San Ignacio police reports that on Saturday, March 31, Belizean teacher, Ramon Vargas , 43, reported that his house, located in the Hillview area of Santa Elena Town, was burglarized and that over 11 thousand dollars in electronic items, jewelry and cash were stolen therefrom. Vargas informed that he secured and left his house at around 6 o’clock that Saturday morning and proceeded to the market in San Ignacio to conduct his trading business. About two hours later, at around 8 o’clock, he instructed his worker, Bernardo Matute to return to his house to pick up other merchandize to be sold at the market. Upon arriving at the house in Hillview, Matute reportedly observed that it was broken into. He immediately conveyed the information, via telephone, to Vargas who rushed to the scene where he encountered the screened double door open and the panel of the front door removed with the door slightly open. After reviewing all foursurveillance cameras, Vargasnoted that one of them, with thefront of the house in view,captured the image of a creoledecent, slim built, male personwith long hair tied in a pony tail,prying off the panel of the frontdoor with a crow bar. A secondcamera, located inside the house,revealed the image of the samemale person taking possession ofVargas’ property. Upon making the report to thepolice, Vargas provided thevideo footage to assist in theinvestigation. The intruder wasidentified as Harvey Trapp, aresident of the area. An instant search began forTrapp. The search ended 17 dayslater when, on Tuesday, April 17,a team of policemen, includingCommanding Officer, Alvan

Gentle, was on the WesternHighway in the police vehiclewhen they sighted the suspectstanding at the junction of thehighway and the road leading intoHillview. The suspect was instantlydetained and transported to thepolice station in San Ignaciowhere he was positivelyidentified as Harvey Trapp,20, Belizean laborer of a LiptonStreet address in Hillview. Hereportedly gave a cautionedstatement, witnessed by a Justiceof the Peace, in which heallegedly admitted to committingthe crime. Trapp was consequentlyarrested and formally charged forburglary. He appeared in court onWednesday, April 18 where thecharge was read to him byMagistrate Linsbert Willis. The accused pled guilty to thecharge while alleging that he gavethe cautioned statement underduress. The initial guilty plea wastherefore set aside. The accusedwas consequently offered andmet bail in the sum of fivethousand dollars and ordered toreturn to court on Wednesday,July 18, 2012.

April Billing pro-rated for Old and New Tariffs

Belize Water Services Limited (BWS) informs customers that the new reduced Tariffs as approved by the PUC are effective April 1, 2012. However,bills issued in April are for consumption which spans March through to April. As a result, April bills will include two billing lines with the same billdate. The first line will be for the pro-rated March consumption using the old tariffs; the second line for the pro-rated April consumption using thenew (lower) tariff rates.

A section of a bill is shown below. Please note that the reading date is April 8th (08 / 04 / 12) and the bill is for 30 days, therefore 22 days are for Marchconsumption and 8 days are billed for April consumption.

NB: Customers should note that due to increases in water usage because of the dry season and the Easter Holidays, their total April bill may behigher than the previous month’s bill.

Requena informed that the lasttime she saw the safe, with thegun,bullets and ATM card inside,was on Sunday, April 15. Two days later, on Tuesday,April 17, whilst cleaning thehouse, she noticed that the safewas missing. Her first reactionwas to assume that her husbandmight have moved it but when shechecked with him on Wednesdaymorning he told her that he hadnot moved it. The gun is a Glock brand, 9mmpistol bearing serial numberPJW187 valued at $2,750. Thecomplainant’s husband JanWensenk is the licensed ownerof the gun. Three workers from the resortare currently in police custodyas the matter is beinginvestigated.

He also informed that,because of its design andstructure, no parking will beallowed on that section of BurnsAvenue. While the works on BurnsAvenue currently encompassesthe section up to Greedy’sRestaurant, Mayor Augustinformed that the council isactively negotiating for anadditional 300 thousand dollarsto extend the works all the wayup to the Anglican Church toconnect with the side street infront of the church. Itis a new title in the BelizeCollection The book starts with the mythabout Peter Wallace, widelybelieved to have been the firstBritish settler, which is shown tobe false. It explores the economicsystem established by the firstsettlers in the late 17th centurythat was almost exclusivelycentred on the export oflogwood. This logwood economyoperated outside the Britishimperial system until the Treatyof Paris in 1763, when Belizebecame a British settlement. In the next century theeconomy became morediversified through both theexport of mahogany as well as theentrepot trade with CentralAmerica. When Belize became a Britishcolony in 1862, it coincided withthe decline of the entrepot tradeand a crisis in the worldmahogany industry. This led to anattempt by the British authoritiesto introduce agricultural exports.The Belize Botanic Stationwas founded in 1892 to promoteeconomic diversification andagricultural exports, which triedvarious ways to end the colony’stotal dependence on forestry.However, these efforts wereinsufficient and the economywent into serious decline beforedevaluation at the end of 1949.

