2007 and sets out policies on LBL’s

vision for Lambeth. Many of the policies have been superseded by the adoption of the LDF CS however

some have been saved and remain in use. It is these saved policies that are discussed below.

2.26 Policy 9 states that any increase in traffic generated by development should not increase levels of traffic

congestion, reduce highway safety, speed and reliability or undermine traffic management measures. It

also requests that developments have “adequate access and servicing for developments plus appropriate

refuse/recycling containment, litter control and waste disposal facilities and access to them.”

2.27 It notes that if a proposed development is not in line with current policies it will be rejected unless measures

can be installed to mitigate any negative impact.

2.28 Table 5 suggests measures which might be secured to make development acceptable and includes

features such as:

ii. Provision of covered and secure cycle parking and changing facilities and safe, direct and accessible

pedestrian and cycle routes, including consideration of safe routes to school;

iii. Restricting the number of parking spaces.

SUMMARY

2.29 The STP is in line with national policy, given that the School is encouraging the use of sustainable transport

opportunities and as such has reduced reliance on the private car.

2.30 On a local level, the Consented Development is in accordance with LBL policy; particularly as walking and

cycling have been prioritised as sustainable measures in this STP.

3 Site Assessment

OVERVIEW

3.1 This chapter of the STP describes the existing, or ‘baseline’ transport information and existing conditions

around the Site.

3.2 The site assessment is informed by a detailed Site audit undertaken by JMP on Monday 11th April 2016.

The information obtained is also consolidated by desk-based research.

Site Location

3.3 The Site is located in a residential area to the west of Streatham town centre, bordering Tooting Bec and

South London and Sutton & Mole Valley railway lines to the west.

3.4 The current access points are a combined pedestrian and vehicle entrance on Abbotswood road and a

rear vehicle and servicing entrance on the Spinney, a residential road at the south of the site.

3.5 Vehicular access is off Abbotswood Road, immediately opposite the junction with Hoadly Road. There is

a further vehicle access further to the north off Abbotswood Road, currently used for construction access.

Public Transport Accessibility

3.6 The industry standard accessibility indicator for London, the Public Transport Accessibility Level (PTAL)

rating, has been used to identify the level of accessibility of the Site to the local public transport network.

3.7 A PTAL rating is an industry standard method for the assessment of public transport accessibility of a

certain point. This method was developed in 1992 by the London Borough of Hammersmith & Fulham

(LBH&F) and acknowledges walk access times and frequency of service. A PTAL rating is defined by a

scoring of 1a to 6b. A rating of 1a (‘Very Poor’) is the lowest level obtainable and 6b (‘Excellent’) is the

highest level achievable.

3.8 The Site is identified as being located within an area with a PTAL rating 2 (‘Average). This has been

informed by a site specific PTAL calculation, using the TfL Planning Information Database

(https://tfl.gov.uk/info-for/urban-planning-and-construction/planning-with-webcat/webcat). Details of the

PTAL calculation are included in Appendix B.

London Underground Services

3.9 The nearest LUL station, Balham is approximately 1.8km west of the site. It is served by the Northern Line

and is located in Zone 3, as well as National Rail services. A summary of the services available are shown

in Table 3.1.

National Rail Services

3.10 Streatham Hill rail station is the nearest rail access point at approximately 1km North-East of the Site.

Table 3.2 provides information on the destinations that can be accessed directly from Streatham Hill rail

station. A network map for services from Streatham Hill station are in Appendix C.

Bus Services

3.11 Bus stops on Garrad’s Road are approximately 230m south of the Site and are served by London Bus

service 315 which offers on average three buses per hour in each direction connecting to West Norwood

and Balham.

3.12 Further south additional bus services are available from Tooting Bec Road, approximately 700m from the

Site, and to the east from Streatham High Road, approximately 800m from the Site. Details are provided

in

SCHOOL BUS

3.15 The School provides a school bus between the Prep School and Senior Schools; from / to Wandsworth,

from / to Dulwich and from / to Streatham Common.

3.16 The School have recently expanded their bus capacity from three minibuses to six due to increased

demand. Each bus can seat 15 pupils and therefore the School has the capacity to transport 90 pupils by

non-car mode.

3.17 A copy of the School Bus timetable has been included in Appendix E for reference.

WALKING AND CYCLING

Pedestrians

3.18 The road network in the vicinity of the Site has footways and street lighting on both sides of the

carriageway. In addition, there are raised tables at all junctions with Drewstead Road as well as the

Abbotswood Road/Bedford Hill/Woodfield Avenue/Garrad’s Road junction. Raised tables act to reduce

vehicle speeds and adjust the balance of priority between carriageway and footway users.

3.19 There are also two zebra crossings within 40m of the southern end of Abbotswood Road on Bedford Hill

and Garrad’s Road which provide safe crossing points across the B242 to access Tooting Bec Common.

Tooting Bec Common contains a number of footpaths offering routes north and south, however it is noted

that these may not be appropriate to encourage unaccompanied students to use during the hours of

darkness.

3.20 Overall the walking routes to and from the Site are good and there are no serious concerns with the quality

of pedestrian links in the area.

Cyclists

3.21 The school currently has 30 existing dedicated cycle spaces (15 Sheffield stands) located within the Site.

3.22 The road network is in good condition with good permeability for cyclists. A local, traffic-free shared

pedestrian and cycle path passes north-south along the western side of Tooting Bec Common and

connects to local on-road cycle ways at both ends.

