projects that he conducts he produces/ makes site specific geographical maps. Tebogo

notes that in order to do his additional GIS work impeccably and successfully he has

always puts on “geographical spectacles” when generating and analysing GIS data. On

the whole, he has Cartographic and Geographical Information Systems skills using ESRI

products including not only limited to Arc GIS, Arc Viewer & Arc SDE and MapInfo;

knowledgeable about GIS precepts; generating maps, digitizing maps/ photos data

and Affected Parties using stream lined networking processes. Experience of the

Bohlweki-SSI Environmental has been requested by SSI – Transport

Sector to add value to the road rehabilitation project on the N1 and had

put together an environmental audit team to conduct a general

environmental audit on the Gauteng Freeways Project between 9th

Avenue and Rivonia. In order to expedite the audit, the projects EMP

and RoD were reviewed and summarized in a general audit checklist

were compiled to use as a guideline during the audit. The assessment

was carried out on the 18th of August 2009 with a team of three

environmental auditors.

Descriptive

account:

The entire project involves the installation of approximately 78 km of

bulk water supply pipeline and associated infrastructure (e.g.

reservoirs and valve chambers), from the Brakfontein Reservoir in

Centurion (Gauteng Province) to the Barnardsvlei Reservoir near

Rustenburg (North West Province). It is proposed that the pipeline be

established in two separate phases with the first phase comprising of

the section from Brakfontein Reservoir to the Hartebeespoort Dam.

The second phase will include the remaining section of the proposed

pipeline from the Hartebeespoort Dam towards Rustenburg. The

proposed Water Use is therefore not abstract water for consumption.

It is imperative that the aspirations of previously disadvantaged

persons must be catered for and restrictions of imbalances of the past

water allocation system must be prioritised In light of the afore-

mentioned, the following can be mentioned;

Firstly, with respect to this application the pipe will traverse the dam

thus it will be irrelevant in benefiting the aesthetic and other needs

of the previously disadvantaged persons,

Secondly, however, the scope of the application is to be seen as

scaling up the water transport through the channel H36A to the

earmarked locations (that is, Centurion, Olievehoutbosch,

Diepsloot, Hartebeespoort Dam and Brits) which will provide water

to the affected communities.

Description: Road damage and the cost of reconstruction accelerate as a road nears

the end of its functional service level. During the final quarter of 2008 at

the launch of the annual October Transport Month at the OR Tambo

International Airport, the Minister of Transport, Mr.Jeff Radebe, outlined a

number of government’s transport intentions to have the functional service

of the road restored aesthetically and mechanically. In order to improve

the current state of the country’s roads and provide a road network that will

stimulate the development potential in provinces, South African National

Road Agency Limited (SANRAL) came up with freeway improvement

initiatives throughout the country’s national routes that will upgrade the

existing networks and provide additional infrastructure. As a component of

the comprehensive country-wide Freeway Improvement and

Refurbishment Plan (FIRP) being implemented by SANRAL to maintain,

improve and expand the National Road Network in order to contribute to

the enhancement of all transport modes, SANRAL proposes to rehabilitate

the existing N8 Section 12 route alignment between Tweespruit and

Ladybrand.

The proposed scope of works entailed:

Widening of ten (10) bridges of which three (3) can be considered to

be major whilst the remainder happens to be cellular culverts;

Upgrading the road pavement, considering that the current state of

the road is inadequate. To rectify this, it proposed that pavement

layers be brought in;

Intersections will be surveyed as there happens to be seven (7) in

total within the alignment and it is proposed that they be improved;

It is envisaged that capacity improvements by means of climbing and

passing lanes at identifies areas are inevitable. However, the

detailed design is not completed yet.

Description: There are currently thirty four (34) cemeteries, covering 625 hectares,

in Johannesburg. Nine (9) cemeteries are still operational are: Avalon

in Soweto; Eldorado Park; West Park in Emmarentia; new Roodepoort

in Braamfisherville & Dobsonville’s Mercy Park area; Midrand;

Elandsfontein in Ennerdale cemetery;Lenasia; Newclare (Muslim

Cemetery) and Newclare cemetery. Seven (7) active cemeteries have

capacity for first burials, with space for another 240 200 graves. These

are: Avalon, Lenasia, Eldorado, Elandsfontein, New Roodepoort, West

Park and Midrand. The other twenty seven (27) are to capacity and no

longer viable for first burials, but there is capacity for second burials.

Currently the total available burial space in Johannesburg is 397, 1

Hectares, with a burial capacity of 669 400 graves (City of

Johannesburg, July 2003).

