Municipal brand back in the spotlight By Joni MacFarlane Editor

The issue of the municipality’s recent rebranding exercise was brought forward at a meeting of coun-cil on Sept. 9. The objective was to determine if council wanted to initiate a public input campaign this fall and if so, how to deal with input received. As part of the discussion, a report provided by administration put the total cost of developing and implementing the municipality’s new brand at $320,888.

The former council identified commencing a rebranding strategy as a priority in its Strategic Action Plan to “redefine the image of the commu-nity”. A new brand including logo, colours, tagline, website and other visual concepts was developed in 2012 and implementation began shortly after-wards. Stationery and business cards, new decals for trucks, merchandise, flags and the parade float were remade to reflect the new brand. Amid months of controversy extending into the new council’s term, two entrance signs at each side

of the municipality were installed. The landscaping work has not yet been done. A provincial grant of almost $200,000 was used towards these new entranceway signs. Council will decide over the next few months whether to seek input into the new brand to deter-mine if the community likes it, what parts of it they like or dislike, if they would prefer to keep parts of it, and if not, what the level of financial support is they’d be willing to spend. The rebranding issue will be discussed again at council’s meeting on Oct. 14.

A timeline of Devon’s historic gas plant By Erin Fairhurst Contributor

1961: The plant was originally constructed for Saratoga Processing to treat sour gas pulled from the Savanna Creek gas field.1975: By 1975, the plant was expanded and scouring nearly 99% of the various sulphides out of 73 million cubic feet per day. This yielded up to 700 tonnes of liq-uid and solid sulphur per day.1997: Morrison Petroleum purchases the

facility from Northstar Energy Services.1998: Devon Canada purchases the facil-ity from Morrison Petroleum.April 3, 2012: Devon Canada announces plans to formally close the plant, due to falling natural gas prices, and the age of the Coleman facility. 35 full time staff were employed at the plant at the time.May 2012: The Savanna Creek gas field, west of Nanton, announces their own im-pending closure due to the Devon Plant’s shut-down.

October 2012: The Devon plant is official-ly shut down. One third of the employees were relocated to Devon’s Jackfish facility, one third found work at other companies, and one third retired.March 2014: 2 years after announcing the plant’s closure, Devon Canada announces plans to have the plant dismantled in the upcoming fall.Sept 9, 2014: Devon Gas Plant Stack is demolished, ending an era in Crowsnest Pass history.

A 380-foot concrete stack was “dropped” last week at Devon Canada’s Coleman gas plant. The stack’s implosion lasted about eight to 10 seconds with a billowing dust cloud lasting another five to eight minutes. The stack’s steel liner and an incinerator on the side, mean that no particulates remain in the concrete which will be recycled. Remediation of the site is expected to continue until 2018.

Car sales approved for mall parking lot By Joni MacFarlane Editor

Despite a recommendation by municipal administration not to change the land use bylaw, council approved final reading that would allow auto sales and service at the Crowsnest Mall in Blairmore. An application from Bob Morrow of Da-vis Dodge, formerly Bridge City Chrysler, was received in June on behalf of the mall’s owner. The purpose of the application was to allow them to continue with this practice “several times during the year”. In the past, an automotive dealership was set up in the parking lot a few times a year, but council was told this was a contraven-tion of the municipality’s land use bylaw and business license bylaw. The Crowsnest Mall is the only C3 (Com-

prehensive Commercial) district in the Crowsnest Pass and does not allow for such a use. According to the Land Use Bylaw, re-viewed only last year, the definition of Au-tomotive Sales and Service is: “An enclosed building within which motor vehicles and parts are displayed for sale, and may include a new or used automobile sales lot, and may also include auto repairs, except for body work and painting.” Administration said it was inappropriate to make such a change to the bylaw and that automotive sales was incompatible with the current shopping mall uses. They also ex-

pressed concern over the provision of mu-nicipal services to the site, the provision of adequate parking, and the ability for admin-istration to provide clear, concise and under-standable information to the public regard-ing bylaws. “Approving this bylaw while requiring an-other company to follow the rules could put the municipality in a difficult legal situation,” said Ken Bourdeau, Development Officer. The Municipal Planning Commission also recommended that council deny the bylaw amendment. First reading of the bylaw passed July 22

at which time several council members said they didn’t want to send a message of dis-couragement to business and that they didn’t think allowing automotive sales a few times a year would be detrimental to the munici-pality. Council voted to approve third and final reading and a Development Permit applica-tion can now be made, approval of which is at the discretion of the Municipal Planning Commission. Businesses are not permitted to spend more than 10 days on the site and no more than 10 times per year.

