    PBYAA CODES OF CONDUCT

    PLAYER CODE OF CONDUCT

    1. Abide by the rules of the game and rules set down by your coach, club and league. 2. Never argue with an official or umpire. If you disagree, have your captain, coach or

    manager approach the official during a break or after the match. 3. Control your temper. Verbal or physical abuse of officials, umpires, spectators or other

    players, deliberately distracting or provoking an opponent is not acceptable or permitted. 4. Work equally hard for yourself and your team. Your team's performance will benefit, so

    will you. 5. Be a good sport. Applaud all good plays whether they be by your team, opponent or the

    other team. Be proud to walk off the ground after each game knowing that you have given your best effort and never involve yourself in an argument with opposing players, umpires or officials.

    6. Treat all players as you would like to be treated. Do not interfere with, bully or take unfair advantage of another player. Your involvement to play is for fun and enjoyment and that winning is only part of it.

    7. Co-operate with your coach and team mates and respect the ability of your opponent. Without them there would be no game.

    8. Always show respect for Umpires and respect decisions made even if you do not agree with the outcome.

    9. Play for the 'fun of it and not just to please parents and coaches. 10. Avoid use of derogatory language based on gender or race. Respect the rights, dignity and

    worth of all participants regardless of the gender, ability, cultural background or religion. 11. Agree to abide by your League’s policies as listed on the website and in the information

    booklet and operations manual. 12. Do not take part in any form of bullying including via the use of social media. For more

    information they should see their state, league or national Member Protection Policy. 13. Be prepared to be responsible for your actions.

    PARENTS / GUARDIANS & SUPPORTER CODE OF CONDUCT 1. Encourage children to participate if they are interested. However, if a child is not willing

    do not force them. 2. Focus upon the child's efforts and performance rather than the overall outcome of the

    event. This assists the child in setting realistic goals related to their ability by reducing the emphasis on winning.

    3. Teach your child that honest effort is as important as victory so that the result of each game is accepted without undue disappointment.

    4. Encourage your child always to play by the rules. 5. Never ridicule or yell at your child for making a mistake or losing a competition. 6. Remember your child should be involved in Football/Netball for their enjoyment, not

    yours.

    7. Remember your child learns best by example. Applaud good play by both your team and by members of the opposing team.

    8. If you disagree with an official or umpire raise the issue through the appropriate channels rather than questioning the official's judgment and honesty in public. Remember, most officials give their time and effort for your child's involvement.

    9. Support all efforts to remove verbal and physical abuse from YOUTH sporting activities. 10. Recognize the value and importance of volunteer coaches. They give their time and

    resources to provide recreational activities for your child and deserve your support. 11. Support your club officials in maintaining the highest standard of behavior both on and off

    the field for the betterment of the league and your family. Offer your assistance to the team that your child is playing in so that every opportunity is being provided for the very best supervision and support. Your involvement will give both yourself and your child far more satisfaction.

    12. Avoid use of derogatory language based on gender or race. Respect the rights, dignity and worth of all participants regardless of the gender, ability, cultural background or religion.

    13. Agree to abide by your League’s policies as listed on the website and in the information booklet and operations manual.

    14. Do not take part in any form of bullying including via the use of social media. For more information they should see their state, league or national Member Protection Policy.

    COACH/BOD CODE OF CONDUCT 1. Be familiar with the RULES of Football and cheer; abide by the rules and conditions of

    BY-LAWS PALM BAY YOUTH ATHLETIC ASSOCIATION

    (REVISED AND AMENDED) January 2018

    ARTICLE

    Name and Objectives

    SECTION I

    The name of this organization shall be known as the Palm Bay Youth Athletic Association, Inc. Where ever the word corporation or association is used it will be synonymous with this name.

    SECTION II

    A. The specific and primary purpose for which this corporation is organized is to provide

    athletic and social guidance for the youth of Palm Bay, FL. and adjacent communities (upon availability basis).

    B. The general purposes for which this corporation is formed are:

    1. To foster appreciation of athletic competition among the youth of Palm Bay, FL. and

    adjacent communities by establishing and improving competitive sports programs.

    2. To teach good Sportsmanship, Discipline, Respect and Character.

    3. To nurture the ideals held in high esteem in the athletic community, including

    general participation of the youth in sports as only one facet of the development and well-being of an individual.

    C. This corporation is organized and operated exclusively for the benefit of the youth of Palm Bay community and adjacent communities. For other non-profit purposes and no part of any net earnings shall inure to the benefit of any member, director or officer.

    ARTICLE I

    By-laws

    SECTION I

    These bylaws shall govern and when rules of order are not covered or conflict with the B.C.Y.F.C.A by laws and rules/regulations, then it will revert to the Robert’s Rules of Order.

    ARTICLE II

    Fiscal Year

    SECTION I

    For reporting all assets of the corporation, the fiscal year shall begin January 1, of each year and end December 31, of the same year.