In an attempt to address the lack of burial space amid Johannesburg’s

urban sprawl, Johannesburg City Park had set aside some R 23-

million for cemeteries in various regions of the city to cater for burials

over the next 30 years (CoJ, January 2005). In January 2005, JCP

unveiled Waterval cemetery in Midrand, off the Allandale turn off, the

cemetery has burial space for a probable 320 000 graves. The City of

Johannesburg Mayor Amos Masondo unveiled a 20ha cemetery,

Diepsloot Memorial Park in the north of the city on the 11 April 2007

which will provide 120 000 primary burial sites on a 20 hectare site

(City of Johannesburg, April 2007).

JCP maintains the 35 year old, 172-hectare Avalon cemetery. There

are approximately 200 funerals from Regions D (Greater Soweto),

Region F (Inner City), and Region G (Ennerdale/ Lenasia) taking place

on Saturdays and Sundays. Avalon cemetery tends to capacity with

less than one and a half years until capacity is reached (City of

Johannesburg, March 2007). Johannesburg being one of the fastest

growing metropolises in the world and, like most cities facing the

effects of burgeoning and ubanisation, the city is also faced with the

challenge of increasing the capacity of all registered cemeteries. The

city has experienced a 12-13 % increase a year in burials and

cremation over the last five (5) years (City of Johannesburg, October

2006). In order to accommodate Region F, it is proposed to establish

Eikenhof regional cemetery. Other new regional cemeteries are

proposed for Orange farm and Protea Glen, to serve the southern and

western areas of the city within the next three years.

On the 18th of September 2007 at 16H34 p.m., Bohlweki-SSI

Environmental had received the acceptance letter of the Final

Scoping Report from Gauteng Department of Agriculture and

Rural Development (GDA&RD).

Unfortunately during the EIA phase the GeoTechnical scope of

works for the project had uncovered a dolomitic aquifer within the

containment of the project area.

The findings were highly unfavourable for the extension of the

cemetery, thus a need was felt by Johannesburg City Parks to

relinquish the project.

On those grounds the EIA phase of the project was withheld.

Therefore, Bohlweki-SSI Environmental relayed the request to

Description: The existing F5 pipeline starts at the Krugersdorp reservoir, cuts

across Ontdekkers Road at Faltoria and runs through the Telkom

premises and adjacent to the coal mine, goes across Main Road and

ends in the Randfontein area. The pipeline also crosses the railway

line at two points. The original F5 pipeline was installed in 1934 (Rand

Water Board). The total length of the pipe is 15km and it is a 400 mm

diameter lead thickened pipe.

By replacing the section of the F5 replaced between the depot and

Luipardsvlei will help the circulation of water in no. 2 and 3 reservoirs

and the chlorine count will meet Rand Water’s set standards.

Description: Through the Environmental Assessment Practitioner (EAP), Mr.

Tebogo Sekoko of Bohlweki-SSI Environmental, Liberty Life made an

environmental approval application to Gauteng Department of

Agriculture and Rural Development, and my scope of work being to

relay the information through to the afore-mentioned office and report

on the outcome.

My approach to the Department was to expedite the approval

application for the installation as it affects the Sandton City Complex

and its part in the 2010 FIFA Soccer World Cup Competition.

Liberty’s Sandton City Complex will host FIFA delegates throughout

the Competition. The demand for receptions and celebratory functions

in addition to accommodation will be placing extreme pressure on the

Complex Management to achieve continuous service throughout the

period of the 2010 FIFA Soccer World Cup in South Africa.

Project scope

Below is a descriptive account of what the proposed involve:

Phase 1 (on Erven 247, Sandhurst Ext 3)

It is proposed that a generator house with a generation output of 2.92

MW be set up, whose diesel storage capacity is envisaged to be less

than 30 cubic metres.

Phase 2 (on Erven 596, Sandhurst Ext 4)

This phase covers the use of an existing building in order to install 12

diesel powered generators for the generation of an output that when

combined with that of the 1st Phase effectively makes 19.4 MW with 40

cubic metres of diesel storage.

To this end, both phases of the generator installation are critical to

applying continuous power to the Medium Voltage system supplying

the Complex in the event of an ESKOM power outage.

Description: It was proposed that a 16,3km section of Rand Water’s existing

segmented concrete O2 pipeline be urgently renovated. The

renovation comprised of work done from Palmiet Pumping Station to

Eland InterChange (named Phase 2) and from Eland InterChange to

The O2 Pipeline is 4m away from the N3 Road servitude and some

places within road reserve as it continues along the N3. For the most

part of the alignment the O2 runs along the road servitude, but at bend

134, 175-177 the alignment crosses the N17 & Rand Airport and

Nasmith roads respectively continuing for about 500m along the

Nasmith road servitude. It has been requested by SANRAL that Rand

Water divert the O2 Pipeline starting from where the pipeline traverses

the Rand Airport road. SANRAL intends to construct a loop in and out

from the Rand Airport Road onto the N3 and the N17 National Roads

respectively, in order to accommodate this Rand Water nominated the

preferred re-alignment within that segment in question. The preferred

diversion happens to move towards the north westerly direction where

it will run in tandem with Rand Water’s G21 and G33 alignments. At

that point of intersection the pipe internal diameter is envisaged to be

scaled up to 2200mm to cater for the replacement of O2 & G21

pipelines capacity water provision to the major industrial and urban

complexes of Ekurhuleni and Johannesburg. Albeit, when it reaches

Nasmith the alignment will be sized to the original standard size of the

pipe.