3.23 Approximately 1.8km west of the Site, Cycle Superhighway Route 7 operates along Upper Tooting Road

and Balham High Road.

LOCAL AND STRATEGIC HIGHWAY NETWORK

3.24 Abbotswood Road is a local access road connecting residential properties to Bedford Hill (B242). There

are traffic calming measures on all local roads near to the Site including speed cushions and raised tables

and a 20mph speed limit.

3.25 The B242 connects south to Tooting Bec Road (A214) and west to Balham High Road (A24). The A214

connects east to the A23.

3.26 Rear access to the staff car park is via The Spinney, a public highway restricted to access only between

the hours of 20:00 and 04:00, as shown in Figure 3.1.

3.27 The existing refuse and servicing access is via The Spinney access.

3.28 A planning condition from LBL (planning reference 00/02243/FUL) relating to the Millennium Building

requires the car park gates at the end of The Spinney to be locked shut between 19:00 and 08:00 daily.

On-Street Parking

3.29 There are no parking restrictions on Abbotswood Road, Hoadly Road or the B242 apart from ‘Keep Clear’

markings at the school entrances which restrict vehicles from stopping between September and July on

weekdays from 08:00-10:00 and 14:30-16:30, and short lengths of double yellow lines at the junction of

Abbotswood and Hoadly Roads, and at the junction of Abbotswood Road and Bedford Hill.

Off-Street Parking

3.30 There are currently 29 marked parking spaces on-site, 21 to the rear (accessed from the Spinney) and 8

adjacent to the reception and on the drive outside the main entrance.

4 Travel Patterns

GENERAL

4.1 This section of the STP examines the current known travel patterns at the School site.

4.2 The modal split has been extracted from the 2014 School Travel Plan.

4.3 A review of the 2013 school travel survey shows the following modal split, and was used to inform the

2014 School Travel Plan. A total of 338 pupils were surveyed.

4.4 In 2013, a total of 75% of pupils travelled by sustainable modes.

4.5 The majority of pupils walked to School walk, with 38% (n=130) pupils travelling by this mode.

4.6 The second most popular mode of travel was the bus with 22% (n=78) of pupils travelling by this method.

4.7 A total of 8% (n=30) pupils travelled by bicycle which is extremely encouraging for the STP.

4.8 21% of pupils (n=70) pupils travelled to School by car.

4.9 The challenge of the STP will be to encourage increased walking and cycling levels and make a reduction

in car journeys, along with reducing the demand for staff parking.

4.10 This message will be crucial amongst the new intake of staff, pupils and parents.

4.11 This STP therefore introduces further measures by which walking and cycling can be encouraged, along

with reducing the number of cars used to access the School.

5 Aims and Objectives

GENERAL

5.1 This section of the STP sets out the aims, objectives and targets for the School, which will be incorporated

into future iterations of the STP.

5.2 The aims and objectives of the STP are in accordance with LBL goals as outlined in the Core Strategy,

particularly Objective C which aims to;

`Create and maintain attractive and distinctive places`

AIMS

5.3 The aim of this STP is therefore to create a more sustainable, accessible environment for all School users;

and to encourage pupils, parents, staff and visitors to adopt healthy, sustainable lifestyle and travel

choices in order to reduce reliance on the private car.

OBJECTIVES

5.4 Objectives are the high-level aims of the STP. They help to give the STP direction and provide a clear

focus. The objectives of the STP are as follows:

To raise awareness of sustainable `smarter travel` modes available to all School users including

new and existing parents and pupils, staff and visitors;

To build on previous travel achievements and create a safer, more sustainable, community driven

environment for pupils and staff attending and working at the School;

To mitigate against any expected traffic and transport impacts of the Consented Development to

the School, and to ensure that neighbouring residents experience minimal disruption;

To promote safe routes to and from the School in order to assist with reducing the perception of

danger surrounding walking and cycling to School; and,

To encourage active modes of travel and healthy lifestyles for pupils, parents and staff, particularly

walking and cycling, and to emphasise the health benefits of these modes.

5.5 In order to achieve these aims, this STP builds on previous achievements at the School and promotes a

range of lifestyle and travel choices in order to help reduce reliance on the car.

TARGETS

5.6 Targets are measurable goals by which the progress of the STP will be assessed.

5.7 Targets are essential for monitoring the progress and success of the STP. Targets should be ‘SMART’ -

specific, measurable, achievable, realistic and time-bound.

5.8 The School undertook a travel survey as part of its last STP update and this was in 2013.

5.9 The suggested targets for the School have been based on the 2013 modal split and are presented below

in Table 5.1 for pupils. It should be noted that these target will be updated will be adjusted following the

School travel survey which is currently being undertaken.

5.10 A school travel survey will be carried out to monitor the progress and will act as an indicator of whether

the targets are being achieved or should be adjusted. The monitoring schedule is outlined within Chapter

7 of this STP.

5.11 The actual baseline mode share will be determined following school travel surveys that are currently taking

place. These will provide an up to date breakdown of the mode share for both staff and pupils in order to

fully understand the travel patterns at the school and potential for encouraging more sustainable travel

behaviour.

5.12 Targets for staff will be set following the baseline travel survey which will establish current staff travel

patterns.

5.13 The School will also survey out of hours sports and community groups in order to understand how these

users are travelling to and from the site.

5.14 The suggested targets represent what is considered to be an achievable increase in sustainable travel as

a result of the introduction of the STP and its associated measures.