A report presented last week showed the break-down of costs relating to the municipality’s re-branding exercise undertaken in 2012. Changing the municipality’s logo, adding the slogan “Naturally Rewarding”, and implement-ing new graphic structures cost an astounding $320,888 (almost two-thirds was covered by pro-vincial coffers with municipal funds paying the rest). Entwined with controversy over the brand was a general distaste for the authors of the swirling tagline and blue and green triangles. It became hard to separate how much was directed at the former council who brought the issue to light and how much related directly to the concept and characteristics of the brand itself. Of course, there were many people who felt nothing but positive about it – they identified with the brand’s vision and were proud to see the community represented this way. Now, a year-and-a-half later, our current mu-nicipal council has resurrected the issue. The first question I’d ask is why? Are there not more critical things on your “to-do” list than this? Do Crowsnest Pass residents have an appetite for revisiting our brand? I doubt it. While some people weren’t keen on the new design when it was first presented, most have become used to it. Like tourists on Highway 3, they’ve moved on. Do we really want to perpetuate the idea that so many have of the Crowsnest Pass – that we’re stuck in the past? Do we really want to go backwards? Again? And the money - do we really want to wash more than a quarter of a million dollars down the drain? At a time, when we hear so much about our shrinking tax base and decreasing population, surely there is a list as long as your arm of bet-ter uses for municipal funds than redoing truck emblems and envelope logos. Let’s move forward, not back.

Financial Focus - Great Expectations By Patrick Sager Submitted

In my last article I wrote about Bulls and Bears and gave some historical perspective regarding the performance of the TSX and outlined some of the factors that affect the markets. Although these factors come into play every day, it is investor behavior that I will focus on in the article. So what is investor behavior? Simply put, it’s  the  way  we  react  to  increases  and  decreases; in the value of our investments, and it plays a big part in what we do when we lose money or make money. It can also be called The Cycle of Market Emotions. The following diagram illustrates the Cycle.

The  chart  shows  15  different  stages  of  our  emotions  and  al-though  it’s  a  good  example  of  how  we  react, there are several other factors that influence our behavior. Time, age, previous ex-periences and risk tolerance also have an impact on how we react. The reason I included this chart is because it is typical of the emo-tional rollercoaster we put ourselves through. As illustrated, the emotions we go through are determined by what stage we are at in a market cycle. When the mar-ket is going up we want to buy more   of   the   same   invest-ment  and  when  it’s  down  we  want  to  sell  the  investment  be-

cause  we’re   concerned we may lose our money. Buy high, sell low? This   is   exactly   the   wrong   thing   to   do   and   if   I’ve   learned  anything  as  a  financial  planner   it’s   that  most   in-vestors   do   the   wrong   thing   at   the   wrong   time   thereby   compounding   the   losses.   It’s   much   bet-ter  to  buy  low  and  sell  high,  but  then  we  get  into  Market   Timing as I discussed in my prior article. So  what’s  the  solution? The  best  possible  solution  for  most   investors is a well thought Asset Allocation strategy that encompasses all aspects of your fi-nancial life, including your time frame for investing, liquidity needs, cash flow needs at retirement, taxation and your tolerance for los-ing money. The other critical factor needed to be successful is the

ongoing monitoring of your investments on a regular basis to make sure they are meeting your overall objectives and goals. By monitoring your investments and work-ing with a financial advisor you have a clear-er understanding of how outside forces that are out of your control, can impact your re-turns and, adjustments to your portfolio can be made to lessen the impact of any negative economic news either globally or domesti-cally.The bottom line is that at the end of the day, it’s your money and if you don’t take steps to protect it through a comprehensive plan, no one else will. Whether  you’re  a  River-

boat  Gambler  or a Mattress Stuffer, the consequences of not hav-ing a strategy are the same. Patrick B. The annual Crowsnest Pass Mass Regis-tration night took place on Sept. 10 at the M.D. McEachern Community Complex in Bellevue and based on the crowd that came out, it appeared to be a resounding suc-cess. Various community and recreational groups and businesses in the Crowsnest Pass participated in the registration and in-formation night, and several Pass residents took the opportunity to get information on

different programs and register at the same time. “I like the convenience of it,” said Blair-more resident Jackie Woodman, of the “one night, one location” format of the evening. Sixteen booths were set up, ranging from minor hockey to yoga classes, and activities were suited for all age ranges. “I might sign up for something myself!” said Shawna Wojtowicz, who came to regis-ter her children for ballet, tae kwon do and gymnastics. Leigha Shultis of Coleman is a new resi-dent to the Crowsnest Pass and heard about

Mass Registration Night on the radio and then received a memo from her daughter’s preschool, so decided to attend. “I’m here to sign my daughter up for gym-nastics,” she said, “but I had no idea that there would be so much to choose from, there’s definitely a lot to do.” If you missed Mass Registration night, you can still approach local clubs and busi-nesses on your own to register for their fall and winter programs; and, if you’d like more information about having your own table at next year’s Mass Registration night, please contact Tracy at 403-562-8833.

