    CHAPTER-I

    EXECUTIVE SUMMARY

    1. The Staff Selection Commission has been mandated with recruitment of Group 'C'

    (non-technical) and Group 'B' (non-gazetted both technical and non-technical)

    posts in various Ministries/Departments of Government of India and their Attached

    and Subordinate offices except those for which recruitment is made by the Railway

    RecruitmentBoardsand IndustrialEstablishments.

    (Chapter II)

    2. The task of conducting Departmental Examinations for (i) promotion from Group 'D'

    to LDC Grade, (ii) promotion from LDC Grade to UDC Grade and (iii) promotion

    from Stenographer Grade 'D' to StenographerGrade 'C' has been entrusted to Staff

    Selection Commission. The Commission also holds Periodical Typewriting Tests inEnglish andHindi.

    3. The Staff Selection Commission has a nationwide network of nine Regional / Sub-

    Regional Offices. Seven Regional Offices are located at Allahabad, Bengaluru,

    Chennai, Guwahati, Kolkata, Mumbai, New Delhi and two Sub-Regional Offices at

    Chandigarhand Raipur.

    The Regional/Sub-Regional Offices implement the policies and programmes of theStaff Selection Commission which include holding of Examinations at various

    centres of the country with the help of the State Government Authorities and

    conducting interviews of candidates inRegions.

    4. Twelve All India Open Examinations and two Departmental Examinations were

    conducted by the Commission during the year 2010-11. In addition, selections

    were made through Interview forcertaincategories of posts, the details of which are

    given in Chapter-V.

    5. A total of 5952671 candidates applied for 12 All India Open Examinations, 2,25,600

    candidates for Selection Posts and 812 candidates for Departmental Examinations

    duringtheyear 2010-11.

    6. The Commission organized its major examinations through a network of 108

    Examination Centresand1418 examination venues.

    7. The Commission nominated 23187 candidates for appointment to various posts

    through All India Open Examinations and 471 candidates against Selection Posts

    duringtheyear 2010-11.

    8. In compliance of various provisions of the Official Language Act, 1963 and OfficialLanguage Rules, 1976, the Commission continued to increase the use of Hindi in

    officialwork during the yearunder report.

    CHAPTER-II

    FUNCTIONS AND ORGANISATIONAL STRUCTURE OF STAFF

    SELECTION COMMISSION

    2.1

    As per Article 320 of the Constitution, the examinations for recruitment to all posts

    and servicesof the Central Governmentarerequired to beconducted by the UPSC.

    The Estimates Committee of Parliament in its 47th Report (1967-68) recommended

    the setting up of a Service Selection Commission for taking over examinations for

    recruitment to lower category of posts from the UPSC. Pursuant to this, and as an

    interim measure, an Examination Wing was added to the Institute of Secretariat

    Training andManagementof Governmentof India.

    2.1(A) The Administrative Reforms Commission (ARC), in their Report on PersonnelAdministration, drew attention to the fact that the bulk of the staff of the Government

    at the Centre and in the States belonged to Class III and Class IV categories.

    Referring to the identical nature of qualifications stipulated for entry into such posts

    in various offices, the ARC advocated pooling of the requirements of the non-

    technical posts by different departments and selection of personnel either by joint

    recruitment or through a Recruitment Board. After careful consideration of this

    recommendation, the Government of India decided to constitute the Subordinate

    Services Commission vide Resolution No. 46/1/(S)/74-Estt. 'B' dated the 4th

    November, 1975 (Appendix-I) of Department of Personnel and Administrative

    Reforms.

    2.1(B) A Commission called Subordinate Services Commission was constituted which

    was subsequently re-designated as Staff Selection Commission (SSC) on 26th

    September, 1977 to make recruitment to Class III (now Group 'C') non-technical

    posts in the various Ministries/Departments of the Government of India and their

    Subordinate / Attached Offices . The functions of the Staff Selection Commission

    have been enlarged from time to time. From May, 1999, this Commission took over

    recruitment to all Group 'B' posts (non-gazetted) in pay scales the maximum of

    which was less than Rs. 9300-34800 (Grade Pay Rs. 4600) from the Union PublicService Commission. From November 2003, the Central Government further

    authorized the Commission to make recruitment to all Group 'B' Non-Gazetted

    posts carrying scale of payof Rs.9300-34800(Grade Pay Rs.4600).