Description: Bohlweki-SSI Environmental with Project Leadership by Tebogo

Sekoko, has been highly involved in carrying out the environmental

work for developments at Eastgate Shopping Centre. The 26 year old

in 2009, Eastgate Mall in Bedfordview is undergoing a R550 Million

renovation in Phase 1 of a complete make-over. The design is being

handled by MDS Architecture and the main contracting by Grinaker-

LTA. Among other attractions, a new food and beverage hub and

vertical glass atrium are being added. Restaurants will be located on

the upper level of the atrium and will open up onto a roof piazza, where

out-door seating will be available. This is in line with the significant

South African trend of shoppers preferring open-ended malls with

street café type restaurants rather than interior food courts only.

An innovative aspect of the Eastgate revamp is the use of Space

Frame structures on the upper levels. This technology has been

chosen because of its lights weight and its ability to be formed into

carved walls. It comprises steel mesh that is plastered and formed at

angles. Up to now, Space Frames were common in residential

applications, but this may be their first application on a large scale.

Upon review of the Environmental legislation it was deemed that the

above-mentioned extensions under Phase 1 did not require

environmental authorisation. Whilst, Phase 2 of the complex’s

developments required approvals from GDACE, two (2) previously

environmentally approved developments at Eastgate Shopping Centre

(i.e. the relocation of an 88kV overhead line to be adjacent Settlers

Park and a new 20MVA (44/22/6.6) substation) and as a sequel in

2009, a R10 Million constituent project of the above-mentioned

Phase is proposed by Liberty Life Properties, that which entails

the installation of a generator plant room which is envisaged to

bring the final total generation capacity to 17.76MW with 1.48MW

as backup in cases of power failure. The total including the backup

unit results in a total installed capacity of 19.240MW.

The storage of diesel storage will be above-ground with the following

options considered:

1. 16.28MW generation capacity with 295000 litres of diesel storage

2. 16.28MW generation capacity with 111000 litres of diesel storage

3. 16.28MW generation capacity with 30000 litres of diesel storage

Construction of a tar surfaced section of road along bridge 3 and the

scrapping of approximately 250m long x 6 meter wide detour gravel

road in a valley bottom of a wetland which is probably for usage during

the upgrade of a road section towards Olifants bridge1.

The Regional Road D622 situated in close proximity to Bethal,

Middleburg and Tutuka Power Station was mostly being used for coal

haulage, within Govan Mbeki Municipality. The total length of the road

which is in the order of 30km, passes through Halgewonnen mines and

links to the R35 going towards Bethal and Hendrina. This road

crosses over the Olifants River, Joubertsvlei Spruit and other

tributaries flowing into Olifants River. Due to environmental and safety

risks identified along the D622, it was recommended that the road be

constructed with tar (asphalt) surfacing. An indication pertaining to the

upgrade of Bridges along the D622 is succinctly reported on

hereunder. (for the purpose of providing with clear project overview

this will be deemed as Phase 1)

Ultimate status: The environmental impact report was finalised and submitted in

fulfilment of the rectification application. In response to all the

submissions and review of the activity, DEA issued the environmental

approval with a fiscal penalty of R550 000. The post payment of fine,

the project received its approval on 10 November 2011.

Year 2008 – 2009

Project title: Two Rectification applications for Auckland Investment 22 (Pty) Ltd,

represented as Abbeydale Buildings and Civils:

(1). Environmental Impact Assessment reporting as a part of the rectification application

for the unlawful commencement of activities conducted on portion 37 and 40 of the farm

Witkoppie 64-IR in Jet Park, Kempton Park, Gauteng. Tebogo also reported to Claire

Tucker, Director at Bowman Gilfillan Attorneys about the chronology of events

associated with the application. That was as per request during the meeting convened on

the 24th February 2010 at Bowman Gilfillan’s offices in Sandton, where it had been

queried whether a listed activity/ies is triggered and/or whether the rectification application

is justified, and

(2). The site visit undertaken by the environmental management inspectors from the

Gauteng Department of Agriculture and Rural Development (GDARD) (lead by Amanda

Frantz) on the 6th of December 2007 and the 16th of January 2008, confirmed that

Abbeydale Building and Civils unlawfully commenced with an activity on Portion 99 listed

under the sub-regulation of Government Notice R386 of the 21st April 2006, enacted in

terms of sections 24 and 44 of the National Environmental Management Act (NEMA), as

revised.

