➢ Authorized donation to the Community Associations Institute’s Legislative Action Committee.

➢ Accepted the Las Brisas amended Bylaws and CC&Rs.

➢ Tracy Margel, architect and resident, was appointed to the Architectural Committee.

➢ The following officers were elected and approved: Matt Metz, President; Michael Breslin, Vice-President; Brian Munson, Treasurer; Lea Diamond, Secretary

➢ Approved H2ology to install aeration system to rest of Lake Serena.

➢ Approved a budget variance for additional music and movie licensing required for the Community Center.

Annual Assessment Remindersannual assessment invoices were mailed out to all Scottsdale Ranch residents in December 2014 with a due date of January 1, 2015. The 30-day grace period provided residents adequate time to make payments, as payments were not considered delinquent until January 31, 2015. all payments received in our office after January 31, 2015 were considered late and have been assessed a 10% late fee of $34.00. all accounts not paid will be assessed interest at a rate of 12% per annum until paid. If you still have not yet paid your 2015 assessment, a lien will be placed on your property and further collection action may be taken.

a seven member Board of Directors governs Scottsdale Ranch Community association (SRCa). The Board establishes the basic policies of the association and oversees the operation of the professional staff. The Board of Directors meets the fourth Tuesday of every month at the Community Center. These meetings are open to the membership. SRCa’s Board employs an Executive Director who oversees the administration, landscape and building/lake departments including a full-time, on-site administrative staff and a contracted landscape maintenance company, who all work behind the scenes to implement the mission statement.

2015 Annual Meeting & Election Results Recap

In traditional fashion, the 2015 SRCA Annual Meeting proved to be a great night for the members of the community. This year, we were

accompanied by Hugh Verbalaitis, employee of Service Direct Landscape (SDL), the landscape company maintaining Scottsdale Ranch Community Association grounds. We were also joined by Lieutenant Mike Anderson of the Scottsdale Police Department (SPD), who has been serving Scottsdale Ranch in the Via Linda District for over 14 years (29 years total with the SPD). A special congratulations to our new board members Aarash Darroodi, Ray Texeira, Barbara Sarwar and to our reelected board member, Matt Metz.

During the meeting, SRCA said “see you soon” to retiring Board members: Bill Howard, Jeannine Mona and Mike Vandermark. We are truly thankful for their contributions and dedication to the Board of Directors. This year, we welcome three new Board members, and one incumbent member, and are excited to see what the future holds.

We hope you join us next year for the 2016 SRCA Annual Meeting. Who knows, maybe you will walk away with the big-ticket raffle prize next time! Congrats again to the winners of the JBL Blue-tooth Wireless Speaker!

ImPORtANt: CVs Wants to Build Retail Pharmacy store Adjacent to scottsdale RanchScottsdale Ranch Community association has been notified by the City of Scottsdale Planning Department of a proposed Zoning ordinance text amendment submitted on behalf of the CVS/Caremark group. The ultimate goal of the applicant is to allow a new retail CVS pharmacy building to be constructed on the existing CVS/Caremark corporate campus to the west of Scottsdale Ranch. This store would be located on the southwest corner of 96th St./ Shea, directly adjacent to Scottsdale Ranch neighborhoods. The application is in the beginning stages with the City of Scottsdale. after review of the proposal, the SRCa Board of Directors feels that this store could have a negative impact on the surrounding neighborhoods. SRCa wanted to take this

opportunity to notify the residents of Scottsdale Ranch as soon as possible. We will keep you updated with any new developments as this application is reviewed by the City of Scottsdale. Public Invited to Comment On City’s Draft transportation PlanThe public is invited to comment on the first draft of a new Transportation Master Plan for Scottsdale. The public can learn more about the plan and provide feedback at a series of meetings that begin tonight and continue through November. The Transportation Master Plan provides a vision and guide to the community’s residents, businesses, and officials as Scottsdale’s transportation system grows and develops in the future. Public meetings, hosted by the city’s Transportation Commission, will be at 6 p.m. in the City Hall Kiva, 3939 N. Drinkwater Blvd on the following dates:

Perhaps you’ve heard the expression “It takes a community.”