    ARTICLE III

    Membership and Organization

    SECTION I

    The Corporation shall be composed of the following voting members:

    A. Parents or legal guardians of participating players. Has one vote. (No matter how many

    children are registered)

    1. Member must be paid in full at time of voting.

    B. Coaches, Asst coaches and board of directors. (Only if they do not have a child registered)

    SECTION II

    A. President, vice president, secretary, registrar, treasurer, cheerleading director, tackle director, flag director, concession stand director, sponsorship director, Equipment director, website director, special events director and NFL Flag director is the elected Board of Directors of this corporation and shall serve a period of two years.

    ARTICLE IV

    Membership Meetings

    SECTION I

    Membership meetings will be announced by the president with a minimum of (1) meeting semi-annually or by a petition of (7) members of the Board of Directors. Meetings shall be announced by League web site and must be made at least 5 working days prior to the scheduled meeting.

    SECTION II

    Business shall be conducted by a quorum of the voting members present at a membership meeting. A quorum shall consist of 7 board members present.

    SECTION III

    Any member who attends a meeting and creates a disturbance or becomes unruly shall lose voice and the right to vote at said meeting. Where necessary to maintain order, the member may be evicted from the meeting by order of the president and or a majority vote from the BOD. Flagrant or persistent violation of this section by any member shall be considered conduct unbecoming a corporation member and may result in punitive action under Article V, Section 6-B, on page 4.

    ARTICLE V

    Duties of Officers

    SECTION I

    It shall be the responsibility of all board members to attend all board meetings and general membership meetings. He/she will be considered absent if not excused by the President. Any Member that misses 3 meetings with an unexcused absence will be removed from office.

    SECTION II

    Eligibility for Election of the president, vice president and treasurer must serve a minimum of one term as a Current board member of PBYAA. This election shall take place at a membership meeting prior to the end of the season. Board members will be nominated from the general membership, 30 days prior to elections. Elections will take place in alternating elections as follow:

    Side A - President, Secretary, Tackle, Concession, Special Events, Web, & Field Directors

    Side B - VP, Treasurer, Cheer, Equipment, Sponsorship, Flag, & Registrar

    2018 will be Side B and then so forth with Side A in 2019.

    SECTION III

    The outgoing president shall become a non-voting member of the newly elected Board of Directors.

    SECTION IV

    In the event of a vacancy of the presidency, the vice president will preside as president until an election meeting of the voting membership can be held promptly to elect a president from the Board of Directors. Vacancies on the Board of Directors shall be filled by presidential appointment subject to approval at the next membership meeting.

    SECTION V

    Each member of this corporation, in good standing, shall have the right to nominate, vote, hold elected office (Meeting the Criteria) and express opinions on all subjects before the corporation.

    SECTION VI

    A. Each member shall be obligated to conduct themselves in the highest respect while in the presence of youth participants of this corporation. Any person exercising the rights and privileges of a member or player participant shall not take any irresponsible action which would tend to jeopardize, destroy or be detrimental to the objectives of this corporation.

    B. Violation or abuse of these rights and privileges by a member shall be conduct considered unbecoming a PBYAA member. The violating member will be subject to discipline by the Board of Directors. The maximum penalty would be withdrawal of that person with no refund of any fees associated with becoming a member. Membership Penalties may include but are not restricted to the removal of a coach, participating player, official, manager or director from that duty and loss of voting membership.

    C. There will be zero tolerance alcohol policy (B.C.Y.F.C.A. by laws dated 2013 section 23.1)

    which states; the possession or use of alcohol and any illegal narcotic is strictly prohibited by anyone including Board Members, Coaches, Players or spectators, while attending any B.C.Y.F.C.A sponsored event which is also P.B.Y.A.A sponsored events. Violators will be suspended from all BCYFCA/ PBYAA events for one full year and will be reported to local authorities to be removed from the premises.

    SECTION VII

    A. All Board members will spend at least at a minimum of 90 minutes consecutive on duty in

    the concession stand at home games. Tackle and Cheer directors are exempt from this rule. Not there assistants.

    B. All Board of Director Members will be responsible to assist other Board of Director Members

    when proven help is needed and asked.

    ARTICLE VI

    POSITIONS AND DUTIES OF B.O.D. OFFICERS

    A President

    1. Conduct the affairs of the corporation and execute the policies established by the Board of Directors.

    2. Assure that the conduct of the corporation is in strict conformity to these by-laws and B.C.Y.F.C.A by laws/rules and regulations.

    3. Designate those persons authorized to purchase and execute contracts on behalf of the Corporation.

    4. Investigate irregularities and conditions detrimental to the corporation and its

    objectives and to report these irregularities or conditions to the entire Board of Directors at the next scheduled meeting of the Board of Directors, or earlier, as the circumstance warrants.

