Leadership

Sevda Koraltan, PhD, PMP

Ms. Koraltan is CPM Partners' founder, president, and CEO, and brings over

20 years of experience in the U.S. and abroad in various facets of

construction management. Having held positions from assistant

estimator/scheduler to program director, Sevda has gained a diverse

understanding of who and what is required to successfully meet project

requirements.

Prior to CPM Partners, Sevda also served in various leadership roles including

Head of Department for Architecture and Deputy Director at an Applied

Research Center responsible for managing university construction projects

across 5 campuses. Later she worked in the capacity of Director of Business

Development and Senior Project Manager during which she was instrumental

in winning and managing several successful projects.

Winning work requires making a commitment, successfully delivering the

project requires living up to your commitments. It is this promise and

deliver approach that epitomizes Sevda's "seller-doer" philosophy of

providing client services.

Sevda is responsible for managing the day-to-day business operations of CPM

Partners, leading the firm’s business development efforts and providing

quality assurance oversight. Additionally, Sevda is actively involved in several

of our projects and available to support our project teams.

Dave Seevers, PE

Dave Seevers is a registered Professional Engineer with extensive knowledge

of construction management services gained as a result of 35 years of

relevant hands-on work experience; including, the management of large

capital improvement programs, construction projects, architectural and civil

design functions, special improvement districts, and claims analysis and

resolution.

Prior to joining CPM Partners, Dave successfully served an ENR top 25, CM

for fee - A/E firm for 13 years in the capacity of Vice President, initially as

Construction Manager, then as Construction Management Practice Leader

and later as the Southern California Regional Manager.

Dave truly understands his clients’ needs – he has been in their shoes.

Throughout his career, Dave has served as project / construction manager for

owners, contractors and A/E firms. He has represented both public and

private owners in the management, inspection, CPM scheduling, claims

analysis and contract administration for bridge, road, treatment plants,

infrastructure and building facility projects. For contractors he has served as

construction manager on heavy civil works and infrastructure projects.

As a construction manager he has participated in value engineering

workshops, performed constructability reviews, authored front end

specifications, prepared and received bids, awarded construction contracts,

developed construction schedules, administered the construction contracts,

prepared project documentation, interfaced with client, agencies and other

stakeholders, analyzed claims, resolved disputes, and prepared final reports

for owner reimbursements.

He has provided scheduling, schedule review, and claims analysis training to

Public Agencies in California and Nevada over the past 15 years. Dave has

presented and been a featured speaker on scheduling, schedule control,

constructability reviews, claims mitigation and claim analysis topics at APWA,

CMAA and other professional organizations. He has also authored

procedures manuals for Construction Management, Constructability

Reviews, Schedule Review and Analysis, and QA/QC.

Dave is currently active in project management, schedule development,

schedule reviews, claims analysis and resolution for several of our clients. He

is also responsible for mentoring and leading our PM/CM, scheduling, and

Dispute Resolution | Claims Assistance

Disputes are time consuming, costly, and drain resources from the project.

CPM Partners provides services to assist you with identifying and managing

risk prior to construction. We also provide independent claims evaluation,

claims consulting, and expert witness services during construction, after

project completion, or both.

Preparation, Presentation, and Defense >

The claim preparation process begins with identifying, quantifying,

determining, and defining the root cause of a project impact, whether a

differing site condition, a change in means and methods, a loss in

productivity, or another unexplained (or partially explained) cost/time

overrun. Once the identification and quantification of a delay or impact is

defined, a causation and responsibility analysis, or entitlement analysis, is

performed to determine the ability to recover costs and the appropriate

contract clause(s) that provide for resolution.

A review of project records and documents, as well as the definition of scope

outlined in the contract, is necessary to establish the facts surrounding the

claim and to develop a strategy for preparation and resolution. Our

professionals have a wealth of experience assisting clients in the

development of claim documents, from the initial notice of claim, to

assembling supporting documents and demonstrable exhibits. Whether our

client needs help preparing and submitting a claim, or defending against one,

our professionals have expertise in analyzing job performance, schedules,

and cost records, as well as providing litigation support.

Claims Support Services during Construction >

During the construction process it is not uncommon for disputes to arise.

Most disputes during construction take the form of a potential change order

or a Notice of Potential Claim (NOPC). Resolving dispute early is generally in

the best interest of the Owner, contractor, and the project. Sometimes the

field staff either lacks the expertise or time to quickly analyze and thoroughly

respond to the dispute. Over time most disputes escalate to a potential

claim and during that time each party begins to attach emotion to the issue

in dispute. CPM Partners facilitates emotional detachment with an

independent third party evaluation of potential claims arising from potential

changes to the contract or the schedule. We also provide potential claim

analysis, position papers, and Dispute Review Board assistance during the

construction process.