5.15 The key message of the targets outlined is that the percentage use of single occupancy vehicles will

decrease from current levels. The Consented Development will have no additional pupil intake and

therefore the aspiration for lower levels of car use at the Site is feasible.

5.16 Targets have been established for general increases in walking, cycling and use of the School Bus due to

the proposed additional new route (see Chapter 6). It is expected that as a result of the inclusion of the

proposed cycle measures as outlined in Chapter 6; cycle mode share for pupils and staff will also increase.

5.17 Information supplied in the Transport Statement which accompanied the planning application notes that

the majority of students travel to school from within a 5km cordon, with locations clustered towards the

north-west in Wandsworth. This demonstrated that the School has a predominantly local catchment and

the consented development will not affect student locations / journys to school. Further, it demonstrates

that there is the opportunity to improve on the percentage of students that walk or cycle to school. As

such, targets associated with these modes of travel, as well as extending the school minibus service have

been prioritised in order to reduce vehicular movements.

5.18 Park and Walk percentages have been reallocated towards walking and cycling which is a more

sustainable form of transport through eliminating additional vehicle trips.

5.19 An information strategy will also be developed for new and existing parents, and is discussed further in

Section 6 below.

5.20 These sustainable measures, combined with no extra parking provision at the School, will assist in

reducing pupils and staff travelling to school by car.

6 Measures

GENERAL

6.1 This section of the STP discusses the current and proposed STP measures and initiatives for the School.

It draws from the previous sections which discuss the existing transport infrastructure, travel pattern

behaviour and STP aims and objectives.

6.2 The School currently take an extremely active approach in attempting to manage traffic levels and parking

at the Site, and measures currently undertaken are discussed below.

PROPOSED INITIATIVES

6.3 To ensure that the School mitigates any additional car trips associated with expansion; it is critical that

sustainable transport principles are incorporated from the outset.

6.4 Good transport infrastructure provides the foundation on which the Consented Development will be built.

In addition to this, the provision of good cycle facilities and pedestrian connectivity around the Site are

paramount to encourage walking and cycling.

6.5 Further, the STP will require a suitable information strategy for parents in order to promote aforementioned

walking and cycling routes, on-site facilities and a sense of safety, along with details on the car parking

restrictions.

6.6 The STP measures below aim to establish ways in which these travel patterns can be embedded

sustainably at the School from day one.

DELIVERING THE TRAVEL PLAN

School Travel Plan Co-ordinator

6.7 The STP will be managed and monitored by a School Travel Plan Coordinator (TPC) who will have overall

responsibility for the STP and for ensuring that the delivery of the proposed measures, initiatives and

monitoring are completed.

6.8 The School’s current TPC is shared between Mr J Gibson (Director of Finance) and Miss M Kpobie (School

Premises Manager) and it is envisaged that these roles will remain the same.

6.9 An Action Plan has been devised which is outlined in Section 8 and this will ensure that the TPC has

suitable guidance in implementing measures outlined here.

School Travel Working Group

6.10 The School will develop a Travel Working Group and this will be comprised of the following:

Board of Governors / FOSACH

6.11 The School has a Board of Governors comprised of four staff members and four parent governors.

6.12 The School also has FOSACH which raises funds for the benefit of the School. All parents are

automatically entitled to membership of FOSACH.

School Council

6.13 The School also has a School Council which has an active student body with ten pupil representatives

from all classes meeting on a regular basis. Here ideas are shared and brought to the meetings in order

to be discussed.

6.14 It is recommended therefore that these staff, parent and pupil stakeholders form part of the proposed

School Travel Working Group which will ensure that all parties are committed to the development and the

actions outlined within the Action Plan.

6.15 The Working Group will ensure that new and suitable measures are introduced at the school, which may

include upgraded facilities such as cycle parking.

6.16 The TPC will be responsible for organising communications between the groups.

INFORMATION FOR PARENTS

6.17 One of the key features of the STP will be to convey the importance of sustainable travel to and from the

Site from the earliest possible date.

6.18 Travel behaviour is embedded in routine and therefore the STP provides a unique opportunity to

encourage people to travel more sustainably.

6.19 It will be easier to influence the travel decisions of new parents and pupils, particularly if new parents are

given information and facilities upon moving to the School, this will encourage more positive travel choices

to be formulated from day one.

6.20 It will also be an opportunity to remind and refresh existing parents and pupils on the importance of the

STP.

6.21 This will ensure that parents can establish travel habits and routines and are therefore suitably prepared

for the start of term.

SCHOOL EVENT – RESIDENTS MEETING

6.22 A residents meeting was held at the School on Monday 11th April 2016 from 18:00-19:00.

6.23 The meeting was comprised of Ben Woolf of GDST, the Abbotswood Road and Spinney Residents

Association; along with Phil Marshall and Gill Rimmer from JMP Consultants.

6.24 The residents meeting was held in order to demonstrate the Schools commitment to working with its local

neighbours, and to satisfy the following condition outlined by LBL;

A full Travel Plan shall be prepared in consultation with neighbouring residential occupiers (including

resident's association) and submitted to and approved in writing by the local planning authority prior to

first occupation of any part of the proposed development.

6.25 The residents meeting suggested that the school could introduce a parent`s Code of Conduct, which would

outline expected behaviour when it came to traffic / picking up and dropping off pupils. It was

acknowledged that a Code of Conduct would have no legal standing; however the residents considered it

would be a good measure. It was suggested it could be in the form of a letter sent out, and put on the

school website and discussed at parents evening; and it could also be rolled out to other GSDC sites.