    5. Appoint necessary committees.

    6. Be responsible for corporate registration.

    7. Shall countersign all checks.

    8. Cannot make motions to the board to be voted on.

    9. Can only vote in a deadlock tie.

    10. Inform all board members on all issues that occurred with any P.B.Y.A.A business.

    11. Responsible to attend all county board meetings.

    B Vice President

    1. In case of the absence of the president, perform the duties of the president.

    2. Assist the president in the conduct and affairs of the respective sports programs and

    operation of the corporation.

    3. Be ex-officio members of all committees.

    4. Co-sign checks in Lieu of the president

    5. Must attend minimum of 50% of county meetings.

    6. Responsible for ordering shirts for BOD and football Coaches, with The BOD approval, get list of sponsorships to tackle director to be announced by first home game.

    7. Responsible for ordering all trophies and plagues for league and Sponsors.

    8. Schedule league pictures with board approved photographer.

    9. Liaison for all Tackle affairs

    C Secretary/Registrar

    1. Responsible for recording activities of the corporation, maintain appropriate files,

    mailing lists, necessary records, phone lines and to distribute messages within 2 business days.

    2. Maintain a list of all Directors, committee members and give notice of all meetings of membership and meetings within 4 business days.

    3. Keep minutes of membership and Board of Directors meetings.

    4. Make copies of the minutes from Membership and B.O.D meetings, available to Board of Directors within 10 working days of such meetings.

    5. Summarize the minutes from the previous membership meetings to be included in the membership meeting announcement.

    6. Maintain player registration records and payment receipts.

    7. Will receive and deposit all player registration fees and delivery an monthly report to the BOD.

    D Treasurer

    1. Receive and deposit all monies in a Bank approved by the Board of Directors

    and deposit monies received within seven (7) working days following receipt.

    2. Keep a copy of all receipts and disbursements of all funds of the corporation by Board approval for each sport and general fund.

    3. All federal tax statements shall be filed in a timely manner. (Federal form 990 filed by May 15th)

    4. Shall sign all checks.

    5. Prepare a semi-annual financial statement for the general membership meeting in July.

    6. Maintain any and all receipt books and/or documentation for such. Include a written monthly report at board meetings. Receipt books to be collected and disbursed to authorized members only.

    7. Responsible for arranging payment of the referees/officials.

    E Sports Directors (Tackle, Cheer, Flag, 7 on 7 Flag)

    1. The sports directors each year may appoint an assistant director to assist the sports

    directors in their duties. Each sports director may appoint one assistant. The assistant sports director will have by-proxy voting privileges for the sports directors at all Board of Directors meetings when the sports director cannot attend. Between the sports Directors and/or the Assistant Directors only one position can hold a head coach Position of any team or squad.

    2. Shall see:

    a) That their Teams/Divisions function properly.

    b) Responsible for maintaining game schedules and coordinate the activities of their

    divisions.

    c) Provide to the B of D a list of the chosen Head Coaches by the end of January of the current season for approval by the Board of Directors.

    d) 7 of 7 flag director procures referees/officials (using the Coaches from Tackle

    football) to supply the flag’s needs. The 7 on 7 flag director’s duties are year-round.

    e) The local approved rules (Tackle and Cheer) are available at www.bcyfca.org for all Coaches and Assistants to Read and Acquire.

    f) Receive list for sponsorships to be announced at first home game.

    g) Cheer, Tackle, and Equipment Director Shall be responsible for handing out and collecting all Uniforms and equipment for all divisions. Maintain a list of equipment issued to each coaching staff. If the equipment issued to said coach is not returned in a clean serviceable condition, said coach shall be notified by letter from the association and may be required to reimburse the association for damage and missing equipment. Maintain a list of all equipment issued to each tackle /Cheer player. The parents and/or legal guardian(s) of players who do not return equipment in a clean and serviceable condition, shall be notified from the association and shall be financially responsible for the replacement costs of any equipment that is not returned or that is returned in an unserviceable condition. This list is to be provided to the BOD at the first meeting in February. Also provide to the BOD, updates to the inventory as they change throughout the year. The inventory should contain, as a minimum, information about equipment quantity, type, size and condition. To Replenish Inventory of Equipment; Cheer, Tackle and Equipment Director will Order such Needs, with Approval of the BOD, with payment being made by the treasurer.

    3. Conduct a mandatory meeting of the coaches prior to the start of the first practice. As a minimum:

    a) BCYFCA Rules and schedules are available at www.bcyfca.org. PBYAA By-laws are available at www.palmbayfootball.org

    b) The operation of the association and its relationship to the administration of that

    sport shall be explained. (See Org Chart)

    c) Names, phone numbers and email addresses of all coaches shall be given to

    President and Vice President.

    4. Be responsible for assuring that the approved budget is adhered to; deviations must be approved by the B.O.D.

    5. Verify proper league age on all participants of their sport via birth certificate or

    passport.

    6. Investigate complaints of any parent or player regarding ‘player -coach” or “player

    selection” matters and report the findings to the B.O.D. at the next meeting. All complaints must be in the form of a letter or email from the initiator.

