The year 2017 has been a challenging year for all of us and weencountered new strategies to come up with better statistical andcivil registration system. We also struggled to meet our deliverablesand targets. It is with great honor, pride and accomplishment that I present the
2017 Annual Report of PSA Siquijor Provincial Office. This is the first
report prepared by the office and it serves as an inspiration for all of
us in achieving our goals every year.
2017 was a great year for us. With all the hard work and cooperation
among us, we have delivered and performed our respective tasks as
one solid, responsive and world-class authority on quality statistics
and civil registration services as reflected on the contents of this
report. I am proud of the tremendous efforts we make everyday to
provide our clients and stakeholders with exemplary service that goes
beyond the expected.
I would to thank and express my heartfelt congratulations to all of us
for exerting time and effort in coming up with this report. Working
together is critical to our continued success as one PSA family. May
God continue to bless and guide us as we continue to serve the
Filipino people.

OUR MANDATE
The PSA shall primarily be responsible for the implementation of the objectives and
provisions of RA 10625.
It shall plan, develop, prescribe, disseminate and enforce policies, rules and regulations
and coordinate government wide programs governing the production of official statistics,
general purpose statistics and civil registration services.
It shall primarily be responsible for all national censuses and surveys, sectoral statistics,
consolidation of selected administrative recording systems and compilation of national
accounts.
FUNCTIONS
The PSA shall:
1.Serve as the central statistical authority of the Philippine government on primary data
collection;
2.Prepare and conduct periodic censuses on population, housing, agriculture, fisheries,
business, industry and other sectors of the economy;
3.Collect, compile, analyze, abstract and publish statistical information relating to the country’s
economic, social, demographic and general activities and condition of the people;
4.Prepare and conduct statistical sample surveys on all aspects of socioeconomic life including
agriculture, industry, trade, finance, prices and marketing information, income and expenditure,
education, health, culture and social situations for the use of the government and the public;
5.Carry out, enforce and administer civil registration functions in the country as provided for in
Act 3753, the Law on Registry of Civil Status;
6.Collaboration with departments of the national government including GOCCs and their
subsidiaries in the collection, compilation, maintenance and publication of statistical information
including special statistical data derived from the activities of those departments, corporations
and their subsidiaries;
7.Promote and develop integrated social and economic statistics and coordinate plans for the
integration of those statistics, including the national accounts;
8.Develop and maintain appropriate frameworks and standards for the collection, processing,
analysis and dissemination of data;
8.Coordinate with government departments and local government units (LGUs) on the
promotion and adoption of statistical standards involving techniques methodologies, concepts,
definitions and classifications and on the avoidance of duplication in the collection of statistical
information;
9.Conduct continuing methodological, analytical and development activities in coordination with
the PSRTI, to improve the conduct of censuses, surveys and other data collection activities;
10.Recommend executive and legislative measures to enhance the development of the
statistical activities and programs of the government;
11.Prepare, in consultation with the PSA Board and Philippine Statistical Development
Program (PSDP);
12.Implement policies on statistical matters and coordination as directed by the PSA Board
and;
13.Perform other functions as may be assigned by the PSA Board and as may be necessary to
carry out the purposes of RA 10625.

Labor Force Survey
The Labor Force Survey (LFS) is a nationwide quarterly activity which isundertaken during the months of January, April, July and October. It isundertaken to provide up-to-date information on the Philippine laborforce, the levels of employment, unemployment and other laborcharacteristics.
Starting January 2017, the survey adopted the Computer Aided DataCollection System or CADaCS for the collection of data. Tablets wereprovided to the Statistical Researchers. The total samples for this roundwas 193 housing units/households while during the April, July andOctober rounds, the samples were 192 sample housing units/households.The focal person for these quarterly surveys was SS II Joselito C.Maghanoy.