    2.1(C) The functions of the Staff Selection Commission as per Resolution No. 39018/1/98-

    Estt (B) dated 21.05.1999 and its subsequent amendments vide Resolution No.

    24012/8-A/2003-Estt (B) dated 13.11.2003, 29.09.2005 and January 14, 2011 are

    givenas under :-

    (a) (i) To makeRecruitment toGroup 'B' (Non-Gazetted) posts and Group 'C' (Non-Technical) posts under Government of India and their attached and

    subordinate offices, except those posts which are specifically exempt from

    the purview of Staff Selection Commissions in Pay Band-2 and Pay Band-1

    carrying Grade Pay upto Rs. 4600/-and are filled through conduct of

    competitiveexaminations.

    (ii) To makerecruitment tosuchposts under Governmentof India

    by selection through

    interviews, which may, at the discretion of the Commission, be preceded by

    a shortlisting or skill test.

    (iii) To conduct Limited Departmental Competitive Examinations of the Central

    Secretariat Clerical/Stenographers Services and such other Services as

    have beenormay beentrusted to the Commission.

    (iv) To conduct periodicalSkill Tests in English/Hindi and such otherskill tests as

    may beassigned by the Governmentfrom time to time.

    (b) To perform such other functions as may be entrusted to it by the Central

    Government from timeto time.

    (b) To conduct examinations and/or interviews, whenever required, for recruitment to

    theposts within itspurview.

    2.1(D) Keeping in view the credibility of theCommission in handling the recruitment for the

    Government of India, the Andaman & Nicobar Islands Administration approached

    inPay Band-2

    and Pay Band-1 carrying Grade Pay upto Rs. 4600/-

    the Commission through the Department of Personnel, Government of India, for

    making recruitment to the various posts of LDC / Steno (OG) / Accountant for them.

    The Commission has acceded to the request made by the Andaman & Nicobar

    Administration to hold the aforesaid examinations in order to assist the candidatesfrom the remote Island population. Commission is assisting in the entire process of

    recruitment including the vetting of Notices, fixing up thedate(s) of the examination,

    confirmation of contents and scheme of syllabus for the preparation of Question

    Papers, evaluation of answer sheets, conducting of examinations and preparation

    of final resultsof theabove mentioned examinations.

    The Commission also provided assistance to BSF for conducting the Written

    Examination forrecruitment to thepost of Constable (GD) inBSFwhichwasheld on

    21.2.2010. On the request of the Ministry of Home Affairs, the Commission has

    agreed to assist in recruitment of around 52000 Constables (GD) and Riflemen inthe Central Police Organisations. The Recruitments, advertised in February 2011,

    elicited response from21.68Lakh candidates.

    A proposal to broaden the mandate of the Commission to include analogous posts

    in statutoryandautonomousbodies is under considerationof theGovernment.

    2.2

    A Chairman, of the rank and status of Secretary to Government of India, heads the

    Commission assisted by two Members. A Secretary-cum-Controller ofExaminations heads the Secretariat of the Commission. The sanctionedstrength of

    Commission's staff in its Headquarters at New Delhi and Regional and Sub-

    Regional offices as on 31.3.2011 was 511. The sanctioned strength consisted of

    240 Gazetted Officers(Group A 46posts,Group B 194 posts), 158 GroupC and113

    Group D officials. Out of the total strength of 511, 238 (46.57 percent) are at the

    Headquarters.

    Manpower distribution amongst Regional/Sub-Regional offices is as follows: 38 in

    Central Region; 41 in Eastern Region; 27 in Karnataka and Kerala Region; 37 in

    NorthernRegion;23 in North Eastern Region; 36 in Southern Region;36 in Western

    Region; 18 inMadhyaPradesh Sub-Region; and17 inNorth- Western Sub-Region.

    and Regional offices are as in Appendix D. The Organisational Chart of the

    Commission is given at Appendix-B.