Change Order Analysis

CPM Partners claims professionals understand construction contracts and

have relevant field construction experience which allows us to quickly

evaluate the potential merit of any issue. We are competent in evaluating

the dispute, its impact on the project and any associated damages. We

provide an independent analysis that is fact based to assist our client in

timely resolution of the issue.

Time Extensions

Many potential claims involve impact to the project schedule. CPM Partners

uses industry recognized methodologies and software to evaluate delay

events and the associated impact to the schedule. We not only evaluate the

claim as submitted we perform an independent analysis to either confirm or

dispute the claimed impact. Our analysis is based not only on the documents

presented in the claim but on a review of contemporaneous project

documentation to ensure that all concurrent delay events are accounted for

in our findings.

Position Papers / Dispute Resolution Board Assistance

Sometimes potential claims escalate to formal dispute boards for

recommendations for resolution. CPM Partners has prepared formal

position papers for use in DRB issue hearings. Using the project source

documents we develop a chronology of events surrounding the issue,

identify relevant contract provisions, and prepare a well-reasoned factual

paper that outline the dispute and the contractual basis that either supports

or denies liability for the claim. We also develop the DRB presentation slides

and any required rebuttal documents.

Claims Support Services after Construction >

CPM Partners claims professionals provide independent analysis and findings

to Owners, Contractors, and Attorneys in the resolution of claims that were

not resolved during the course of construction. CPM Partners claims

professionals have provided Expert Witness services and provided testimony

in arbitration. Our services include forensic schedule analysis, damages

evaluation and liability determination.

Forensic Schedule Evaluation

Evaluating delays and schedule impacts after the fact requires developing an

understanding of what was planned to occur at a given point in time and

what actually did occur. Our scheduling professionals are adept at preparing

an accurate detailed as-built schedule from the project record. This effort

requires a thorough review of daily reports, correspondence, RFI, change

orders and meeting minutes. Every event in the as-built schedule needs to

be supported by one or more source documents so that the findings resulting

from analysis are defensible during negotiations or litigation. Our team is

also knowledgeable and experienced in preparation and evaluation of critical

path method (CPM) schedules and the software used to develop and

manipulate information in the network. By combining our construction

knowledge and technical scheduling expertise CPM Partners can develop an

independent, factual analysis of the events and their impact on the schedule

to assist in resolution of the dispute.

Damages

Once liability is established or entitlement is determined, our team not only

evaluates the damages sought but performs an independent estimate of the

costs associated with the change to the contract. Our estimate and review of

damages focuses on calculation methodologies provided in the contract or

industry standards absent contract provisions. Every claimed cost needs to

be reviewed for appropriateness and the amount claimed needs to be

audited to ensure that it is fair and supported by proper source documents.

Any claimed cost that is not supported will be excluded and the reasons for

exclusion will be identified. Our damage assessment represents equitable

compensation based on the facts and information provided.

Independent Findings

From our perspective a claim is nothing more than an unresolved change

order. Our job is to evaluate the claim in a straightforward defensible

manner and provide our client with an unbiased evaluation of the issue. The

facts and the contract are what they are. By providing our client’s with an

independent finding based on the project record and the contract, they are

better able and prepared to either negotiate or litigate the issue in dispute.

Our approach of putting the facts on the table has led to a vast majority of

the claims we have been involved with being settled without costly litigation.

Expert Witness

CPM Partners’ litigation support includes assisting with interrogatory

preparation as well as response, identifying key points for direct testimony

and cross examination, reviewing depositions, and developing demonstrative

exhibits. We can provide expert testimony at deposition and trial, or before

arbitration panels and dispute review boards.

CPM Partners works in a collaborative manner to assist Owners or

Contractors to implement project schedules that are real tools to manage

their project. Our clients rely on our scheduling expertise and guidance

through challenging time related issues as an integral part of their team. Our

Owners and Contractors understand and want a schedule that fairly

represents a reasonable approach to accomplishing the work.

We understand that every client and project has unique requirements and

needs. The most important aspect of our CPM scheduling services is to

provide a product that creates a better environment for our client to manage

and control the project. CPM Partners provides Critical Path Method (CPM)

scheduling services throughout every phase of the construction lifecycle

including pre-construction/design, construction, close-out, and post-

CPM schedule development begins with our scheduling team meeting with

Realistic and Reasonable

We work closely with the construction manager in determining if the

schedule is realistic and reasonable. While we defer to the construction

manager for input on schedule items such as durations, work sequence and

logic, we identify “red-flags” that require consideration before making a

determination on how realistic and reasonable the schedule is.

