The Skipper’s Responsibility • The CTV skipper has the overall responsibility for the safety of his

vessel, crew and passengers at all times. Close observation of prevailing and forecast weather conditions and capability of own vessel when deciding to put teams up or bring down from Towers.

• The CTV skipper has the responsibility to follow safe working procedures and the guidelines set out in Marine Transfer Procedure. These documents can be found on your vessel.

• The CTV skipper has the responsibility to stop any practice they deem unsafe and report ANY accident, incident, near miss or safety observation.

• The CTV skipper has the responsibility to keep their vessel clean, tidy and well maintained.

PPE – CTV CrewsWhen transferring on Eon Quay Side all CTV Crews must wear:-

• Safety Boots • High Vis Jacket or Vest

• Hard Hat

• Lifejacket SOLAS approved 150n minimum

PPE - PassengersALL personnel MUST wear PPE when transferring from:

• Boarding the Vessel on Eon Quayside

• Transferring from PTV to WTG and vice versa

• Transferring to or from an construction Vessel

• No Person including CTV Crews will not board vessel from Eon Quayside unaccompanied.

The Skipper and Deck supervisor will not under any circumstances allow personnel including boat crews to transfer without the designated PPE.

Personnel Transfer – CTV to WTG1. With all PAX seated within the CTV, the skipper will approach the boarding ladder

and push on. Once the skipper is happy that their position is secure the deck hand is now clear to make way to the transfer area.

2. The deckhand must now clip on to a secure point on the transfer area.

3. The Skipper will indicate whether he/she is happy to proceed. The first PAX will now be clear to make his way to the transfer area.

4. The deckhand will asses the sea state, pull down the inertia reel, take in and create slack on the line and assist the PAX with connecting the Karabiner to his/her harness, but it is the PAX responsibility to ensure Karabiner is properly connected.

5. Once the skipper and deckhand have deemed it safe to transfer the PAX is now clear to climb.

Personnel Transfer – WTG to CTV1. Once the skipper is happy that his position on the boarding ladder is

stable the Deckhand is now clear to make his way to the transfer area.

2. The Deckhand will then clip on to a secure point within the transfer area.

3. Once the Deckhand is secure and happy the PAX is clear to descend.

4. The deckhand will now stop the PAX usually between 6 and 10 rungs from the boarding position. Nice clear instruction is needed. It can be a noisy environment and failure to communicate effectively with the PAX could result in an unsafe transfer or worse.

5. Once the Deckhand is happy that the sea state is conducive to transfer he/she will perform a slow and clear count down. The PAX will then be instructed by the Deckhand to step back.

6. Once on the CTV deck the Deckhand must then assist the PAX with removing the inertia reel system, returning the inertia reel in a controlled manner

Personnel TransferThe transfer of personnel to and from WTG’s and Construction Vessel is, by sheer volume, one of the most risky operations we conduct in the field on a day to day basis.

• PAX must be wearing PPE and have it adjusted correctly

• Brief the PAX on the transfer in a clear and precise manner.

• Remember. Be methodical. The potential for accident during personnel transfer is high. Your skill and experience will help lower that risk.

• If you feel that the PAX is operating in an unsafe manner CALL AN ALL STOP

Reporting of Incidents, Accidents & Near Misses

• Incidents, Accidents or Near Misses are to be reported to the Marine Coordinator By VHF or Phone Immediately 24 hours a day

• If you are unsure if you should report the incident accident, then by default do it, no one will be annoyed if you report an incident but we will be if you don’t.

Lifting Operations• Skipper and crew must be involved in all TBT’s for lifting operations from the PTV.

• To prevent personal getting injured by either moving or falling cargo, all personnel must move to a safe distance from the area where a lifting operation is taking place.

• Under no circumstances should personnel be in a position where they are near to or under a suspended load. If Tag Lines are required ensure they do not become entangled with the superstructure of the CTV. Deckhand’s can assist with the banksman/slinger/rigger with the operation of tag lines.

• If Skippers or Deckhands are not happy with the position of any personnel or the condition of the lift, CALL AN ALL STOP.

