Greetings,

Welcome to the 2012 Governor’s Community Response Workshop.

The work you do is making a real and positive difference in the lives

of people across Alabama. I want to personally thank all of those

who serve in faith-based organizations, non-profit groups, emergency

management and local, state and federal organizations that respond to

meet the needs of Alabamians after disasters.

Following the April 2011 tornadoes, people from across Alabama, across the nation and

around the world invested time, money and resources in our long-term recovery. The

organizations represented here today are truly the backbone of preparedness and response to

disasters. And we could not have made such progress in the recovery without your

dedication.

This workshop brings together professional responders, volunteers, community leaders and

subject matter experts for the purpose of achieving our goals of preparing Alabamians for

the next disaster and improving upon our ability to meet the needs of our state following

disasters.

I am proud to say that Alabama is a model for other states across our country in the fields of

preparedness and response. This fall, Alabama EMA team members, along with a variety of

other organizations from our state, have responded to the call for help in Hurricane Sandy

recovery in the Northeast. Through this workshop, we will continue to grow our culture of

preparedness and response, all in an effort to better protect and prepare Alabama residents.

“If you plan for volunteers, they will come – If you don’t plan, they will come!”

Emergency managers, first responders, and leaders of voluntary organizations who respond to disasters know

that when a major event occurs, volunteers will come. When this happens with little planning beforehand, results

have often been described as a “disaster within a disaster.” Come learn from this interactive demonstration how

to set up and manage a successful Volunteer Registration Center.

Long term recovery can be a complicated process that is best designed through cooperation and collaboration. Its

goal is to cultivate effective long term recovery efforts and return communities affected by disasters to their “new

near normal” as quickly as possible. The purpose of this session is to encourage local jurisdictions, counties, and

communities to begin thinking about long term recovery before an incident occurs. Does your community have

plans in place to address long term recovery? What resources are available in your locale to provide aid and

assistance following a disaster? What organizations or groups may be in your area that can help in a disaster that

have not typically been involved in disaster planning? Addressing questions like these prior to an incident can

foster effective disaster recovery.

Alabama Disaster Case Management Program (DCMP) Update, Grand Oak II

This session will include an overview of the DCMP process at the State level, including a discussion on the

contracting process, requirements related to provider level agencies, and an introduction of staff members

working within the Serve Alabama office on the DCMP project.

Stephen Carr, Disaster Case Management Program Director, Serve Alabama [email protected]

Stephen Carr is the Program Director for the FEMA funded disaster case management program within the State of Alabama. His work in the area of disaster case management includes having served as a staff member for the United Methodist Committee on Relief (UMCOR)-Katrina Aid Today project, serving as program director for the Mississippi Case Management Consortium, and as a subject matter expert for Abt Associates and the Department of Health and Human Services. Stephen is a graduate of the University of Mobile with a Master of Arts degree in Marriage and Family Therapy and Villanova University with a certificate in Project Management.

Kelly L. DeGraff, Director of Disaster Services and Senior Advisor to the CEO, Corporation for National and Community Service [email protected]

As the Director of Disaster Services and Senior Advisor to the CEO at the Corporation for National and Community Service, Kelly oversees the agency’s Disaster Services Office. Under her leadership, the office provides communities with expertise, ongoing support, and access to a network of dedicated, trained volunteers. Her focus is to assist in building the capacity of non-profit organizations, adding value to what already exists in communities and aiding community resiliency. Additionally she is charged with bringing innovation and efficiencies to the way in which National Service executes work within disaster services. Since joining the CNCS team in 1994, Mrs. DeGraff has played a significant role in numerous large-scale response and recovery operations in the U.S. She has responded, in partnership with FEMA, the American Red Cross, National VOAD, state and local governments and local non-profits, to more than 25 Federal disasters, including the 9/11 World Trade Center terrorist attacks, Hurricane Katrina, the Deepwater Horizon Oil Spill, and the 2011 Joplin Tornado. In August of 2012, under DeGraffs’ stewardship, FEMA and CNCS launched FEMA Corps; a 1,600 member service corps program within the AmeriCorps National Civilian Community Corps (NCCC) solely devoted to disaster preparedness, response, and recovery. In 2012, Mrs. DeGraff accepted the National VOAD Partner of the Year Award and was chosen as a finalist for the Partner for Public Service Samual J. Heyman award. Prior to joining CNCS, DeGraff held several positions within the environmental education sector. She was a Marine Biologist Instructor with the Delmarva Marine Science Consortium, a Hydrologist with a non-profit based in Connecticut, an environmental science teacher for the Houston Independent School District, and she served as a Program Director for the Vermont Youth Conservation Corps. Mrs. DeGraff holds degrees in Geology and Environmental Science from Edinboro University of Pennsylvania. She lives in Southern Maryland with her husband, Jeff, and two sons, Angelo and Carmine.