Technically Sound

We review the schedule in detail to make sure that it’s technically sound and

identify areas where “scheduling games” may have been used. This includes

verification of the logic and critical path(s), relationship types, contractor

imposed constraints, use of lags, and preferential sequencing. Prior to

starting the review process, we collect the contractor’s electronic schedule

and narrative.

Although schedule analysis is often performed as part of our Schedule

Development and Schedule Review services, we separate our analysis efforts

with a focus on objectivity. Whenever we are brought in to analyze a

schedule or time related issue, we rely on project facts to evaluate and

present our findings.

The greatest benefit our clients receive is a truly independent and objective

analysis so that the management team has the proper information to make

informed, timely, and feasible business decisions. When approaching a delay

With every analysis situation, it is important to utilize an analysis

methodology that is supported by the contract and yields a factual

conclusion.

A schedule analysis is only as good as the information used in the analysis.

Our CPM schedule analysis does not stop after the analytical impact

evaluation. The results yielded from the schedule analysis are compared with

contemporaneous project documents to ensure that the conclusions are in

fact what actually happened and not subject to inaccurate schedule data. A

sound schedule analysis can only maintain credibility by factual project

Construction Inspection

Controlling the quality of the work and maintaining contract compliance is

the primary responsibility of the inspector in the field. Preparing accurate

daily inspection reports that documents work performed, verifying material

and equipment delivered and incorporated into the work complies with the

contract requirements, confirming that all tests are properly scheduled and

witness and that any deviations from the approved contract documents are

appropriately documented by photos and incorporated into the as-built

drawings are only part of the inspector's duties. Effective communication

with the Contractor, the Owner’s Project Manager and the CM are critical for

successful project delivery.

A major function of construction inspection is documentation. As part of our

QA plan, Daily Reports are forwarded to and reviewed by the CM every day

and will be transmitted to the Owner's Project Manager the next business

day. This process ensures that the Owner's team has accurate, current

project information in a timely basis.

Project photographs serve at least three distinct purposes. First, prior to the

start of construction, photographs of the site and surrounding area provide

documentary evidence of the preconstruction conditions. These photos are

beneficial in resolving disputes as to what existed prior to the start of

construction. Second, photographs of work progress on a regular basis

provide evidence of progress that can be correlated to daily reports and

other contemporaneous documents in the event of a claim by the contractor.

Finally, photographs of existing conditions can be attached to RFIs or other

communication amongst the team to clarify specific issues that may be

difficult to describe in words. Project photos are an intergral part of overall

quality control and are archived in digital format with a unique file name that

includes the date and individual responsible for taking the photograph.

SWPPP Inspection & QSP Services

CPM Partners provides field personnel and SWPPP (Storm Water Prevention

Pollution Plan) compliance inspection services throughout Southern

California. Our staff includes erosion and sediment control inspection

professionals who are certified QSP (Qualified SWPPP Practitioner) and

experienced with the SWPPP inspection process. To ensure that

environmental and contractual regulations are satisfied, we implement a

consistent and repeatable SWPPP compliance program that includes regular

Equally as important as the inspections themselves, is proper report

documentation. Each SWPPP inspection report details various inspection

items including: what items were inspected, when and where the inspection

took place, environmental concerns, integrity of the SWPPP system,

photograph logs, and narrative descriptions detailing recommended repairs.

These reports are logged to the project and provide a contemporaneous

inspection record.

Sometimes assignments have real urgency. We understand the necessity to

heighten inspection efforts during particular environmental occurrences such

as heavy rainfall. Our experienced QSP specialists are committed to providing

24 hour SWPPP services to ensure proper compliance.

Project Specific Services >

Project Owners sometimes find that their current staff is unavailable or does

not have the proper training and credentials required to effectively manage

their SWPPP program. We assist our clients by providing the right resources

at the right time and for just as long as is required thereby maximizing the

benefit to our clients while minimizing the project costs. Our certified

Qualified SWPPP Practitioners (QSP) assist Owners in NPDES compliance.

We can provide a single project specific service or we can provide a

combination of services to ensure the project is in compliance with State and

Local agency Storm Water Pollution Prevention Plan requirements.

Project Controls Development and Implementation >

Having an integrated cost and schedule information system provides the

Management Team and the Owner with current information regarding

schedule, budgets, expenditures, and change orders. The benefit is that all

project participants have the ability to easily access this information and use

it to make the best informed decisions.