Nowhere else is this more true than for our own community, Scottsdale Ranch. We probably have over 10,000 folks living in Scottsdale Ranch – making SRCa larger than Carefree or Globe or Wickenburg.

It’s all too easy to take for granted our beautiful Lake Serena, the great facilities, and all the common areas, neighborhoods, schools, and shops that make up our community. But in fact our great quality of life results from the hard work of diverse groups of people.

We have a paid staff of full- and part-time people who do everything from accounting to maintenance to arranging social events and much more

We have scores of volunteers who serve on committees.

We have companies that help with landscaping, taxes, caring for our lake, maintaining our facilities, and scores of other tasks, making them partners in the success of Scottsdale Ranch.

We have nearby businesses who sponsor events and provide products and services we rely on.

How our Association Protects Your MoneyHomeowners all over the country have read alarming news accounts of management companies and board members embezzling funds from community associations—the homeowners’ money. our association follows a few hard-and-fast rules to protect your money.

They include: • Keepcashtransactionstoaminimum.• Whenacashtransactionisabsolutelynecessary,makesurethat

more than one person handles it.• Nevermakeoutachecktocash,andwedon’tmakeoutacheck

that’s payable to the bank unless it is to pay a bank obligation, like a loan or mortgage.

• Nevermakeapaymenttoavendorincash.Instead,wealwayswrite a check.

• Separateresponsibilities.• Thepersonwhowrites thecheck is someoneother than the

person who approves the expenditure.• Thepersonresponsibleforrecordingtransactionsandbalancing

and reconciling accounts is someone other than the person who approves the expenditure or the one who writes the checks.

• Don’t co-mingle funds, such as operating and reservesaccounts.

We take additional safeguards such as:• Onlyacceptchecksmadepayabletotheassociation.• Depositincomingchecksdaily,andwehavealockboxaccount

at the bank for collecting assessments.• Require two signatures to approve invoices to be paid. We

never use a stamp as a signature on a check.• Keep blank checks securely locked up at all times. All

association checks are numbered and each outgoing check is listed on the check register. If a check is missing, report it to the bank immediately.

• Check deposits and payments are reconciled with bankstatements monthly by an outside accounting firm. The Treasurer also receives a copy of the bank reconciliations.

• The bank is notified immediately when authorization forwriting checks changes, i.e., when a board member term expires or a new association employee is hired.

• Makesuretheassociationhasadequateinsurancecoverageforembezzlement or fraud.

• When a new staff member is hired or someone new in theassociation is authorized to handle finances, check each person’s background and credentials thoroughly.

• A full auditof thebooksandrecords isdoneannuallybyanoutside CPa firm.

I can assure you that we take the finances of the association very seriously as we handle “other people’s” money.

We have teachers and administrators who provide a+ rated education for our kids.

We have thousands of City of Scottsdale employees who make sure our streets are repaired, our water is clean, our rubbish is collected, our homes are safe, and hundreds of other services.

Too often we take these organizations and people for granted. We only notice them on the few occasions when they aREN’T there when we need them.

So please reach out and show your appreciation. The next time you see one of your neighbors chipping in on a committee or helping the folks next door, THaNK THEM! Drop in at the SRCa Community Center sometime when you don’t have a request – just drop in and say THaNKS for what our staff does. Stop in at one of the many fine shops at the Mercado and THaNK the owners for being there – and maybe buy a product or service while you’re there.

Drop in at your kid’s schools and thank their teachers for all their hard work and extra hours they put in to help our children learn what they need to survive and get ahead.

and while you’re at it, become part of the greatness of our community; volunteer on a Scottsdale Ranch committee, at your school or church, or at the City of Scottsdale. Just call in to the Community Center and let us know you want to help – we’ll find a way for you to give back to our wonderful quality of life.

Because yes, “it takes a community,” but we need to remember we aRE the community!

