Overview These maintenance packs provide resolutions to issues discovered in SilkRoad Onboarding

since customers upgraded to 2017.1 in production. This document provides a summary of

the changes and the corresponding Support Case if applicable.

Changes The following changes have been made to Onboarding with a maintenance pack for

Onboarding.

2016 Form I-9

On November 14, 2016, the USCIS released an update Form I-9. On January 22, 2017,

no previous versions of the Form I-9 are valid to start (see transition options below).

Onboarding maintenance packs 5 and 6 for 2017.1 provide the 2016 version Form I-9 to

use for Onboarding customers. An overview of the changes to Onboarding are covered

here.

Select Form I-9 Version to use

This setting will only be available on the I-9 tab for a short time to allow client

administrators the ability to select when they want to switch to the 2016 Form I-9.

Following January 19th, all sites will be configured to only use the 2016 version of the form

I-9 and this setting will no longer be editable.

Section 1:

For an overview of the updates to the Form I-9 you can review this video

Additionally, notable changes in each section are:

Removed instructions The instructions were removed from the top of the

page and now there is a button that takes you to

the USCIS’s I-9 instruction web page.

Hover and Helper text Each field now contains Hover and Helper text that

gives instructions on what to enter in each field.

The hover text is activated when a cursor is placed

over the field and the Helper text is activated by

clicking the “?” next to the field name.

Blank fields All Section 1 fields are required, except SSN.

Because of this, certain fields now allow for N/As.

Each of these fields have this explained in Helper

text.

Date of Birth field The date picker was removed so now the

employee must manually enter date of birth. This

ensures the correct date is entered.

Social Security Number field XXX-XX-XXXX format is auto populated no matter

how the SSN number is entered.

Citizenship Status Any field not used will be prepopulated with an

N/A.

A lawful permanent resident When Alien Number is selected in the dropdown,

an “A” appears before the text field.

An alien authorized to work When Alien Number is selected in the dropdown,

within the Alien Registration Number/USCIS

Number section, an “A” appears before the text

field.

An alien authorized to work cont. The Country of Issuance, in the Foreign Passport

Number section, is now a dropdown containing all

recognized countries.

Preparer and/or Translator

Certification

Employee is now required to either check the box

saying they did not have any assistance or that

they did has assistance in completing section 1.

When “A preparer(s) and/or translator(s) assisted

the employee in completing Section 1” is selected,

a new “How Many?” dropdown appears. This

dropdown allows the employee to declare how

many preparers or translators they used. The

number is limited to 5 and a new section appears

for each preparer or translator selected. Each

preparer or translator must add their information

to this area. When the I-9 is printed, only the first

preparer or translator appears on the form; the

others appear on a separate preparer/translator

page.

Section 2:

Hover and Helper text See description in Section 1.

Header The Header is now split into four separate fields

and pre-populates with the employee’s information

from section 1. These fields are Last Name, First

Name, M.I. and Citizenship/Immigration Status.

The Citizenship/Immigration Status field populates

with a number selected as the Citizenship status

within section 1. This number matches the number

next to the status within section 1. This field also

drives what can be selected as a Document Title

within List A, B, and C.

Document Title (Lists A/B/C) All documents are now listed. A dotted line

separates authorized and unauthorized

documents. If an unauthorized document is

selected, an error message is displayed.

Issuing Authority (List A/B/C) These fields have been modified to include some

dropdowns and text fields—depending on what is

selected as the presented document.

Blank fields Any unused field auto populates an N/A.

Section 3:

Hover and Helper Text See description in Section 1.

Header (above section 2) The header is now split into four separate fields

and pre-populates with information from the

original I-9. These fields are Last Name, First

Name, M.I. and Citizenship/Immigration Status.

The Citizenship/Immigration Status field is blank.

New Name section This section has been split so that the last name,

first name and middle initial have their own fields.

Blank Fields No field can be blank so N/A must be entered in

each unused field.

Option & Report for Form I-9 transition

Effective with the 2017.1.12 Release – The I-9 Version Compliance report was removed from the

navigation.

The USCIS has provided the following guidance on how the Form I-9 transition can be

executed:

On Jan. 22, 2017, employers must use only the new version, dated 11/14/2016. Until then, they

can continue to use either the version dated 03/08/2013 or the new version. If the employee

completes Section 1 of Form I-9 on the 03/08/13 version before the expiration date of Jan 22,

2017, the employer should complete Section 2 on the same version of the form, even if this

occurs on or after Jan 22, 2017.

Based on this guidance, Onboarding provides options on handling the transition between Form I-9

versions. Use the Form I-9 Transition setting (I-9 tab of Settings page) to select an option.

With the following options to be executed the night of January 21, 2017:

1. Use 2013 Form I-9 if section 1 is complete (Default)

• If section 1 of the Form I-9 is completed using the 03/08/2013 version of the Form

I-9, Section 2 of the form will be completed using the same version of the Form I-9.

• Note: If section 1 of the form I-9 has been started but not completed before January

22, 2017, the started Form I-9 will be deleted, and when the user accesses the Form

I-9 again they will be presented with the 11/14/2016 version.

2. Start over using 2016 Form I-9 for incomplete forms

• If section 1 of the Form I-9 is completed using the 03/08/2013 version of the Form

I-9, and Section 2 is not completed before January 22, 2017:

• Place a PDF of the originally completed Section 1 (03/08/2013 N) on the I-9 Tab

• The originally completed Section 1 (03/08/2013 N) will be deleted and the task to

complete section 1 will be reopened, so that a new Form I-9 of the correct

version (11/14/2016) can be started.