Code of Conduct

6.26 The School and the ARRA and Hoadly Road Residents Association produced a Code of Conduct in July

2016. This clearly outlines expected behaviour of parents; namely;

The importance that the School places on the STP, and the need for safety around the School;

Parents should refrain from driving children to School in the first instance;

Where parents do have to drive pupils to School, care and consideration should be taken –

including no parking on school hazards, or on resident`s driveways.

6.27 The School car park marshal has also been briefed on the contents and expected behaviour at drop-off

and pick-up times.

6.28 A copy of the Code of Conduct has also been sent to all parents to sign and agree. The Code of Conduct

will also be put on the School website.

Summer Intake School Events / STP Event

6.29 The School will be running a series of `Open Days` for the parents and pupils who are due to start at the

School in September.

6.30 As part of the Open Days, the School will undertake a STP event, which will be an excellent way to promote

the importance of the STP to parents regarding the expansion of the School, and also to engage with and

assist parents regarding potential travel patterns.

6.31 LBL officers may be able to help with resources and it is recommended that the School makes use of what

may be available.

6.32 The event will be held somewhere prominent, such as a classroom, and have plenty of visual maps with

distance markers for parents to look at and free maps to take away.

6.33 The event will also target potential drivers through explaining the importance of not driving to the School,

in order to reiterate the importance of the STP on its continuing development and expansion. Parents will

also be invited to sign the Code of Conduct.

6.34 Invites sent to parents for the Open Day should request that parents seek to walk or cycle to the School,

or take the bus, as opposed to driving. This will encourage parents to try out a different mode of transport

that they may not have initially considered.

6.35 The event will also take place in July, and seasonal issues should be a consideration, as a push on walking

and cycling will always be better received in warmer months.

6.36 The event will help to consolidate the message of how important the School takes travel to and from the

Site. It will also give parents a chance to plan journeys in a relaxed and informal environment, and be

able to use the time through summer to plan walking and cycling to School.

6.37 The TPC will arrange the event.

6.38 A similar event will also be run at school parents’ evenings which happen annually at the School and the

TPC will also arrange this.

School Sustainable Travel Website

6.39 The School currently has a website at http://www.schs.gdst.net/2290/information/location-and-travel

6.40 A specific sustainable transport page will be set up so that staff, pupils and parents can access information

easily. The webpage will also enable information to be updated on a regular basis, for example links to

public transport timetables which may assist in increasing this mode – particularly for staff, or the arrival

of new facilities such as cycle parking.

6.41 The webpage will also feature any upcoming travel events such as Bike Week, Walk to School Week,

along with any new measures introduced.

6.42 The TPC with the help of I.T. staff will be responsible for the development of this.

6.43 The Code of Conduct will also be put on the School website.

Letters Home

6.44 The School regularly send newsletters home to parents which include warning them of the dangers of

parking illegally around the School gates.

6.45 This will continue under the STP and will be the responsibility of the TPC. The letters will reiterate the

code of conduct.

6.46 It is proposed that in order to maintain interest and momentum in the STP, a monthly travel theme is

developed which the newsletter will reflect.

6.47 This can focus on tangible benefits to parents such as health benefits of active travel (walking and cycling),

money saving, or the fact that pupils are more productive after walking or cycling to school.

SCHOOL FACILITIES / INFRASTRUCTURE

School Bus

6.48 The School provides a school bus between the Prep School and Senior Schools; from / to Wandsworth,

from / to Dulwich and from / to Streatham Common.

6.49 The School have recently expanded their bus capacity from three minibuses to six due to increased

demand. Each bus can seat 15 pupils and therefore the School has the capacity to transport 90 pupils by

non-car mode.

6.50 The School is actively looking into providing further mini-bus services and establishing new routes in order

to achieve further gains in this area; and this is reflected in the updated school bus targets.

Cycle Parking

6.51 There are currently 78 cycle parking bays provided at the School, with an additional cycle rack recently

provided by the Metropolitan Police, and these appear to be very well used.

6.52 It should be noted that on the day of the JMP site visit, a high number of pupils were observed leaving the

site by bicycle (and it also should be noted that the day of observation had inclement weather / rain).

6.53 Previous School Travel Plans have noted that many pupils would prefer to cycle to school than use other

means of transport.

6.54 The Consented Development will have 26 additional sheltered cycle parking spaces located at the

northern edge of the Site, and at the rear of the Site near The Spinney.

6.55 This constitutes a total of 104 spaces at the site

6.56 In order to be in line with London Plan standards, the school are required to provide a total of 73 spaces.

This is based on 1 space per 8 staff, 1 space per 8 students and 1 long term, space per 100 students; and

as such represents the Schools maximum capacity. As such, the school’s cycle parking provision is in

excess of the London Plan standards,

6.57 The TPC will monitor usage through a `hands up survey` and ensure that more parking is provided should

demand exceed supply.

6.58 Photographs of the new storage should also be included on the travel webpage and in the following

newsletter in order to publicise this facility to parents, staff and pupils.

Cycle Lockers & Cyclists Facilities

6.59 The School are currently in the process of installing lockers for PE classes; and these will complement the

provision of additional cycle parking facilities outlined above.

6.60 Improved showers and showering facilities will also be introduced at the Consented Development; in

Phase 1 for pupil shower facilities and in Phase 2 for staff shower facilities.

6.61 The School also run occasional bicycle maintenance courses for pupils and will continue to provide this

under the STP.