Jo Ann Johnson, 2-1-1 Connects South Central Alabama Program Coordinator, HandsOn River Region [email protected]

Jo Ann Johnson is the 2-1-1 Connects South Central Alabama Program Coordinator. She is employed by HandsOn River Region, one of 5 HandsOn Affiliates in the state of Alabama. For the past 7 years, Jo Ann has been managing the Montgomery 2-1-1 call center and is the chair of the statewide 2-1-1 Alabama Standards Committee. Prior to 2-1-1 being a statewide program, Jo Ann set up a disaster hotline and helped manage the Volunteer Reception Center in Enterprise, AL after the March 1st, 2007 tornado that killed 9 students. Jo Ann and her fellow HandsOn staff helped manage spontaneous volunteers after the 2008 tornado in Prattville, the Central AL floods in 2009, various smaller community tornadic events, and most recently the 2011 April tornado outbreak. She is the current secretary of the Elmore County VOAD and ALVOAD and is actively involved in local and statewide disaster response and recovery collaborations.

Sandra Kennedy-Owes, MSW, Disaster Response Specialist, Church World Service [email protected]

Sandra has worked in the area of disaster planning, preparedness and response for over twenty-five years. She served as the Disaster Track Dean for a National Red Cross Conference during her 21 year career experience. Sandra served as the Director of Casework Services for the Alabama—West Florida Conference of the United Methodist Church Disaster Recovery Ministry, an UMCOR partner, providing training and guidance to long-term recovery partners in the area of case management for the 2004 and 2005 round-table for three counties. Sandra was a National UMCOR staff as Executive Secretary, U.S. Disaster Response where she was assigned as UMCOR’s representative on the NVOAD Recovery Committee among other responsibilities. She is presently a Church World Service Disaster Response Specialist covering nine southern states assisting communities in long-term recovery organizing as well as providing training and other material resources to communities on behalf of their faith-based partners.

Ryan Logan, Mass Care and Voluntary Agency Liaison, FEMA Region IV [email protected]

Ryan is responsible for coordinating with voluntary agencies to provide temporary shelter, feeding and emergency assistance to persons impacted by a disaster within the eight Region IV states during the initial response of a federally declared disaster. He continues to support the voluntary agencies in the recovery phase by providing technical assistance and support in the development of long term recovery organizations. In 2011, Ryan was designated as the Disaster Case Management Coordinator for Region IV where he is responsible for working with state partners in developing scalable disaster case management plans. He also serves as the Regional point of contact for the Federal Disaster Case Management Program.

Ryan Logan, continued Ryan began his role with FEMA in February 2011 after serving seven years with the American Red Cross, most recently as the Red Cross Special Representative to FEMA Region IV. Prior to the American Red Cross, Ryan worked for the Georgia Emergency Management Agency, Athens-Clarke County Police Department, and the University of Georgia Police Department. Ryan is a native of Anderson, South Carolina and is a graduate of the University of Georgia. - - - - - - - - - - - - - - - - - -

James R. McGowan , Associate Executive Director of Partnership, National Voluntary Organizations Active in Disaster [email protected]

James McGowan is the Associate Executive Director of Partnership of National Voluntary Organizations Active in Disaster (National VOAD). Most recently, he worked for the Alabama, Louisiana and Mississippi Division Headquarters of The Salvation Army as a Regional Resource Development Director. In 2005, Mr. McGowan was appointed by Alabama Governor Bob Riley to serve as Development Officer for the Governor’s Office of Faith-Based and Community Initiatives. He has worked for various non-profit agencies, primarily in disaster relief. Mr. McGowan attended the University of South Alabama receiving a Bachelor of Science in Business Administration with a concentration in non-profit management and also received an Associate’s Degree in Culinary Arts from Faulkner State.

Brooke Mills, Disaster Preparedness and Response Director, Serve Alabama [email protected]

As Disaster Preparedness and Response Director for Serve Alabama, Governor’s Office of Faith-Based and Volunteer Service, Brooke Mills serves as Alabama’s Volunteer and Donations Coordinator. Brooke leads the States Volunteer and Donation’s Coordination Team which oversees and coordinates the management of unsolicited goods and unaffiliated volunteers during disasters. She also administers Ready Alabama, Alabama’s statewide emergency preparedness campaign designed to encourage Alabamians to develop and use an emergency kit. Brooke serves as liaison to the Alabama Department of Homeland Security, the Alabama Emergency Management Agency, and Alabama Voluntary Organizations Active in Disaster. Brooke began her role with Serve Alabama in June 2008, after serving as Constituent Services Specialist for Governor Bob Riley. She graduated from Troy University with a Bachelor of Science in Business Administration and lives in Montgomery, AL with her husband, Chris, and Dalmatian, Yogurt.

