The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and

Resettlement Bill 2013, has now become law.

Under the new Land Acquisition law, farmers and landowners are entitled to get compensation

of up to four times of the market value for land acquired in rural areas, and two times the

market value in urban areas.

The consent of 80 per cent of land owners is mandatory for acquiring land for private projects

and of 70 per cent landowners for public-private projects.

GAAR (General Anti Avoidance Rules) - It seeks to check tax avoidance by investors routing

their funds through tax havens. It will come into effect from 1 April 2016. The GAAR will apply

to entities availing tax benefit of at least 3 crore rupees. It will apply to foreign institutional

investors, FIIs that have claimed benefits under any Double Tax Avoidance Agreement

(DTAA).

Double Tax Avoidance Agreement (DTAA) is a bilateral agreement between two countries. The

main objective of DTAA is to avoid taxation of income in both countries (means double taxation

of same income).

Protection of Livelihood and Regulation of Street Vending) Bill, 2012 is protection of livelihood

rights of street vendors. The purpose of the Bill is also to regulation the street vendors through

the demarcation of vending zones.

Swarna Jayanti Shahari Rozgar Yojana (SJSRY) will now be called National Urban Livelihoods

Mission (NULM). The mission of National Urban Livelihoods Mission (NULM) is reduction of

poverty and vulnerability of the urban poor households by enabling them to access gainful self-

employment and skilled wage employment opportunities.

Central Sales tax is generally payable on the sale of all goods by a dealer in the course of

interstate trade or commerce or, outside a state or, in the course of import into or, export from

India.

VAT is a multi-stage tax on goods that is levied across various stages of production and supply

with credit given for tax paid at each stage of Value addition. The state level VAT has replacedthe existing State Sales Tax.

Custom duties are levied by the Central Government of India on imported or exported goods.

Excise duty is levied on goods manufactured in India.

Central Government levies taxes on income (except tax on agricultural income, which the State

Governments can levy), customs duties, central excise and service tax. Value Added Tax (VAT),

stamp duty, state excise, land revenue and profession tax are levied by the State Governments.

Local bodies are empowered to levy tax on properties, octroi and for utilities like water supply,

drainage etc.

Reserve Bank of India Directives - The very concept of zero per cent interest is non-existent

and such schemes only serve the purpose of alluring and exploiting vulnerable customers. The

consumers should not be levied any additional charge for payments made through debit cards.

The import duty on Silver was also increased from 10 percent to 15 percent.