    7. Assist with distribution and collection of all P.B.Y.A.A equipment.

    8. Inform county and our web site director of all scores of all games within 24 hrs.

    9. Inform each individual team they are required to bring in a $300.00 contribution to

    PBYAA. The team can hold car washes, bake sales, spirit nights at local eatery, etc. for fundraising. Contribution has to be in no later than the Last Thursday by 8:00 pm in the month of August.

    F Equipment director

    1. Responsible for preparing, issuing, collecting and keeping inventory of the necessary

    equipment and/or uniforms for each football team with the assistance of the perspective Coaches of that sport.

    2. All equipment will be turned in at the end of their last game to coaches and assistants.

    Transportation for equipment will be provided by the B.O.D. Equipment will be washed within 45 Business days of collection then be placed in the association storage location.

    3. Maintain a list of equipment issued to each coaching staff. If the equipment issued to said coach is not returned in a clean serviceable condition, said coach shall be notified by letter from the association and may be required to reimburse the association for damage and missing equipment.

    4. Maintain a list of all equipment issued to each tackle football player (signed by parent or legal guardian with copy of driver license). The parents and/or legal guardian(s) of players who do not return equipment in a clean and serviceable condition, shall be notified from the association and shall be financially responsible for the replacement costs of any equipment that is not returned or that is returned in an unserviceable condition.

    5. Maintain current inventories of all association equipment with the assistance of the sport directors applicable to the individual sport. This list is to be provided to the

    BOD at the first meeting in February, September and December. The inventory should contain, as a minimum, information about equipment with quantity, type, size and condition.

    6. Must assist all sports directors in their efforts to comprise a budget of incurred

    expenditures for the following year based on the conditions of items in need of repair, needing to be replaced, or due to increased registration.

    7. President, Vice President, Equipment director, his elected assistant and the Tackle

    Director will be the only individual to have keys to the equipment rooms.

    8. The elected equipment director or assistant equipment director must be willing to

    accommodate any team or squad with some consideration. They will be the only individual to dress any player with the help of each team’s coaches. Any player to be dressed will have to be PAID IN FULL, NO EXCEPTIONS.

    G Concession Director

    1. Assure the concession stand is adequately inventoried, stocked and cleaned weekly.

    2. Be responsible for opening and closing of stand (15 Minutes prior to start of practice

    time and 15 Minutes after Practice / Game days will be 1 hour before game and closing at half time of Last game).

    3. Prepare a schedule of times for all volunteer workers in concession stand with the

    assistance of team coordinators and Special events Director and post it in or near the concession stand, by end of July taking affect the first week of August.

    4. Coordinate pest control and bring it to the attention of the B.O.D.

    5. Maintain and repair concession stand equipment and bring any problems to the

    attention of the board.

    6. Keep a copy of all reports for all financials, separate from Treasurer.

    7. Head coaches will be given a voucher for all home games which entitles them to 1 free meal and 1 free drink at home games. Assistant Coaches (up to 7 per division) will be given a voucher for all homes games which entitles them to one discounted meal and drink at 50% off.

    H Sponsor Director

    1. Shall solicit sponsorship for all sports.

    2. Provide the B.O.D with names, addresses and phone numbers of sponsors.

    3. All monies involved should be mailed to PBYAA P.O Box or given directly to the treasurer or sponsorship director by the sponsors. Any monies collected by the sponsor director shall be given to the treasurer within three (3) business days.

    4. Responsible for receiving quotes for banners, ordering of such banners and displaying such banners by the first home game.

    5. Provide a list of sponsors to the Tackle Director and website director to be

    announced/posted by the first home game.

    6. Must assist the special events director with obtaining sponsorship and prize’s for raffles and events sponsored by P.B.Y.A.A.

    7. Sponsorship is to have a set goal of raising 10% more each year than was raised the

    previous year and or 10% of the registered players for that season.

    I Special Events Director

    1. Responsible for setting up fundraisers. Ex: main fundraiser completed by homecoming, car washes, bucket drops and raffles (all events must have approval by the B.O.D).

    2. Responsible for ordering and selling team merchandise at all home games (all merchandise ordered shall not exceed $250.00 unless approved by the B.O.D) must have monthly report of all transactions. Must have merchandise table up and operating by the first game.

    3. Events director will hold monthly team mom/coordinator meetings to inform team-

    mom’s coordinators of upcoming events. And schedule with the help of the Concession Director a Concession Volunteer list.

    4. Provide the web site director with a schedule of upcoming events within 3 business days of B.O.D approved event. All cash receipts to be turned over to treasurer weekly, signing all paperwork with Two {2} BOD members, signing such receipt.

    J Web site director

    1. Maintain and post on all PBYAA web sites (Facebook) with the most updated

    information provided from all P.B.Y.A.A members (President, Vice President approved materials) within 2 business days ex; scores of games, equipment schedules, special events, volunteer concession schedule, sponsors etc.