Annual Poverty Indicators Survey
The 2017 Annual Poverty and Indicators Survey is a nationwide
survey designed to provide information on the different non-income
and income-based indicators related to poverty. This is conducted
annually when there is no Family Income and Expenditures Survey
which is done every three years. It gathers data on the socio-
economic profile of families and other information that are related to
their living conditions.
This is a rider survey to the July 2017 Labor Force Survey which only
uses one (1) replicate or a total of 48 sample housing
units/households. Two (2) Statistical Researchers were hired to
conduct the enumeration while another two (2) manual processors did
the manual processing. The questionnaires were sent to the regional
office for further machine processing.

Survey on Overseas Filipinos
The Survey on Overseas Filipinos is a nationwide survey conducted by
this office. This is a rider survey to the October 2017 Labor Force
Survey. It aims to gather information on Filipino citizens who left the
country for the last five years covering the period October 2012 to
September 2017. The survey aims to provide data on overseas Filipinos
and their contribution to the Philippine economy. The questionnaires
were manually processed at the provincial office and machine
processed using the SOF data processing system. The focal person for
the 2017 SOF is SS II Joselito C. Maghanoy.
Water Quality Testing
The Water Quality Testing survey was also conducted as a rider survey to
the 2017 Annual Poverty Indicators Survey. The survey is conducted by
two PSA technical staff in the person of Leslie Marie Zuasula of RSSO 7
and Lyndon Gerardo Suico of PSA Cebu P.O. This aims to obtain a
nationally representative view of the quality of water that people drink in
their homes and the quality of their drinking source. The WQT module
questionnaire was administered and water quality testing was conducted
to sub-samples from the 2017 APIS. The province has twelve (12) sample
housing units/households for this said survey.

Farm Prices Survey/Crops Production
Survey
The Farm Prices Survey is a monthly survey
conducted during the last 10 days of the month.
The FPS generates data on prices received by
producers at the first point of sale, regardless of
whether these major agricultural commodities are
sold at the farm or anywhere else. The output of
the survey is used in the periodic valuation of the
outputs produced by the agricultural sector.
Meanwhile, Crops Production Survey (CrPS) is a
rider to the Farm Prices Survey. The CrPs is a
quarterly survey and is conducted during the
months of February, May, August and November. It
generates basic production for crops other than
palay and corn like fruit crops, vegetable crops,
root crops, non-food and industrial crops at the
regional and provincial levels.
During the year, regular personnel and statistical
researchers conducted the field operation while SA
Eric L. Balios served as the focal person for this
undertaking.

Backyard and Livestock Survey
Backyard and Livestock Survey is a quarterly
survey conducted regularly by the provincial
office. It generates data of inventory of animals
by farm type, by age, and by classification,
chicken by type, disposition of animals and
volume of egg produced. It covers livestock
commodities like cattle, carabao, swine and
goat and poultry commodities such as chicken,
chicken eggs, duck and duck eggs. Carabao,
cattle, duck and duck eggs are covered in the
semi-annual surveys. SS II Jill Bernadette C.
Abing and AO I Rosario S. Atay are the focal
persons of this survey during the year. Samples
for this survey are anchored on the PCPS
samples.

Palay and Corn Stocks Survey
(PCSS 1)
The Palay and Corn Stocks Survey is a
monthly survey conducted every first 4
days of the month. It generates the first
day of the month stock level of rice and
corn held by farming and non-farming
households in the province. The results of
the survey forms part of the computation
for the total palay and corn stock condition
in the country. Two statistical researchers
were hired every month to conduct in the
field operation. SA Antonio D. Achay is the
focal person for this activity.
Palay and Corn Production Survey
Palay and Corn Production Survey is
conducted quarterly which generates
quarterly estimates and forecast data on
production, area and yield specifically
for corn and palay. This is conducted
during the first ten (10) days of April,
July, October and December.
Furthermore, the survey contains the
following information: area
planted/harvested and production by
ecosystem for palay and crop type for
corn, monthly distribution of production
and area harvested, farm household
disposition/utilization of production, area
with standing crops, planting intentions
indicator, use of seeds, fertilizers and
pesticides and awareness and
availment of program interventions. For
the year 2017, the focal person for the
said survey was SA Antonio D. Achay.