Effective project controls also requires that all project information be

processed in a systematic manner that provides for the

timely logging, filing, and tracking of project related

correspondence. Our document control system

facilitates timely responses, provides an easily

retrievable record of communications, and

establishes the chronology of project events. We

work with our clients to develop a document

control process that establishes the accountability

necessary to deliver projects within the established

schedules and budgets.

Scheduling and Controls Tools / Software >

CPM Partners’ scheduling professionals are well trained and experienced in

the use of all industry recognized scheduling software. We currently use

Oracle’s (Primavera) P6 Professional Project Management as our standard;

however, we have and continue to prepare, review, and analyze schedules in

P3 and Suretrack based on each specific project’s requirements.

The use of industry-specific project management software is becoming more

prevalent and many clients have specific software requirements. Currently

there are numerous construction project management software packages on

the market from AccuBuild to EADOC to Meridian Systems Prolog to Oracle’s

Primavera Contract Management. Regardless of the software used,

successful project management relies on having an established written

protocol for processing any project document; from a letter from the Owner,

to meeting minutes, to change orders. The protocol has to be specific to the

project and our client’s needs.

CPM Partners has standard written Document Control Procedures that can

be adapted for any software to provide a document control process. It is

the software’s process combined with time-tested procedures that allows for

the electronic filing and retrieval of all project related documents in an

effective and efficient manner.

Quality Management is the totality of functions involved in the

determination and achievement of quality; which includes quality assurance

and quality control. Quality assurance (QA) is a broad concept that focuses

on the entire quality system encompassing all activities required to produce

a product or service of appropriate quality. According to the American

Society for Quality (ASQ), “QA includes all those planned or systematic

actions necessary to provide adequate confidence that a product or service

will satisfy given needs.”

Quality control (QC) has a narrower focus than quality assurance. Quality

control focuses on the process of producing the product or service with the

intent of eliminating problems that might result in defects. According to

ASQ, “QC includes the operational techniques and the activities which sustain

a quality of product or service that will satisfy given needs; also the use of

such techniques and activities.”

At CPM Partners we believe that delivering Quality is dependent upon having

highly qualified professionals who take ownership of their work and do the

work consistently within guidelines of the appropriate standard procedures.

Managing Quality during construction requires diligent adherence to the

plans and specifications and effective communication amongst the project

participants. Quality can only be obtained by a combination of inspection,

testing and process surveillance that is performed in a systematic manner to

assure the specific requirements for control of the process and quality of the

work item are being achieved throughout the duration of the process. CPM

Partners’ Quality Management Plan involves the contractor, subcontractors,

and suppliers to ensure construction complies with the requirements of the

contract. CPM Partners’ QA approach has four phases that require the

contractor to actively perform QC on its work whether or not it has a formal

quality control plan.

Phase 1 – Preparatory Inspection Meeting

Prior to the start of work on an identified feature of work, CPM Partners and

the Owner’s Representative will meet with the Contractor’s supervisor of

the feature of work to discuss the Contractor’s QC program and the

requirements of the contract documents. The purpose of the meeting is to

make sure that there is no misunderstanding with regard to the quality and

technical requirements of the feature of work; as well as, safety and

environmental issues, material and equipment contemplated, testing

requirements, acceptance criteria, including workmanship, and

documentation to be submitted attesting the achievement of the quality

and technical requirements. Interfaces with CPM Partners, Agencies and

their representatives will be identified.

Phase 2 – Initial Inspection

After a representative sample of the work has been completed, CPM

Partners will meet with the Contractor and its supervisor of the work to

verify conformance of the work to the Contract Documents, the

acceptability of workmanship, inspection and test results, and the adequacy

of safety and environmental precautions taken.

Phase 3 – Follow-up Inspection (Surveillance)

CPM Partners’ field personnel and material testing personnel will monitor

the work on a daily basis to verify continuing conformance to the

requirements established and discussed in the preparatory inspection

meeting and initial inspections, and verify that corrective action has been

taken to resolve any deficiencies. Deficiencies noted during the follow-up

inspections will be identified and properly documented.

The basis for follow-up inspections will be daily or as required by the

contract documents.

Phase 4 – Completion Testing

When an item of work has been completed and prior to the start of the next

operation that may cover the feature of the work e.g. placement of

reinforcement and embedded items prior to concrete placement, the

Contractor and CPM Partners, will inspect the feature of work to verify that

it is complete and conforms to the applicable requirements. Deficiencies

noted will be identified and corrections completed and verified prior to the

start of the next operation.