By the time of independence in1981, the economy had becomemuch more diversified, butBelize’s position still comparedunfavourably with the rest of theCaribbean. The performance ofthe economy since independencehas been very volatile with peri-ods of boom followed by slumpsleading to high unemploymentand a deterioration in income dis-tribution. The reasons for this areexamined in detail, while the au-thors conclude with a series ofpolicy recommendations de-signed to improve Belize’s long-

run economic performance.About the authors

Victor Bulmer-Thomas isBritish and studied at OxfordUniversity, where he received aBA, MA and Ph.D. He is Emeritus Professor ofEconomics at London Universityand Honorary Research Fellow inthe Institute for the Study of theAmericas. From 2001-6 he was Directorof Chatham House (the RoyalInstitute of InternationalAffairs), where he is currentlyan Associate Fellow in theAmericas Programme, and from1992-8 he was Director of theInstitute of Latin American Stud-ies at London University. From 1986-1997 he waseditor of the Journal of Latin

American Studies. His publica-tions include The EconomicHistory of the Caribbean fromthe Napoleonic Wars (2012); TheEconomic History of LatinAmerica since Independence(2003); and The PoliticalEconomy of Central Americasince 1920 (1987). He was a V.S.O. teacher at St.Michael’s College, Belize City,in 1966-67 and has been afrequent visitor to the countrysubsequently. He has beenmarried to Barbara since 1970.

Barbara Bulmer-Thomas wasborn at the Melinda AgriculturalStation in the Stann CreekDistrict. She spent her early yearsgrowing up in various parts of Belize (then British Honduras)where she was always in closetouch with the magnificent Belizeforests that proved an early andenduring interest. She attended the BelizeTechnical College in the late1950s and then travelled to theUK to pursue her education. After a first degree from theOpen University she studiedMicrobiology at LondonUniversity and later obtained anMSc in Plant Taxonomy from theUniversity of Reading. She has worked asan Independent ScientificResearcher since the 1980s witha publication on Plant Taxonomyand a book on Mexico forchildren. She has also lectured interna-tionally on Belize. She is a keensupporter of the Britain-BelizeAssociation in the UK -an organisation that bringsacademics who work on Belizetogether once a year to presenttheir work and exchange ideas.She is currently working on aGuide to the Plants of NorthernAmbergris Caye.

Two Boys Busted With GunAnd Bullets Sent To Jail

SANTA ELENA, Cayo, Monday,April 2, 2012: Two brothers, 17 and 15 yearsof age from San Pedro Town,were today remanded to prisonon gun and ammunition charges. San Ignacio police informed thatthe brother were intercepted ataround 8:30 pm on Friday, March30, at the Red Creek Check pointas they were heading out of townin a car driven by their 18 yearold brother. They were initially found inpossession of a large sum ofmoney which police initiallysuspected to be the proceeds ofillegally activity. The assistance of CrimesInvestigation Branch personnelwas enlisted and all threebrothers were escorted to thepolice station where an intensivebody search was conductedresulting in the discovery of an

empty 9 mm pistol with serialnumber B86001 in the pantscrutch of the 15 year old boy anda magazine with one dozen liverounds of ammunition in thetennis shoe of the 17 year old.Nothing incriminating was foundon the 18 year old brother. The 15 year old was arrestedand charged for “Kept firearmwithout a gun license” while the17 year old was charged for“Kept ammunition without agun license” No charge waslevied against the eldest of thetrio. The two minors appeared incourt, before MagistrateLinsbert Willis, on Monday,April 2 where they each pled notguilty to the charge. Due to thenature of the offence, involvingguns and ammunition, bail couldnot be offered and so they wereremanded to prison.