Great food and friendly faces since 1975

1 pound bacon slices, cut into 1/4 inch pieces

2 medium onions, quar-tered and sliced thin

6 to 8 garlic cloves, chopped

1 cup black coffee2/3 cup packed brown

sugar1/2 cup maple syrup1/3 cup apple cider vinegar1 tbsp finely chopped fresh

rosemaryAdd the bacon pieces to a

large heavy bottomed pan or dutch oven. Turn the heat to medium/high and cook the bacon until almost crisp (browned and cooked, but not crisp), reducing the heat to medium as it starts to turn brown, stirring occasionally, approximately 20 minutes. Remove the cooked bacon with a slotted spoon and set aside on paper towels to drain.

Remove all but 1 table-spoon of the bacon fat from the pan. Turn the heat to me-dium and stir in the onions to the tablespoon of bacon fat followed by the garlic. Cook, stirring occasionally, until this onion/garlic mix-ture is softened and slightly browned, approximately 5 to 7 minutes.

Add the coffee, brown sugar, maple syrup, vinegar, rosemary, and reserved ba-con. Stir to combine and increase the heat to medium/high to bring to a boil. Once boiling, reduce the heat to medium/low and simmer uncovered for approximately 90 minutes until the mixture is syrupy and has a jam like texture.

Transfer this mixture to a food processor and pulse a few times until the consis-tency/texture is what you de-sire. Will last up to 3 weeks in your refrigerator.

Makes approximately 2 cups

Trails and tribulations

By Erin Fairhurst Contributor

There’s a new mountain bike trail in town…and it’s definitely one of a kind. “There are jumps, berms, rock features and rollers,” says Jay Hoots, the owner of Hoots Inc., a professional trail building company. “It’s going to feel like a roller coaster. And if you ride it right, you won’t ever have to pedal.” “It’s going to be a lot of fun, and also very challenging,” adds United Riders of Crowsnest (UROC) President Jim Lucas. The kilometre-long “flow trail” is part of the network of moun-tain bike trails near the ski hill that UROC has been diligently transforming into an IMBA (In-ternational Mountain Bike As-sociation) standard trail system. With the help of professional trail builder Jay Hoots, of Hoots Inc., the trails are designed to be sustainable, accessible and high quality. The flow trail is a gravity based trail that is composed en-tirely of features – some natural and some man-made, and its in-tent is to give mountain bikers a ride unlike any other they’ve ever experienced. “We’ve embraced a lot of the

natural features on the trail, like slabs of rock, and used them to create some pretty memorable riding,” says Hoots. Hoots has been constructing trails professionally for over a decade and launched his own company, Hoots Inc., eight years ago. He and his crew of experi-enced trail builders have tackled mountain bike trail construction in other communities such as Canmore, Exshaw, Hinton, Fox Creek and Devon – which has since successfully been rebrand-ed as “Bike Town, Alberta”. “I know we can make some-thing happen here,” says Hoots, “We want to help put Crowsnest Pass on the map as a mountain biking destination.” The flow trail, which has been nicknamed “Berm-a Grin”, starts near the Dale Strandquist trail at Pass Powderkeg and is rated black diamond for the first half and blue for the lower half. However, while designed to be challenging, the trail crew has provided several ride around op-tions so that riders can choose their challenges. Each feature, be it a berm, a rock slab or a manmade jump – the largest of which is 24 feet from lip to land-ing - has been carefully thought out and has three to five options