The SRCA Architectural Review Process

It is always exciting when an architectural application is submitted! Progress out in our community is a wonderful thing. If you are contemplating an exterior change, no matter how small, please contact me first to see if Committee approval is required. Some applications can be handled on a staff level and some will require Committee review and approval. Either way, I am here to assist you with your submittal to ensure that all required information is submitted.

Please remember modifications to the exterior of the home are subject to a $250 review fee if work begins prior to SRCa approval. It is always easier to review the submittal information prior to building commences just in case any changes to the design are required.

SRCa Staff and architectural Committee have been working hard to streamline the architectural review process and one of those changes includes a revamp of the SRCa architectural Guidelines. These guidelines are now available on our website and provide more comprehensive information on project specifics, such as zoning and rules for lakeside properties.

I know the architectural review process can seem daunting but SRCa staff is available to assist with any questions you may have on any project no matter how large or small.

once your project is underway, SRCa staff will continue to help field questions, follow up on construction progress and assist with any changes that may occur along the way. We are also available to assist with issues that may arise during construction, such as where to stage material to minimize impact to neighboring properties, cleanup requirements and dumpster placement. Please remember that cleanup of the space is a requirement-including all sidewalks and street sweeping, as needed.

Items should be placed outside by 5 am on Monday morning and the city will pick up sometime during the week. Residents, please be considerate of your neighbors - do not put your items out before Monday and neighbors, please be patient as the City has all week to pick up in our area. Thank you!

Your grass will be healthiest if you completely wet the root zone each time you water. To accomplish this, grass should be watered to a depth of 6 to 9 inches. You should apply about ¾ inches of water each time you irrigate to wet your lawn’s root zone. We will show you how to best evaluate your lawn in the following steps.

How to calculate how long to run your clock: 1. a good way to test how deep you

have watered is to use a long f lat head screwdriver or a soil probe.

2. about an hour after watering, push the probe/screwdriver into the soil. It will slide easily through wet soil, but will be difficult to push through dry soil.

3. Water your lawn until you can easily slide the probe to the recommended 10 inch depth.

Now that you know how much water your lawn needs, you need to find out how much water your sprinkler system applies. Sprinkler output can vary depending on your system design and water pressure. on average, pop-up sprinklers apply .4 inches of water every 15 minutes, and impact sprinklers apply .2 inches of water in 15 minutes. You will typically see some variation in sprinkler output across your lawn. However, if you see a big difference you may need to modify or adjust the sprinkler system to get more uniform and efficient coverage.

How to know how much water your lawn needs: 1. Collect 6 to 8 cans like tuna or cat food to help measure

sprinkler output. Spread the cans around your lawn 4 to 5 feet apart, then turn on each valve/station for 15 minutes.

2. When the sprinklers turn off, measure the depth of water in each can. Record your numbers, and calculate below.

3. To calculate add your can test measurements together and divide by the numbers of cans to get the average depth. This is your sprinkler number – the average amount of water in inches that your sprinkler system allows in 15 minutes.

A Great Backyard Bird Count in Scottsdale Ranch

During the weekend of February 13-16, 2015, William Herron and I participated in the Great Backyard Bird Count which is an event that is held each year in February. Birders from all over the world spend time in the field and submit their observations to the Cornell Laboratory of ornithology online. The resulting database creates an annual snapshot of the mid-February distribution and abundance of birds in the United States, Canada, India, and more than 100 other countries.

on Sunday, February 15, we did a survey of our “backyard,” The Island at Scottsdale Ranch. We also included the Scottsdale Ranch Community Center in our survey. a Google Earth picture of the area we covered and our walking track is included here. as you can see, we spent one hour and ten minutes doing our survey and walked 0.83 mile in the process. We had a very enjoyable time, and, as usual, the weather was perfect.

We saw a total of 24 species of birds which is quite a good achievement .our favorite bird of the day was Common Merganser; we seldom see this species on Lake Serena. Scottsdale Ranch Community association.• Talk to the Association staff prior to renting your home,

especially if you are leasing for the first time. There is important information about what the association requires of owners and tenants.