Cycle Maps

6.62 Information will be provided for pupils, parents and staff wishing to cycle to work. TfL has produced a

cycle map of the local network.

6.63 Copies of this map will be made available to staff and students, and a link to this will also be provided on

the website for parents.

Out of Hours Use

6.64 The School is used out of hours by various sports and community groups. The School will contact these

groups in order to inform them of local transport strains, and encourage these groups to use public

transport where possible. Formal reference will also be made to responsible parking in the Schools lettings

agreements; and this will commence with the 2017 lettings renewals. An out of hour`s users Code of

Conduct will be circulated in the meantime from January 2017.

ONGOING SCHOOL EVENTS

6.65 The School are well engaged with LBL`s Road Safety Team, particularly Laura Cheyne, the Road Safety

Manager.

6.66 The School run the following annual events:

Youth Travel Ambassadors

6.67 The School are currently in the 2nd year of the Transport for London Youth Travel Ambassadors

programme, and were winners of the programme in 2015.

6.68 The scheme is a youth-led programme for secondary schools and sixth form centres in London, and seeks

to offer innovative ways to involve young people in ways to improve their own wellbeing and environment.

6.69 The School has recently registered for the 2017 programme through the Head of Year Cathy Casset.

Bikeability

6.70 Bikeability is a national programme for cycle training in England and Wales. It is based on the National

Standard for Cycle Training.

6.71 There are three Bikeability levels. Level 1 Bikeability lessons are aimed at Key Stage 1 pupils (Year 3 and

4) once they have learnt to ride a bike, with 10-11 year olds progressing to Level 2 and then Level 3 at

secondary school.

6.72 Certificates and badges for each level are awarded to children who successfully complete each course

and children are encouraged and inspired to achieve all three levels.

6.73 Bikeability was developed by more than 20 professional organisations and is supported by cross-

Government departments including the Department for Transport, Department of Health and Department

for Education.

6.74 The School participates in Bikeability through British Cycling (including the Prep school) and the TPC will

be responsible for the continued promotion of Bikeability at the School.

Walk Once a Week

6.75 Walk Once a Week (WOW) is a scheme promoted by Living Streets will be promoted at the School upon

occupation by the TPC.

6.76 The scheme encourages pupils to walk to school at least once a week, and in return they earn a collectable

pin badge every month.

6.77 Modes are entered on an easy to use online Travel Tracker which acts as a digital alternative to wall charts

and makes it easier for the school to track the impact of the scheme.

6.78 The TPC will be responsible for organising this at the school and information on this will be provided to

parents via the newsletter and webpage.

6.79 The School will hold this event on 21st to the 25th November 2016 and will offer a number of incentives to

participating pupils.

Walk to School Week

6.80 The Walk to School Week scheme will be promoted by the School via assemblies, the school website and

newsletters send out to parents.

6.81 Walk to School Week takes place in May and encourages pupils to walk (all or part of the way) to School.

6.82 The Walk to School Week website (via Living Streets) also contains a number of free resources such as

posters which can be advertised on the school notice board or sent to parents as part of the themed

newsletters.

6.83 Events surrounding this will be organised by the TPC.

6.84 Information on this will be provided to parents via the newsletter and webpage.

School Curriculum

6.85 The most effective STPs are those which are integrated into the school curriculum in order to maintain

pupil’s interest and create a broader knowledge of the benefits of the STP.

6.86 The TPC will investigate ways that the STP can be coordinated with the school curriculum, such as the

school’s Bullying Policy (with reference to the journey to and from school), along with environmental and

health policies, in order to ingrain the STP into broader school activities.

Park & Stride

6.87 The School recently trialled a Park & Stride measure, which used the car park at Tooting Bec Common

as a drop-off and pick up point, located approximately 500m to the south of the Site, However, the initiative

was not well used, as the Common was perceived as unsafe to walk through, (particularly in winter months.

6.88 The School are open to the idea of Park and Stride, and this will be reintroduced should a suitable location

be found. The scheme could be trialled again, perhaps using specific rendezvous times so that pupils can

walk together. The route also needs to be specified as Tooting Bec Road and Garrad’s Rd, not across the

Common on the (partly unmade and unlit) path.

6.89 It should be noted that Park & Stride targets have been reduced to 0% of trips in the targets, as the School

wish to distribute these trips towards walking and cycling, which are deemed more sustainable and

appropriate given the school’s local catchment.

Sixth Form Parking

6.90 The issue of the sixth form girls driving to school and parking on local roads was raised at the residents

meeting. It was acknowledged that although the School does not encourage this, it should actively

discourage it.

6.91 The STP will therefore issue a warning to all sixth form pupils that driving to and from School is not part

of School policy.

STAFF

Staff Tax Free Bike Scheme

6.92 Purchasing a bike through the Government Tax Free Cycle Scheme allows employees to purchase a bike

and equipment and pay for it via a gross salary sacrifice over a set period, allowing employees to save on

tax and National Insurance.

6.93 The TPC will implement this scheme for staff at the School in order to encourage cycling.

Car Sharing

6.94 The School will promote car sharing for staff who wish to travel together. Information on car sharing will

be provided in the staff room, and the School will offer priority parking for all car sharers.

New Staff

6.95 New staff members will be provided with a copy of the School Travel Plan, along with information on

walking, cycling and public transport; including information on the Tax Free Bike scheme. This will be the

responsibility of the TPC

SCHOOL TRAFFIC MARSHALS

6.96 Currently the school use the TPC Mary Kpobie - who patrols the school gates at drop-off and pick-up time

in a high-visibility jacket. The School will also recruit a new member of staff as an additional marshal who

will receive full training.