Annual Survey of Philippine Business and Industry (ASPBI)
The 2016 Annual Survey of Philippine Business and Industry is an annual establishment
survey which aims to provide planners and policy makers in government as well in the
private sector, with information on the levels and structure on economic activities in the
formal sector.
OIC-PSO Felicisimo B. Valios and RO II Rizalyn Teodora G. Postrado attended the 2nd
level training in Cebu City on March 28-29, 2017 while the 3rd level training was
conducted at the provincial office on April 5-6, 2017. A Respondents’ Forum was also
conducted on April 11, 2017 at the provincial office. This was attended by the
managers/owners/representatives of the sample establishments and other stakeholders
in the province wherein survey questionnaires were distributed right away. The remaining
questionnaires were distributed to the establishments starting April 17, 2017. The
province of Siquijor had a total of fifteen (15) establishments and all were collected as
per timetable. Manual and machine processing followed after the collection. Tokens and
certificates of appreciation were also handed to all sample establishments to show
gratitude for their continued cooperation.
Quarterly Survey of Philippine Business and Industry
(QSPBI)
The 2017 Quarterly Survey of Philippine Business and Industry is a nationwide survey
conducted by PSA quarterly. It aims to provide quarterly data on total employment,
revenue/sales, compensation, value of production and total inventory of goods and
capacity utilization by industry groups. The result of the survey will serve as inputs to the
estimation of the national accounts.
In 2017, the province has only one priority sample establishment in the mining sector. The
point person involved in the distribution and collection was SS II Joselito C. Maghanoy
while SS II Jill Bernadette C. Abing took charge in the manual processing and ecoding of
the survey questionnaire.

Weekly Cereals and Fertilizer
Price Monitoring (WCFPM)
This is a regular activity of the
Philippine Statistics Authority
where it generates data on weekly
prices of palay/rice, corn and
fertilizers. This monitoring is
conducted simultaneously with
Retail Price Survey. Submission
of data collected is every Tuesday
before twelve noon. SA Eric L.
Balios and Asst.. Statistician Jay
B. Cabaron are the focal persons
during the year.
Retail Price Survey
The Retail Price Survey is a regular
survey undertaking of the Philippine
Statistics Authority. It intends to
collect retail prices of selected
agricultural commodities like
vegetables, fruits, fish, meat and
other relevant marketing information
at various frequencies at pre-
selected major trading centers. For
the province, the survey is
undertaken every Tuesday morning
at Siquijor Public Market and the
gathered data in the five (5) outlets
is encoded immediately and sent to
Central Office before twelve noon.

Survey of Retail Prices of Commodities and Services for the
Consumer Price Index
The CPI is an indicator of the change in the average retail prices of a fixed
basket of goods and services commonly purchased by households relative to a
base year. For the province, the survey of retail prices is done at various
frequencies like weekly and bi-monthly. The output of this survey is used to
determine the monthly CPI for all income households. In addition, it is used to
calculate the inflation rate and purchasing power of the peso for a certain period
in the province. For the year 2017, SS II Joselito C. Maghanoy and Assistant
Statistician Jay B. Cabaron were the point persons responsible to collect prices
for the 1st and 2nd phase of the survey while in charge for the Weekly Survey of
Petroleum Products was Mr. Cabaron

Commercial Livestock and Poultry Surveys
(CLPS)
The Commercial Livestock and Poultry Survey is a
quarterly survey conducted by the Philippine
Statistics Authority which aims to provide an
estimate of the current supply and disposition
practices for commercial livestock and poultry
farms in the country. It gathers data on the
characteristics and operations on commercial
farms, data on the inventory, number of births,
number of deaths and number of slaughtered
livestock and poultry commodities.
For the province, a total of seventeen (17)
commercial farms were sampled in the four
quarters of 2017. SS II Jill Bernadette C. Abing
and AO I Rosario Atay were the focal persons
during the year. The data gathered in this survey
served as an input to the regular Regional Data
Reviews for the year.
Quarterly Municipal Fisheries
Survey (QMFS)
The Quarterly Municipal Fisheries Survey is a regular
quarterly survey of the office. It covers fishing
operations in marine waters to sample Municipal
Landing Centers (MLC) carried out without the use of
boat or the use of boat of three (3) gross tons or less.
The survey generates data on the volume and price of
fish, by species, by province and by region. For the
province of Siquijor, a total of eleven (11) municipal
landing centers in 2017 were sampled. SA Eric Balios
was the lead person for this quarterly survey.