    A proposal has been mooted for organizational restructuring keeping in view

    manpower requirements vis--vis its mandate. The proposal broadly envisages

    upgradation of severalposts and infusion of much needed professional expertise.

    2.3

    2.3(A) Unlike other Public Service Commissions, the Staff Selection Commission has a

    regional network of its own. This is a unique feature which facilitates effective links

    with the State Governments and Central Government Offices located in the states.

    The regional network has been of particular relevance in the conduct of the

    Commission'sexaminationsat different centres.

    2.3(B) The Resolution under which the Staff Selection Commission has been constituted

    provides for opening more Regional / Sub-Regional Offices of the Commission at

    such other places as it considers necessary with the approval of the Department of

    Personneland Training.

    2.3(C)The Staff Selection Commission has nine Regional / Sub-Regional Offices in

    different parts of the country. These Regional / Sub-Regional Offices are

    responsible for smooth and peaceful conduct of the examinations. They provide

    administrative support to the Headquarters for performing various activities

    involved in the smooth conduct of examinations like receipt of applications from the

    candidates, Electronic Data processing of applications, issue of Admit Cards (ACs)

    to the candidates, booking of venues at various centres within their jurisdiction inconsultation with the District Authorities, sending non-confidential examination

    material to the Centre Supervisors and appointment of Invigilators and Inspecting

    Officers at various examination centres. Further, Regional Offices are also

    responsible for holding interviews / Physical Endurance / Efficiency Test (PETs),

    wherever required.

    The Regional Offices are also responsible for contacting various Government of

    India offices located in the States within their jurisdiction, to collect and consolidate

    vacancies andcommunicatethem to HQs.

    After declaration of the result by the HQs the Regional Offices are required to

    allocate the candidates to the user departments as per their requirement in

    accordance with objective and transparent criteria and after thorough scrutiny of

    their eligibility. Policy decisions taken by the are required to be implemented

    by the Regional Offices in letterandspirit.

    Operational problems and other related issues, if any, are referred to by the

    Regional / Sub- Regional Offices. Prompt, smooth and continuous communication

    between Regional / Sub-Regional Offices and Headquarters has been ensured to

    facilitate resolutionof theproblems and issues.

    Details regarding setting up of Regional offices, their location / address, areas of

    jurisdiction are available in Appendix C and C-I.

    Upgradation of Sub-Regional offices at Chandigarh (NWR) and Raipur (MPR) is

    being contemplated by the Commission. A proposal received from Ministry of

    Home Affairs for opening a Sub-Regional Office at Srinagar, Jammu & Kashmir is

    also under considerationof theGovernment.

    2.4

    The Commission has its Budget allocation under Major Head 2051 "Public

    Service Commission; Minor Head 00.103 - Staff Selection Commission". The

    expenditure in the setting up of any Regional / Sub Regional Offices of the

    Commission and working of the Commission is met entirely by the Government of

    India. The Commission is, however, entitled to collect examination fee for the

    various examinations / selections conducted by it.Candidates belonging to SC, ST,

    PH, EXS and all women candidates are exempt from payment of the fee. The

    Commission, in consultation with the Government of India, determines the fee

    structure.The mode of collection of fee is through Central Recruitment Fee Stamps(CRFS). These stamps are available at all Post Offices of the country. Candidates

    are required to affix these stamps in the space earmarked for the purpose in the

    Application Form.

    The Commission introduced online applications in January, 2010 with provision for

    payment of the fee through challan in branches of State Bank of India or online

    payment through the SBI portal. In case of off-line applicants, collection of fee

    continues through CRFS. The Commission's proposal to allow payment through

    credit cards/debit cards in case of online applications without any financial loss to

    the exchequer is pending with the Controller General of Accounts for the past 18

    months. Online applications, which are in the range of 30-40% of total applications,

    arecost-effective for theCommissionandalso for thecandidates.

    presented at Appendices-E andE-I.

    CHAPTER-III

    THE YEAR 2010-2011 IN RETROSPECT

    3.1 2010-11 was a path breaking year in the history of Staff Selection Commission.