In an effort to rectify the above-mentioned activity, a directive from

GDARD indicated that an environmental report had to be compiled by

the Environmental Assessment Practitioner (EAP) justifying the afore-

mentioned and on that regard the report had been generated.

Please note that the scope of this environmental report in fulfilment of

the rectification application was limited to:

The study site, situated within Jet Park, an industrial and commercial

area. The study site is situated along Estee Ackerman Road, which

forms the southern boundary of the site, and it abuts on the

southeastern margins of the Carlos Rolfes Pan. In response to all the

submissions and review of the activity, GDARD issued a fiscal penalty

close to R400 000.

Likewise, for rectification number 1 as per the numbering above, report

submission to GDARD happened during the second week of October

2009.

Project history: During the Site inspection with the North West, Department of

Agriculture, Conservation and Environment (NWDACE)

Representative – Mr. Livhuwani Kutame in January 2008, it was

evidenced that there were masts already on site, (narrative.: a

presumption as per advise by the municipality was that the those

masts were authorized). When the Department had sought to uplift

the RoD for the masts in question it was discovered that no

approval was handed out. In light of that the Environmental Officer

@ NWDACE submitted the Basic Assessment Reports to the

Compliance Unit.

Recommendations: As per commentary by the Compliance Unit Officer Mr. Marchand

le Roux, a rectification application with several guidelines will

require to be undertaken that is pending reception of a formal letter

by Bohlweki-SSI from NWDACE that clearly spells out what oughts

to be done, but effectively it will be a new application for

rectification of the environmental issues that went down with the

installation of masts that were not approved.

Ultimate status: The environmental impact report was finalised and submitted in

fulfilment of the rectification application. In response to all the

submissions and review of the activity, NWDACE issued the

environmental approval without any penalties.

Memorandum on the Corporate Social Initiative – by SSI, a DHV Company for 2007

A word from the CEO

SSI’s CEO, Mr. Naren Bhojaram sent out a newsletter to the entire SSI unit regarding the

success of the company from the previous year and the goals that have been set out for

2008 and part of that was the Corporate Social Initiative (CSI). On the CSI he is quoted

saying “I am particularly pleased about the success of the SSI Saturday Schools initiative

which started in Woodmead in 2007, with an in take of Grade 11 and 12 pupils from East

Bank High & Kwa-Bhekilanga Secondary Schools in Alexandra as well as Mosupatsela &

Kagiso Secondary Schools in the Kagiso Township in the West Rand. We produced three

distinctions in Mathematics. Congratulations to the students, teachers and administration

team”. Tebogo Sekoko of Bohlweki-SSI Environmental took up a Mathematics tutoring

role for 2007, 2008 and 2009, however, in 2010 he decided to take a break from teaching,

albeit endeavour to study for his Master’s degree.

Awarding

In 2007, SSI showed regard by extending its hand and giving out one Bursary worth R25

000 to Ntiti Mosia, one of the pupils who benefited from the programme, who through hard

work passed his matric with merit and a distinction in Mathematics.

Environmental. Tebogo continued to tutor Mathematics through until 2009 to matriculants

from East Bank High & Kwa-Bhekilanga Secondary Schools in Alexandra. Over the

course of 2007 the Sector Group Manager of Bohlweki –SSI Environmental Mrs. Jannette

Horn, requested a brief write up from him on how he found the CSI by SSI, and he wrote

as follows:

“Having done my high schooling in Zola, a township in Soweto, I knew what to expect

when I took up a role of tutoring Mathematics to Grade 12’s on SSI’s Saturday School

Initiative. Regardless of the problems that the Department of Education happens to

encounter, I had realised that I needed to firstly start by letting pupils do some self-

introspection. Considering that there might be a great degree of doubts that Maths pupils

tend to entertain, and that might make it difficult for them to believe one hundred percent

that they can excel on the subject. With such demonic words and thoughts, they could

have built steel around themselves and the more they confessed these kinds of thoughts,

the harder it could have been for them to break free. Scholars call this lack of self-esteem.

Hence, I acknowledged myself as an instrument in bringing about certain vital impulses

that would allow pupils to teach themselves not only to believe that they can do it but to get

into the thick of things, advocating SSI’s catch phrase “linking people, promoting

growth”. An afterthought on my involvement on the SSI’s Corporate Social Responsibility,

for me it was an exciting mission and I took it seriously always recollecting words that I

written in the depth of my heart and those are “to teach is simply to motivate” and I

trust the final matric results for the year 2007 will speak for themselves.”