6.97 It is acknowledged that traffic marshals have no legal enforcement rights and cannot challenge parents;

however it does act as a deterrent to illegal parking.

6.98 This will continue as per the STP update, as this was a key concern of local residents and was voiced at

the residents meeting. The School are therefore keen to work with local residents through the continuation

of this measure.

6.99 The School has made a commitment to outsource the street marshalling service to a specialist third party

provider; and this will be in place in January 2017. In the meantime, the in-house service will be continued.

STAGGERED START TIMES

6.100 The school have recently introduced staggered start times. The school timetable is as follows;

7am School opens;

7.05am Transport services start;

7.30am Morning club / music lessons;

7.30am Breakfast club;

8.20am Class registration

3.50pm Class registration;

4pm End of school day;

3.50- 4.05 pm – Transport service;

5pm After school clubs end;

6.101 As seen from the above; due to the number of pre and post-school activity taking place at the Site, the

School already has a natural stagger in the AM and PM peak. This naturally assists in mitigating arrival

and departure peaks.

LONDON BOROUGH OF LAMBETH TRANSPORT & HIGHWAYS

6.102 The Residents Association have requested the implementation of yellow lines in the area immediately

surrounding the School. This information will be passed to LBL and potentially actioned if it is deemed to

be required.

6.103 The Residents Association has also requested that a new bus shelter should be provided at the bus stop

on Bedford Hill in order to encourage more people to use this mode.

6.104 Details of this request will be passed to LBL and TfL Surface Transport.

6.105 The School will fully support any improved road and traffic measures introduced by LBL in the vicinity of

the School; particularly road safety schemes or traffic calming measures as deemed appropriate.

SUMMARY

6.106 Identified above are various measures to support the aims and objectives of the STP, and deliver the

travel mode targets set. It is considered that, provided the various messages identified above are

implemented, walking, cycling and the use of public transport will be increased at the School.

6.107 The key to the success of the STP will be the engagement of parents and pupils by the school, and it is

envisaged that through following these measures in the order detailed in the Action Plan; the school can

make a real impact on the travel behaviour of both new and existing Site users.

6.108 The following chapter looks at how effectiveness of the various measures will be monitored and, through

consultation with LBL, the School and local community, measures can be reviewed if required.

7 Monitoring

GENERAL

7.1 An important part of the STP is the continual monitoring and review of its effectiveness. It is essential that

an STP is not a one-off event, but a continually evolving process.

7.2 Regular monitoring and reviewing will help to gauge progress towards targets and objectives, and, if

necessary, enable the STP to be refined and adapted in order to improve its progression.

7.3 As noted in the previous section, the effectiveness of the various measures identified will also be

monitored, and reviewed if necessary, to ensure that the aims and objectives of the STP are appropriately

supported.

TARGETS

7.4 The success of the STP will be determined by whether it succeeds in meeting its stated targets. The

modal split targets have been included in Chapter 5.

MONITORING

Survey of School Travel Patterns

7.5 An annual `hands up` travel survey will be undertaken by the School upon completion of the Consented

Development in order to monitor progress towards the travel targets that have been set above

7.6 At the request of local residents; the School will also undertake a cycle audit on the same day as the

surveys in order to corroborate cycle mode share information gained.

7.7 After three years, in 2018, the STP will be rewritten as required in order to update the targets and reflect

on progress that has been made. This is in line with current TfL guidance.

7.8 Results will be reported to LBL’s School Travel Plan Officer annually as per LBL STP guidance. This will

be arranged by the TPC.

7.9 The School will also provide a full annual monitoring report to LBL as a condition of planning. The TPC

will be responsible for the production of this.

Long Term Sustainability of the STP

7.10 Upon completion of the STP, all stakeholders (including School Governors, Residents Association, the

Head Teacher and external partners) will receive a copy. It is recommended that these stakeholders form

part of the proposed School Travel Working Group and this will ensure that all parties are committed to

the development and the actions outlined within the action plan. Pupils at the School should also be

involved in the long-term development of the STP, and it is recommended that their input is given via the

Travel Committee / School Council.

7.11 Measures, results and updates of the STP will also be publicised via school newsletters and the school

website in order to maintain parental interest and buy-in.

1 Introductions

1.1 Ben Woolf (BW) introduced the members of the Spinney and Abbotswood Road Residents Association, along

with Phil Marshall (PM) and Gill Rimmer (GR) from JMP Consultants; and then outlined the agenda for the

meeting.

1.2 The meeting attendees were as follows;

1.3 Jan Guernica (JG) initially wanted to state that the Residents Association had met with the school Head

Master two years ago at a planning meeting, and had raised a number of points which they believed were not

being addressed. JG reiterated that the principle point of the residents input was to cooperate and work with

the school; however the residents felt that the traffic problem is `drifting` and is not being taken seriously

enough.

1.4 Tim Whitaker (TW) suggested that harder measures should be brought in and also asked for a point of

clarification regarding the residents consultation as stipulated in Lambeth`s planning condition. PM

responded that residents were required to be consulted and that any measures, up to a reasonable level,

would be considered for inclusion in the School Travel Plan (STP).