    Effective steps taken in previous year started showing results during 2010-11.

    23658 (23187 Open + 471 Selection Posts) candidates were selected from all

    India Examinations against vacancies in different grades reported by various

    Ministries, Departments, attached and subordinate offices as against 10249

    candidates selected in 2009-10. 5952671 candidates applied in response to

    notices issued for All India Open Examinations. Compared to 288161 women

    candidates who applied in 2009-10, the number of female candidates who

    applied in 2010-11 rose to 1075015. Processing of the large number of

    applications would not have been possible with the limited manpower had

    initiative not been taken to introduce automation and modern technology in the

    previous year. The Combined Graduate Level Examination, 2010 was conducted

    in revised format which resulted in economy of time and expenditure and led to

    finalization of results within 12 months from the date of notification of the

    examination despite three-fold increase in number of applicants. Introduction of

    multiple-choice objective type question papers and OMR based answer sheets

    contributed to completion of the examination cycle in the least possible time. The

    Commission has now reached a position where it is possible to achieve its

    objective of declaration of results of singlestage, two-stage and multiplestage

    examinations in 6 to 9, 9 to 12, and 12 to 15 months respectively.

    3.2 Facility of online applications introduced by the Commission in January, 2010 was

    well accepted by the candidates both in rural and urban areas. The number of

    candidates who apply online is increasing steadily and has already reached about

    40% of the total applications. Besides being simple and time saving, this has

    resulted in considerable reduction in data processing cost for the Commission and

    postage etc. for the applicants. However, Commission's effort to obtain approval of

    Controller General of Accounts to allow credit / debit cards for payment of fee,

    without any reduction in fee transferred in the account of SSC has not met withsuccess. Use of credit/debit cards for payment, without any financial loss for the

    Commission, will lead to increased use of online applications and further decrease

    the timetaken in the recruitment cycle.

    3.3 The schedule of examinations to beconducted by the Commission during the year

    wascarefully planned andall examinations held on schedule. It is worth mentioning

    that in addition to regular examinations conducted by SSC, the following

    examinations wereconducted on consultancybasis :-

    1. Recruitment of Inspector (Prosecution) and Sub Inspector (Prosecution) inRailway ProtectionForce under Ministry of Railways.

    2. Recruitment ofAssistant Sub Inspector inCISF.

    3.4 The credibility of Staff Selection Commission reached such a level that other

    organizations, despite having their own recruitment agencies, approached

    Government and Staff Selection Commission for recruitment through Staff

    Selection Commission. Railway Board made specific request seeking help of Staff

    Selection Commission in selecting candidates for the post of Inspector

    (Prosecution) and Sub Inspector (Prosecution) in Railway Protection Force. TheCommission, with the approval of DOPT conducted the written examination,

    evaluated answer sheets and prepared the list of candidates selected. The

    recruitment of Assistant Sub-Inspector in CISF was taken up on turnkey basis

    fromadvertisementto final result.

    3.5 On the request of Ministry of Home Affairs, notification for Recruitment of

    Constable (GD) in CISF, CRPF, SSB, ITBP, BSF andRifleman(GD) in Assam Rifles

    was done in the last quarter of the year 2010-11 with publication of notice in

    February, 2011 and scheduling of the examination in May and June, 2011.

    Though this project was not within the mandate of the Commission, the

    Commission accepted the responsibility in public interest, to fill about 52,000

    vacancies (since increased to 90,000) in aggregate which gave an opportunity to

    a very large section of unemployed youth all over the country to seek to serve in

    Central ParamilitaryForces.

    3.6. Moving towards sharing more and more information with stakeholders,

    Commission's decision to post marks of qualifying and non-qualifying candidates

    on its website resulted in greater transparency and interaction between the

    candidates and the Commission which led to boost in candidates' confidence inCommission's functioning apart from offering a quality check on the work of the

    Commission.