• CTV crew are not to sling or unsling loads unless qualified, this must be done by a Competent Person Certified Banksman / Slinger or rigger

• Where certified lifting bags and a lifting line with a hook are available these may be hooked by the deck hand.

• Remember Items packed or secured for transit are not necessarily suitable for lifting. If in doubt speak with the rigger.

• All Items are to be lifted in certified lift bags, unless to big to fit into bags.

Radio Procedure• Correct “Not Strict” Radio Procedure is to be adhered to at all times.• Pro words to be used “Oky Dokay” might mean something to you but not to a

Croatian.• P1 is not to be used for having a chat with your mate on another vessel.• If you need to have a long involved conversation switch to another Intership or

Contractor Channel.• Keep transmissions to a minimum no need to repeat a received message unless. you are unsure of full contents and want to clarify, a Roger or Copied is sufficient. We all like to be good mannered on the radio and a thank you or good morning is appropriate. We would like to strike a balance between Strict Coastguard Protocol and unprofessional mayhem.• Radios In Dock please have them switched On and Volume turned up

In an Emergency situation or incident keep routine traffic to minimum or zero dependent on severity of the situation.

Relieving Responsibility for PAX• I cannot emphasise too highly the necessity of CTV Skippers handing over control of

passengers to another CTV, that this is done in a correct manner.

• If a CTV hands over responsibility to another CTV then the relieving CTV must be contacted by ideally VHF or mobile phone and a confirmation that responsibility for passengers is understood and taken , number of passengers, location, any comments such as time expected to come down, equipment to be offloaded must be passed to the relieving CTV Radio Channel of Teams.

• A CTV should not consider itself relieved of responsibility unless the relieving vessel is contacted and positively confirms it has responsibility.

• Also contact Marine Coordinator to report details & procedure followed

Leaving The Field

• Permission must be sought from the Marine Coordinator prior to leaving the field.

• The tower teams sometimes misinterpret the weather forecast, prevailing conditions or rumour. If in doubt call the Marine Coordinator.

• Rest assured we take the weather into account on all operations at all times of the day.

• Any skipper who leaves the field without permission will be asked to explain their actions.

• The work teams must be allowed the freedom to use the CTV’s as required for work, but we MUST keep overall control.

Emergency Situations MGN 280 (M)

• In an emergency CTV can carry more than usual 12 PAX.

• ““Passenger” means any person carried on a ship except:

(a) a person employed or engaged in any capacity on the business of the vessel,

(b) a person on board the vessel either in pursuance of the obligation laid upon the master to carry shipwrecked, distressed or other persons, or by reason of any circumstance that neither the master nor the owner nor the charterer (if any) could have prevented or forestalled,

(c) a child of under one year of age

Restricted Visibility (FOG)

• During periods of Restricted Visibility the CTV master must ensure that he can recover a MOB safely if the Pax falls into the water during transfer.

• This is the only time when restricted visibility plays a role Rule 6 &19 notwithstanding .

• With all modern electronic navigational equipment installed on the vessel the risk of collision with structures and other vessels are reduced to an acceptable level.

• If in doubt contact the Duty Marine Coordinator via the P1 channel in the first instance with any reservations.

• The vessel master will make the final decision after consulting the Duty Marine Coordinator via the P1 channel to get any weather updates etc..

Protocols for Safe Transfers.• Duty Marine Coordinator to assess weather conditions and decide

whether to send vessels out. • Vessel master to assess conditions based on forecast, tides, and

weather conditions experienced at the work front. • Vessel master to decide whether it’s safe to transfer PAX off vessel.• Each individual then has to decide whether it’s safe to transfer.• At any point when a person feels unsafe he is to inform the work

party supervisor or skipper and the transfer MUST NOT go ahead.

• NB: It is each individuals responsibility to ensure whatever tasks they are carrying out is done in a safe and timely manner.

GFD Penning

• New Procedure Eon have been given certain slots outward i.e. 05:00, 05:45,06:45, 07:30 so we have priority when we book at these times.

• Inward we also have certain Slots 16:00 16:45 17:45 18:30 19:30 20:30.

• This does not mean we have to come in for these times but if CTV’s are waiting in a queue, then Eon charted vessels take priority over say a Dong or Centrica CTV