Alicia R. Reed, Emergency Management Program Specialist (Individual Assistance/Human Services Coordinator), Alabama Emergency Management Agency [email protected]

Ms. Reed began her career with the Alabama Emergency Management Agency in the Preparedness Division as a Hazard Mitigation Planner in December 2005. She later became a Technological Hazards Planner. She became an Emergency Management Program Specialist with the Operations Division in 2006. She has worked in the Recovery Division, and currently functions as the Individual Assistance/Human Services Coordinator in the Response Division. Her duties include coordinating Individual Assistance and Human Services activities before, during and after disaster (federally declared and undeclared) events. She serves as a liaison between affected communities/businesses, volunteer agencies, state agencies, and local/state/federal officials in Disaster Recovery efforts. Ms. Reed has a Bachelor of Arts Degree in Biology (Talladega College) and a Master of Public Health Degree (University of South Florida). She has completed the Emergency Management Institute’s Professional Development Series and the Alabama Association of Emergency Manager’s Advanced Level Emergency Manager (ALEM) certification. Ms. Reed has participated in radiological emergency preparedness (REP) exercises, and has worked Federal Emergency Management Agency (FEMA) and Small Business Administration (SBA) disaster declarations. She completed seventeen years in public service with Pinellas County government in Florida before returning to Alabama in 2005.

Lesli Remaly-Netter, Voluntary Agency Liaison, FEMA Region IV [email protected]

Lesli Remaly-Netter, FEMA Region IV Voluntary Agency Liaison and disaster recovery grassroots organizer, has a passion for improving community disaster recovery. Through the development of tools to assist individuals and communities recovering from disaster, this work has fostered the growth of national, state, and local partnerships. With the goal of integrating community resources and emergent technologies to rapidly equip those who need help with those who have the resources to assist, she thrives on networking, expanding, and growing programs and enabling hundreds of community leaders to broaden collaborative recovery. Lesli has worked for a variety of faith based organizations including Church World Service, a global humanitarian organization. She served as a Disaster Response and Recovery Liaison for the Domestic Emergency Response Program headquarters in New York City for over five years. Before joining FEMA Region IV, she served as Senior Officer Community and Deployment Support for the Coordinated Assistance Network (CAN), a nationwide technology platform and a partnership program of the American Red Cross, in Washington DC and equipped hundreds of agencies with the suite of tools for collaboration.

Timberly Williams, Outreach & Resource Coordinator, HandsOn River Region [email protected]

Timberly Williams served as an AmeriCorps VISTA (Volunteers in Service to America) for three years at the HandsOn River Region. During her third year, Timberly trained over 5000 spontaneous unaffiliated volunteers at the Volunteer Reception Center in Eclectic and Cullman, AL after the April 27, 2011 tornadoes. She is a trained Community Emergency Responder in both Montgomery and Autauga Counties and works closely with the emergency management agencies to raise awareness to individuals and faith-based organizations, inspiring them to become trained as a member of the Community Emergency Response Team (CERT). Timberly is scheduled to become a certified CERT Trainer in 2013. Through a partnership with the Alabama Department of Public Health, Timberly continues to educate special populations across the River Region about the importance of creating a disaster plan. Timberly has created a continuity of operations plan for HandsOn River Region, which will help the agency continue its operations during disasters and works closely with the state and local VOADs. Timberly has recorded over 6500 volunteer hours serving in Alabama and in 2012, was a finalist for the 2012 National Impact Award. This award exemplifies the best in national and community service in the key issue areas of the Serve America Act and disaster services.

John Wilson, Vice President, Alabama Voluntary Organizations Active in Disaster Director of Disaster Preparedness and Response, Catholic Social Services of Mobile [email protected]

John P. Wilson brings 20+ years of professional experience in social services to his position as the Director of Disaster Preparedness & Response for Catholic Social Services of Mobile. John graduated from the University of Massachusetts Boston 1990 earning a Bachelor of Arts degree and has earned his Master’s degree in Leadership & Ethics at Spring Hill College, in the spring of 2012. While living in Indiana he worked for the State of Indiana, Department of Child Services as a Family Case Manager, providing services for children at risk of abuse or neglect. John also taught Human Services at the local Community College before relocating to Mobile with his wife, Elizabeth K. Dexter-Wilson, and children, Hannah and Jacob, in 2008. From 2008-2010, John worked in Biloxi, Mississippi on the Mississippi Case Management Consortium project funded by Federal Emergency Management Agency supervising disaster case managers providing disaster case management services to hurricane Katrina survivors still living in temporary housing. He is currently serving his second term as Vice President for the Alabama Voluntary Organizations Active in Disaster. John’s family is a member of St. Pius X Church, and John is active with the St. Pius X Council of the Knights of Columbus.