    3.7 The year was also a trend setter for the Commission with considerably large

    participation of youth of the country in the Examinations conducted by the

    Commission. In Combined Higher Secondary Level Examination-2010 alone,

    over 16 lakh candidates were registered. More importantly the large number of

    job applicants was handled in a very smooth manner inspite of constraints of

    existing manpower and infrastructure. Commission used Government andprivate educational institutions as venues for various examinations and most of

    the manpower engaged in the actual conduct of the examinations like

    invigilators, centre supervisors, etc. were sourced from such institutions and

    from among eligible Government employees. As accommodating such large

    number of candidates in one shift is not possible due to limited infrastructure and

    manpower availability, the examinations were conducted in 2-3 shifts spread

    over one or two days with separate question papers set for each shift. The

    Commission, with the help of experts, strived to set question papers of

    comparable difficulty level to provide for a level playing field for thecandidates.

    3.8 Ensuring compliance with the objective of conducting all examinations in a fair

    and transparent manner, the Commission took additional measures to ensure

    that no attempt was made by any candidate to use any any unfair means. If found

    defaulting, deterrent action was taken against him. Measures taken included

    deputing flying squads from the Commission's Headquarters to select

    examination centres conducting various examinations. As a result of such

    measures, the examinations of the Commission were conducted in a smooth, fairand transparent manner.

    3.9 The website of the Commission (http://ssc.nic.in), revamped and inaugurated in

    October, 2009, is the single window through which information is provided to the

    applicants about schedules, examination notices, results, marks, etc. It is very

    popular among candidates and as on 31.7.2011 has attracted over one crore hits,

    indicating its evergrowing popularity. It has consistently been ranked by different

    webhosts between 20000-30000 throughout the year and as on 31.7.2011 is

    ranked around 20,000 in theworld.

    3.10 The Commission's decision to utilize http://twitter.com, mainly a social networking

    site, as a forum of interaction has been appreciated by the candidate population

    which provides them an opportunity of giving feedback directly to the Commission,

    which in turn has been utilized for refining the examination processes and

    procedures.

    3.11 Computer Proficiency Test was introduced in the Combined Graduate Level

    Examination, 2010 for the first time. Entire test was designed and developed in

    house and it was heartening to see high levels of proficiency in majority of the

    candidates. About 75% of the candidates selected from All India Open

    Examinations in 2010-11 possessed basic skills of working on the computer, which

    will augur well for total e-governance in the country.

    3.12 The Commission, for the first time, organized the Multi Tasking Staff (Non-

    Technical) Examination during the year, which was smoothly held all over the

    countrydespite large numberof applications -1615201.

    3.12(i)5952671 applications were received during 2010-11 for the 12 All India Open

    Examinationsheld.

    3.12(ii) Results of 08 open examinations held either in the previous year or during the year

    were declared and a total of 23187 candidates were recommended for

    appointment. 471 candidates were recommended for appointments through

    Selection method.

    3.13 The Commission takes note of socio-economic milieu of its candidates and tries to

    reach the candidates by opening centres of examinations easily accessible to the

    candidates. The examination centres are located at places that have large

    concentration of candidates and are well connected through Rail / Road so thatcandidates from far off rural areas have no problem in appearing in the

    examinations. During the year 2010-11, a network of 108 examination centres,

    consisting of 1418 examination venues, spread throughout the length and breadth

    of the country, was utilized by the Commission. Taking into consideration the

    difficult terrainetc, thereare 2 examination centres inJammu andKashmir and 27 in

    the North-East beside one centre in Port Blair (A&N Islands). The location of

    examination centres is reviewed continuously and new centres are added as and

    whenfeltnecessary.

    3.14 TheCommission follows a broad-based approach to recruitment, with the view thatproper evaluation of knowledge, aptitude and skill test are essential for successful

    performance ineach job. Indoing so, followingarekept inview:-

    i) It is to be ensured that the tools adopted for selection have high degree of

    reliabilityand validity;

    ii) The system of recruitment should be in conformity with the national policies,

    socio-cultural and economic objectives,and meet the organizationalneeds;

    and

    iii) The selectionsystem isdevisedfor speedyadministrationatoptimal cost.