• Check the Governing Documents; Make sure you complywith the association’s Bylaws and CC&R’s. There are special requirements for non-resident owners who lease their units.

• Educate Prospective Tenants; Be sure to inform prospectivetenants about the special considerations of living in a community association before they sign a lease. We are glad to give extra copies of the rules and regulations to pass along. also, all documents and forms are on our website for easy access at www.ScottsdaleRanch.org.

It is very important, that as homeowners, you have a reliable contact person to monitor your property for any problems that may arise. Last summer, our office received numerous calls reporting green water in pools and mosquito larvae infestations. Trees full of unpicked fruit which attract roof rats are also a major concern to all homeowners. Many times, neighbors will call our office to report equipment problems or water leaks that are detected at a neighboring property. our staff will be happy to contact you should the need arise, but oftentimes we do not have the correct contact information. Please make sure that the association office has current contact information for you and your tenants.

Renters are residents too!Those who rent homes, condos or apartments within any of the Scottsdale Ranch neighborhoods, we want you to know that we embrace you just as we do our homeowners. There is often a misconception that tenants do not have the same rights to or usage of the community’s amenities, magazine and social events; this is something we would like to clear up so that both tenants and owners can take full advantage of all that Scottsdale Ranch has to offer.

If you are an owner who has active tenants, we request that you provide our office with your tenants’ information: name, address and email address or have your tenants contact us directly at (480) 860-2022. We would love to communicate with them, send them the Scottsdale Ranch magazine issues and update them on all of the social events and activities available to them as we do to our homeowners. The Scottsdale Ranch magazine proves to be our most effective form of communication, but it is unfortunately not reaching the renters because oftentimes owners live in other locations than their Scottsdale Ranch home which means the magazine is being mailed to the owner and not to the Scottsdale Ranch property where your tenants live. our only way to send the magazine to both locations is if we are notified to add tenants to our mailing list. Email addresses are also another effective way we can communicate with our almost 4,000 units. These periodic updates are designed to remind residents of our upcoming events and other important crime/safety updates; therefore, having an email address on file for our renters would be beneficial to all.

SRCA RENTAL POLICYResidents who rent their homes must be aware of the SRCa rental policies when signing leases for their property. all leases shall be subject to the following restrictions: 1. all leases must be in writing and must provide that the terms

of the lease are subject in all respects to the provisions of this Declaration and the association Rules and any State, County, or City Rules or Regulations regarding leasing of properties.

2. all leases shall contain a requirement that any violation of this Declaration or the association Rules, State, County, or City Rules by the lessee or the other occupants shall be a default under the lease. Such default shall be subject to monetary penalties as determined by the Board of Directors and the provisions of the Declaration, articles, Bylaws, and association Rules.

3. There shall be no subleasing of residential dwelling units or assignments of leases.

4. an owner may not lease his Lot to more than one Single Family at one time. Furthermore, an owner may not enter into more than a total of two (2) leases for his Lot during any 365 day period.

5. at least ten (10) days before commencement of the lease term, the owner shall provide the association with the following information in writing: (SRCa Residential Lease form – see below)a. The commencement date and expiration date of the lease

term.b. The names of each of the lessees and each other person who

will reside in the residential dwelling unit during the lease term.

c. The address and telephone number at which the owner can be contacted by the association during the lease term.

d. The name, address and telephone number of a person whom the association can contact in the event of an emergency involving the Lot or residential dwelling unit. (The SRCa Residential Lease form may be obtained from the administrative office or online at www.scottsdaleranch.org)

any owner who leases his property must provide the Lessee with copies of this Declaration and the association rules. an owner who leases or otherwise grants occupancy rights to his property shall be responsible for assuring compliance by the occupant with all of the provisions of the Declaration, articles, Bylaws, association Rules and Design Guidelines and shall be responsible for any violations by the occupant.

The hot summer months are nearly upon us, meaning it’s officially pool maintenance time. Draining and backwashing are essential parts of keeping your pool summer ready, but how you discharge that water is also one of the most important ways you can help protect the environment and respect your neighbors’ properties.