2 Update on Development

2.1 BW gave a brief update on the stages of development taking place at the school, and the current STP.

2.2 JG said that residents were concerned about the validity of doing a `hands up survey` as this could be

misleading. Ruth de Grey (RdG) asked if the latest survey data was 2014 and this was confirmed as being

correct. PM said that a new survey will be undertaken this term as part of the updated STP. PM and GR told

the group that a `hands up survey` was a standardised way of undertaking surveys, and that we could for

example on the survey day, count the number of bicycles stored in racks in order to correlate the data per

mode.

Outcome – PM / GR / BW to arrange a new pupil hands up survey, and a cycle count.

2.3 TW suggested that we could have a number of people counting cars arriving and departing; however PM said

this is difficult to do, due to issues on how far the cordon would reach. It is difficult to see all cars dropping off

at a school as cars park further away and pupils walk, so there is also a risk of double counting.

2.4 Jolanta Piesakowska Jackson (JPJ) asked if we could undertake a movement`s survey of all cars entering

Abbotswood Road in the morning peak. PM said that a car parking survey had already been undertaken as

part of the Transport Statement which accompanied the original planning application.

2.5 Mike Morley-Fletcher (MMF) asked about the school stagger and if this could be extended? The Head

Master has recently opened the school at 7.45 for Breakfast Club and it is difficult to stagger any longer due

to the school day. PM also suggested that further staggering may lead to further traffic problems as parents

will wait longer outside the school when picking up.

3 School Travel Plan Measures

3.1 BW introduced the current STP, and PM and GR ran through measures which have recently been introduced

/ trialled.

3.2 RdG, MMF and JG suggested that the school could introduce a parent`s Code of Conduct, which would

outline expected behaviour when it came to traffic / picking up and dropping off pupils. PM suggested that a

Code of Conduct would have no legal standing; however the residents considered it would be a good

measure and by signing it parents would be more likely to stick to this. It was suggested it could be in the

form of a letter sent out, and put on the school website and discussed at parents evening; and it could also be

rolled out to other GSDC sites.

Outcome - BW to discuss potential Code of Conduct with Head Master.

3.3 PM and GR went through the rest of the measures taking place at the school and MMF suggested that these

should be grouped into sections in order to monitor progress.

Outcome – GR to group measures in new STP.

3.4 PM wished to discuss the issue of traffic marshals. Currently the school use Mary Kpobie who patrols the

school gates at drop off and pick up time in a high-viz jacket. It was acknowledged that Mary does a good job

and takes the correct tone with parents; however PM pointed out that traffic marshals have no legal

enforcement rights and cannot challenge parents.

3.5 TW suggested that the school should fund private traffic marshals / security in order to police this. BW

suggested that the school did not want to go down the route of private security, and PM and GR suggested it

would be logistically difficult to employ private marshals for 30mins in the am and pm. Instead it was

recommended that the school should define further what methods can be used by the current traffic

marshals. RdG also pointed out that marshals should be in place from the start of term in September in order

to set a precedent for the rest of the term, and all agreed that this was a good idea.

Outcome – BW and Head Master to define traffic marshal role and review the process of what locations they

should cover. This will be done before September as per RdG comment.

3.6 The issue of the sixth form girls driving to school and parking on local roads was raised. BW said that it was

difficult to stop this but the school does not encourage it. It was suggested by the group that if this is stopped

then there will be less parked cars in the vicinity of the school. It was recognised that this would be

beneficial, however it is difficult to enforce / police if it is taking place off-site.

Outcome – BW / PM / GR to include in the pupils Code of Conduct that no sixth form girls can drive to and

from the school.

3.7 PM and GR noted that the school had investigated a `park and stride` measure using Tooting Bec Lido car

park; however it was not successful due to belonging to Wandsworth Council, and also parents were worried

about the safety implications of girls walking to and from the common which is perceived as an unsafe

environment. TW suggested that staff could escort pupils to and from the site; however this was considered

an unreasonable demand of the school.

3.8 Staff travel was discussed and the travel details from the 2014 survey were examined. It was recognised that

more staff are likely to drive due to living outside the school catchment area, and also being required to carry

heavy books. The issue of losing parking spaces was brought up by the residents and it was suggested that

this would lead to more staff parking on street. PM explained that more parking on-site is politically difficult as

it is not in line with Lambeth`s sustainable transport policy. Residents suggested that the car parking levels

should be maintained instead – rather than losing six spaces,

Outcome – BW to discuss retaining car parking spaces by the pavilion. Staff also to be surveyed in the new

travel survey.

3.9 TW suggested that anti-social parking was an issue and that Lambeth should send an enforcement officer or

vehicle to deal with this. It was suggested that this should also take place in September to warn parents.

Outcome – BW to speak to Lambeth anti-social team / neighbourhood enforcement officers.

3.10 MMF spoke about Broomwood as a macro-environment and noted that Broomwood was looking to expand.

The potential closure of Dr Johnson Avenue was also highlighted .

3.11 JPJ stated that there were problems with refuse vehicles accessing The Spinney, and that currently a refuse

vehicle cannot fit down the road. PM referred to tracking diagrams which had been produced as part of the

planning application and also noted that others had said that refuse vehicles currently reverse down the

Spinney using a banks-man in order to collect refuse.

Outcome – JMP to observe refuse collection on a Friday morning at 8am to understand what is happening at

the Spinney.

3.12 RdG noted that weekends were also an issue for people parking and accessing the school.

Outcome - It was agreed that weekend parking would be included in the Code of Conduct.