    3.15 In order to ensure that the quotas reserved for SC/ST/OBC candidates are filled up

    to the required extent and SC/ST/OBC candidates take advantage of SSC

    Examinations, the following steps weretaken:

    i) The Commissionensured that there was a widedissemination of information

    regarding various recruitments by publishing 39 advertisements in theEmploymentNews andRegional Newspapers with wide circulations.

    ii) Examination centres were opened in areas having concentration of SC/ST

    population. A Sub-Regional office of the Commission is also located at

    Raipur, a belt predominately inhabited by tribal population. These steps

    were devised to encourage and assist the reserved category candidates to

    come forward and compete with others belonging to urban and semi-urban

    areas. The details of SC, ST and OBC candidates nominated in the open

    competitive examinations duringtheyear is available in chapter IV.

    iii) During 2010-11,3419, 1904and 7629( total 12952)candidates belonging to

    SC, ST and OBC categories respectively were recommended for

    appointment against open recruitment. This is 55.85 % of the total

    recommended for appointment.

    Likewise, against Selection Posts 63, 33 and 112 (total 208) candidates

    belonging to SC, ST and OBC categories respectively were recommended

    for appointment. This is 44.16% of the total candidates recommended for

    appointment.

    3.16 While placing requisition with the Commission, the indenting Departments are

    required to indicate the number of vacancies exclusively reserved for Physically

    Handicapped. In order to ensure that the vacancies reserved for them are filled to

    the maximum extent, the Commission has decentralized the processing of their

    applications at Regional/Sub-Regional level and delegated powers to the Regional

    Directors/Sub-Regional Deputy Directors so that bottlenecks in getting medical

    clearance/certificates regarding the extent of physical disability are removed andclearance obtained at the earliest. Furthermore, close monitoring is done by the

    Commission at the Headquarters to ensure that the eligible candidates are

    nominated against the vacancies identified/notified for this category, at the earliest

    and all the posts reserved for physically handicapped are filled to the extent of

    availability.

    3.17

    TheCommission allowedfeeexemption to women candidatescutting across all thecategories with effect from 21.7.2009 to motivate them to participate in

    examinations conducted. Out of total applicants , 28.42% were

    women candidates.Participation of women candidates has increased from 24.46%

    to28.42%during the periodunder report.

    3.18 Due to qualitative change in the nature and composition of the clientele of the

    Commission, the main concern of the Commission is to conduct the examinations

    successfully, on schedule and free from incidents at all the centres. Since the

    number of posts available is limited, the competition has become fierce sometimes

    to display and use of unfair means for personal achievements. The

    Commission has been making concerted effort to see that such unhealthy

    practices are nipped in the bud. The system of appointing Invigilators, Supervisors

    and Inspecting Officers for the venues of the examinations has been strengthened.

    All information/complaints received regarding adoption of any unfair means is

    promptly looked into, investigated and brought to its logical end and stringent

    action taken against the wrong doers wherever required. Commission not only

    cancels the candidature of such candidates but also debars them from its futureexaminations. Inspecting officers drawn from other CentralGovernment offices are

    also positioned in all venues and their reports analyzed for taking corrective action.

    The number of Inspecting Officers per venue was increased to two, wherever

    feasible during the year. Placing of scanned photographs and signatures of the

    candidates on the admission certificates is a recent innovative measure and has

    been successful. As a result of stepping up vigilance, strengthening of supervision,

    specializedscreening of handwriting of doubtful cases by the office of the Examiner

    of Questioned Documents and requisite help from the State Governments and

    District Administration, salutary effects have been noticeable in holding of free andfair examinations. During 2010-11, the Commission started despatching flying

    squads from its headquarters and also introduced standard seating arrangements

    and distribution of question papers and answer sheets/booklets with the same

    serial numbers to each candidate. Analysis of performance of candidates was also

    done selectivelyto assess theextent of conformity with Commission's instructions.