Simply put, pool water should never be discharged to the street. It is not only a nuisance to neighbors, but it is a violation of local, state and federal regulations.

Why can’t I discharge pool water to the storm drain in the street?Storm drains are intended for f lood prevention, not wastewater disposal. When pool water, which is already high in salt or chemicals, is discharged to the street, it f lows untreated into the city’s f lood control system, picking up oil and debris before coming to rest in retention basins or eventually making its way to the Salt River where it can damage or kill aquatic life. Water left in streets also damages the pavement over time, leading to costly, burdensome street repairs.

What can I do with discharged water?Option 1: Irrigate your landscape• Drainingpool

water to your desert landscape or lawn is a great option for disposing of pool water. allowing the water to percolate into the ground lets you reuse the water you already paid for and conserve the water you would otherwise need for irrigation. For best results, wait three to seven days after treatments to allow chlorine to dissipate. The pH should be in the 7-8 range and you’ll want to make sure your landscape has salt-tolerant plants (avoid fruit trees and roses).

Option 2: Drain to your sanitary sewer cleanout• Ifyouhavetoomuchwaterfor

your landscape, you can drain or backwash the pool into your home’s sanitary sewer cleanout. The cleanout will look like two four-inch round caps with a square nut on top. Use the cleanout closest to your house.

Some may not be aware, but located right within Scottsdale Ranch’s own boundaries, located over at the Scottsdale Ranch Park on the corner of Via Linda and Lakeview Drive is our very own Desert Garden Park. This beautiful park was designed to enhance the understanding of the Sonoran Desert, of botanical processes, and of the geology and soil materials indigenous to the nearby McDowell Mountains. The Garden Park features three zones: a hummingbird nest for the low desert area, a saguaro and bat sanctuary for the high desert area, and a butterf ly garden for the riparian community area. The park is free and open to the public.

The Desert Garden Park first opened in 2003. Scottsdale Ranch played an intricate role in the development of this amenity. Back in 1979, the developer of Scottsdale Ranch donated 64 acres of land to the City of Scottsdale for a General Public Use area in the heart of its master-planned community. The City of Scottsdale actively pursued various parties to build a public use facility on a five acre parcel on the corner of Via Linda and Lakeview Drive. The SRCa Board of Directors, staff and a special volunteer Park Committee, comprised of SRCa residents, spearheaded fundraising efforts and proactively participated in the development of this site. The garden has since been a treasured amenity for Scottsdale residents. If you haven’t already, be sure to take a few moments to go and experience this great area.

Donations are needed! Every June, the Via Linda and Granite Reef senior centers provide a care package of summer goods for isolated, frail and homebound seniors. Donations are now being accepted for these items: new reusable water bottles, nutritional supplement drinks, bottled water, small healthy snack items, unused personal hygiene items, forever stamps and grocery store gift cards for a minimum of $35. Recreational Boat Meet Ups “Kayak Club”

The Women’s Group meets every first Tuesday of the month from october through May. In addition to the monthly meetings, the group plays Bunco on the 2nd Tuesdays and Canasta on the 4th Tuesdays. There is a bridge group that meets every week on Thursdays.

DISTRACTION BURGLARIES

In the Community…

Each year, residents have reported incidents where they have been victimized by people claiming to be city or utility workers. They typically come to the door and state they need to: check the gas meter, check the water meter, check the roof, measure the fence, measure for new light poles in the alley, etc. It may be one person or two that are seen. Sometimes they may be wearing orange/yellow safety vests or shirt. In some instances, one subject has contacted the resident and asked them to step out into the backyard with them to check something or assistance with measuring. While they are distracted in the backyard a second

suspect enters the house to steal items. In others, both subjects have made contact with the resident and used various stories to get inside.

