Program Background

The Publicly Owned Housing Program (POHP) was first established by the Minnesota Legislature in 2005

to offer assistance to Housing Redevelopment Authorities (HRAs) and Public Housing Authorities

(PHAs) that provide public housing to individuals and families (households with children).

Program Purpose

The purpose of POHP is to rehabilitate and preserve public housing units, particularly to address health and life safety, accessibility, energy and water efficiency, and critical needs.

Funding Availability and Terms

• POHP funds are provided in the form of a 20-year, deferred, forgivable loan with a 35-year compliance period to HRAs/PHAs that operate public housing

• Up to $8 million is available through the 2018 POHP RFP

Eligibility Criteria

• Minimum PHAS score of 80 required

• No minimum or maximum loan request amounts

• All or part of a proposed project may be funded

• Incompatible with RAD transactions that involve a transfer of ownership to a non-public owner

Concept-Based Application

• Rolled-out during 2017 RFP as a result of HRA/PHA feedback

• A variety of reasons for not applying for funds, including:

• Not aware of the RFP

• Materials were too burdensome

• Specific comments and concerns:

• 20-year Physical Needs Assessment was difficult and expensive due to needing a third party expert

• Applicants needed to hire an engineer for assistance with project scope and costs

Energy and Water Efficiency

Energy and water efficiency improvements: reduce operating costs, reduce tenant utility costs, create healthier living environments.

Potential improvements include:

• Replacement of inefficient plumbing fixtures with water conserving fixtures

• Replacement of inefficient/antiquated Heating Ventilating and Air Conditioning (HVAC)

• Lighting controls

• Weatherization improvements such as additional insulation, air-bypass sealing, exterior window/door upgrades

• Renewable energy systems may be considered if supported by a third party analysis with a simple 10 year payback

• Working with your local city or county departments and representatives

• Example: Local city/county health departments

• Exploring strategic partnerships with your local water, gas and electric utilities

• Utilities are required to spend money on energy improvements for low-income residents/properties.

Small Cities Development Program(SCDP)

Funds for the program are provided by the U.S. Department of Housing and Urban Development (HUD) for the benefit of eligible non-entitlement local units of government (cities and counties) through a competitive application process for a variety of community development needs.