    2. Advertise to the general, public and members that we have a website.

    3. Keep the B.O.D informed of any changes to the web site.

    4. Place all names of Coaches and assistants, BOD Members and the people company that sponsor PBYAA on website.

    ARTICLE VII

    PBYAA GUIDELINES / RESPONSIBILITES FOR THE HEAD COACHES AND VOLUNTEERS

    1. All coaches / volunteers must pass a Brevard County background check before he/she can become a coach for PBYAA. Note: The Member Volunteer Application must be submitted and reviewed on an annual basis for “all positions.” If applicant has “Ever” been found guilty of: Any criminal sexual offenses including, but not limited to; child molestation, rape, sexual assault, sexual battery, sodomy, all felony violence offences including, murder, manslaughter and kidnapping. Member volunteers found to be guilty of the following crimes will be disqualified as a volunteer but eligible for appeal: Felony Charges within the past 10 years, Misdemeanor violence offences within the past 7 years, Multiple misdemeanor drug and/or alcohol related charges within the past 7 years and any other misdemeanor within the past 5 years that could be considered a potential danger to children or is directly related to the functions of the volunteer duties.

    2. A PBYAA coach / volunteer will provide a safe playing environment for all.

    3. Coaches/volunteers are expected to lead by example, by demonstrating sportsmanship, fair play, respect and character. Provide for the youth of PBYAA an environment that’s drug, alcohol and bully free.

    4. Coaches/volunteers will remember that they are a youth football/cheer coach or volunteer and the game is for our youth and not the adults; or their personal desire to win.

    5. BCYFCA has a 4-play rule min. This rule states that every player on his/her roster is required to participate at least 4 plays during a game. This rule is effect only if player participates in a full week of practice. If a player misses a day of practice, it is up to the Head Coach to determine if player absence is excused or unexcused.

    6. If a Head Coach is disqualifying a participant from his/her upcoming game, Head Coach must notify participant’s parent and applicable Director within 48 hours prior to game day.

    7. As a Head Coach or Asst Coach for PBYAA, he/she is responsible for his/her sideline, which includes players, coaches and PARENTS. These distractions can and will interfere with the coaching and safety of players.

    8. As a coach for PBYAA, there’s more to just coaching his/her division during the season. The coach must understand to promote PBYAA and help make our league a successful league all coaching staffs must be involved in league functions year-round;

    a. When we’re not in season get out and RECRUIT PLAYERS for this program.

    b. Assign a responsible coaching staff and dedicated team mom for the team.

    c. Start fundraising and make the required $300 dollars for football every division. For cheer $300 plus BCYFCA Cheer Comp Fee for every division. If the division sponsorship isn’t raised by due date, Head Coach will be suspended until funds are paid.

    d. Head Coaches are expected to be more involved with PBYAA functions i.e... fundraisers, dances, appreciation night, opening and closing ceremonies

    e. All head coaches are expected to participate when NFL Flag is in season i.e.…

    Referees, sign up a team, down markers.

    f. The day of the first Mandatory Parent meeting there will be no practice till after

    that meeting ends.

    9. Must register with the Current BCYFCA Safety certification requirement and complete BCYFCA coach’s application.

    10. All Tackle Head Coaches are responsible for Chain Gang at “All home games.” They may use assistant coaches or parents. If this is not covered for the game the Head Coaches will be suspended for the next game.

    11. All Cell Phones from the participants will not be allowed on the field during games or practice.

    12. All Head Coaches will turn in attendance sheets and game play sheets weekly to the Tackle Director.

    13. There may be an emergency head coaches/coaches meeting where coaches will get a 24-hour notice or less.

    a. All coaches meetings are “Mandatory”, unless he/she has an emergency. Documentation must be submitted to applicable Director to be excused or said coach could be subject to suspension.

    14. On the Field Privileges;

    a. Participants of the game and practice only

    b. Approved (badged) coaches for that division Playing or practicing

    c. President, vice president, applicable director or their designee and league photographer

    ARTICLE VIII

    1. Board members can only be removed from office for violation of B.O.D rules (Section VI) or non-performance of their assigned duties.

    2. In order for a board member to be removed from office, the President or a motion shall be made in writing to the Board of Directors. Sending a copy of the said Request / motion to the person involved. The Request / motion must be seconded. Most of the voting members present (min 7 members) shall be required for the Request / motion to be referred to a subsequent special membership meeting called by the B.O.D. Adoption of the motion shall require a majority of those voting members present. (Min 7 members)

    3. Three unexcused meetings from board and/or membership meetings shall result in the B.O.D. asking for that board members resignation.

    ARTICLE IX

    Finances

    SECTION I

    A. Dues or fees may be required for participation in the corporation sports program. If financial assistance is required, it must be requested by the parent/legal guardian of the participant. The same criteria utilized by the Brevard County School system to determine eligibility for the subsidized school lunch program shall be utilized to determine eligibility for financial assistance. Financial aid may be provided in whole or in part, if the income of the family is considered low and the financial position of the association is such that the cost can be absorbed without placing the association at financial risk. Financial assistance to participants should not exceed 10 percent (10%) of the total participants involved in the program from the following year. Financial assistance will be evaluated on a first come first serve basis. However, returning participants may receive a priority status if paid registration is received by deadlines set by the B.O.D. The ultimate acceptance or rejection of any individual for financial assistance will be voted upon by the President and the BOD.