Other AGSTAT Surveys
Quarterly Aquaculture Survey
The Quarter Aquaculture Survey is another quarterly
survey which covers all forms of raising and culturing
of fish and other fishery species in marine, brackish
and freshwater under controlled condition. It provides
data on the volume and value of production in the
aquaculture sector in the province. A total of thirty (30)
aquafarms in the province were covered in the survey
during the year. The focal person for this survey is SA
Eric L. Balios.

Agricultural Labor Survey
The Agricultural Labor Survey (ALS) is a household-based survey which
generates estimates of the daily wage rates of workers in agriculture particularly
in the four major crops like palay, corn, coconut and sugarcane farms. This
survey is conducted during the months of January and July. It determines the
basis for computing the daily wage rate of farms workers by crop and by sex;
wage rate of farm workers by crop, by basis of payment and by farm activity;
number of mandays per hectare by crop, by farm activity, source of labor and
sex; distribution of hired workers by term of payment, crop and sex and
distribution of hired workers by farm activity, crop and sex.
During the year, the office conducted the activity together with the BLPS, PCPS
and PCSS1 since they have the same sample households. All survey forms
were manually processed in the province and all survey returns were
transmitted to Central Office accordingly. The point person of this survey was SA
Antonio D. Achay.

2017 Geo-Tagging of Building Structures
The Philippine Statistics Authority conducted the 2017 Geo-Tagging of Building
Structures for the purpose of updating the existing digitized maps for use in data
collection during census and survey operations, information dissemination activities,
spatial analysis, and in the development of the sampling frame for the Master
Sample for household-based and other sampling frames. This is a nationwide activity
where the office hired map data collectors in conducting the geo-tagging of all types
of building in the country. In order to properly conduct the operation, series of
trainings were conducted at the regional and provincial offices last April 3-7, 2017
and April 24-28, 2017. The province has a total of three (3) map data collectors and
one (1) map data screener. SS II Jill Bernadette C. Abing acted as the provincial
focal person. A total of one hundred ten (110) Primary Sampling Units (PSUs) were
covered in the operation. The operation begun on May 8, 2017 and ended on August
30, 2017.

2017 Listing of Farm Households (LFH)
The 2017 Listing of Farm Households is a nationwide activity that aims to update
the agricultural-based survey frame information. It collects information about the
farm/holdings of households and the corresponding farm operators. The information
gathered from the survey will be used in the continuous development of
agricultural-based sampling frame.
The 2nd level training was held in Cebu City on August 28, 2017 to September 1,
2017. This was attended by OIC-PSO Felicisimo B. Valios, SA Eric L. Balios, being
the provincial focal person and two (2) hired team supervisors. There were ten (10)
enumerators hired in the province to conduct the field enumeration. The method of
data collection was using paper and pen personal interview (PAPI) and later on the
data was encoded using the tablets and the files were then transmitted
electronically. The enumeration started on September 7, 2017 which lasted on
November 25, 2017 while the encoding of data started right away on November 28,
2017 and ended on December 19, 2017. There were sample thirty seven (37)
barangays covered in the listing operation.

2017 Updating of the
List of Aquaculture
Farms
The 2017
Updating of the List of
Aquaculture Farms
was conducted by the
office on October 2-
20, 2017. The listing
aimed to generate a
sampling frame for the
quarterly surveys on
aquaculture. The
activity collected data
and information about
the updates of
aquaculture farms and
the corresponding
farm operators in the
province.
The province
hired one team
supervisor and one
enumerator to conduct
the listing operation
and SA Antonio D.
Achay acted as the
focal person for the
said activity. A total of
one hundred fifty six
(156) aquaculture
farms were updated
and listed in the said
undertaking.

