RESPONSIBILITIES

Manages/directs the installation of: civil, structural, mechanical, electrical, and instrumentation components/systems necessary to complete/operate power plants; as well as; creates/commands systems to control construction related: time, expenditures, documentation, safety, and quality.

EXPERIENCE

More than thirty years of construction experience on both fossil and nuclear power plants. Is a general superintendent and has been a: project manager, construction manager, construction area manager, construction/fabrication manager, welding/PWHT manager, commissioning lead, welding/PWHT supervisor, construction supervisor, journeyman pipefitter instructor, welding instructor, welding subject matter expert, certified welder, and a construction/maintenance planner on combined cycle, oil, gas, coal, and nuclear power plants.

construct and operate the Unit 4 Auxiliary Building.(November 2016 – Present)

MTI PowerProject Manager/Business Development Manager Directed all estimation, requisition, cost tracking, scheduling, and labor activities required to

construct the Saint Lucie Nuclear Power Station FLEX (i.e., the diverse and flexible coping capability to implement the lessons learned from the Fukushima Daiichi incident) Building.

Listed by Saint Lucie Nuclear Power Station during the January 05, 2015, Station Stand-down as one of only five … “examples of successful behaviors and activities from 2014 that went well”.

Created a worldwide sales network to supply purchased/rented welding/machining equipment and provide on-site skilled welders/machinists.

Fashion and conduct sales/technical presentations to various potential clients. Determined existing safety manual to be inaccurate/insufficient and, consequently, replaced

existing safety manual. Reviewed the cost versus benefit and recommended that MTI obtain/maintain a NR Stamp. Managed and assembled the proposal to fabricate, deliver, and test the “Nine Mile Point

Nuclear Station Unit 1 Liquid Nitrogen Storage Tank Number 12 and Appurtenances” (example: vaporizer).

Managed the fabrication, delivery, and testing of the “Nine Mile Point Nuclear Station Unit 1 Liquid Nitrogen Storage Tank Number 12 and Appurtenances”.

Managed and assembled the proposal to fabricate, deliver, and install the “Quad Cities Station and Dresden Station Hardened Containment Vents”.

Managed and assembled the proposal to provide “Maintenance and Modification Support Services” to Cooper Nuclear Station.

systems, the majority of the coating work, and most mechanical components/systems comprising the Unit 1 and Unit 2 Wet Scrubbers (i.e., a 500 million dollar plus project).

Oversaw the installation of all civil work, all structural steel systems, all coating work, and all mechanical components/systems comprising the Unit 1 and Unit 2 SCRs (i.e., a 30 million dollar plus project and a 50 million dollar plus project respectively).

Managed numerous plant betterment projects (examples: coal feeder installations, fire protection system installation, and main steam repairs).

Conducted numerous vendor surveillance reviews/audits (example: Babcock & Wilcox) to determine/ensure compliance with applicable: design drawings, codes, and standards.

General duties included: review and acceptance/rejection of contractor quality and welding control manuals/programs.

Created process control systems to ensure prime contractors adherence to client direction/expectation. Verified site practice was consistent with contract provisions or

Corporate HeadquartersWelding Manager Mr. Shoemaker was the fossil plant welding, subject matter expert and, subsequently,

discovered a continuous-for-forty-years, welding fabrication error that potentially affected all General Electric previously installed and scheduled to be purchased generators. He also investigated/determined the possible/probable causes of catastrophic/non-catastrophic weld failures at all fossil power generating facilities. His duties included: reviewing contractor welding control manuals/programs, authoring numerous “position papers” that directed the selection/installation of filler material and/or governed preheat/post heat of weld joints, originating/overseeing welding development projects (examples: GTAW/GMAW joining of aluminum electrical bus conductors and an Electrode Flux Fume Study), creating Procedure Qualifications Records/Welding Procedure Specifications, training/testing welders, and authoring a welding and pipefitting manual. This was done as part of a basic welding course and basic pipefitting course Mr. Shoemaker taught to select plant operators at all Florida Power & Light power generating facilities. Additionally, he conducted the welding/post heat portion of the due diligence supporting Florida Power & Light's decision to purchase Georgia Power Company's Scherer Unit 4 power generating facility (i.e., a coal fired power plant).

(1988 – 1991)

United Engineers and ConstructorsSt. Lucie Nuclear PlantWelding Supervisor Mr. Shoemaker’s duties included supervising welder testing, as well as, determining the

required quantities/requisitioning all welding related supplies/equipment necessary to support both welder training and plant outage/daily maintenance activities.

GTAW/SMAW certified welder. (1986 – 1988)

Tennessee Valley AuthorityBellefonte Nuclear PlantSteamfitter Foreman, Steamfitter Sketchman, and Steamfitter Instructor Supervised all underground piping installation in the switch yard, all embedded piping in the

closed cooling water pumping station and diesel auxiliary building; as well as; the majority of the piping/hanger systems in the Unit 1 reactor building. A representative samplings of the Unit 1 reactor building systems installed at the direction of Mr. Shoemaker include - core flood, reactor building spray, decay heat removal, and emergency raw cooling water.

Created detailed, fabrication drawings for the: Steamfitter Hanger Shop, the Steamfitter Handrail Shop, and the Steamfitter Pipe Shop.

Taught journeymen steamfitters: basic trigonometry, print reading, template development, and basic drafting.