    B. Registration Requirements are as follows: Complete PBYAA Registration form, Total amount of registration cost (to be determined by the BOD and how that fee will be paid for such applicant). Current wallet size photo, A Copy of legal Birth certificate, or passport. Maximum payout of any one family with 5 or more of that immediate family will be at a 75% of the annual registration fee, not to exceed $640.00 dollars, (this cost can change due to cost of registration).

    C. All monies collected in the name of PBYAA through registration, sponsorships, donations, fundraising activities, etc., must have prior Board of Directors approval and shall become the assets of the corporation and be deposited in the corporation account(s). Monies from team fundraisers will be as follows, 100 % of the monies will go into the PBYAA account and be disbursed as follows, After the sponsorship team fee is paid in full. Monies will be disbursed at $301.00/Cheer fee - $600.00 (60% to Team 40% to PBYAA), $601.00 - $800.00 (70% to team 30% to PBYAA), $801.00 - $1000.00 (80% to team 20% to PBYAA), After $1001.00 (100% to team) PBYAA monies will be deposited in an interest-bearing account for uniforms and necessities that the BOD feels deems necessary.

    D. All expenditures not covered otherwise by these by-laws must have prior Board of Director’s approval. These expenditures must not exceed $100.00(except for the special events director for purchasing of merchandise) between general membership meetings. All monies that are being taken out of any account of PBYAA (Normal Expenditures) must have the approval of the president and The Treasurer and presented to the BOD at the next scheduled meeting before any purchase can be made.

    E. An accumulative record of income and expenditures shall be kept by the treasurer.

    F. The corporation shall have an interest-bearing account. The Board of Directors shall determine the distribution.

    G. All providers of goods and/or services shall be paid directly from the treasury of PBYAA.

    H. The president (or vice-president in president’s absence) shall countersign all checks.

    I. All receipts for any authorized purchases or expenditures shall be submitted to the treasurer within three (3) days.

    J. Any monies from registration or other activities shall be delivered to the treasurer within three (3) working days from receipt. The monies shall be delivered in the same manner as collected. No registration or activity money shall ever be deposited or spent by a sport director. All registration money collected shall be documented in a receipt book and deposited in the corporation bank account within five (5) business days of receipt.

    K. All B.O.D. have one paid membership. Co-chairs and head coaches have half price membership for one registered player.

    L. Outside sponsorship for a participant will be submitted with a sponsorship form of that year’s sport, being paid in full at time of registration. {See Sponsorship Form}.

    ARTICLE X

    Powers of Administration

    SECTION I

    The membership shall be the highest authority of the association and shall be empowered to take or direct any action not consistent with these by-laws or articles of incorporation.

    SECTION II

    A. Between membership meetings the Board of Directors shall be the highest authority of the corporation and shall be empowered to act on behalf of the membership to the extent that business requires. The Board of Directors shall not act affecting the vital interests of the corporation without prior membership approval.

    B. All actions and approvals by the Board of Directors shall be reported at the next membership meeting.

    SECTION III

    A. Between meetings of the Board of Directors the president shall be empowered to act on behalf of the corporation.

    B. All actions of the president shall be reported at the next board meeting.

    ARTICLE XI

    Association Property

    SECTION I

    A. Association property more than $100.00 in value shall not be loaned to any other agency or

    individual without approval from the Board of Directors.

    SECTION II

    A. All individual awards will remain the property of the individual being presented the award.

    B. All Team Awards will remain the Property of PBYAA (I.E Championship trophies, Super Bowl Trophies, Cheerleading Team Trophies, Cheerleading DVD’S of Competition)

    ARTICLE XII

    By-law definitions

    A. Corporation; refers to palm bay youth athletic association.

    B. Association; refers to palm bay youth athletic association.

    C. Member; any individual one parent of the applicant who has paid their membership dues in full.

    D. Membership dues; registration fee.

    E. Director; any member of the board.

    F. In good standing; any member who has paid their membership dues in full and have not had their privileges removed.

    G. Voting members; any individual in good standing.

    H. Committee members; any individual who is selected by the president for the purpose of making suggestions to the B.O.D.

    I. Player selection matters; minimum of 4 plays per game (according to county regulation).

    B.C.Y.F.C.A; Brevard county youth football cheerleading association.

    K. B.O.D; board of directors.

    L. P.B.Y.A.A; Palm Bay youth athletic association.

    M. Team Mom / coordinator; any person designated by the head coach to distribute

  • FLAG RULES

    Our rules are based on the BCYFCA Flag rules with some modifications.

    When is Fall Flag registration?

    Registration typically begins in April and runs through late July. There

    will be several ‘in person’ registrations. You will be able to also register

    online. Check the homepage for more info about registration.