for how a rider can choose to ap-proach it. “There’s nothing mandatory,” says Hoots. “But the trail is de-signed to be challenging.” Sur-veying the trail fondly, he adds ruefully: “She’s a growler.” The grade reversals and ride around options on the trail make it accessible to intermediate rid-ers, but the sequence of features will lure back even the most ac-complished of riders. Like a puz-zle, the trail must be approached thoughtfully in order for all of its pieces to come together. “We don’t want the best riders to come and ride this trail and check it off,” says Hoots, “the idea is to make people have to work. You have to earn this one.” The trail construction was recently completed, however UROC is asking riders to stay off the trail until it’s had time to dry out and settle. “If we get a stretch of warm drying weather this fall, we will be happy to have people ride it to help pack the trail,” says Lucas. “Right now, with it being freshly constructed and wet, it is very susceptible to damage. By late spring, it should be reasonably packed dry but will probably need some tune-up to re-shape after its first winter.” Lucas has been spending 12-hour days on the trail with Hoots and his crew, and a handful of UROC volunteers, to assist with the trail construction, and is pleased with its completion. But with winter looming, that doesn’t mean that much of a break is in sight; in fact, the win-ter months are some of UROC’s busiest as they tend to admin-istrative details – such as grant writing, fundraiser and trail con-struction planning – all of which are crucial to the development of the mountain bike community in the Crowsnest Pass. “The win isn’t just attracting people who already love to ride,” says Hoots, “it’s about bringing in people who aren’t already avid mountain bikers – that’s how you grow a community.” To learn more about UROC, and to get involved, please visit their website www.uroc.ca.

Jon Durham, Paul Stuart, Alan Mandel and Jay Hoots are professional trail builders with Hoots Inc., and are passionate about developing the mountain bike trail system in Crows-nest Pass.

This is a great opportunity.” The Artist Collective Studio was founded last spring, and Yanota says that an aim of the studio is to utilize the space in ways that promote community and positive personal growth – some-thing that the Women’s Empowerment Workshop is sure to deliver on. Beginning on Friday, Sept. 26 from 7 p.m. to 10 p.m., participants will be treated to a meet and greet wine and cheese reception at the studio. The fol-lowing day, Saturday Sept. 27, will be

dedicated towards goal management, motivation building and empowering positive thought processes. The cost of the workshop is $180 per person, with an early registration gift incentive if you sign up by Sept 19th. The workshop will be capped at 20 par-ticipants. Lisa Friedt is an Edmonton based life coach, and is known for her sense of humor and feisty attitude. She special-izes in working with, and empowering women, and has a strong entrepreneur-ial and corporate based background, she is also a Reiki Master and uses in-tuitive thought techniques in her work-shops. To learn more, please visit her website www.dreamitachieveit.ca. To register for the workshop, please contact Nich-ole Yanota at 403-562-7889 or email [email protected]. The Artist Collective Studio is located in the upper suite of 13231 Main street, Blairmore.

Canadian Picker in search of the Lost Treasures of the Crowsnest PastSubmitted

There are few that can deny that the Crowsnest Pass has a rich and colourful history. Everywhere we look we see different aspects of our past, but our history isn’t just the buildings and the historic places we drive past every day. Precious history may be residing in your basement, packed away in a box that hasn’t been opened for twenty years! On Sept. 27 people will have the chance to show off their treasures at a special event, Lost Treasures of the Crowsnest Past. Lost Treasure of the Crowsnest Past is a new event happening at the Frank Slide Interpre-tive Centre in conjunc-tion with Alberta Cul-ture Days (Sept. 26 to 28). The goal of the event is to provide people from the community with a chance to show off their own treasures and to share the fascinating sto-ries behind them. Shel-don Smithens, star of Canadian Pickers, will be on hand to provide opin-ions and insights into the treasures that people will bring to the Centre. The treasured items will be on display on Saturday, Sept. 27 at the Frank Slide Interpretive Centre. Lost Treasures of the Crowsnest Past activities will begin at 11 a.m. at the Centre, where Smithens will give a pre-sentation about his expe-riences filming the show, Canadian Pickers. Following the pre-

sentation, from 1 p.m. to 3 p.m., Smithens will meet with each of the treasure owners to get some background on the items. After examining all of the items, he’ll pick what he considers to be the top three treasures. The owners of the top three treasures will each receive two tickets to the Crows-nest Museum’s Harvest of Memo-ries. For the rest of the afternoon, Smithens and a team of local his-torians will pick the winner from the three finalists. The winner of the Lost Treasures of the Crowsnest Past will be an-nounced at the Harvest of Memo-ries on Saturday evening and the

winner will receive a miner’s lamp, courtesy of the Frank Slide In-terpretive Centre. At the owner’s discretion, the winning treasure may be put on public display at the Crowsnest Museum or at the Frank Slide Interpretive Centre. The time has come to show off your treasures and to claim your place in the history of the Crows-nest Pass. A limit of 35 treasures in total will be examined dur-ing the event, with a limit of two treasures per person. As space is limited please call the Frank Slide Interpretive Centre at (403) 562-7388 to confirm your spot in the Lost Treasures of the Crowsnest Past.
