Why develop these facilities?

through the 2010 Solid Waste Management Strategy, County spoke strongly

about no new landfills

current operations leave us vulnerable to rising costs and limited capacity to

increase diversion or add new materials to our programs

demonstrates sound environmental leadership – an investment in diversion

allows us to increase diversion through expansion of the green bin program

reduces environmental impacts from export of waste

supports local agricultural initiatives

Materials Management Facility will save tax dollars for our residents –

approximately $13 million over the next 20 years

What is an Organics Processing Facility (OPF)?

location where organics (green bin material, potentially materials such as

leaf and yard waste, pet waste and diapers) are processed and

converted into other valuable products, such as compost or fertilizer

reduction in greenhouse gas emissions by shortening haulage distances

local, long-term solution to securely and responsibly manage our own

organic waste

production of nutrient-rich compost or fertilizer to enhance local soil

program such as pet waste, and in the long-term diapers

Regulatory Framework

o General approach to siting and evaluating the County's OPF/ MMF

is modeled on the MOECC's Statement of Environmental Values

(SEV)

• Siting and development will consider the prevention of

impacts and protection of the existing environment

o The proposed undertaking (OPF/MMF) is not designated or

defined under the Ontario Environmental Assessment Act (OEAA),

or the Waste Management Regulation (O. Reg 101/07)

• Minimum threshold is a facility that transfers more than 1,000

tonnes of waste per day from the site (i.e. OPF/MMF) for final

disposal

o However, the County has modeled the siting process after the

OEAA by utilizing the broad definition of “environment” under the

OEAA as the basis for developing evaluation criteria

Regulatory Framework

o County must seek additional approvals, notably:

• Planning Act – Amendments to Official Plan and Zoning By-

Law

• Environmental Protection Act – Environmental Compliance

Approval (previously known as a Certificate of Approval or

CofA)

o Public Engagement and Consultation will continue

throughout the development of the OPF/MMF, including

during the additional approvals noted above.

• Application of Screen 1 and Screen 2 criteria