    What is the registration cost?

    Registration is $85.00 per player, after July 1st registration is $95.00.

    When does the Fall Flag season start?

    Practice begins in early August (or late July depending on the coach)

    with games beginning in early September. The regular season runs

    through mid November followed by playoffs which can last into early

    December.

    When are practices?

    Practices are during the week (typically on Wednesday). Prior to the

    season practices are 1-2 times a week. Practice times during the week

    typically begin around 5:30pm and run about an hour. During the pre-

    season there may also be Saturday practices. Your child’s coach will give

    you more info on the exact time and location of practices.

    When are games?

    Flag games are played on Saturday’s (usually starting in the morning and

    game runs through early afternoon). Each team may play one weekday

    game during the season.

    Where are games played?

    Home games are played at Vet’s Park.

    What are the age groups?

    There are three age divisions:

    Ages 4-7

    No weight limits in any of the age groups will be used.

    Can girls play?

    Yes!

    Is there travel?

    There may be other teams to play and if so there will be a travel

    schedule.

    What equipment does my child need for flag football?

    Cleats, black shorts and a mouth guard. Mouth guards are required to

    play flag football. Soccer cleats will work fine!

    What about uniforms?

    The league supplies uniforms which include a performance shirt.

    We groom and teach our kids to prepare them for tackle. Teams are

    smaller, and the games are faster. Age limits are 4-7 years old. Leagues

    are divided up by age group.

    CHEER POLICIES AND PROCEDURES

    These policies and procedures shall govern and when rules of order is not covered or conflict with the PBYAA bylaws please refer to the B.C.Y.F.C.A by laws and rules/regulations.

    SQUADS

    1. Per squad purposes minimum of 5 girls per squad. 2. Medical cheer downs need to be brought to my attention. Once aware I will then bring

    to the attention of the board and we will make the final vote. 3. A cheerleader may move up 2 divisions based on skill level or if there are not enough

    girls for the designated division. Bring to my attention and I will make the final decision accordingly.

    4. The cheerleader's placement on divisions is made from the child’s age as of August 1st.

    5. Ages are shown below in the graph.

    PRACTICES

    1. Practices will be a maximum of 8 hours a week. a. Monday thru Thursday 6-8 pm before the season starts. b. Monday, Tuesday and Thursday 6-8pm once games start. 2. Practices and times will vary amongst the division. Never earlier than 6 and never

    later than 8. 3. Practice attire will be shorts, t-shirts and sneakers. a. No jeans or tight restricting clothing b. No spaghetti straps, tank tops are okay, remember the three-finger rule! c. Absolutely no sandals or slides 4. Make sure every girl brings water, towels and bugs spray if needed. 5. All practices are mandatory. If any reason your child cannot be to a practice approval

    must be given beforehand. Make sure if they are sick we receive doctor's notes. It is imperative that every girl is in attendance for formation and learning purposes.

    6. At least one coach must be present during every practice. Girls will not be left unattended at any time.

    7. Girls will not leave practice to go to the concession stand. Make sure they eat before/after.

    GAME DAY 1. Check in for the games will be 45 minutes prior to every game. 2. Make sure girls are in the appropriate game day uniform. 3. Make sure the girls eat before the game. No food is allowed on the field or during cheer time. 4. No jewelry is permitted during game day. Make sure they take out earrings before checking into the coach or staff. 5. No phones are allowed on the field at any time.

    APPEARANCE 1. No jewelry is to be worn at any time. All jewelry must be taken out not taped over. 2. No beads, bobby pins or anything metal are allowed in the hair due to safety issues. 3. No excessive make up. Make it look natural. No bright colors to attract unnecessary attention. 4. While in uniform, they will be in FULL uniform. a. No walking around in sandals with your uniform. b. No walking around in your uniform top and shorts or skirts with a t-shirt. c. No cell phones tucked into skirts. 5. Always have the girl's hair pulled back as to not interfere with stunting ability. Keep out to obstruct the child's vision.

    CHEERS/MUSIC

    1. Cheers must be age appropriate. 2. Music must be clean and age appropriate. 3. No derogatory movements or words. a. Make sure words and or music is suitable for family listening. b. Clean and respectful for our youth. 4. All music and cheers will be presented for approval before taught to the girls. 5. Every division will have a handful of cheers that the whole league will learn together. a. This will show comradery and togetherness! b. Hello cheers for halftime will all be the same wording. c. Cheer for competition will also be the same wording.

    MERITS/DEMERITS 1. There is a demerit system in place. Every girl will be asked to leave the squad if they have received 15 demerits.

    a. 15 is the maximum every girl can receive. b. Letters to the child's coach will be directed to the Cheer Coordinator if you find a

    demerit that is not warranted and that your child should have not received.

    2. There will be an additional paper that will explain all the demerits and how many points they can receive.

    3. Bullying is automatically 15 points. Bullying is not tolerated. If your child is found bullying they will be asked to leave immediately and not return.

    a. Our field is a safe haven and there will not be behavior of bullying. b. We are an anti-bullying league.