    3.19 For evaluating the personality traits of the candidates appearing for some of the

    recruitment examinations where the incumbents to the posts are more likely tocome into contact with the public or are required to display special characteristics

    such as integrity and creativity, the Commission has made special efforts to ensure

    that prejudice and bias do not colour the assessment of the individual's personality

    traits. Notable among them are posts such as Inspectors of Income Tax/Central

    Excise and Sub Inspectorsof CBI andother CentralPolice Organisations likeCRPF,

    CISF, BSF, ITBP etc. The candidates called for interview/personality test are

    informed well in advance through interview call letters about the scope of such

    interview in broad terms in order to provide them an opportunity to prepare

    properly. The interview schedule for Open Examinations is also placed on theCommission's website for information of the candidates. Selection of experts and

    advisors with appropriate and requisite professional qualifications and expertise in

    the relevant field continues to be emphasized. Uniformity of approach among

    various interview boards for the same category of posts and objectivity for different

    categories of posts have been ensured by introducing structured personality test.

    Moreover, theCommission keeps reviewing these guidelines on regular basis so as

    to ensure that they meet the test of time and judicial scrutiny. With a view to bring

    about further uniformity in the appraisal of candidates during the personality test,

    the Commission refined the guidelines further on award of marks during the year

    under report and also introduced random allocation of candidates to different

    boardsandshuffling of expertsandadvisers.

    3.20 Wherever it is noticed that the recruitment rules are rigid and unrealistic or have

    become redundant due to stipulation of unreasonably high educational

    qualification, the Commission suggests necessary amendments in the rules so as

    to attract the best available talent. Commission has also been suggesting

    amalgamation, rationalization and clubbing of posts which are similar, if notidentical, in pay scales and other service conditions. The Commission also

    suggests to indenting departments to simplify the essential qualification clause in

    the respective recruitment rules in order to make the selection process more

    practicable and remove anomalies or unnecessary complications or ambiguity in

    the essential qualification requirements, vagueness in experience clause, length of

    serviceetc.

    3.21 For evaluation of answer scripts of objective type Question Papers, Optical MarkReading System (OMR) is being used by the Staff Selection Commission in all its

    examinations. During 2010-11 evaluation of scripts of objective type Question

    Papers was done on OMR system in all major examinations. In this system,

    responses toquestions are immediately andaccurately captured and time taken for

    analysis, the Commission initiated the process of item analysis in objective type

    question papers to provide post validation of individual questions and, therefore,

    the role ofquestionpapers in the entireselection process.

    3.22 (i) The Staff Selection Commission has developed a Question Bank which

    contains objective type questions for use in examinations conducted by the

    Commission. For replenishing the Question Bank and to facilitate selection

    of good quality and standard questions, the Commission organizes

    Question Bank Projects / Workshops on different Subjects / Component of

    testing viz, General Intelligence & Reasoning, General Awareness,

    Arithmetic & Numerical Ability, Comprehension & Writing Ability in English

    andComprehension & Writing Ability inHindi Language.(ii) In these workshops, organized in different parts of the country, a large

    number of Academicians, Scholars, Professors, & Experts on Objective

    Testing Techniques are invited from various Universities/ Institutions to

    participate. Commission also nominates eminent Education Specialists in

    therespective fields as Resource Faculty forsuchWorkshops.

    (iii) In the Phase I of the Workshop, Item Writers are introduced to the principles

    of objective testing and techniques for writing good quality questions. Item-

    writing exercise is conducted and group discussion held in the light of

    general guidelines issued by the Commission. Queries raised by theparticipantsareclarified by Resource Faculty.

    (iv) In the two-day Phase II of the Workshop which follows after two months,

    group validation of question items submitted by the Item Writers takes

    place. The process includes scrutiny of each question regarding its

    thematic contents, language, grammar, difficulty level, responses and time

    taken etc. The Resource Persons and Senior Officers of the SSC (HQ) and

    Regional Office of Staff Selection Commission supervise the group exercise

    andother workshopactivities.

    The Workshops enabled the Commission to add 17258 pre-validated objective

    typequestion itemsto its well stocked Question Bank.

    3.23 A conference of Regional Directors /Deputy Regional Directors is held generally

    once every year to discuss operational problems and implementation of policy

    decisions of the Commission. The basic objective of holding the conference is to

    discuss intensively operation related problems and policy issues governing the

    recruitment and selection processes adopted by the Staff Selection Commission.