Conclusions and Next Steps

3.13 PM and GR said that the STP would be available in draft form in mid-May, as this will enable time to

undertake the necessary surveys with pupils and staff.

3.14 A draft document will also be circulated to all members of the Residents Association for comment.

PS mentioned that he hoped that the marshals would have more ability and feel more confident in approaching parents who are not adhering to the rules once the code of conduct is signed. MS will meet with the marshals to go through the code of conduct and what is expected of them whilst they are marshalling, and JG is to recruit new staff for the position who will receive full training. MMF asked if it would be possible to place the code of conduct on the website so it is there as a constant reminder to parents, also if it would be possible to speak and present it to parents. MS advised that there will be a FOSACH (Parents and friends of Streatham & Clapham High School) meeting on Monday 19th September and recommended that as a parent YG attend and MS agreed to alert FOSACH that YG would like to speak.

YG, mentioned that they have sent a commentary to Saville’s with regards to the Travel Plan, but have not received a response as of yet. The neighbours feel that their consultation is not yet closed off and don’t feel that all of the ideas that they presented have been taken into consideration regarding the travel plan. MMF stated that they would like to continue working with the school so that the travel plan is ready to be approved, however they feel blocked out when they hear back from external sources that it has already been submitted. YG was disappointed that the performance targets had been removed from the travel plan, suggested that this is put back in and surveys completed twice a year to keep effective data. PS wants a benchmark document that everyone is happy with to then progress with it as a live document. PS Also mentioned the implementation of yellow lines. JG said the school has always been happy to support any traffic management plans. PS mentioned an idea that had been brought to him, about introducing more school busses to try to reduce the 20% still driving. JG said it is something they are looking into as we now have a waiting list for the use of the busses we currently run, and as girls seem to be coming from the same areas we would like to be able to expand on the service. MMF requested that in the travel plan the cycling element is made clear, as currently there is different information within some of the sections. Also an idea that was brought to him about possibly introducing an incentive to encourage more people to cycle in. MMF brought up the use of the local bus network, and that the school and neighbours should try to work together to push for a new bus shelter to be created where the current one stands on Bedford Hill. This will make it more of a safer environment for people to wait and that may encourage more people to use the public transport over driving. JG agreed this is something that should be looked into. PS mentioned about a warning to 6th form regarding the use of private cars. However he feels that there needs to be more than just a warning and sanctions should be implemented. The school should also consider incentives for girls to stop using private cars for their journey to school. TP explained that there would need to be a fair way to measure this though so could be a difficult thing to implement straight away. MMF asked that there could be more information on the out of hours usage and how possibly the neighbours could be advised on the rules for the use of the school under the lettings programme. PS/ YG will send through an updated summary of their ideas from the travel plan.

JG will send out a revised travel plan considering the information sent from PS/ YA, with the possibility of a meeting to finalise everything. MMF agreed that they are all happy to speak with the council to try and push the travel plan through quicker once everyone is happy with it. DH There are a lot less people working on the building now than over the past few weeks so there should be less vans moving around. DH answered that the completion date for the 3rd floor is on track. DH mentioned that 24th October works should start on the front of the house, following the 4 week demolition plan that has been submitted to Lambeth. MMF wanted conformation that the large tree at the front of the school was definitely being kept. DH confirmed that the tree will stay and they are taking protective measures to ensure that it is kept safe during the demolition process. MMF had been asked whether the minibuses being parked in front of the school was a temporary situation. JG agreed that it will be temporary until about September 2017. PS/ TP asked that they could be cautious when they park on Abbotswood Road to ensure that they are not constricting access and concealing the view of oncoming traffic. JG will speak with the drivers and ensure that they are parked responsibly. JG announced the temporary kitchen will be arriving next week. DH thanked all for their patience and understanding during this busy period.

PARENTS’ CODE OF CONDUCT FOR DRIVING TO/FROM SCHOOL

The school is in a residential area, well served by public transport, and as such discourages the use of

private motor vehicles for the purposes of dropping pupils at, and collecting them from, the school.

Traffic is a danger to the pupils and staff who walk or cycle to school, and congestion on Abbotswood

Road is both a nuisance and a danger to the residents who constitute our neighbours. We urge all

parents to consider whether they are able to encourage a means of travel to school which is not reliant

on private motor vehicles (such as arrival by foot, by cycle, by public transport, or by the school

minibuses) or, if this is not possible, to share cars in the morning and after school.

We do require that all parents dropping off or collecting their daughters from / to school adhere to the

following code of conduct:

Pupils should be dropped off or collected in the northern reaches of Abbotswood Road, by the

playing fields, as the southern section of the road, closest to Bedford Hill, is extremely

congested

Residents’ drives should not be blocked, even during short periods of ‘waiting’ where the car

is attended

Due regard should be given to the directions of the school’s traffic marshals, who are present

to advise on and enforce this Code of Conduct

No vehicle should wait or be parked on the zig-zag lines outside the school

Avoid using the area immediately outside the school gate (where Hoadly Road meets

Abbotswood Road) as a turning circle, for safety reasons

Avoid three-point turns; vehicles should ideally proceed down Abbotswood Road (in a

northerly direction, heading away from Bedford Hill) and depart through Drewstead Road

Vehicles should be driven in a calm manner which causes least disturbance to residents

We are sure that these stipulations make common sense, and that all parents driving to and from

school will wish to ensure that there is no breach of this code of conduct. Any breach causes the

school considerable reputational damage, and accordingly the school craves the co-operation of all

parties driving to and from school. The school is most grateful to you.