To determine which new hire’s Forms I-9 will be impacted on the transition date, use the

new I-9 Version Compliance report. (You can access it if you have access to other I-9

Reports.) Report contents change based on the selected transition option. Because this

report is only for compliance with the US Form I-9, it is only available in English.

Note: This report is only for the transition from the 03/08/13 version of the Form I-9 to

the 11/14/2016 version and will be removed from the report navigation in an update

following the transition.

When using the default option to continue to use the 2013 Form I-9 when section 1 is

complete, the report will only display employees that have started the Form I-9, but not

completed section 1. There are the cases where an employee has opened the form and

selected “Save and Complete Later”.

Once deployed to production, the list of impacted Forms I-9 will be updated each

evening with the nightly processing that Onboarding executes. You can update the

report during the day by selecting Update Now.

Users that have the I-9 Administrator privilege can manually “Restart I-9 Process”. This

manually executes steps that Onboarding would execute automatically.

Alternatively, when clients select to use the options to start over with the 2016 version

of the Form I-9, the report will return any users where the entire Form I-9 process is not

complete. Note that E-Verify is an additional process after the Form I-9 is completed and

does not impact Form I-9 compliance, therefore, is not a factor if the Form I-9 process is

complete.

Note: The Form I-9 version compliance processing will continue to execute through the

end of January 2017. If the transition setting is changed processing will proceed based

on how the value of the configuration at the time of processing impacting users’ tasks.

Form I-9 search

The Form I-9 search has been added to the report navigation for I-9 reports. The I-9

search is simplified—most significantly, all dates have been expanded to date ranges.

The updated I-9 Search is only available in the new user interface and replaces the

“advanced I-9 Search” page from the Classic user interface.

The available fields for searching in Section 1 are:

• Employee First, middle, and last name, state, SSN and Citizenship Status.

• The range that date the section was signed.

The next portion of the search criteria searches both sections 2 and 3 and allows you to

search:

• A range of hire and rehire dates

• Document titles

• A range of document expiration dates

• A range of dates that the form was signed/completed

• The authorized repetitive name

• The business or organization name

Known Issues

Form I-9 & E-Verify

Effective with the 2017.1.15 Release – The DHS and USCIS have updated the required

fields for E-Verify submission to address this issue and align E-Verify with the 2016 Form I-

9. Onboarding updated both the ‘classic’ and new user interfaces to meeting the

government changes with items RED-10692 and RED-10694.

As part of the extensive testing of the 2016 Form I-9 and E-Verify some scenarios have

been identified where not all the data required for E-Verify is present on a properly

completed Form I-9. For example:

• For an alien authored to work, it is now possible to properly complete the Form I-9

providing an I-94 number OR a foreign passport number.

• However, if a foreign passport is entered, E-Verify still requires that an I-94 number is

be entered as well.

When encountering this type of scenario SilkRoad recommends that you work with your

council to determine the best method to request the documentation required by E-Verify

from the employee, if that documentation needs to be retained, and what type of notation

or memo should be retained if collecting this documentation causes delays when submitting

an E-Verify case.

SilkRoad is working with the USCIS to clarify if this will be addressed in future changes to E-

Verify or the Form I-9. However, this isn’t an issue that can be addressed in Onboarding

without US Government changes to either the Form I-9 or E-Verify.

I-9 Version Compliance report

Effective with the 2017.1.12 Release – The I-9 Version Compliance report was removed

from the navigation.

When using the “classic” user interface, the employee name links to the employee task list

(event information) do not work. Since the report only has a short lifecycle this issue will

not be resolved. There are two work arounds to this issue:

• Use the new user interface.

• Search for the employee and view their event using quick search or find employee.

A date the displays as 1/1/1900 indicates that there is not a Government Due Date

associated with the event that has the Form I-9 in process.

Form I-9 Section 3

Onboarding is not considering section 3 of the Form I-9 when evaluating is a Form I-9 is the

correct version. Users that are completing re-verification events can delete the section 3

task, including the Form I-9, and then add the tack back to the re-verification event.

Following that procedure when accessed the 2016 Form I-9 section 3 will be used. The only

time this issue would arise is when the Form I-9 was opened in the re-verification event

prior to switching over to use the 2016 Form I-9.

Additional issues

The following issues remain unresolved in this release. Until resolved, use the suggested

workaround or avoid them as noted.

API changes This table summarizes changes available in the Onboarding API after upgrading to 2017.1.

SilkRoad generally ensures that API changes are backward compatible so that previously

built integrations are not impacted. Changes to method output are deployed with an XSLT

that removes the additional output until the transformation is manually removed in the

Onboarding user interface.

Form I-9 – new version

The 2016 Form I-9 contains additional fields and updated options in selection lists relative to

the 2013 version of the Form I-9. Integrations that are based on the fields and options not

changing will need to be updated for employees that complete the 2016 version of the Form

I-9. The updated XSD can be collected from the eForms page in the Onboarding user

interface.

The 2016 Form I-9 will appear as display version “6” for form type “Form_I_9_2009”

Resolved issues The following issues have been resolved in maintenance packs. These issues may not affect

all customers.