    PBYAA TACKLE FOOTBALL RULES

    FOOTBALL POLICIES AND PROCEDURES

    These policies and procedures shall govern and when rules of order is not covered or conflict with the PBYAA bylaws please refer to the B.C.Y.F.C.A by laws and rules/regulations.

    C O A C H E S 1) PBYAA objective is to provide the youth of our community the basic skills of football.

    To teach our youth sportsmanship, leadership, teamwork, integrity, respect, physical fitness, & life lessons.

    2) All Coaches must have a background check, he/she must also be USA FOOTBALL Certified before they can become a PBYAA football coach.

    3) All Head Coaches are responsible for their kids & parents conduct. Head Coaches are to monitor their sideline & Asst. Coaches behavior. Badged personnel ONLY should be on sidelines. These distractions can & will interfere with the coaching and the safety of players.

    4) Head Coaches are responsible for the Chain Gang during their game(s) at home. If this is not covered for their respective game, Head Coach could be suspended for their next scheduled game.

    5) No cell phones will be allowed on the sideline during your game(s). This takes away your attention & focus on the players.

    6) Head Coaches will turn in attendance sheets on Thursday before practice ends, and Head Coaches will turn in a game play sheet after ALL games.

    7) As a coach for PBYAA, there’s more to just coaching his/her team during the season. The coaches must understand to promote PBYAA and to make our league a successful league ALL COACHING STAFF must be involved in leagues functions year-round.

    8) As a Head Coach he/she is responsible for meeting PBYAA’s Team Sponsorship Fund, by PBYAA deadline. If Sponsorship Fund is not paid by deadline Head Coach will be suspended till Fund is paid in full. Head Coaches are to assign an Asst. Coach/ Team Mom/ Parent keep track of ALL kids playing time & attendance at practice It is advised that all Head Coaches have a Coaches, Parent/Guardian mandatory meeting prior to their 1st practice. This is to explain to Parents/Guardians how you will be conducting your team for the upcoming season. This meeting will also let your Parents/Guardians know what you are expecting from them & your players. 11) There may be an emergency Head Coaches meeting called throughout the season. These meetings occur when there’s very important information that needs to be discussed. Unfortunately, sometimes Head Coaches might get these meetings at a 24 hour or less notice. If Head Coaches cannot make ANY Head Coaches meeting he/she need to make sure they have an Asst Coach present. 12) Help painting the field prior to game days (Thursday or Friday), also setting up & breaking down the field on game days will be required by ALL coaches. Head Coaches should make sure they have Asst. Coaches volunteering to help.

    P L A Y R U L E

    1) Each player shall play a minimum of 4 plays per game, this rule DOES NOT apply for playoff games. Participation on ALL special teams is counted towards the minimum play rule.

    2) If a player does not play the minimum of 4 plays during a game, he/she shall play a minimum of 8 PLAYS the next scheduled game.

    3) If it’s found that a player did not receive his/her 8 plays for the next scheduled game, the Head Coach will meet with the Tackle Dir. & President or Vice President for disciplinary actions (Suspension).

    4) Disciplinary actions for a player may supersede the play rule and will be at the discretion of the Head Coach and Tackle Dir. However, the Parent/guardian must be notified 48 hours prior to the game when such disciplinary action is to take place.

    5) Any attempt to circumvent the play rule will be handled by the President & Vice President of PBYAA. Violation of the minimum play rule for a second offense will result in Head Coach being suspended for the rest of the year.

    6) Minimum play rule does not apply for PLAYOFF & SUPER BOWL GAMES. 7) If a player miss uses PBYAA equipment such as throwing his/her helmet to the ground or

    kicking PBYAA equipment he/she shall be suspended for the next scheduled game.

    P R A C T I C E S 1) Practices are as follows: During the Summer (July) till school starts practices are Monday – Thursday 6:00pm – 8:00pm 2) When school starts practices are 3 days a week at Head Coach discretion on which 3 days. Practices will be between the hours of 6:00pm – 8:00pm. 3) If a player misses a practice he/she must notify Head Coach prior to the start of practice for that day.

    A. Excused practices are homework, doctor appointment, school functions, & family emergencies.

    4) ALL excuses are subject to Head Coach’s discretion. A. If a player misses 1 UNEXCUSED practice during that week his/her playing time can be reduced to 3 to 2 plays for that week’s game. If a player misses 2 UNEXCUSED practices during that week his/her playing time can be reduced to NO playing time for that week’s game B. ALL decisions on this rule must be discussed by Head Coach & Tackle Dir. As stated earlier in PLAY RULE #4, parent/guardian must be notified 48 hours prior to that week’s game.

    5) For the first 6 hours of practice starting in July, practice shall be conditioning ONLY. NO HELMETS OR SHOULDER PADS should be worn. 6) A player should practice for 6 hours w/o equipment no matter when he starts practicing.