    Follow up action taken and outcome of thedecisions taken in the previous meeting

    are also discussed and reviewed as a regular feature in such meetings. Such

    meetings alsoprovidea forum to field level functionaries forexchanging viewssoas

    to draw commonstrategies.

    3.24 During the period of this report, one Regional Directors' conference was held on

    14th & 15th December, 2010 A meeting of Regional Directors was also held on

    14.03.2011 to specifically focus on recruitment of constables, nomination of

    selected candidatesandSelection Posts.

    3.25 Staff Selection Commission had set up an Information & Facilitation Counter in

    October, 1999 for large public-interface, transparency in administration, easy and

    speedy access to information for candidates and others in respect of service and

    activities of the Commission. Since then, it has been providing the following

    information to large number of applicants. The Facilitation Counter at SSC (HQ)

    receives the applications and appeals from the applicants. Commission is alsoproviding on its website the maximum and minimum marks of successful

    candidates in each category and individual candidates' marks. The candidate can

    also know his marks. During the period 1.4.2010 to 31.3.2011, Commission

    received 3775 applications which were disposed of. Out of these, appeals were

    CHAPTER-V

    RECRUITMENT TO ISOLATED POSTS THROUGH SELECTION

    5.1. Besides recruitment through All India Open Competitive Examinations, the Staff

    Selection Commission makes recruitment to Group 'C'Non-Technical andGroup 'B'Non-gazetted Posts, which are not covered by any open Examinations conducted

    by the Commission, through the selection method. Such vacancies generally

    small in number and qualifications for such posts vary from Department to

    Department.

    5.2. The selection process for recruitment to such isolated posts, known as Selection

    Posts, isany of the following:

    i) Selection through short-listing of candidates on the basis of percentage of

    marks obtained in the essential educational qualification followed by

    interview.

    ii) Selection through short-listing of candidates on the basis of a screening

    test/commonscreening test followedby an interview.

    iii) Selection through Proficiency Test in the relevant subject/discipline which is

    essential for thepost(s) in question followed byan interview.

    iv) Selection through short-listing on the basis of percentageof marks obtained

    in theessential educational qualification followed bySkill Test.

    v) Short Notices for recruitment to Selection Posts are published in vernacularnewspapers in addition to those in English and Hindi. Such notices are also

    placedon theCommission'swebsite.

    vi) Written Examination is conducted for recruitment to Selection Posts where

    the number of applications received is large with a view to select the best

    vii) Interview for Selection Posts where there are sufficient candidates from

    different regions are conducted at different Regional Headquarters for the

    convenience of candidates.

    5.3. Inorder toselect right candidates for the right job keeping inview job requirements,the Staff Selection Commission had made the interview process more effective by

    structuring it in such a way that proper and scientific assessment of the candidates

    is made by judging academic qualification, knowledge of the subject studied,

    personality, and aptitude and suitability for the post. The interview procedure has

    been further streamlined with a view to make it more objective. To rule out any bias

    in interviews, the Commission has decided not to disclose the category of the

    candidates to the Interview Board. During the year, Common Screening Tests were

    extensivelyusedto shortlist candidates for interviews in order to reduce processing

    timeandto fill up thevacancies quickly.

    5.4. The results of recruitment to Selection Posts are placed on the Region's website by

    the concernedRegional Director.

    5.5 471 candidates were recommended against Selection Posts during the year.

    CHAPTER-VI

    EXAMINATION CENTRES

    There were only 19 examination centres when the Commission started functioning in July,

    1976. Since then, the number of examination centres has increased considerably. Duringthe year 108 examination centres having 1418 venues were utilized. The Commission has

    an impressive network of centres throughout the length and breadth of the country.

    Location of these examination centres is guidedby a varietyof considerations, including

    i) Socio-Economic background of the majority candidates appearing in the

    Commission's examination.

    ii) Accessibility, remotenessanddifficult terrain.

    iii) Proximity of offices of sister recruiting agencies and organisations in general

    and assurances of facilities by State Governments and Public Service

    Commissions in particular for the orderly and smooth conduct of

    Commission's examinations.