Unless you have made previous arrangements, or verified that person is legitimate (by calling whoever they are supposed to be working for or verified identification), Do NoT LET aNYoNE YoU DoN’T KNoW INTo YoUR HoUSE. If someone comes unannounced and wants access to your residence contact the police department immediately by calling the non-emergency number at (480) 312-5000. Properties may include easements that allow employees from public or city utility departments to access property but by being informed about incidents similar to these, residents can be better informed to prevent victimization.

Not all of us look forward to the days of summer, with temperatures in the triple digits and the sun is friendlier than ever. Luckily, you have this list of suggested summer-fun activities!

1. Take a day trip to one of the beautiful cities up north! Whether it is Flagstaff, Sedona, Williams, Prescott, Payson or the Grand Canyon, Northern arizona is a perfect getaway. Enjoy outdoor hikes, boating, festivals, camping and more all in a comfortable 80 degrees. Be sure to drink lots of water anytime you’re heading into a higher altitude to avoid heat exhaustion and dehydration.

2. Phoenix is home to many fun and educational museums. Check out some favorites: arizona Science Center, Children’s Museum of Phoenix, Heard Museum, Musical Instrument Museum (MIM) and Phoenix art Museum. Museum entrance fees can add up so first check to see if they offer a discounted day. Scottsdale Public Libraries also offer the Culture Pass, allowing cardholders free admission for 2 people at participating organizations, including: arizona Science Center, Children’s Museum of Phoenix, Deer Valley Rock art Center, Desert Botanical Garden, Phoenix Zoo and more! Head to your local library and ask for available “culture passes”.

Tip! Go to the library first thing in the morning so you have more passes to choose from!

3. Salt River Tubing is a local tradition! It’s not summer until you get some friends together to take a tube ride down the Salt River. Choose between a 2, 3 or 5 hour trip that includes f loat time and shuttle bus from each end of the river, starting at 9.am. 7 days a week.

4. Who says you can’t enjoy sports during record breaking summers? Visit Indoor Sport activity centers for go karting, trampolines, ice skating, roller blading, batting cages and golf! We suggest using google or yelp to find your preferred sport facility. Have you checked out the glow in the dark miniature golf, Glow Putt, off Shea and 92nd?

5. Recreational parks can be a fun way to distract from the heat. Many of the Scottsdale Recreational parks are shaded and some have water activities! Tired of the swings and monkey bars? Mix it up and give ice-blocking a try! Visit Water ‘n Ice to purchase a block of ice, grab an old towel, find a nice grassy hill with a safe slope and voila you have summer sledding!

Tip! Look for a park with a built in splash pad for even more family fun!

6. Make use of your local Lake Serena! Residents of Scottsdale Ranch are welcome to free recreational boat rentals. Call the SRCa office to make reservations for free use of the paddle boat, canoe or kayaks! We also offer Pontoon rides for only $35, (50% cheaper than alternative rentals and 100% more convenient) call our office for reservations!

7. only ten minutes away is McDowell Mountain Ranch Aquatic Center, offering a heated competition pool, leisure pool, lazy river, water slide and splash pad!

8. There are many trails for an early morning hike in the Valley. You’re not a true arizona Hiker if you haven’t hiked the beloved, Camelback Mountain. Camelback offers many trails for all hikers at any experience level. If you hike, make sure to tell someone where you are going and when you expect to be back and drink plenty of water.

9. Spend a day at the Mall! Yes, this can be enjoyed all year long but sometimes on the really hot days it is nice to spend the whole day at the mall. Fashion Square Mall is the largest indoor mall around and offers many attractions such as: Build-a-Bear Workshop, Children’s Play area, Harkins Movie Theatres, restaurants and bars and over 250 retail destinations! Don’t forget the valet parking, shaded parking and car detailing services while you get your shopping on!

10. Take a break from playing and enjoy Summer Spectator Sports. Majority of summer spectating sports are priced well or even free! Check out your local Diamondbacks, Phoenix Mercury Basketball, arizona Rookie League Baseball Games or arizona Cardinals Training Camp open Practices! If you haven’t been to any summer games or practices it is definitely a new experience to enjoy! We suggest using google to find summer sport events that work with your schedule!