2017 National Demographic and Health Survey (NDHS)
The 2017 National Demographic and Health Survey (NDHS) is a nationwide
sample survey which is conducted every five years by the office. It is
designed to provide information on family planning, reproductive health,
maternal and child health, early childhood mortality, HIV-AIDS-related
knowledge and attitudes and violence against women in the country. The
survey involved interviewing all women in the sample households who are
between 15 and 49 years old. This is the first time that the survey made use
of computer-aided personal interview (CAPI) during data collection. The 2nd
level training was held in Cebu City last July 10-29, 2017 with Siquijor
having two field interviewers. SS II Jill Bernadette C. Abing acted as the
Team Supervisor. The enumeration officially started on August 14, 2017 and
ended on October 15, 2017. There were fifteen sample barangays in the
province covered by the survey which comprised of three hundred twelve
(312) sample housing units/households.

Construction Statistics from Approved Building Permits
Construction statistics are compiled by the office from the approved building
permits issued by the Local Building Official of all the Local Government Units
in the province which also includes demolition and fencing permits collected
every month by PSA personnel. The permits are then processed at the
provincial office using the Building Permit Computer System. SS II Joselito C.
Maghanoy and Assistant Statistician Jay B. Cabaron were responsible in the
collection during the year while SS II Jill Bernadette C. Abing was in charge in
the processing using the said computer system.

Commodity Flow/Domestic Statistics (DOMSTAT)
Commodity flow or domestic statistics is a compilation of data carried through the air, rail
and water transport systems in the country. The office compiles domestic trade statistics
from copies of coasting/coastwise passenger manifests collected from the office of the
Philippine Ports Authority (PPA). These manifests were collected from the major ports in
the province to account for transactions that went through seaports. The identified
seaports in the province are Larena and Siquijor ports. All documents collected and
compiled were manually processed and encoded using the DOMSTAT system at the
provincial office. Assistant Statistician Jay B. Cabaron was the lead person and
responsible for the collection and processing of the documents.

Survey of Slaughterhouses and Poultry Dressing Plants
The Survey of Slaughterhouses and Poultry Dressing Plants is an activity of PSA that
provides statistics on the number of animals slaughtered in slaughterhouses and birds
dressed in poultry dressing plants.
For the year 2017, the data were collected through the administrative reports of Meat
Inspectors which are submitted to the Provincial Veterinary Office or at the Municipal
Agricultural Offices or directly from the Meat Inspectors of the slaughterhouses. The
provincial office has monitored four (4) slaughterhouses in the province for the year 2017.

2017 PSA SIQUIJOR ANNUAL REPORT
Decentralized Vital Statistics System (DVSS)
Decentralized Vital Statistics System (DVSS) was developed to improve the
processing of civil registry documents submitted by the local civil registrars to
the PSA provincial offices. Vital Statistics can be generated from the DVSS
system. RO II Rizalyn Teodora G. Postrado was the point person in charge of
the processing of the CR documents during the year. The CR documents
together with the corresponding data files were then transmitted to CRD-Vital
Statistics Division. Shown below were the registered civil registry documents
from the six municipalities of the province for the year 2017.

Batch Requests Entry System (BREQS)
BREQS is a scheme wherein the PSA gives an authority to a partner LGU, an
institution or Travel/Recruitment Agency to receive request for PSA-issued
copies or Security Paper (SECPA) for birth, marriage, death and Certificate of
No Marriage Record. For the province of Siquijor, the municipalities of Siquijor
and San Juan thru their Municipal Civil Registrars are the authorized LGUs to
receive request or otherwise known as the BREQS users.

Halad Sa Katawhan is an activity of the Local Government Units/Government

Araw ng Siquijor/Araw ng Bayan ng Siquijor
Araw ng Siquijor is celebrated every September 17 of every year.
This date marks the independence anniversary as a separate
province. The festivity is usually a weeklong celebration filled with
various activities such as sports activities, cultural presentations,
dance competition, trade events participated by government
agencies, schools and the private sector. While Araw ng Bayan ng
Siquijor is also held during the month of September which marks
the municipality of Siquijor as the capital town of the province by
virtue of Proclamation No. 1075.
